Abusana “Micky” Bondo, Co-Founder, In Her Presence

Abusana is a native of Democratic Republic of the Congo. Micky arrived in the U.S in 1996 and enjoyed a successful run as a producer manager and buyer of one of Georgia’s largest markets. She holds advanced degrees in bio-chemistry with research in sickle cell, but most recently has been working to improve integration of new immigrants in the Greater Portland area. She is a deeply committed community volunteer and leader and serves on many community boards and steering committees, as well as presents nationally and internationally at conferences

Representative , Maine House District 30

Rep. Anne Carney is serving her first term in the Maine House of Representatives.

Carney practiced employment, civil rights and municipal law for 16 years, representing businesses, individuals, cities and towns throughout Maine in state and federal court litigation. She served as an in- house volunteer attorney with Pine Tree Legal Assistance for eight years, providing pro bono legal representation to low-income Mainers on employment-related issues. In 2016, Carney received the Pine Tree Legal Assistance Award for Pro Bono Services.

Carney served on the Cape Elizabeth Land Trust board of directors from 2010 to 2018, including three years as board president from November 2014 to November 2017. She led the organization to national accreditation in February 2015. She continues to volunteer with the land trust as an advisor and committee member.

Carney has been an active volunteer with the town of Cape Elizabeth and the Cape school system, holding appointments to the Thomas Memorial Library Board of Trustees, the Cape Elizabeth Personnel Appeals Board and the Two Lights Road Bicycle Path Committee.

A school sports fan, Carney volunteered for three years as Cape's middle school girls’ lacrosse coach and was treasurer of the high school swim boosters. She supported youth swimming as a Coastal Maine Aquatics board member, Maine Swimming meet director and as a USASwimming referee. She is a member of the Bicycle Coalition of Maine and has participated in many BikeMaine bike and camp trips throughout our beautiful state.

Carney graduated from the University of Maine School of Law cum laude in 1990. She also has a Master of Theological Studies from Harvard University and a B.A. from Haverford College.

Carney spends her free time walking her dogs, hiking, fishing and cooking Maine food with her family and friends.

Barbara Covey, President of the Board, Waterville Community Dental Center

She graduated from Cornell University in 1971 and Stanford University School of Medicine in 1976. She did her residency in the Harvard Primary Care Internal Medicine program at Cambridge Hospital in Cambridge, Massachusetts.

After working three years in Emergency Medicine she joined Harvard Community Health Plan in Medford, Massachusetts where she worked for 12 years in primary care internal medicine. With her husband and two children she moved to Oakland, Maine in 1994. There she returned to Emergency Medicine, working at MaineGeneral Medical Center for 23 years before her retirement in 2017. She still works per diem at the Togus VA Hospital Emergency Department.

She was an early member of the board of the Kennebec Valley Dental Coalition which established Waterville Community Dental Center in 2000 and has continued to work with the Coalition and the Dental Center since that time to ensure oral health access for low income, uninsured, underinsured, and MaineCare eligible residents of central Maine.

She has also worked the last 20 years as the medical director of the Sexual Assault Forensic Examiner program at MaineGeneral Medical Center. Coordinated efforts with the other area hospitals have led to a regionalized program throughout Kennebec and Somerset counties providing on call forensic examiner services for survivors of sexual assault.

Barbara Price, Consumer Assistance Program Mngr. Consumers for Affordable Health Care

Prior to joining CAHC, Barbara worked in higher education as the Clinical Education Coordinator and Advisor for both graduate and undergraduate students, as a Neurocognitive Test Assistant administering batteries of cognitive and psychological tests to individuals aged 5 to adult, and as a Human Resources Generalist in a medical practice. With a desire to combine her passion for social justice with a career spent in “helping” positions, she returned to school to complete her Master’s in Public Health. Barbara is both eager and grateful for the opportunity to help Mainers navigate the complicated and often confusing health care system.

Claudette Ndayininahaze, Co-Founder, In Her Presence

Claudette arrived in Maine just five years ago from Burundi, where she served as National Sales Manager of Heineken, the largest and soft beverage and brewer in Burundi. Deeply committed to the welfare of women and girls, she also served as the president of Burundi Girl Scouts Association. She has held several community positions since her arrival, and is currently a cultural broker at The Opportunity Alliance. Claudette’s business acumen and experience, in multiple cultures, are a tremendous asset as she seeks positive outcomes with sustainable results.

Representative Denise Tepler

Denise Tepler is in her 3rd term in the Maine House of Representatives and is serving her first term as co-chair of the HCIFS Committee. She has previously served on the AFA and Taxation committees. 7th Annual Health Care for Maine Conference Speaker Bios 2019

She is a long-time resident of Topsham, where she lives with her husband and 2 of her 5 children. Fairness and equity in policy are issues that concern her deeply.

DrewChristopher Joy, Executive Director, Southern Maine Workers’ Center

Senator

Senator Heather Sanborn is currently serving her first term in the , representing District 28 in Portland and Westbrook. She lives with her husband and son in the same North Deering neighborhood of Portland where she grew up. After graduating from Middlebury College, Heather taught history and government at Cape Elizabeth High School and earned her master's degree in Teacher Leadership. She then went on to earn her law degree from the University of Maine School of Law, graduating at the top of her class. She clerked for First Circuit Judge Kermit Lipez and practiced law for several years. In 2010, Heather and her husband, Nathan, founded Rising Tide Brewing Company. In 2012, Heather left her law practice and began managing the growing brewery full-time. Under Heather's leadership, Rising Tide has created more than two dozen jobs and helped spur the revitalization of the East Bayside neighborhood of Portland. Heather co-chairs the Legislature's Health Coverage, Insurance and Financial Services and co-chaired the Health Care Task Force in the 128th legislature. She also serves on the Tax Committee.

Jake Grindle, Maine Health Access Foundation

Jake Grindle joined the MeHAF staff in September of 2015. He currently oversees MeHAF’s Health Equity Capacity-Building and Advocacy grant programs. Jake also has responsibility for several research and communications functions. Prior to this position, Jake worked at Western Maine Community Action, where he served as the Project Coordinator for the Maine Community Action Health Navigator Project. In this role, Jake spearheaded community outreach and enrollment efforts for the statewide consortium of CAP agencies that have been engaged in health insurance Marketplace enrollment. Prior to assuming the Coordinator position, Jake served as the Field Director for the Northeast Archaeology Research Center and the University of Maine at Farmington. He has also worked as a Community Organizer for the Maine’s People Alliance and Maine People’s Resource Center and was a founding member and organizer for Visible Community in Lewiston. Jake is a graduate of the University of Maine at Farmington. He currently lives in Pownal with his wife and two dogs, where he spends his free time tending his garden and small fruit tree orchard.

Karynlee Harrington, Executive Director, Maine Health Data Organization (MHDO) & Maine Quality Forum (MQF)

Both State agencies are responsible for promoting the transparency of health care costs and quality in the State of Maine. MHDO is the State of Maine’s All Payer Claims Database, and is also responsible for collecting hospital encounter, quality, financial and organizational data, and pharmacy data from the supply chain. MQF is responsible for improving health care quality in the state. Prior to her current role, Ms. Harrington served as the Vice President of Sales & Customer Support for CIGNA HealthCare of Maine and New Hampshire. Ms. Harrington has over 25 years of experience working in health care. Kate Ende, Policy Director, Consumers for Affordable Health Care

Since 2013, Kathryn (Kate) has helped individuals and professionals across Maine to better understand and navigate health coverage programs and private insurance appeals. Now she is using that practical experience as HelpLine Advocate and Consumer Assistance Program Manager in her new role as Policy Director. Kate graduated from Wheaton College as a member of Alpha Kappa Delta with a B.A. in Sociology.

Lynn Quincy, Director, Healthcare Value Hub

Lynn works on a wide variety of health policy issues, focusing primarily on the areas of consumer protection, strategies that provide better value for our healthcare dollar and health insurance reform at the federal and state levels. In 2015 with funding from the Robert Wood Johnson Foundation, Lynn launched the Healthcare Value Hub, a new center that helps advocates and others address high healthcare costs, lack of transparency and uneven quality. Prior to joining Altarum, Ms. Quincy held senior positions at Consumers Union, the policy and advocacy arm of Consumer Reports, Mathematica Policy Research, Inc., the Institute for Health Policy Solutions and Watson Wyatt Worldwide (now Willis Towers Watson). She holds a master’s degree from the University of Maryland.

Senator Marianne Moore

Marianne Moore was elected to the Maine State Senate in 2018 to represent District 6 which includes all of Washington County and the municipalities and unorganized territories of Gouldsboro, Sullivan, Winter Harbor and part of East Hancock Unorganized Territories in Hancock County.

In addition to serving 9 years on the Calais City Council and two-terms as the Mayor of Calais, Moore’s background includes having been a small business owner and served the community on numerous boards throughout the county. She currently serves as a Trustee on the Calais Regional Hospital's Board.

Megan Garratt-Reed, Maine Department of Health and Human Services

Meg Garratt-Reed is Senior Advisor for Coverage and Affordability in the Commissioner’s Office at the Maine Department of Health and Human Services. In that role, she coordinates the Department’s policy work across MaineCare, private insurance, and other public programs to reduce barriers to coverage, lower costs for consumers, and ultimately ensure all Mainers can access the health care they need.

Before joining DHHS, Meg most recently worked as Director of Policy and Partnerships at United States of Care, a non-partisan non-profit focused on supporting state-level efforts to expand quality, affordable health care. After helping to launch the organization as its first employee, she led its engagements with state advocates and elected leaders to develop and test public option proposals, managed a research partnership with the University of Pennsylvania to produce actionable evidence- based resources for policymakers, and coordinated technical assistance for state and federal officials on a wide range of policy issues including health equity, drug pricing, and Medicaid expansion. 7th Annual Health Care for Maine Conference Speaker Bios 2019

Meg previously worked as a Consultant with Manatt Health, where she contributed to projects focused on federal policy tracking and analysis, state Medicaid reform, and quality improvement. During the height of the debate over the repeal of the Affordable Care Act in 2017, she coordinated Andy Slavitt’s Health Care Town Hall Project, working with local organizers to bring national health policy leaders to communities across the country to explain the impact of federal proposals on Americans’ access to care. Earlier, she served in the Obama Administration as Special Assistant to the Chief of Staff and Director of Delivery System Reform at the Centers for Medicare and Medicaid Services (CMS). Before her appointment at CMS, Meg worked for more than five years in the office of Congresswoman Chellie Pingree, most recently as Director of Operations and Legislative Assistant for a portfolio of issues including health care and human services.

Meg is an alumna of Wellesley College and holds an M.A. in Public Management from Johns Hopkins University.

Bob grew up in Kittery and graduated from Traip Academy. He served two terms in the House where he represented House District 7 which includes most of the Town of Wells, his hometown. He is currently serving in his first term in the Maine Senate representing Senate District 34 which includes the towns of Kennebunk, Wells, North Berwick, Lebanon, Acton and part of Berwick. He currently serves on the Heath Coverage, Insurance and Financial Services Committee, as well as the Environment and Natural Resources Committee. Bob has worked 42 years in the Insurance industry, 20 of those years with Allstate Insurance in both claims and sales and 22 years as a partner with the Cole Harrison Agency in Kennebunk. Bob has also served on the Town of Wells’ Board of Selectmen for 15 years and was the Chairman for 8 of those years. Before his election to the Legislature he served on the State’s Board of Environmental Protection from 2011- 2014 and was its chairman. Bob holds a Bachelor of Science degree from the University of Southern Maine in Political Science/Public Policy. Bob lives in Wells with his wife Maryanne.

Yvonne Jonk, PhD, Deputy Director, Maine Rural Health Research Center, Muskie School of Public Service, University of Southern Maine

Yvonne Jonk recently joined the Maine Rural Health Research Center as Deputy Director, bringing her expertise in health economics. She also holds the position of Associate Research Professor in the graduate program in public health at the University of Southern Maine’s Muskie School of Public Service. She was previously the Associate Director of the Center for Comparative Effectiveness Analytics at the University of North Dakota School of Medicine and Health Sciences and held a faculty appointment there. Dr. Jonk’s areas of specialization include rural health, access to care, health insurance coverage, program evaluation, and cost and cost effectiveness analyses. Her current portfolio of work with the Maine Rural Health Research Center will include research on acuity differences in newly admitted rural and urban nursing home residents and the use and cost of health services by the elderly (65+) and the oldest old (age 85+). Dr. Jonk contributes towards projects with the Rural Telehealth Research Center addressing the use of telebehavioral health services by the Medicaid population and the use of telehealth services within Maine using Maine’s All Payer Claims Dataset (APCD). Dr. Jonk received her PhD in Applied Economics from the University of Minnesota, where she conducted research with the Minneapolis VA Medical Center and the Minnesota Rural Health Research Center and taught in the Division of Health Policy and Management at the University of Minnesota.
