DIVISION 1 SECTION 01010 GENERAL REQUIREMENTS SUMMARY OF WORK

PART 1 GENERAL 1.01 WORK INCLUDED A. The work shall consist of the installation of liners and access grating walkways in No. 8, No. 14 and No.15 (Option 1) as shown on Drawing No. 6F- SD-492-18-026, and according to these specifications. 1. Work includes all clearing, excavation, backfill, compaction, and grading to complete the work described, including removal and relocation of rip-rap and unsuitable soil/organics as described in Section 02100. 2. Repair damage to any road caused by contractors equipment during the performance of the work described. Place road gravel over disturbed road surfaces and compact after placement. The aggregate shall be Gravel Surfacing material in accordance with the South Dakota Standard Specification for Road and Bridge Construction. 1.02 LOCATION A. The site of the work is at the Gavins Point National Fish Hatchery (NFH) located near Yankton, South Dakota. Refer to attached drawing No. 6F-SD-492-18-026 for a location map of the site. B. Contractors are urged to visit the site and become familiar with existing conditions. Failure to ascertain the nature, location, and conditions which affect the work will not relieve the Contractor from the responsibility for successfully performing the work without additional expense to the Government. 1.03 APPLICABLE CODES, STANDARDS, AND SPECIFICATIONS A. All work shall comply with codes and standards applicable to each type of work as listed in individual sections of these specifications. 1. Where a conflict occurs between referenced documents and the Project Specifications, the Project Specifications govern. 2. Where a conflict occurs between referenced documents, the document containing the most stringent requirements governs. 3. Where referenced documents are not specified by date, the applicable version of the document shall be the version current at date of award.

B. Products and processes included in the specifications shall conform to the manufacturer's latest published specifications. C. At the request of the Contracting Officer, the Contractor shall provide a sworn affidavit from the manufacturer certifying that material, products, and processes delivered and used on the project meet the specified requirements. This affidavit shall not relieve the Contractor from his responsibility for full compliance with the requirements of the specifications. 1.06 SUBSTITUTIONS A. The contractor shall provide all equipment, materials, and services as specified or noted on the drawings, unless an approved substitution is obtained. B. Where multiple manufacturer's names are noted, the first named shall indicate the basis for equipment design and drawing layout for the project. C. Any proposals for substitution must be submitted to the Contracting Officer in writing for approval. Submittals shall include all data necessary for a thorough comparison of specified item and reason for the proposed substitution. D. For proposed substitutions, the Contractor shall: 1. Provide all additional drawings and data for approval as considered necessary by the Contracting Officer. 2. Pay for all labor and materials required as a result of the substitutions. 1.07 MEANS AND METHODS A. Means and methods of construction shall be such as the Contractor or Subcontractors may choose; however, subject to the Contracting Officer's right to reject means and methods proposed which: 1. Constitute a hazard to the work, persons, or property. 2. Will not produce finished work in accordance with terms of the contract. 3. Are contrary to specified means or methods included in the contract. B. The right to reject means and methods of the Contractor or Subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.

C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract. D. Total responsibility for control of all means and methods lies with the Contractor for all work. 1.08 COORDINATION A. Coordinate work so that station operations will not be restricted. B. Coordinate all work of the project to facilitate orderly progress and proper sequence of work at all times. C. In the event that other contracts are in progress concurrently with this contract, the Contractor shall coordinate his work so as not to disrupt progress of other work, and shall cooperate to facilitate orderly progress of all work. 1.09 SAFETY

A. Provide at least one nonfreezing-type fire extinguisher in each workshop and shed used for storage of materials at the worksite. Place in location readily accessible to workmen.

B. Provide and maintain a basic first aid kit for use of workmen.

1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries.

2. Advise all workmen of the location of first aid supplies.

3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

C. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, i.e., 29CFR1910 and 29CFR1926 of the Code of Federal Regulations. The Contractor is responsible for providing medical examinations and maintaining medical records of personnel as required by the regulations. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulation on the part of himself, his employees, or his subcontractors.

damage. 1.10 ENVIRONMENTAL PROTECTION A. Pollution Control 1. The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract. a. Compliance with this requirement by Subcontractors will be the responsibility of the Contractor. B. Prevention of Water Pollution

1. During construction, the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.

2. The Contractor’s construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into , flowing or dry watercourses, lakes, ponds, and underground water sources. The Contractor shall dispose of all pollutants such as petroleum products, rubbish, cement, concrete, and objectionable material at a legal, offsite disposal site.

3. Sanitary facilities, such as chemical toilets, shall be located far enough from wells, live streams, or ponds to prevent pollution of the water.

4. Dewatering work for structure foundations or earthwork operations adjacent to, or encroaching on, streams or watercourses shall be conducted in a manner which prevents muddy water and eroded materials from entering the streams or watercourses. This shall be accomplished by construction of intercepting ditches, bypass channels, barriers, settling ponds or other approved means. Excavated material shall not be placed in or adjacent to watercourses where it can be washed away by high water or storm runoff. C. Abatement of Air Pollution 1. The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution. 2. Construction activities shall be performed in such a manner that air pollution is held to a minimum.

3. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be hauled off the site to an approved landfill area. D. Environmental Litigation 1. Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time or for costs or damages. E. Fossils and Cultural Materials: 1. Should the Contractor discover any fossils or cultural materials during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the station manager of such discovery. Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor not to damage or collect fossils or cultural materials uncovered during excavation operations. Failure to comply with this requirement may be considered a violation of the Archeological Resources Protection Act of 1979 as amended. Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment. If the Contractor uses materials obtained from a non-Government source to perform work that is required under this project, and a new borrow site is opened or an existing borrow area is expanded in order to obtain such materials, the Contractor shall assure that any new borrow area disturbance meet the requirements of Section 106 of the National Historic Preservation Act.

01010 -6 DIVISION 1 SECTION 01200 GENERAL REQUIREMENTS PROJECT MEETINGS

PART 1 GENERAL

1.01 PROGRESS MEETING

A. The Contractor or his project superintendent shall be available to meet with the Contracting Officer's Technical Representative (COTR) at the jobsite at least once each week during construction to discuss work progress.

B. At the above meetings, the Contractor or superintendent shall give verbal reports of progress on the project, discuss the work schedule, and present all conflicts, discrepancies, or other difficulties.

DIVISION 1 SECTION 01300 GENERAL REQUIREMENTS SUBMITTALS

PART 1 GENERAL

1.01 SUBMITTALS

A. Submittals are required on the items as listed individually in each Section of the specifications. The description of the submittal data required is defined in the technical specifications.

B. All submittals shall be accompanied by a Government-furnished submittal form for each specification section, which shall be used as the document for approving or disapproving the material. All submittals shall be in electronic format.

C. Any work performed before the approval of required shop drawings, samples, or submittals shall be at the Contractor's risk.

D. Make all submittals of data, items, materials, and samples after receipt of the Notice to Proceed and allow sufficient time for review. The Contractor shall allow a minimum of 7 calendar days upon receipt by Contracting Officer, but no more than 30 calendar days, for Government review of submitted material. Submit in sufficient detail to ensure conformity with contract requirements and specifications. Submittals on component parts forming a system, or that are interrelated, shall be submitted at one time as a single submittal.

1.02 CONSTRUCTION PROGRESS SCHEDULES

A. Submit construction schedule for approval within 10 days after Notice to Proceed, including the following:

1. Breakdown of work activities in categories, as necessary, to allow monitoring of progress of work during construction.

2. Sequence of construction by activity with start dates, duration, and finish dates.

1.03 SAMPLES

A. Submit samples in duplicate.

B. Submit samples at the same time as shop drawings when both are required.

C. Submit samples of liner material and liner seam.

1.04 SHOP DRAWINGS AND MANUFACTURER'S LITERATURE

A. Prior to the use or installation of any item specified as requiring submittal, the Contractor shall submit manufacturer's literature containing detailed specifications and performance data, or shop drawings fully describing the items.

B. The Contractor shall not perform work related to shop drawings or samples prior to obtaining the required shop drawings or samples approved by the Contracting Officer. Shop drawings shall be in sufficient detail compatible with the complexity of the project to adequately illustrate the relationship of major components.

C. Contractor shall check shop drawings for conformity to the contract documents and mark them to this effect before submitting to the Contracting Officer.

1.05 RECORD (AS-BUILT) DRAWINGS

A. Provide and maintain at the project site, one complete set of prints of the project drawings. The drawings shall be kept in good, clean, and readable condition.

B. The project site drawings shall have neatly inscribed all changes in work. Changes shall be noted with red pencil or red ink.

C. Submit these corrected prints at time of final acceptance and prior to final payment. Note all data and changes on these record drawings in sufficient detail and clarity and provide information necessary for preparation of "as-built" drawings.

1.06 TESTS AND COMPLIANCE STANDARDS

A. The Contractor shall submit copies of tests or compliance standards as required in each Division. Written results of all testing shall be submitted to the Contracting Officer.

B. Make all submittals of test data within 24 hours after test was performed.

1.07 GUARANTEES, WARRANTIES, AND CERTIFICATES

A. Submit all guarantees, warranties, and certificates prior to final payment. Refer to Section 01700.

01300 -2 DIVISION 1 SECTION 01300 GENERAL REQUIREMENTS SUBMITTALS

1.08 DELIVERY TICKETS

A. The Contractor shall maintain, on the jobsite, one legible copy of each delivery ticket for all material delivered to the construction site. The tickets shall be submitted if requested by the Contracting Officer.

B. The delivery ticket shall show brand name, catalog number, and number of items received.

DIVISION 1 SECTION 01400 GENERAL REQUIREMENTS QUALITY CONTROL

PART 1 GENERAL

1.01 QUALITY CONTROL

A. The test procedures defined in this Section also apply to all tests required in other Sections of the specifications.

B. Submit test results and reports in accordance with the requirements in each Section of the specifications.

C. The cost for all required testing shall be paid for by the Contractor and included in the bid price.

1.02 SUBMITTALS

A. Refer to Section 01300.

1.03 TESTS BY INDEPENDENT TESTING LABORATORY

A. Testing Laboratory

1. Independent testing laboratory shall be selected by the Contractor; the name and qualifications of the proposed laboratory shall be submitted for approval.

2. Failure to provide a specified test shall be considered the same as a test with a failed result.

B. Contractor's Responsibilities:

1. It shall be the Contractor's responsibility to provide for all tests included in these specifications.

2. To make available to the testing laboratory, at no cost, all materials to be tested.

3. Provide labor necessary to supply samples and assist in making tests.

4. Advise laboratory of the identity of material sources and instruct suppliers to allow inspections by the laboratory.

5. Submit written reports from the testing laboratory in accordance with the specified time requirements cited in Section 01300.

6. After initial tests have been performed, and if sampling, method, or workmanship does not comply with these specifications, the Contractor shall pay for any additional testing necessary to ensure compliance.

C. Test Standards

1. Tests shall be conducted in accordance with the requirements of the specifications designated or, where not specified, the latest standards of American Society for Testing and Materials.

D. Earthwork Quality Control Testing

01400-2 DIVISION 1 SECTION 01500 GENERAL REQUIREMENTS TEMPORARY FACILITIES AND CONTROL

PART 1 GENERAL

1.01 WEATHER PROTECTION

A. General

1. Provide necessary protection against weather to keep all materials, equipment, and completed work free from damage during shipment, in storage, or in place.

2. Do not perform wet work when temperature is below 40 degrees Fahrenheit or it is forecast to be below 40 degrees Fahrenheit within the ensuing 48 hours, except when work is properly protected and sufficient heat is provided, as approved by the Contracting Officer.

B. Heat Provision

1. When heat is required for proper weather protection, provide temporary enclosures of work and acceptable means to provide sufficient heat to maintain a temperature of not less than 50 degrees Fahrenheit. Provide higher temperatures when required by these specifications.

2. Use only heating equipment and fuels of approved safe types. Keep equipment and surroundings in a clean, safe condition. Use flame resistant tarpaulins and other materials for temporary enclosure of space. Use vented heaters only.

1.02 TEMPORARY UTILITIES

A. Availability and Use of Utility Service.

1. Lighting

a. Provide and maintain temporary lighting as may be required for construction and safety purposes.

2. Toilets

a. Provide and maintain suitable, weather-tight, painted, sanitary toilet facilities for all workmen during the construction period. When toilet facilities are no longer required, promptly remove them from the site. Disinfect and clean or treat the area as necessary.

b. Provide and maintain facilities in accordance with the requirements of applicable local and State health authorities and OSHA.

c. Keep all toilet facilities clean and supplied with toilet paper at all times.

3. Telephones

a. The Contractor will be permitted to use the Government telephone at the hatchery headquarters without charge for local calls which are directly related to the performance of the work. The Contractor shall provide a wireless communication system for emergency purposes.

4. Water

a. The Contractor shall be responsible for providing water, suitable for performance of the work. Also, the Contractor shall be responsible for providing potable water for workmen.

1.03 OPERATION AND STORAGE AREAS

A. All operations of the Contractor (including storage of materials) upon Government premises shall be confined to areas authorized or approved by the Contracting Officer.

B. Government premises adjacent to the construction project site will be made available for use by the Contractor without cost whenever such use will not interfere with other Government uses or purposes.

C. The Contractor shall not enter or occupy with men, tools, equipment, or material any ground outside the Government's property without the written consent of the owner of such ground.

D. Other contractors and employees or agents of the Government may for all necessary purposes enter upon the work and premises used by the Contractor, and the Contractor shall conduct his work so as not to impede unnecessarily any work being done by others on or adjacent to the site.

01500-2 DIVISION 1 SECTION 01500 GENERAL REQUIREMENTS TEMPORARY FACILITIES AND CONTROL

E. Materials which are stored at the site shall be protected from the weather by the Contractor. Provide weather-tight coverings or storage sheds.

1.04 PROTECTION AND RESTORATION

A. The Contractor shall protect all structures during the progress of the work; shall remove from the site all debris and unused materials; and shall, upon completion of the work, restore the site as nearly as possible to its original condition, including the replacement, at the Contractor’s expense, of any facility which has been damaged.

1.05 ACCESS ROADS

A. The Contractor shall be responsible for any damage to roads, crops, fences or other property during construction operations. The Contractor shall repair any damage to roads or property resulting from construction operations and shall restore all roads and access routes to the same condition as existing when project was started.

B. The Government will designate all access routes and haul roads to the worksite prior to initiation of material deliveries. The designated routes shall be strictly adhered to and maintained by the Contractor.

C. Laws and Regulations

1. Observe all laws and regulations of the local, county, and State authorities in the use of all public roads and highways for the transportation of materials and equipment in connection with work on the project. Observe all overhead construction, bridges, cables, and the like. Repair damage to roads, highways overhead construction and similar off-site items, resulting from operations in connection with this project.

1.06 WATER CONTROL

A. Perform construction work in a manner that will direct surface water away from existing structures. Coordinate any water diversion onto adjacent property in advance with the Contracting Officer’s Authorized Representative.

B. Provide own means of pumping or otherwise maintaining excavations free from ground water encountered. Coordinate any water diversion onto adjacent property in advance with the Contracting Officer.

01500-3 DIVISION 1 SECTION 01500 GENERAL REQUIREMENTS TEMPORARY FACILITIES AND CONTROL

1.07 PARKING

A. Park vehicles to avoid interference with normal construction activities and to avoid interference with Government or private operations.

1.08 TRAFFIC REGULATION

A. The Contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient flasher lights, flagmen, danger signals and signs, and shall take all necessary precautions for the protection of the work and the safety of the public. All ponds, water control structures and valve structures shall remain accessible by vehicle. Roads closed to traffic shall be protected by effective barricades and shall be placed with acceptable warning signs. All barricades and obstructions shall be illuminated at night and all lights shall be kept burning from sunset until sunrise. Install appropriate traffic signs at crossroads and approaches to site as needed to direct affected public traffic. Specific signs and barricade requirements are detailed in the American National Standards Institute, Inc., "Manual on Uniform Traffic Control Devices".

01500-4 DIVISION 1 SECTION 01600 GENERAL REQUIREMENTS MATERIALS AND EQUIPMENT

PART 1 GENERAL

1.01 STORAGE AND PROTECTION

A. Protect all materials, work, and equipment against damage at all times.

B. Refer to Section 01500 for requirements for storage of materials. Store all materials that might be damaged in storage sheds, or under weathertight coverings.

C. Prefabricated components, and other manufactured items, shall be delivered and stored in such a manner that they will not be damaged or deformed. Material shall be stacked on platforms or pallets and covered with tarpaulins or other suitable weathertight, ventilated covering.

DIVISION 1 SECTION 01700 GENERAL REQUIREMENTS PROJECT CLOSEOUT

PART 1 GENERAL

1.01 FINAL INSPECTION

A. The Contractor shall request a final inspection in writing at least ten (10) days prior to the anticipated date of completion.

B. Work will not be considered ready for final inspection until all the work has been completed and the Contractor has certified that all items are properly installed and in strict compliance with all contract terms and conditions. Additional final inspection cost will be assessed the Contractor in accordance with the contract documents.

C. The Contractor or his project supervisor shall be at the jobsite during the final inspection.

1.02 CLEANUP

A. All work and storage areas shall be kept clean and free from paper, garbage, and trash. Such materials shall be removed by the Contractor and disposed of in properly designated areas.

B. Fuels, lubricants, petroleum products, chemicals or other waste materials shall be disposed of in properly designated areas off Government premises.

C. No burning of rubbish on Government premises will be allowed.

D. Tools, equipment, and temporary facilities shall be removed when no longer required for execution of the work.

E. After all work is completed according to the specifications of this contract, the contractor shall clean the worksite areas, and perform all other work incidental to leaving a neat workmanlike finish to the job.

1.03 SUBMITTALS

A. Submit all written guarantees, warranties, and certificates required under Section 01300 to the Contracting Officer prior to final payment.

1. Guarantees shall extend the full period of the required guarantee period after:

1.01 WORK INCLUDED

A. All clearing of vegetation, sediment, rubble, riprap, and other debris as needed to provide a suitable construction area.

B. Site Preparation includes physical penetration of the existing PVC liner that is to be left in place.

1.02 JOB CONDITIONS

A. Work limits:

1. The proposed construction area as located on the drawings.

B. Bidders are expected to examine the site to determine the character of the materials to be encountered.

1.03 LANDSCAPE PRESERVATION

A. All vegetation, terrain and improvements outside the construction areas shall be protected from injury and defacement.

PART 3 EXECUTION

3.01 CLEARING & PREPARATION

A. Clear vegetation, sediment, rubble, riprap, and other objectionable material from pond surface prior to placement of fill and compaction of earth material over the existing PVC Liners.

B. Existing PVC liner floor is to be penetrated/punctured at 10 foot intervals in a grid pattern, originating at each corner of each pond. Each penetration is required to be a minimum of one inch in diameter.

3.02 PROTECTION

A. Provide temporary fences, barricades, coverings, or other protection necessary to preserve existing items indicated to remain.

B. Restore damaged work to the condition existing prior to the start of the work, unless otherwise directed.

3.03 DISPOSAL

A. All natural materials removed from ponds shall be stockpiled in the waste disposal site as shown on the drawings.

B. Any non-natural debris shall be removed from the site and legally disposed of.

PART 1 GENERAL

1.01 WORK INCLUDED

A. Includes all excavation, backfilling, compaction, and grading as required for the installation of the new pond liner.

B. All excavation is unclassified. Unclassified excavation is all excavation that is not otherwise classified and may include common and rock excavation.

C. Imported material used as backfill material shall be approved by the Contracting Officer.

1.02 JOB CONDITIONS

A. Bidders are expected to examine the site to determine the character of material to be encountered.

B. All stockpiles shall be located according to the directions of the Contracting Officer.

1.04 SAFETY AND PROTECTION

A. Trenches and excavations shall be sloped, benched, and/or braced where required in a manner consistent with established safe practices.

B. Barricade open excavations occurring as part of this work and post with warning lights. Operate warning lights during hours from dusk to dawn each day and as otherwise required.

operations.

D. Proceed with caution in the excavation so that the exact location of underground structures, both known and unknown may be determined. Contractor shall be responsible for the repair of such structures when broken or damaged.

1.05 SUBMITTALS

A. Submit the following information in accordance with Section 01300 - Submittals:

1. Certified test results that the degree of compaction of backfill meets all requirements as specified herein.

1.06 FIELD QUALITY CONTROL

A. Where tests are required, the following quality control shall be adhered to:

1. Density Testing and Control - Refer to Section 01400, Quality Control, for responsibilities.

2. Moisture-Density Curves - Tests shall be conducted in accordance with requirements of ASTM D698 or AASHTO T99 Standard Method of Test for Moisture-Density Relations of Soils using a 5.5-lb. Rammer and a 12-inch Drop. Obtain moisture-density curves for each type of material encountered or utilized. Results shall be submitted to the Contracting Officer by the testing agency.

Use the moisture-density curves as a basis for compaction control.

3. Density Control - Conduct tests for density control during compaction operations in accordance with the requirements of:

ASTM D2922 - Test for Density of Soil and Soil-Aggregate in Place by Nuclear methods.

ASTM D1556 - Test for Density of Soil-in-Place by the Sand-cone method,

or

ASTM D2167 - Test for Density of Soil-in-Place by the Rubber-Balloon method.

B. Tests Required: 02220-2 DIVISION 2 SECTION 02220 SITE WORK EARTHWORK

1. The Contractor shall have compaction tests made by an independent laboratory at no expense to the Government. The Contractor shall submit the results of these tests to the Government as verification of properly compacted material. Tests shall be performed in sufficient numbers to ensure that the specified density is being obtained. A minimum of two tests per pond shall be made for the anchor trench and a minimum of two tests per pond shall be made of the pond liner foundation. The location of each test shall be determined by the Government.

2. The method and equipment used to place backfill are to be selected by the Contractor, unless otherwise specified, provided that the specified density is obtained.

3. At least one soils classification test shall be provided for each borrow stockpile.

PART 2 PRODUCTS

2.01 MATERIALS

A. Backfill: Earth fill material taken from excavation shall be free from rock larger than 3 inches in the largest dimension, frozen earth, clods, debris, or material with an exceptionally high void content. When sufficient suitable material is not available from the excavation, additional material shall be imported by the Contractor from the borrow site as shown on the drawings.

B. Pond liner bedding: Soil quality and quantity shall be as specified by the pond liner manufacturer and as approved onsite by the Contracting Officer.

PART 3 EXECUTION

3.01 GENERAL

A. All vegetation, terrain, and improvements outside the construction area shall be protected from damage or defacement.

3.02 PREPARATION

A. Identify required lines, levels, contours, and datum.

B. Extreme care shall be used when excavating around existing concrete structures.

C. Identify known below grade utilities. Stake and flag the locations.

D. Identify and flag above grade utilities.

E. Maintain and protect existing utilities remaining which pass through work area.

F. Upon discovery of unknown utility or concealed conditions, discontinue affected work and notify Contracting Officer.

3.03 EXCAVATION

A. Prior to any excavation, sites shall be cleared as specified in Section 2100.

B. Excavate as required to expose suitable material above the existing PVC liner. Stockpile excavated material where designated by the Contracting Officer.

C. Where unsuitable foundation material is encountered during excavation, the Contractor shall immediately notify the Contracting Officer. The Contracting Officer may direct additional excavation to remove the unsuitable material. This additional excavation shall be refilled with compacted backfill satisfactory to the Contracting Officer to provide a firm foundation for the liner. Compact in accordance with Paragraph 3.05 B.

D. Over excavation. Except as otherwise provided in these specifications or as may be ordered in writing by the Contracting Officer, any and all excess excavation performed by the Contractor for any purpose or reason, and any backfilling and compacting of backfill occasioned thereby shall be at the expense of the Contractor.

If at any point in excavation, material is excavated below specified levels, the over excavation shall be filled with selected materials satisfactory to the Contracting Officer and the materials compacted in accordance with Paragraph 3.05 B; or if at any point in such excavation the foundation material is disturbed or loosened during the excavation process or otherwise, it shall be removed and replaced with selected materials satisfactory to the Contracting Officer.

3.04 BACKFILLING

A. General

1. Backfill material shall not be placed over frozen subgrade or previously placed embankment that is frozen.

2. Backfill shall not be placed until all clearing, existing liner penetration, and excavation is completed, inspected, and approved by the Contracting Officer.

3. Backfill shall be placed in sufficient quantities to create a final pond surface matching the lines and grade as shown on the drawings.

3.05 COMPACTION

A. The anchor trench backfill shall be uniformly compacted to a minimum 95 percent of the maximum dry density determined by ASTM D698 or AASHTO T99. Flooding or puddling will not be allowed. The addition of water shall be limited to that needed for obtaining optimum moisture content plus or minus 2 percent.

B. All soils supporting the pond liner shall be compacted to between 90 and 95 percent of the maximum dry density determined by ASTM D698 or AASHTO T99. Flooding or puddling will not be allowed. The addition of water shall be limited to that needed for obtaining optimum moisture content plus or minus 2 percent.

C. All soils adjacent to concrete structures shall be compacted to a minimum 95 percent of the maximum dry density determined by ASTM D698 or AASHTO T99. Flooding or puddling will not be allowed. The addition of water shall be limited to that needed for obtaining optimum moisture content plus or minus 2 percent. When hand or power tampers are used to compact soils in confined areas, they shall be equipped with suitably shaped heads to obtain satisfactory compaction.

D. Excessive settlement or other evidence of improper backfill shall be corrected by reopening the area to the depth required for proper compaction and then shall be refilled and compacted as required.

3.06 DISPOSAL OF UNSUITABLE MATERIAL

A. Materials not suited for backfill shall be disposed of in the designated disposal site as shown on the drawings. Waste areas shall be leveled, graded, and left with even and uniform surfaces in a manner that is consistent with the natural landscape.

PART 1 GENERAL

1.01 WORK INCLUDED

A. The work of this Section includes furnishing and installing the pond liner in accordance with these specifications, the manufacturer’s specifications, and as shown on the drawings.

B. The liner shall be installed with no excessive wrinkles or puckers that could impede the flow of water and cause fish to be stranded.

1.03 SUBMITTALS

A. Manufacturer's product data.

B. Shop Drawings. - Shop drawings shall detail the proposed installation of all items specified herein. The shop drawings shall detail the location, size and method of attachment of all trench anchor systems and perimeter connections. In addition, the direction of all factory seams and location of all field joints shall be detailed.

C. Samples. - The following samples shall be provided:

1. Pond Liner, 12" by 12" minimum with a factory seam.

2. Pond Liner, 12" by 12" minimum with a field seam.

3. Batten strip (6 inch minimum).

4. Anchor Bolt (1 minimum).

D. Installation Instructions. - The manufacturer's installation instructions shall indicate any special procedures and perimeter conditions required for the pond liner, field seams, bonding adhesive, and anchor bolts or embedment strip.

E. Certification. - Provide manufacturers certificates of compliance that all products and components of products meet or exceed the requirements, standards, and testing methods specified for raw liner materials, finished liner, bonding adhesive, and sealants.

F. Warranties. - The Contractor shall provide a warranty either from the Vendor proper or the Manufacturer of the material against defects in manufacture for one (1) year and material degradation in outdoor exposure for a pro-rated period of at least twenty (20) years from the date of installation.

PART 2 PRODUCTS

2.01 GENERAL

A. The materials supplied under these specifications shall be first quality products designed and manufactured specifically for the purposes of this type of work, and which have been satisfactorily demonstrated by prior use to be suitable and durable for such purposes.

2.02 DESCRIPTION OF MATERIALS

A. The pond liner shall consist of fish and plant friendly, ethylene-propylene-diene terpolymer (EPDM) synthetic rubber liner formed into uniform, flexible sheets with a thickness of 1.52 mm, designed to meet the tolerances of ASTM D7465 for EPDM . The pond liner shall be Firestone EPDM Geomembrane, or approved equal.

B. Vendors - The Fabricator and/or Vendor of the geomembrane liner used in this work shall be approved in writing by the membrane manufacturer. The installer of the geomembrane shall be an approved applicator.

C. The material shall have the minimum physical property characteristics as outlined below:

D. Interior catch basin grating walkway shall be heavy duty plank, galvanized, ASTM A- 653 G90, 10 gauge (0.1382” thick), 8 diamond, 2-inch channel depth, serrated surface, 36-inch wide by 144-inch long as manufactured by McNichols Co., or approved equal.

2.03 FABRICATION

A. Individual widths of geomembrane lining shall be factory fabricated into 50 foot x 200 foot panels so as to minimize field seaming during installation. Factory fabricated seams shall be constructed utilizing a vulcanized type seam. All factory fabricated seams shall have a strength equivalent to the specified sheet strength.

After fabrication, the panels shall be packaged so as to minimize handling at the jobsite. Each factory fabricated panel shall be given prominent, unique, indelible identifying markings indicating proper direction of unrolling and/or unfolding to facilitate layout and positioning in the field. Shipping boxes shall be water resistant, strong enough to prevent damage to the contents, and shall be banded to heavy duty wood pallets. Pallets shall not be stacked.

PART 3 EXECUTION

3.01 INSTALLATION

A. The Contractor shall provide all labor and equipment necessary to install the geomembrane liner. The vender shall provide a qualified Field Representative to insure the proper installation of the geomembrane.

B. The foundation surface to receive the geomembrane liner shall be prepared prior to the arrival of the Vendor’s Field Representative, and shall be in accordance with applicable paragraphs of Sections 02100, 02220 and 02540.

C. The membrane shall be closely fit and sealed to all concrete structures in accordance with the manufacturer’s recommendations and in accordance with ASTM D-6497; Contractor shall submit drawings and methods for approval.

1. Stainless steel battens used to attach the membrane to the concrete shall be continuous over the entire distance if possible. Use of a number of short sections where one long section will work is not acceptable and will be rejected.

2. Stainless steel anchors used to attach the battens and the liner to the concrete shall be installed according to the anchor manufacturer’s instructions. Bent over anchors are not acceptable and will be rejected.

D. Sufficient lining shall be provided to continuously cover all pond surfaces and to be firmly entrenched in burial trenches around the perimeter of the ponds as shown on the drawings.

E. Sealants used for attachment of the geomembrane liner to the catch basins shall be of the type required for the application and as recommended by the liner manufacturer.

F. Liner shall be installed without wrinkles. Liner shall be installed to prevent of water. Liner installation will be rejected if ponding occurs.

G. Field seams shall be cement welded. Field seams shall be formed by lapping the edges of panels a minimum of four (4) inches. The seaming of adjacent panels shall be performed immediately after the relaxation of the geomembrane liner. All panels shall be installed without tension and without wrinkles. All seams on side slopes shall be parallel with the slope (i.e., up and down the slope). The contact surfaces of the panels shall be cleaned with water and dried in order to remove all dirt, dust, or other substance. Use only materials and methods approved by the geomembrane liner manufacturer. Field seams shall be tested by use of compressed air in accordance with ASTM D-4437.

H. Pipe Penetrations: Provide a pipe boot for the 4-inch diameter pipe located at each catch basin utilizing materials and methods approved by the geomembrane manufacturer.

I. The Contractor shall provide and install wind ballast to prevent wind lifting of the pond liner when the pond is empty of water.

1. The ballast tubes shall be made of the same material as the liner.

a. The ballast tubes shall be a minimum of 7 inches in diameter.

b. Ballast tube length shall vary depending on distance to the bottom of the pond at the point of placement around the perimeter of the pond.

c. Ballast tube seams shall have the same strength as the geomembrane liner field seams.

2. The ballast tubes shall be anchored in the liner anchor trench and extend down the slope of the liner to the bottom of the pond.

a. After installation of the liner and ballast tubes in the anchor trench, the soil in the anchor trench shall be compacted as specified in Section 02220 and 02540-5 DIVISION 2 SECTION 02540 SITE WORK POND LINER

graded level with the surrounding dike surface and liner. Mounded soil over the anchor trench shall be rejected.

b. The ballast tubes shall be located on 30 foot intervals around the perimeter of the ponds.

c. The ballast tubes shall be filled with sand to within 3 feet of the anchor trench.

3. The ballast shall be installed such that the bottoms of the ponds are not obstructed.

J. Grating Walkway: Install as shown in contract drawings. Plank shall be installed as monolithic segment (no splices) and shall be cut to an appropriate length as determined by the on-site FWS project leader.

K. The pond shall be cleaned to remove all stones, dirt, and debris prior to final inspection.

3.02 REPAIRS

A. All necessary repairs to the geomembrane liner shall be made with the lining material itself and cemented as described in 3.01 F. for field seams. Patches shall be cut so as to cover the area to be repaired by a minimum of three (3) inches in all directions. Patches shall be cut with rounded corners.
