ECPVSC Paper 16/2009-10 for Discussion Buildings Energy ECPVSC Paper 16/2009-10 For Discussion Buildings Energy Efficiency Funding Schemes under the Environment and Conservation Fund Purpose This paper seeks Members’ agreement to approve 91 funding applications and not to accept 39 funding applications for the Energy-cum-carbon Audits Projects (ECA) and Energy Efficiency Projects (EEP) of the Buildings Energy Efficiency Funding Schemes (BEEFS) under the Environment and Conservation Fund (ECF). Summary 2. As at 20 January 2010, a total of 199 and 824 applications were received for ECA and EEP respectively. Since the circulation of ECPVSC Paper 13/2009-10 on 4 December 2009, 130 funding applications have been vetted. Out of these 130 applications, 91 funding applications are recommended for approval, 30 funding applications are recommended not to accept due to the inadequate information received for assessment while the remaining are not eligible applications and have been rejected. 3. In addition to the above, 17 funding applications were withdrawn by the applicants which are listed below. In February 2011, the ECF Committee endorsed the provision of funding support to the Projects with an earmarked amount of $50 million. In July 2011, the Environment and Conservation Fund (ECF) allocated $50 million as a subsidy and launched the "Food Waste Recycling Projects in Housing Estates" programme to encourage the source separation and recycling of food waste. The subsidy will provide funds to support housing estates to set up on-site food waste treatment facilities, organize food waste collection and recovery programmes and associated activities for 2-year. These projects also encourage housing estates to engage non-governmental organization (NGOs) to organize educational and promotion activities in order to raise residents' awareness towards food waste reduction and encourage their participation in food waste recovery. In Sept 2014, the earmarked amount was increased to $60 million and the extension scheme was introduced to support those satisfactorily completed project, for another 2-year subject to terms and conditions. 2. By the time of this report compilation at end of May 2015, 11 housing estates were approved for the Phase 1 Projects in November 2011. In recognizing and promoting good IAQ management practices, the Environmental Protection Department (EPD) has implemented the Representatives from Top 10 Organizations with the Highest Participation Rate in 2016 IAQ Certification Scheme for Offices and Public Places since 2003, with an aim to raise the awareness of good indoor air quality in the community. Throughout the years, the number of premises participating in the scheme has continued to rise. There are now approximately 1,400 certificates registered, a 16 fold increase as compared with some 80 certificates in 2004. This proves that the scheme has successfully brought the issue of indoor air quality to the attention of the general public.
