Report on the Management of Recreation and Sports Facilities in Sai Kung District in July and August 2020 by the Leisure and Cultural Services Department

Purpose

This paper briefs Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in Sai Kung District in July and August 2020.

Background

2. To give Members a better understanding of the services provided by the LCSD, the LCSD makes regular submissions on the management and the usage of recreation and sports facilities in Sai Kung District.

Management of Recreation and Sports Facilities

3. In view of the alleviation of COVID-19 in early, the LCSD had reopened the facilities in phases from 6 May 2020 onwards for public use. Afterwards, in view of the severity of the local COVID-19 epidemic situation, further measures have to be adopted to maintain social distancing. The leisure and cultural venues/facilities have been temporarily closed starting from 15 July 2020 until further notice. Details of the usage of recreation and sports facilities in Sai Kung District before 15 July 2020 are tabulated in Annex I.

4. The major services provided by the LCSD’s contractors in Sai Kung District are cleansing, horticultural maintenance and security guard services and their performances were satisfactory. The LCSD carries out regular inspections to monitor the work and performance of the contractors.

Improvement Projects

5. Please refer to Annex II for information on facility improvement project conducted in Sai Kung District in July and August 2020.

- 1 - Greening Project

6. The LCSD planted 38 trees, 28 222 shrubs and 4 800 seasonal flowers in July and August 2020 to beautify the environment and the details are tabulated in Annex III.

7. In addition, the LCSD removed a total of 9 trees during the period. Those trees had been infected by pests and diseases or damaged by beset with structural problems. Despite intensive care and maintenance provided by the LCSD, the health condition of the trees continued to deteriorate and showed no signs of recovery. As there were no other viable remedial options, the LCSD had to remove the trees to ensure public safety. The LCSD will consider replanting suitable trees according to circumstances. The details of the felled trees are tabulated in Annex IV.

Large-scaled Competition in Tseung Kwan O Sports Ground and Use of Floodlights

8. The Hong Kong Football Association (HKFA) and the Hong Kong Amateur Athletic Association (HKAAA) will organise large-scaled competitions at the main sports ground of Tseung Kwan O Sports Ground for the period from September to October 2020. The HKFA would request for providing floodlights with the brightest setting when necessary to meet the competition lighting requirements. The details are as follows:
