Pre-Feasibility Report for Sandstone Mine

1. EXECUTIVE SUMMARY

The State Mining Department had sanctioned mining lease area in favor of ShriManohar Singh by Department of Mines and Geology, (Raj.) The lease period was 20 years from the date of 3rd renewal i.e. 21.02.2008 to 20.02.2028. After some time this lease was transferred in the name of Sh. Ummed Singh S/o Sh. Harlal Ram by ME Jodhpur Vide order no. ME/JO/CC-II/minor/M.L. 02/07/251 dated 18.11.2011. Refer Annexure – I copy of Mining lease details.

The ML area was demarcated by the concerned authority on 28.03.2007. Refer Annexure II for the “Copy of the Demarcation Report&ML Area Map”. As per the demarcation report the area comprises of the Govt. Land. No forest area lies within the demarcated area.NoWater body is present in theML area. Mining Plan for the sandstone area was approved by Superintending Mining Engineer, Department of Mines & Geology, Jodhpur.

Environment Clearance (EC) has been accorded to the mining lease to produce Sandstone at capacity 20000 MT/Annum vide Letter No. J-11015/1234/2007-IA.II (M) dated 16.01.2009 of Ministry of Environment &Forests; Govt. of Photocopy of Environment Clearance is enclosed as an Annexure No. III.

As per the Office Memorandum No. F(1)/SEIAA/Gen./Env./2019 dated 19.02.2019 issued by SLEIAA, Rajasthan and to include the proposed Crusher Capacity of 1,20,000 TPA this Pre- Feasibility Report is being submitted for amendment in Environment Clearance for production capacity of 20000 MT of mineral in the lease).

The lease area comprises of undulating topography and is Govt. Waste Land. The lessee intends to mine the mineral Sandstone with the production capacity of 20,000 TPA& 1,20,000 TPA for Crusher.Environment Management Plan has been prepared on the basis of the baseline studies carried out in the area. B. Brief Description of Nature of Project.

It is a one mine project for proposed production of 20,000 TPA of Sandstone and is applied for obtaining the environmental clearance. The expected life of the mine is 198 years. The proposed method of mining will be semi mechanized. For the systematic working of open cast mines, benching will be done. The sandstone is overlain by Sand soil and lime kankar(murram). So to extract sandstone it is necessary to remove the overburden and soil cover and to stack them separately at a separate place. The mining will be done with making systematic benches. Road and ramps will be made during the mining as per requirement. Since the deposit occurs at depth of 1.5 mts. And the thickness of the deposit is sufficient to be economically mineable. Manual open cast mining is suitable method for mining. The height and width of the benches are proposed 6 meter and width not less than height of the bench. The6 meter of the benches will be carried out in slices of 1 to 1.5 meters height.

The overburden and mineral will be excavated manually with simple hand tools. Occasionally overburden will be removed and transportation of sandstone from face to top pit will also be made manually whereas waste will be directly loaded in tractor trollies. The overburden is unconsolidated soil and kankar (murram). The mineralized bed is basically brittle and easily extractable by picks axis manually. The waste obtained will be the small size Sandstone, which do not have any market, obtained while sizing of the mineral rock, and also at the time of blasting will be used for crusher activity.

The water table in general is at about 55-60m below ground level. Water requirement for the proposed project for domestic use, dust suppression and plantation, will be 4 KLD - 5 KLD.

C. Need for the Project & Importance to the Country

The mining project falls in the Jodhpurdistrict of Rajasthan. The Jodhpuris famous for its best quality of Sandstone. Sandstone is available at various villages in the surrounding of Jodhpur. Being a decorative stone, the principal use of this sandstone is in flooring and wall tiles. The lessee will supply in indigenous market of the sandstone. The excavated mineral

The mineral-rich colors, and the hardness & density, makes it useful for many applications. The proposed mining project will fulfill its end uses in buildings and construction, paving, monuments and many other exterior projects. Polished slabs and tiles are used in countertops, flooring, retaining walls and landscaping around a center fountain/ pond, staircase and many other design elements (residential and commercial applications).

A total of 14 people will be employed in this mine.It will create employment (though marginally) for local population.The operation of the proposed project of sandstone mining will bestow various increased social & economic benefits to the local communities and improvements in physical and social infrastructure of the area, apart from increased financial benefits incurring to state govt. by way of taxes royalties &cess etc. The public revenue so generated will further be put for use in infrastructural development and other sectors like health, education and social welfare. The applicant will spend 1% of profit for the development of the area i.e. medical facilities, schools, temples and other social work.

D. Demand and supply gap

Sandstone is a constituent for infrastructural development projects like buildings and constructions. It has high demand in region due to increase in industrial and other infrastructural activities.

The sandstone rock will be sold for construction purpose. These will be sized at the site as per the market requirement. There are many units established around city for sandstone processing, tile and pillar making. Sandstone is quarried for slabs, aslets and khandas. Slabs are used for roofing purpose and aslet is used for making pillars and beams. Sandstone is reddish colored; medium to coarse grained in nature and is well sorted.

Physical and Chemical Characteristics of Mineral

In general thesandstone is fine to medium grained, compact, resistant to acid, available in different shades and colors and can be easily dressed and chiseled. It takes good polish at cut surface sandstone may be defined as a stone made up of grains of quartz and other minerals of fairly uniform size and often smooth and rounded. These grains are held together by a

There is interlinked project of this mine. Lessee has installed crusher (1,20,000 TPA capacity). No other allied activities i.e. washing of minerals, beneficiation etc. will be carried out with this project.

The project is proposed for the mining sandstone at proposed capacity of 20,000 TPA from the sandstone area comprising of an area of 22.793 ha and is located near village Chawkri, Bhuteshwar Ki Gal of BhopalgarhTehsil in Jodhpurdistrict of Rajasthan. The ML area is situated in the SEof the village ChorkiKalan at a distance of 2.2kms. The ML area is approached from BhopalgarhTehsil through tar road. SH-21 also passes in the SE of the area at a distance of 8.5km. District headquarter Jodhpur isat about 68km from the ML area. The Nearest Railway Station is Ummed, which is about 7.0Kms from the area. The nearest airport from the ML area is Jodhpurwhich is at the distance of 67kms. The entire project area comprises of the Govt. Land with undulated topography and the highest contour in the area is 400mRL and the lowest contour is 360mRL The ML Area falls on part of G.T. Sheet No. 45 F/11. Refer Annexure-II for Demarcation report along with ML Area Map.

GEOLOGY:

REGIONAL GEOLOGY

The area covers parts of Jodhpur and Nagaur districts of Rajasthan. The major part of the area is covered by wind blown sand with a few longitudinal ridges running in NE-SW direction and alluvium, with the scattered hills in the west central and southern parts. Low lying hills and plateaus occupy the eastern and northwestern part. Small ephemeral streams originating from the hills form the main drainage. In the south east part, the jojririver

Jodhpur merta rail line of Northwestern Railway passes through the central part of the area. The area is well connected by road with neighboring towns. The rocks exposed in the area belong to the ErinpuraGranite and the jodhpur, and Nagaur Groups of the MarwarSupergroup and are overlain by Quaternary Sediments.

Several Quartz reef and veins intrude the Erinpura Granites forming small hillocks south of Khangta and ChaukrikaBhakar.

The Sonia Formation unconformably overlies the Erinpura Granites and forms high hills in the Central western and southeastern parts of the area. The Sonia sanstone is interbedded with a resistant shale chert unit.

LOCAL GEOLOGY

In this lease area sandstone rocks are related with Sonia formation of Jodhpur group of marwar super group. The trend of mineralization is almost NW-SE and dip is horizontal to sub horizontal. Sandstone is medium grained thickly bedded pinkish colored massive blockable sandstone which is also massive in nature.

The project is for mineral sandstone and the lease area comprises of 22.793 ha and as per revenue records is Govt.land. The proposed method of mining will be semi-mechanized opencast mining. For the systematic working of opencast mines, benching will be done. The height of bench will not be kept more than 6mts at a time and thesand soil and lime kankar (murram) width of the benches will be always more than the height. Sandstone is outcropping. As the overburden is hard in nature so it is being removed by blasting. Usable sandstone is quarried mainly by conventional method. Very occasional conventional blasting is being practiced to remove hard capping of OB whenever encountered. The drilling will be done with the help of Jack Hammer, drilling holes of 32mm diameter and depth will vary depending upon the market requirement of sandstone blocks to be produced. For mining, a special soundless technique is being used for cracking of rock mass which is non-explosive, noiseless and free of flying rocks. It takes approximate 6 hrs duration for cracking of rock mass. For the process of cracking of rock mass ‘Expansion Mortar Powder’ is used. Transport of mineral from mine head to destination will be done by the trucks. The waste obtained will be the small size Sandstone, which do not have any market, obtained while sizing of the mineral rock, and also at the time of blasting will be used for Crusher activity. The mineral rejects to be generated in the next five years will be 33615 and the overburden generated in the nextfive years will be 19764.4 cum. At the end of life of mine total excavated area will be 14.30ha.An area of about 14.30ha will be left as for accumulation of rain water.Till the end of life of mine plantation comprising of Neem, Babool etc. will be done on 7.5ha will be developed as Green Belt outside the ML. The water table in general is at about 55-60mts. Water requirement for the proposed project for domestic use, dust suppression and plantation, will be 4 KLD - 5 KLD.

F. Raw Material Required Along Estimated Quantity, Likely Source, and Marketing Area Of Final Product/s Mode Of Transport Of Raw Material And Finished Product.

No raw material will be required for production of Sandstone. The mineral shall be collected in the mineral stack yard and will be finally dispatch to various industries through trucks. The waste generated shall be carried through dumpers to the dump yard.

G. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined.

Mineral is a natural product which cannot be generated by any means. Hence mineral shall be excavated out by conservative way and systematic manner.

H. Availability of water its source, Energy/Power requirement and source should be given.

Total water requirement is about 4 KLD - 5 KLD, 0.5 KLD - 1.0 KLD (Drinking & Domestic Uses), 1.5 KLD –2.0 KLD (Plantation) &2.0 KLD (Dust Suppression). Drinking water will be brought from the nearby Tube wells/Water tank for dust suppression and plantation will be arranged by a small water tanker. Water table in the area is at about 55-60 m from the general ground level.

The electricity facility is not available at mining lease area. Diesel is used as motive source of primary energy for mine machinery. Diesel will be used in compressor, excavator and dumpers. Diesel will be outsourced from nearby diesel pumps.

I. Quantity of waste to be generated (liquid and solid) and scheme for their Management/Disposal.

The waste rock obtained will be the sandstone rock pieces and weathered sandstone, which does not have any market. These are obtained while sizing of the rock, and also at the time of blasting. The year wise generation of waste/rejects, overburden during first five years of mining is given as under: -

The waste generated will be 77096.68 tones which will be used for crusher activity and the total waste are utilized for gravel and sand.

4. SITE ANALYSIS

A. Connectivity

The ML area is situated in the SE of the village ChowkariKalan at a distance of 2.2kms. A cart track joins the village Chowkri to the area theML area.The ML area is also approachableTehsil Bhopalgarhthrough SH No. 21. Tehsil HQ Bhopalgarh is at a distance of 22.8kms in NW of the ML area.District headquarter is Jodhpurat about 68 K.M from the ML area. The Nearest Railway Station is Ummed, which is about 7.0Kms.from the area. Nearest airports are at Jodhpur city at a distance of 67kms from the ML area.

B. Land form, Land use and Land owner ship

The total Land form isundulated. The area as per revenue records is Govt. waste land and is 22.793Ha. The lease area falls on part of G.T.Sheet no. 45F/11. No forest land is involved in the ML area.

C. Topography

This area under mining lease is undulated terrains. The highest contour in the area is 400 m and the lowest contour is 360m. There is no well situated in the lease area. There is no nalla flowing in the area. During rainy season, rain water flows down to the general slopes and flows down into the nearby fields outside the lease area. There is no public road passing through the area.

D. E. Existing Infrastructure No existing infrastructure is present in the ML area. An office cum rest will be built in the ML area. A store, First aid station, toilet Blasting shelter and other facilities shall also be provided at the mines.

F. Soil Classification No Soil exists in ML area.The area is hilly and comprises of govt. land.

G. Climatic data from secondary sources Climate of the district can be classified as semi-arid type. The summers are very hot and dry and the winters are very cold. The summer season prevails from March to mid-June after which the rainy season starts with the onset of monsoon rains lasting till the end of September. During the May / June month the maximum temperature is about 49°C.The average rainfall noted in the area is 320 mm annually. Atmosphere is generally dry except during the monsoon period. H. Social Infrastructure  The infrastructure like, toilets, first aid stations etc. will be provided at the mine site.  Senior Secondary GovernmentSchool is present at Khangtavillage. Government College is present in Bhopalgarh.  Medical facilities, Nearest Government Hospital are present at village Gotan.  Village people are availing drinking water facilities generally from the public water supply system and tubewell. The water supply is also supplied through tanker in few villages. During summer scarcity of water has been noticed.  Communication services like post office and telephones are available in the Chowkri village. Some of the villagers are also having mobile phones.  An occupational health unit will be organized and the proposed measures will be adopted:

1. Pre & Periodical Medical Checkup program for all the workers. 2. Compulsory medical checkup program and first-aid box with necessary equipment will be provided. 3. Training for workers regarding occupational hazards.  Safety equipment i.e. dusts mask, safety shoes, gloves etc.  Helmet & Shoes etc will be provided to the employees working in the ML area.  The excavated area will be kept properly cordoned off by masonry wall or secured barbed wire fencing.

5. PLANNING BRIEF A Planning concept (type of industries, facilities, transportationetc) town and country planning/Development authority Classification. This mine has been granted for mineral Sandstone. Mineral is available as seen in the deposits at the mine site. The production of 20,000 TPA is proposed. Opencast methods of mining will be adopted transportation of mineral shall be done through road by dumpers and trucks. Other facilities such as power, transportation and communication, social infrastructure facilities are locally available near project site.

D Assessment of Infrastructure Demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the village was assessed on the basis of need and priority. The road facility is already available which shall be used and properly maintained. Preference will be given to local labour from nearby villages. The health infrastructure of the study area requires improvement. The lack of

Physical Infrastructure

The road facility is already available which shall be used and maintained. The labor requirement is drawn from the nearest villages, which shall also be trained for the requirement in mines. Other infrastructure facilities required such as transport etc. for mine labors is available by way of jeep; two wheelers etc. Medical facility as a PHC is available in Khangta.

Social Infrastructure

The mine in the area will provide regular employment to the local villagers of the area. In all 30people will directly get employment from the project.

E Amenities/Facilities

In the nexttwo years as per the mining plan it has been proposed to construct and provide Site services like Office, First Aid, Rest Shelter, Urinals and Maintenance Workshops etc. as per the statutory requirements.

6. PROPOSED INFRASTRUCTURE

A. Industrial Area (Processing Area)

No infrastructure is proposed inside the ML. It is proposed outside the ML area.

B. Resident Area (Non Processing Area)

As only local person will be given employment, no residential area/ housing is proposed.

C. Green Belt

Till the end of life of mine plantation will be done on 7.5 hec. To improve the environment of the area proposal for plantation of Neem, DesiBabool, Gulmohar, Ber, Shesumetc trees etc has been made. It is proposed to plant 1000saplings in the first year.

D. Social Infrastructure

The mine in the area will provide regular employment to the villagers of the area.The lessee shall spend for the development of the area i.e. treatment of poor’s, schools, temples and other social work, local residents shall be employed. Beside this the applicant also proposes to carry out:-

 Regular health check up camps for the workers engaged in mines shall be organized.  Occupational health surveillance program of the workers shall be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if needed;  Insurance cover to all workers engaged in mines shall be provided;  Safetyto prevent the worker getting injury during work following measure will be taken:

 The workers will be trained in vocational training they get proper training in their particular work.  They will be provided proper safety equipment such as safety boots, helmets, and lifeline etc.  Proper benches will be formed. Apart from this all safety precaution will be taken as per Act, Rules and Regulation.

No power requirement is needed as all the machinery deployed for the mining operations such as Jackhammer, Compressor etc. are diesel operated.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION):-

 The proposed mine will bring economic benefits to the state by the way of Royalty for mineral, surface rent, sale tax/VAT, income tax etc.  The project will be economically beneficial to the local people by way of direct and secondary employment opportunities.  Sandstone is a constituent for infrastructural development projects like buildings and constructions. It has high demand in region due to increase in industrial and other infrastructural activities.  The sandstone rock will be sold as blocks for slabs or for tiles. These will be sized at the site as per the market requirement. There are many units established around for sandstone processing, tile and pillar making. Sandstone is quarried for block, slabs, aslets and khandas. Slabs are used for roofing purpose and are used for making pillars and beams.  The project will bring about socio-economic improvement of the area and will prove beneficial to the area  In the interest of mineral development and to improve the social conditions of the local and surrounding people this project should be allowed after considering all the environment aspects.
