2. Management Conditions on Boundaries Boundary Conditions SMZ / FMZ FMZ 2 and 3A – occur within the Planning Unit and are mapped on HPOM as exclusion zones. These areas include High Conservation Value Old Growth (HCVOG), Rainforest and Dunn’s White Gum Forest Type. FMZ 3B - Visual protection zone marked by Green hatching along the Armidale Road. Areas are available for harvesting. Harvesting operations within this area must aim at retaining the visual amenity of the forest by one or more of the following options, or an appropriate alternative: - Minimise snig tracks within visible forest areas. - Snig tracks to run perpendicular to the road where practical. - Retain understorey vegetation where practical to provide visual screening. - Limit trees removals to maximum 50 percent of canopy. Log dumps are permitted within the visual protection zone. Measures should be taken to retain the visual amenity, e.g. minimise dump size, select location not on top on ridgeline. FMZ 4 – Available and displayed in a yellow colour on the HPOM as net harvest area. Normal harvest conditions apply. FMZ 7 – A transmission line easement runs along the western part of the Planning Unit in the vicinity of the Armidale Road. Harvesting is not permitted within the easement. Directional falling techniques must be used when working in close proximity to the transmission line and harvesting must not impact upon the transmission line. Aboriginal Cultural Surveys have been conducted during late 2016. One existing Aboriginal Cultural Heritage Heritage site is shown on the HPOM. A 25m total harvesting exclusion has been placed around the site. The site has been marked by an Aboriginal Partnerships Liaison Officer, but must be checked by the FT prior to harvest (repaint faded paint). Existing roads can be maintained (with minimal disturbance to the road surface) and used if they pass through the exclusion zone. NOTE: Log dumps must not be located within this harvesting exclusion. If any potential heritage sites are identified during mark-up or harvesting, an interim 100m exclusion buffer must be applied and the Planning Supervisor notified immediately. National Park Nymboi-Binderay National Park forms the southern boundary of the Planning Unit. The boundary from the Armidale Road along Surveyors Road and Muck Creek Road to the corner approximately 250m to the east of log dump 38 is 20m south of the centreline of the road in use. For harvesting purposes the harvesting boundary is Surveyors Road/Muck Creek Road. From this point, north and then east the boundary is the right bank of the drainage line except for the section of boundary immediately to the south of log dump 39 where the GPS/tilepack must be used to conservatively locate the boundary.

4. Haulage Route and Contractor Travel Route Haul Route There are two haulage routes for this operation. The wood from the northern part of the Planning Unit will go out along Pidcocks Road then Surveyors Road and onto the Armidale Road. The haul route for the southern part of the block will go west out Muck Creek and Surveyors Road then onto the Armidale Road. Armidale Road Signage “Caution Trucks Turning” signs must be erected on both approaches to roads and dumps adjoining the Armidale Road when in use. HC and Crew are to undertake a risk assessment regarding adequate sight distances prior to using roads and dumps adjoining and/or intersecting the Armidale Rd. School Bus Routes Refer Attachment 1 - Communication Procedure Caution must be exercised by harvesting and haulage traffic on the Armidale Road (especially in the vicinity of Dunburrabin) and on the Tyringham Road as School Buses use these routes on school days. CAUTION - There are 40 km/hr school zones on the Armidale Road during school drop up and pick up times at Nymboida and Coutts Crossing. Traffic Control Plan / A Traffic Control Plan (TCP) must be developed, by an accredited company and implemented when harvesting within 2 tree lengths of the Armidale Rd Traffic Management (managed by ). A Traffic Management Plan (TMP) must Plan be implemented when harvesting within 2 tree lengths of forest roads within the harvesting unit. The HC should review WHS Procedure 4.11 - Traffic Management for more information. Dust and Mud HC must ensure mud is not dragged onto the Armidale Road during haulage.

Operating hours No restrictions apply to haulage traffic for this operation.

5. Community Issue Detail Conditions

Notifications Required Nil All relevant notifications have been conducted. A notification list for FCNSW staff is available from the Planner.

Neighbours National Park to the Harvest area is surrounded by State Forest and National south of the harvest Park. The National Parks office in Dorrigo has been area notified of the harvesting and roading operations.

Forest Permits (Bees) Apiary permits exists The Apiary Permit holders have been notified regarding over the net harvest the harvest event. No hives were detected during area. planning however if hives are constraining harvesting operations then the apiarist must be contacted by the HC at least two weeks prior to commencement of harvesting to allow hives to be moved and again on completion of harvesting in the area.

Forest Permits (Grazing) A grazing The permit holder has been notified of roading, Occupational Permit harvesting and haulage operations. The HC must notify exists over the net the permit holder at least one week prior to harvesting harvest area operations commencing. Contact details are held on the Harvest Planning folder

6. Infrastructure Infrastructure Conditions

Roads Haulage roads within the planning unit have been maintained to haulage standard as shown on the HPOM. No cross banks are to be installed on completion of logging on these roads as they are to remain open for fire control and general management access. Non haulage roads are shown in a light brown colour on the HPOM. Non haulage roads must also remain trafficable. A transmission line traverses the compartments, as shown by the easement in Overhead Powerlines compartment 174 (in the vicinity of the Armidale Road) as shown on the HPOM. The transmission line is a 132Kv powerline. Appropriate safety procedures must be in place before any work is undertaken in proximity to this power line (see site safety plan).

Directional falling techniques are to be used when working within close proximity to powerlines.

SMS Toolbox Talk 4.8 – Working in the Vicinity of Overhead and Underground Powerlines must be conducted prior to the commencement of harvesting operations.

Silviculture Type Harvesting Objectives and Condition for each stand condition

STS Light In stands dominated by mixed age spotted gum forest type, the objective is to harvest the mature cohort within the stand and to open up the canopy and Mixed Spotted Gum mechanically disturb the soil to encourage vigorous regeneration (both forest type lignotuberous and from seed). Crew to remove all merchantable stems not marked for retention and ensure that mechanical disturbance creates a suitable seed bed for regeneration. Forest Technician to mark growers for retention. The crew is responsible for selecting retained seed trees and retaining patches of advanced regeneration.

STS Medium In the Coastal Blackbutt/mixed age moist hardwood stand, the objective is to harvest the merchantable component of the mature aged crop and retain the Coastal vigorous younger age class trees for a future cut. Blackbutt/Mixed age Moist Mixed Crew to retain well formed seed trees of preferred species at a spacing of no Hardwoods species more than one and half times tree height. type Forest Technician to mark growers for retention if required.

Crew is to select trees for removal and avoid damage to retained growers.

Not Economically Areas will not be harvested in this harvesting operation. Viable/Pre Merchantable

Mark-Up – the FT is responsible for marking up the forest ahead of harvesting operations consistent with SOP 2 Exclusion Zone Boundary Mark Up - and SOP 3 - Forest Mark Up

Compartment Mark-Up Survey Compartment mark-up surveys must be conducted at least 300m in advance of operations. The survey must search for threatened (5.1, 5.2, 5.13) and protected species features listed in conditions 5.1 and 5.2 of the TSL. Koala star search triggers were identified during pre- harvest surveys. The FT must field check and map areas of impenetrable understory during mark-up and handover unmarked areas to the HC (refer SOP 3).

Hollow-bearing and Regrowth Zone - 5.6 d), e) and f) conditions apply. Protection of Retained Trees Trees marked or selected for retention must not be felled. (5.6h) The crew must minimise damage to H, R and E trees by using directional felling. Harvesting debris should not accumulate within 5 m of retained trees. Where debris does accumulate the crew must remove or flatten to < 1m high. The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.
