Airport Safety Enhancement Award by Abe Forney, Airport Manager We are all familiar with the regulations pertaining to our profession. These regulations control training and often end in a goal of certification. Did you know that there are a set of regulations for airports that ultimately determine whether some airports become certified? This certification is regulated under FAA Part 139, which outlines the standards for endorsement of the 533 U.S. airports with the FAA’s Part 139 title. These are airports that host scheduled passenger-carrying operations using aircraft originally designed with more than nine passenger seats, or an unscheduled passenger-carrying operation using an aircraft originally designed with more than 30 passenger seats. These airports must be certificated under FAA Part 139. So, what does an airport have to do to meet the standards of Part 139? First, a Part 139 airport must have an FAA-approved Airport Certification Manual, or ACM. The ACM will include requirements that must be completed by airport staff like self-inspection pro- cedures, actions to ensure safety during construction, and procedures for controlling pedestrians and vehicles in the movement area. The ACM will also outline requirements for airport rescue and firefighting, emergency plans, and a snow/ice control plan. An airport that is not certified as a Part 139 airport will simply broadcast messages warning pilots of “deer and waterfowl in the vicinity of the airport.” Unlike those smaller airports, our airport has a wildlife hazard management plan. In addition to these plans, the Part 139 certification processes ensure that the airport has standardized runway safety areas, that it conforms to stringent lighting and marking standards, and that airport personnel receive proper training in airport operations. Because the Rosecrans Memorial Airport is a FAA Part 139 certified airport, we received our annual inspection from one of the FAA’s central regions certification inspectors last month. The certifications inspector oversees the airports compliance and ensures that all of the required training has been completed in the proper time frame. For the last seven years, our airport has received a medal of excellence for a zero discrepancy inspection. Two thousand sixteen marks the third year in a row that we have achieved this honor, and because we have achieved this goal in three consecutive years the Rosecrans Memorial Airport will receive the Airports Safety Enhancement Award from the FAA. Congratulations to Roxanne Patton, Jimmie Bailey, Mike Hovey, Brandon Raines and Adam Freeman for accomplishing this distinguished honor. Having fun also means staying safe, using good judgment and taking simple precautions that will help keep you safe and, most importantly, keep you alive.” Tip 1: Food Safety — To avoid food poisoning, the U.S. Department of Agriculture recommends cooking fresh poultry to 165 degrees, hamburgers to 160 degrees and beef to at least 145 degrees. Refrigerate all perishable food within 2 hours, 1 hour if the temperature outside is above 90 degrees. To guard against cross-contamination of bacteria, keep uncooked meats away from other foods. Tip 2: Grill Safety — Emergency physicians see firsthand the dangers associated with an outdoor grill. Consumers should thoroughly clean a grill of any grease or dust. Check the tubes leading into the burner for any blockages from insects or food grease that can cause an uncontrolled fire. Replace any connectors which can lead to a gas leak and keep lighted cigarettes, matches or open flames away from a leaking grill. Do not use a grill in a garage, breezeway, carport and porch, or near any surface that can catch fire. Also, always follow the manufacturer’s instructions that accompany the grill. Tip 3: Water Safety —To prevent drowning, avoid alcohol when swimming or boating. Wear a lifejacket whenever you are on a boat. Make sure young children are supervised at all times when near the beach, on a boat, or by a pool or hot tub. Don’t swim alone or in bad weather. Learn to swim and teach your children to swim. We also recommend that you learn CPR in case of an emergency. Tip 4: Sun Safety — Protect against sunburn and heat stroke. Wear sunscreen with at least an SPF of 15 or higher and apply it generously throughout the day. Wear a hat outdoors and a good pair of sun- glasses to protect your eyes. Drink plenty of water, especially when in the sun or if you are sweating heavily. If you feel faint or nauseous, get into a cool place immediately. Tip 5: Travel Safety — Do not drink and drive or travel with anyone who has been drinking. Wear your seatbelt at all times. Make sure your vehicle has been properly serviced and is in good working shape before a long road trip. Familiarize yourself with your surroundings if you are in an unfamiliar place and know where the nearest emergency room is to you at all times in case of an emergency.
