Re: Camp Ramah Nyack (Appeal No. 4133)

Dear Members:

At the Board’s meeting of January 14, 2019, Ramah was asked to provide additional information. Ramah’s responses follow.

1. Provide additional information regarding non-camp single day and multi- day events since 2011. Attached as Exhibit L1 are copies of program schedules for many of the events since 2011. Ramah does not keep copies of all such schedules. The names of users are proprietary to Ramah. Further, they are not relevant to the Board’s inquiry, which is whether users of the facilities are participating in religious/religious education events.

2. Provide information concerning a business known as “EQ Events” and its relationship, if any, to Ramah. EQ Events is a business owned and operated by Michael Edelstein and his wife. It is a party planning business. Mr. Edelstein is the Director of Finance and Operations for Camp Ramah Nyack. EQ Events and Ramah have no relationship, nor does EQ Events plan parties at the Ramah campus.

3. Verify the number of parking spaces on the site. Attached as Exhibit M is a full-sized copy of the Final Overall Site Layout Plan for Ramah, prepared by Atzl, Nasher & Zigler, P.C., dated May 11, 2015, last revised May 25, 2016. The plans are sealed by a New York licensed professional engineer and a New York licensed land surveyor.

Camp Ramah Nyack Page 2 January 22, 2019 They are also signed by the owner’s representative and by the then- Chairman of the Clarkstown Planning Board as the approved site plan for the site. This is the same document that was provided in reduced form as Exhibit A to Ramah’s submission dated January 7, 2019.

This approved site plan contains a parking table as follows:

This approved site plan also graphically depicts the parking spaces in their respective locations throughout the site.

As with many facilities of this type, informal parking arrangements also exist and are used when needed. These informal arrangements are depicted on the schematic drawing submitted as Exhibit E to Ramah’s submission of January 7, 2019.

4. Provide information regarding the Ramah website page introduced by Member Casteleiro relating to the rental of the Ramah campus. Member Casteleiro introduced two pages that she claimed were taken from Ramah’s website, one entitled “retreats and rentals” and the other entitled “facilities & retreat rentals”. On the first sheet (“retreats and rentals”) Member Casteleiro appears to have underlined the phrase “Bar/Bat Mitzvahs”. That phrase apparently caused her concern, although she did not describe the nature of that concern.

A bar/bat mitzvah is a Jewish religious coming of age rite, the celebration of which is completely consistent with Ramah’s religious mission of educating young Jewish boys and girls. While it is true that many such celebrations take place in catering facilities, many others take alternative forms that are consistent with a facility such as Ramah.

This page was replaced in July 2018. A copy of the current page, in place since that time, is annexed as Exhibit N. It does not reference “Bar/Bat Mitzvahs” or other life cycle events.

Further, both the old and new versions of the webpage state that the facilities are available “during the late spring and fall months”. This is completely consistent with the existing special permit.

This matter was adjourned until the February 11, 2019, meeting of the Board. Ramah hopes that this upcoming meeting will be the last one needed for this Camp Ramah Nyack Page 3 January 22, 2019 application. To that end, if members have questions arising from the January 7 submission, or any other questions, we ask that they submit them to us (through the Board’s Clerk or Chairman) in time for us to respond by the February 11 meeting.
