The State Archives of the Kyiv Region (GAKO) contains Fond FR-2411: Kyiv Generalkommissariat 1941-1943. The Fond consists of 3 opis’ and 183 delo. The documents (orders, instructions, memos, correspondence, reports, summary reports, etc) shed light on the Generalkommissariat’s organizational, economic and political activities. On June 22, 1941, Nazi invaded the . Several months later, on September 19, 1941, Kyiv, the capital of , fell to occupying forces. The rest of the republic was captured later in the same month. On August 20, 1941, Hitler set up Ukraine in Rovno to rule the new possessions. The new structure covered the bulk of the republic and was divided into six general okrugs (Generalbezirks): Volin, Zhitomir, Kyiv, Nikolaev, Tavriia and Dnipropetrovsk. The Kyiv Generalbezirk included the city of Kyiv and the Kyiv and Poltava regions (based on 1941 border designations) and included a total population of 3,224,000. The administrative structure of the Generalkommissariat was based on prewar divisions of regions (oblasts) and districts (rayons); it also consisted of smaller administrative units called Gebiets (regions), headed by Gebietskommissars. Depending on their size, Generalkommissariats comprised of 9 to 26 Gebiets, incorporating 250-400 sq km of countryside and a population of 150,000 to 350,000. The Kyiv Generalkommissariat consisted of 11 Gebiets: Kyiv, Belaya Tserkov, Borispol, Vasilkov, Zvenigorodka, Ivankov, Korsun, Smelinsk, Tarashcha, Uman and Fastov. Gebiets, in turn, comprised 3 to 6 Bezirks (districts) and were accountable to the Gebietskommissariat, which in turn reported to the Generalkommissariat. The latter was directly subordinate to the Reichskommissariat. The Generalkommissariat, which existed from September 1941 to October 1943, consisted of (1) Main Department; (2) Political Department; (3) Legal Department; (4) Labor Department; (5) Economics Department; (6) Financial Department; (7) Department of Foodstuffs and Agriculture; (8) Department of Transport; (9) Department of Timber, Forests and Hunting; (10) Health Department. The Generalkommissariat relied on its departments to implement the policies of the occupational authorities in their jurisdictions. The Labor

2 Department, which was set up in 1941, was in charge of job centers at the Generalkommissariat and the employment and deportation to Germany of Soviet citizens as slave laborers (275,800 people from Kyiv and the Kyiv Region were forcibly sent to Germany.) The Economics Department managed industrial enterprises, procured raw materials and shipped products to Germany. The Department of Foodstuffs and Agriculture was set up early in 1942 to supply the German army and send agricultural products to Germany. It supervised sowing and harvest campaigns and also distributed foodstuffs among German officials. To better organize the processing of agricultural products, the Generalkommissariat restored several sugar refineries, oil and flour mills. The Department of Transport was added to the Generalkommissariat in May 1943 and included the Road Administration division. It was expected to maintain highways and facilitate the movement of German troops and cargo. The department also oversaw tram and bus transportation and protected power lines; a special subdivision was in charge of railways and post offices. The Timber, Forests and Hunting Department was tasked primarily with exploiting the riches of Ukraine’s forests and shipping them to Germany. Several departments at the Generalkommissariat were engaged in promoting fascist ideology: the Political Department had divisions for Cultural Policy and Youth, which included subdivisions for School Policy, Literature and Volksdeutsche Youth. These divisions monitored schools and newspapers. To carry out its work, the Generalkommissariat relied on a so-called civil occupational administration that was staffed with gebeitskommissars, stadtkommissars and all sorts of other officials (sonderführers) who had their own staff and managers. Nazi terror was the main instrument of occupation policy and was carried out by SS units, police battalions, rear security units, secret police, SD intelligence agency and the Ukrainian auxiliary police. The occupation authorities relied on military force to pursue a policy of genocide of the population of Ukraine, plundering and deporting young people as slave laborers to Germany. The Kyiv Generalkommissariat was headed until January 1942, by Dr. Akkmann; from January to February 1942 by SA-Brigadenführer Helmut Quitzrau; and from February 13, 1942, to October 1943, by SA Oberführer Waldemar Magunia. The Generalkommissariat stopped functioning on November 6, 1943, when the Ukrainian capital was liberated. The documents of the Kyiv Generalkommissariat were kept in the State Archives of the Kyiv Region until May 1991, when they were declassified and moved to the public department.
