Foreword

This consultation statement covers the consultations from April 2012, when the initial consultation on the Neighbourhood Plan was held to August 2013, when the period for comments on the pre-submission Neighbourhood Plan closed. It includes reference to the questionnaire which was circulated to all residents in Strumpshaw, and in September 2010 and on which the Strumpshaw Parish Plan 2011 was based.

The consultation statement is arranged in chronological order. It provides information about who was consulted and the methods that were used. It summarises the main points that were raised and indicates the Steering Group’s responses to those points.

The consultation statement is supported by a “Consultation Statement Supporting Documents” which gives details of each consultation stage. The supporting documents also identify the people who attended the pre-submission consultation exhibition and presentations, as well as the organisations and individuals to whom copies of the pre-submission neighbourhood plan and the supporting documents were sent.

1. Introduction

The Neighbourhood Plan has been developed from the Strumpshaw Parish Plan 2011, and used the consultation exercise carried out for the Parish Plan as the foundation for the Neighbourhood Plan. The analysis of the questionnaire used in the Parish Plan is in the supporting documents.

.A general initial local consultation for the Neighbourhood Plan was carried out in April 2012. Specific local consultations on allotments, housing and a new parish room were carried out in September and November 2012.

The pre-submission Neighbourhood Plan was the subject of a six week consultation period from 5th July to 19th August 2013. This included an exhibition about the Neighbourhood Plan at the Strumpshaw Parish Room from 5th to 7th July 2013.

The Neighbourhood Plan is now being submitted to Authority and District Council. They will carry out a check that it meets the legal requirements, and there will then be a further 6 week period for comments followed by an examination by a qualified, independent inspector. If the Inspector agrees that the Neighbourhood Plan meets the requirements for such plans, a referendum will be held in the parish.

2. The Neighbourhood Plan steering group

Strumpshaw Parish Council asked the same people who had developed the Strumpshaw Parish Plan 2011 to be the steering group to develop the Neighbourhood Plan. These are:

3. Initial consultation exhibition

The initial consultation of Strumpshaw residents and landowners specifically for the Neighbourhood Plan took place over the weekend of 28th and 29th April 2012.

3.1 Publicity

From February 6th to 16th April 2012 a teaser advertising campaign was run to announce the start of the development of the Neighbourhood Plan. A series of six A4 posters were erected at 40 locations alongside the roads in the Parish. These culminated in a poster advertising the initial consultation exhibition on Saturday 28th and Sunday 29th April 2012. Details of these posters are given in the consultation statement supporting documents. A letter about the consultation was also delivered to all the houses in the parish prior to the consultation. A copy is in the consultation statement supporting documents.

3.2 Issues discussed

The exhibition was based around 21 A1 boards which described the process and asked those attending to give their comments on a range of questions. The topics covered were:

 what a Neighbourhood Plan is, and what it must involve

 what a Neighbourhood Plan can include and what it cannot do

 proposals to develop the Neighbourhood Plan for Strumpshaw, Buckenham and Hassingham Local people helping to shape local development Page 3

 the fundamentals of the area

 what consultees like about the parish and would like to retain or strengthen

 a question about land ownership, to check that all those with a landowning interest in the parish could be consulted

 questions about the environment and landscape, green energy, housing, recreation and leisure, the parish room, allotments and business opportunities

 an explanation of the sustainability appraisal process

 an outline of the next steps to be taken

3.3 Responses

The consultation exhibition was attended by 147 people plus the 5 members of the Neighbourhood Plan Steering Group. The main points which were made, and the responses developed by the steering group are shown in the table below.

4. Allotments and housing exhibition

The Neighbourhood Plan group decided to arrange some specific consultations with local people on key areas within the developing ideas about the Neighbourhood Plan. The first of these was a consultation about the need for allotments and to seek views about the nature of housing on Saturday 29th September 2012.

4.1 Publicity

10 copies of an A0 display board about the consultation were erected at roadside verges throughout the parish from 15th September 2012. The consultation was held in the Parish Room on Saturday 29th September 2012. A copy of the advertising display board is in the consultation statement supporting documents.

4.2 Issues discussed

The consultation exhibition was again based around a series of A1 posters. In addition the draft vision and objectives were displayed for comments.

On this occasion, though, consultees were also asked to comment specifically on the need for allotments at a focus group.

4.3 Responses

10 people came to the consultation on allotments. Their responses showed that:

 Those looking for allotments wanted plots of around 8 metres by 6 metres primarily for vegetables

 They were looking for allotments to be provided in a group so that allotment holders could look after the security of each other’s holding

 They wanted to create a “community garden” feel to the allotments

 They felt that having a group of allotments would help Strumpshaw remain as a village

 Some of them wanted to encourage children to become involved in gardening, and accepted that parents/guardians would have to have responsibility for their children

The Steering Group’s response to this consultation was to include the possibility of a small group of allotments in the analysis of the options for a community room, allotments and enabling residential development. This then led to the drafting of POLICY 4 in the Neighbourhood Plan.

8 people came to the exhibition to discuss housing. One family was looking to downsize and a second family wanted to find a 4 bedroom detached house or bungalow.

The Steering Group’s response to this consultation was to include the possibility of a small number of houses/bungalows in the analysis of the options for a community room, allotments and enabling residential development. This then led to the drafting of POLICY 4 in the Neighbourhood Plan.

5. Community Room (new Parish Room)

The second key issue on which the Neighbourhood Plan group consulted local people was the provision of a new community room, which at that stage was called a new Parish Room. This consultation took place on Saturday 24th November 2012.

5.1 Publicity

10 copies of an A1 poster advertising a consultation on a new parish room on 24th November 2012 were erected on roadside verges on 10th November 2012. In addition, an A4 copy of the poster was delivered to every household in the parish. Copies of the advertisement and the handout are in the consultation statement supporting documents.

5.2 Issues discussed

The consultation was based around a series of posters. These explained the history and difficulties of the current Parish Room and outlined the possibilities for a new parish room. Consultees were asked to consider one potential site for a new parish room, including an area for a small amount of additional housing to enable a new parish room to be built. They were asked to complete a short questionnaire about the need for a new parish room, including a question about other possible sites. Consultees were also asked to complete a short questionnaire about the possible uses for a new parish room.

5.3 Responses

The consultation was attended by 50 people, and 48 forms relating to the need for a new parish room and its potential site were returned. 42 (87%) of these were in favour of a new site for a new parish room and 37 were in favour of the potential site on Mill Road shown on the map.

A small number of consultees were concerned that the advertisement for the consultation had not mentioned a possible housing allocation to enable the new community room to be provided. The written and oral comments from these consultees have been taken into account in the development of the Neighbourhood Plan.

The Steering Group’s response to this consultation was to consider all the potential sites proposed for a new community room when carrying out the options analysis for a new community room, allotments and enabling dwellings. This then led to the drafting of POLICY 4 in the Neighbourhood Plan. Most of the activities proposed for the community room were included in the community room concept statement in the Neighbourhood Plan.

6. Pre-submission consultation

A six week consultation period about the pre-submission Neighbourhood Plan was held from 5th July to 19th August 2013. This commenced with an exhibition in Strumpshaw Parish Room from the evening of Friday 5th July, to the afternoon of Sunday 7th July 2013. From 6.00 p.m. to 7.30 p.m. on Friday 5th July there was an opportunity for those interested to hear from and question the owner of the land on Mill Road on which a new community room, 6 allotments and an enabling residential development of 10 dwellings was proposed.

6.1 Publicity

10 copies of an A1 poster advertising the pre-submission consultation were displayed on roadsides throughout the Neighbourhood Plan Area from 23rd June to 20th August. A 4 page A5 invitation was also delivered to every household in the Neighbourhood Plan Area in the following week. 15 copies of an A4 poster advertising the fact that the pre-submission consultation closing date was August 19th were also placed on telegraph poles and in the Strumpshaw Post Office after the exhibition on 5th to 7th July until 20th August. Copies of these documents are in the consultation statement supporting documents

The pre-submission Neighbourhood Plan, the draft consultation statement, the sustainability appraisal, their supporting documents and a response form were sent on a CD ROM to a wide range of local organisations. These organisations are listed in the consultation statement supporting documents.

The pre-submission Neighbourhood Plan and all the other documents listed above were placed on the village web site (stumpshaw.org) from Friday July 5th 2013. Printed copies of the pre-submission Neighbourhood Plan and a response form were available for collection from Strumpshaw Post Office. Printed copies of all the other pre-submission consultation documents were available at the exhibition on 5th to 7th July and were then available for consultation through the Parish Clerk.

6.2 Issues displayed at the pre-submission consultation exhibition

The pre-submission consultation exhibition took place on Friday July 5th, 5.00 pm to 7.30 p.m.; Saturday July 6th 10.00 a.m. to 4.00 p.m.; Sunday 7th July 2.00 p.m. to 4.00 p.m. The exhibition was based around 39 A1 display boards. The subjects these covered were:

As an addition to the exhibition, representatives of the owner of the site on Mill Road which had been identified as the preferred site for the community room, allotments and enabling residential development were available at the exhibition from 6.00 p.m. to 7.30 p.m. on Friday July 5th.

6.3 Responses

The exhibition over the weekend of 5th to 7th July was attended by 112 people. Those attending were asked to leave their names and addresses. A list of those who agreed to participate in this way is included in the consultation statement supporting documents.

6.3.1 Responses at the presentation on Friday July 5th

29 of these visitors attended the presentation on the community room, allotments and enabling residential development on Friday 5th July. A report of the comments and questions raised at this presentation is in the consultation statement supporting documents. The main points raised related to:

 whether any additional houses are required in Strumpshaw

 access to Mill Road and any required improvements to it

 the size of the new community room and parking provision

 whether there would be any restrictions on the use of the allotments

The Steering Group’s response to these points is included in the response to the individual comments in section 9 below.

6.3.2 Response forms

All those visiting the exhibition, and all other interested parties and consultees, were asked to complete a response form, a copy of which is in the consultation statement supporting documents.

7. Landowners

Particular care has been taken throughout the development of the Neighbourhood Plan to identify those who own the land in the parish, including a specific question at the April 2012 consultation. Those landowners that do not live in the Parish were contacted at various points throughout the development of the Neighbourhood Plan. These contacts took the form of correspondence, telephone calls or visits from the Parish Clerk.

Fifteen land owners not resident in the Neighbourhood Plan Area were sent a copy of the CD ROM containing the pre-submission Neighbourhood Plan, a response

form, the consultation statement, the sustainability appraisal and the supporting documents. These individuals are listed in the supporting documents.

8. Statutory bodies

The Broads Authority, County Council, Broadland District Council, English Heritage, the Environment Agency and Natural were consulted on the Sustainability Appraisal Scoping Report.

Norfolk County Council Environment, Transport and Development department was consulted about highway issues relating to the Community Room, Allotments and Enabling Residential Development potential sites E, F and H.

Broadland District Council Planning staff were regularly consulted throughout the development of the Neighbourhood Plan.

Eleven local and planning authorities were sent a CD ROM containing copies of the pre-submission Neighbourhood Plan, a response form, the consultation statement, the sustainability appraisal and the supporting documents in the week of 1st to 5th July 2013 and asked if they would like to comment.

Forty one national, regional, or local organisations and companies were sent a copy of the CD ROM and asked if they would like to comment.

A copy of the CD ROM was also sent to 4 MPs and Councillors.

A list of these organisations and individuals is given in the supporting documents.

9. Responses to the pre-submission consultation

An analysis of the 51 comments which were received and the Parish Council’s responses to them is included as Appendix 1. The main themes were:

 19 individuals objected and said that they would like to see changes to the draft Neighbourhood Plan

 No organisations objected to the draft Neighbourhood Plan

 Those individuals who generally supported the draft Neighbourhood Plan either made no specific comments, or indicated that they liked:
