Likewise, the conference has acted as a meeting point between different social agents related to training, in order to encourage cooperation among its participants and extend it to other areas related to learning, innovation and competitiveness in that sector. This new edition of the CITE, the fourth, aims to lay the foundations for the development of joint projects and produce relevant results in the field of technological innovations. Program organization CITE 2019 contains different activities within technological innovation, oral communications, posters and virtual exhibitions of different subject areas such as construction materials and systems, health and safety energy efficiency, automation, rehabilitation, maintenance and pathology building, experiences in technological innovation in building. In this fourth conference it is important to note the quality and involvement of all participants, which involved the presentation of a large number of papers that bring together more than 400 speakers from different places through different types of presentations. Also appreciate the invaluable collaboration of the company Placo- Sain Gobain, Chair-Company Proiescón and of the Consejo General de la Arquitectura Técnica de España.     29 May 2019 Urban Indicators Edition 2019 Pozuelo de Alarcón, Boadilla del Monte and Las Rozas de Madrid, lead, once again, the list of municipalities with the highest annual average net income per capita Madrid and Barcelona concentrate the 10 neighborhoods with the highest income per capita in Spain Melilla registers 2.34 children per woman, the highest value, and San Cristóbal de la Laguna the lowest level with 0.97 The “Urban Indicators” project consists of a selection and adaptation of the content of the European “Urban Audit” project, currently known as "data collection for sub-national statistics (mainly cities)". It collects information on living conditions in the main cities of the European Union and the candidate countries. Annual average net income Considering the 405 municipalities with more than 20,000 inhabitants and the annual average net income per capita in 2016, the three cities with the highest income belonged to Comunidad de Madrid: Pozuelo de Alarcón (25.957 euros), Boadilla del Monte (19.702 euros) and Las Rozas de Madrid (19.40 euros). On the other hand, the cities with the lowest income per capita were Níjar (Almería), with 6.253 euros, Los Palacios y Villafranca (Sevilla), with 6.550 euros, and Alhaurín el Grande (Málaga), with 6.629 euros. El VEA es un refinamiento del DEA que impone consistencia sobre los pesos de los indicadores. Estos indicadores cubren aspectos relacionados con el consumo, servicios sociales, vivienda, transporte, medio ambiente, mercado laboral, salud, cultura, educación y seguridad. También se calculan índices VEA de supereficiencia para construir un ranking completo de calidad de vida. Los resultados muestran que la parte norte y centro de España obtiene los niveles mayores de calidad de vida. Abstract This paper measures quality of life for the largest 643 Spanish municipalities using Value Efficiency Analysis (VEA) with 19 indicators to estimate comparative scores. VEA is a refinement of DEA that imposes consistency in the weights of the indicators. The indicators cover aspects related to consumption, social services, housing, transport, environment, labour market, health, culture and leisure, education and security. Superefficiency VEA scores are also computed in order to construct a complete ordered ranking of quality of life. The results show that the Northern and Central regions in Spain attain the highest levels of quality of life.

Peri Italia (email: [email protected]) Abstract The Research aims to investigate how a Construction Management System dealing with the erection of the High-rise Towers could be enhanced. Furthermore, such an effective and proactive Management System purports that the integration between the climbing concrete forming machines and the concrete pumping, pouring and placing devices must be achieved. First of all, the methodology adopted by the Research Unit required to perform a comparative analysis, in close co- operation with the Leading World Manufacturers, through the investigation of the most effective managerial and technical available options. Furthermore, the investigation performed by the Research Unit took into account some meaningful case-studies (located in Germany, Italy, Spain, Sweden, and Switzerland). The main conclusion lies with the need for distinguishing amongst different kinds of High-rise Tower (depending on its heights and shapes) and the preferred models of Site Management to be followed. The formwork and steel fixing systems In Italy, the poor performances and the lack of managerial skills affecting the construction sites are due to an absence of the co-operation amongst the various Players (Client Organizations, Main Contractors, Sub-Contractors, and Suppliers). Indeed, quite often it happens that a Public or Private Client Awarding Organization seems to neglect the Site Management-oriented topics. Likewise, the Main Contractor does not want to be really involved into the Site Management-related solutions, preferring to leave the choice of the preferred formwork, steel fixing and pumping systems to its first- tier Sub-Contractors.
