Policy 9.1 – REGULATED PRICE PLAN (RPP) CUSTOMER CHOICE POLICY TIME OF USE OR TIERED PRICE PLAN Created: November 2020

9.1.1 PURPOSE:

This policy describes the terms and conditions electricity distributors will use when a Regulated Price Plan (RPP) customer requests to change their billing plan to Tiered pricing from Time-of-Use pricing, or vice versa, while complying with the applicable legislation and codes.

9.1.2 POLICY STATEMENT:

A distributor will comply with the customer’s choice for a preferred billing plan as defined in the Standard Supply Service Code.

9.1.3 GENERAL REQUIREMENTS:

Customers on RPP shall have the right to choose between the Time-of-Use (TOU) or Tiered pricing plans. Once a customer elects to change their preferred price plan, the distributor shall comply, while following the stipulations laid out in the Standard Supply Service Code.

Customers who have a contract with a retailer or who are paying the spot market price are not eligible to switch pricing plans at this time

9.1.4 CUSTOMER CHOICE:

Customers on RPP pricing with eligible time-of-use meters now have the option to choose their preferred price plan and can elect to switch from TOU to tiered pricing. Whereas TOU pricing has off-peak, mid-peak, high-peak pricing categories, tiered pricing offers a fixed price for consumption up to a specified kWh, regardless of the time of day, and a higher rate thereafter.

If a customer selects to switch their billed rate plan, they are required to make a request to their utility provider.

9.1.5 UTILITY RESPONSIBILITIES:

An electricity distributor shall make available, either by mail or on its website a Customer Choice Request Form (“Election Form”) for the customer to complete. The distributor shall accept notices of election by mail and email. 9.1.6 COMPUTATION OF TIME:

An electricity distributor shall apply the following rules relating to the computation of time: • Where a distributor receives a customer’s request form that is incomplete or otherwise deficient, the distributor shall notify the customer within 10 business days of receipt of the form that it cannot be processed and the reason it cannot be processed. • Where a distributor receives a customer request form that is complete and not deficient in anyway, the distributor shall begin charging the RPP consumer tiered prices (or TOU if the customer is switching back): o At the beginning of the first billing period for that customer after their request form is received, if received at least 10 business days before the beginning of that billing period; or o At the beginning of the second billing period for that customer after their request form is received if received less than 10 business days before the beginning of the first billing period. • Within 10 business days of receiving a complete customer request form, a distributor shall notify the customer as to when the distributor will begin charging the consumer tiered (or TOU) pricing.

9.1.7 SWITCH EFFECTIVE FROM:

A switch in a customer’s pricing plan can only take effect at the beginning of billing period, and the start date cannot be before November 1, 2020.

If the current month's bill is already in process it will be applied on the following bill.

More than one Rate Option Selection cannot be processed in one monthly billing cycle

9.1.8 FREQUENCY OF SWITCHING:

A customer can switch between Time-of-Use and Tiered pricing at any time however more than one Rate Option Selection cannot be processed in one monthly billing cycle.

9.1.9 RESPONSIBILITIES:

Electricity distributor’s Management will be responsible for ensuring this policy is implemented and adhered to by those employees of the distributor responsible for administrating the customer’s request to change.
