With so many outstanding issues and offsetting plans still not well defined, it is generally questionable whether the “net positive impact” concept associated with biodiversity offsetting in Mongolia can actually work out well. So far it is arguable that Rio Tinto and its partners are clearly lagging behind in implementing their offsetting plans, and the original baseline against which the presumed net positive impact had to be calculated has been already irreversibly altered due to the construction of mining infrastructure. This is a clear failure for Rio Tinto against its ambitious policy commitment and such legacy Mongolia.
