Introduction

The sites are in the ownership of Mr Steve Fisher of Fisher Developments, Preston.

This report is to be read in conjunction with the following drawings prepared in support of an outline planning application by LMC Architecture Limited

1.1.1. Extent of development

The outline planning application proposes a small scale residential development and the indicative

plans illustrate a site division for site division for three new dwellings.

Site areas:

– Plot/House number 1 450m²

– Plot/House number 2 258m²

– Plot/House number 3 200m²

– Total site area 1450m²=0.145 ha

The 3no dwellings have similar floor layouts with units 1 and 2 extended versions of unit 3. For areas

of each individual units, at both ground and first-floor level, refer to drawing 1612-SP01.

These plans are for indicative purposes only. A reserved matters application will be submitted in due

course to establish details in respect of layout, appearance, scale, landscaping and access.

2.2.2. Site location

The site is located in Lane Bottom along Halifax Road, just to the west of Briercliffe and 3.5miles to the north-east of Burnley. There is a housing development directly opposite the site with individual houses either side of the site along the same side of Halifax Road as Hill Farm.

3.3.3. Scale of the proposal

The proposed buildings are similar in width as those directly opposite and narrower than the bungalows either side, however being houses they are taller. The proposed houses have been positioned with comfortable circulation spaces around each dwelling and between the farm house to the side. The existing access track, also owned by Fisher Developments, has been left in place. The existing trees along the front of the site will be left untouched with sufficient root protection area ( RPA

) around them. The access road cuts the site from the edge of the RPA. Leaving the trees in place loses space on the site but softens the view from the existing properties across the road and also gives a more pleasing outlook from the proposed houses. The houses are positioned behind a 1.2m circulation zone off the back of the access road. Parking spaces are along the side of the houses rather than at the front and this is to limit the distance that the houses are pushed back from the main road. The houses have prominent bays with the garaged areas recessed at the sides. This prevents the houses from having a terracing effect.

4.4.4. Landscaping

Whilst landscaping is a reserved matter the indicative plans illustrate that the landscaping around the site starts with making good and extending, where necessary, the existing dry stone boundary wall to the front of the trees. The plans also illustrate that a stone pillar at the site entrance with the development name carved into it.

As stated earlier in this report the root protection zone around all existing trees along the front site boundary is to remain. This area will be bought level and re-turfed with a new planting zone. The access road on to the site and the pathways in front of the dwellings are to be in a permeable resin bonded material. Pathways to the side of the house are to be natural sandstone slabs with a colour to match the resin. There is decking to the rear of each house with a lawned garden. The dry stone wall wrapping around the side and rear of the site will remain and will be made good and, in the main, this will form the rear boundary. Fruit trees will also be planted at the far corner of each garden to add interest and also denote the boundary line. There will be a 1.8m privacy timber fence between houses.

5. Aesthetic treatment

There is an eclectic mix of house styles with different finishes along Halifax Road and some of these are shown in appendix B. We felt that the proposed dwellings should have a traditional shape / massing, with units 1 and 2 increasing in size, but with some contemporary touches such as larger windows and more modern materials. The contemporary look is greater at the rear where there is a ground floor extension with large glazed areas to take advantage of the views to the rear. Materials will be a mixture of bright white render, rich timber cladding, dark coloured window frames as well as natural sandstone walling blocks to reference the farm house to the side of the site and the rural area.

6. Access proposal

The dwellings are approached from the access road. Each property has a garage and adequate

driveway/car parking area/refuse storage. Vehicles are able to turn around within the curtilage of the

site and exit onto Halifax Road in forward gear.

7.7.7. Context

• VVVisualVisual Impact Assessment

The topography and trees give limited visibility of the three proposed dwellings from the Stirling Court

development opposite. There is an existing access track to the fields beyond Hill Farm to the far right-

hand side of the site and this separates the proposed dwellings from the existing neighbour,

‘Copacabana’, by quite a distance. Hill Farm Barn with its outbuildings abuts our site but as shown on

the site plan a 45-degree viewing angle away from the far house is not interrupted by the proposed

houses. Therefore there are no issues with regard to loss of privacy or policy on overlooking distances.

We understand that the proposal is on a green field site, outside of the urban boundary and into the

rural area but nonetheless development on the site seems wholly appropriate given that it is bordered

on all sides by dwellings with a substantial housing estate directly opposite. Referring to the Google

Earth image in the appendix one could argue that the proposed housing on Hill Farm would be the

last piece in the jigsaw that defines that part of Lane Bottom. Please refer to the planning statement

prepared by Savills submitted as part of the application for further detail on this matter.

Conclusion

In conclusion, the applicants are striving to produce quality buildings that fit comfortably within their environment and that complement the surrounding architecture. The applicants brief is to create small scale residential development with quality finishes throughout, with a long life span that meet, as a minimum, the current building legislation requirements for quality of construction and insulation, which
