Area Assessment

The subject area (about 1.2 ha) involves a cluster of five private industrial buildings, mixed with residential developments and village settlements in or near Sai Kung Town (Plan D12).

All five industrial buildings in the area are 1-7 storeys high, in fair condition and under single ownership. In terms of age, four buildings are 15-29 years old while the remaining one is 30 years or above.

Neither vacancy nor subdivided unit is identified in all the five buildings. In terms of usage, about 95.9% of the GFA is for Warehouse/Storage purpose, while the remaining 4.5% is for Office use.

In terms of employment, about 410 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 10 workers (2.4%) in the manufacturing business and about 400 workers (97.6%) in the non-manufacturing business. The overall figure only accounts for about 0.7% of the total of 61,048 persons engaged (other than those in the civil service) in various business/industries in the identified by the C&SD in June 2014.

So far, there is no planning permission or building plan approval for wholesale conversion or redevelopment of the industrial buildings in the area.

Noting that the surroundings is a residential community but the subject area is still predominantly for Warehouse/Storage use, the area should better be retained as “R(E)” to facilitate phasing out existing industrial activity and address the potential I/R interface problems that may appear during the redevelopment process.

Recommendation

To retain the area as “R(E)”.
