ASEAN Intellectual Property Association

The ASEAN Intellectual Property Association (“ASEAN-IPA“) was officially established on 1 December 1996 and granted official NGO status by the ASEAN Secretariat in 1998. It comprises individual members who are citizens of, or persons domiciled in, an ASEAN country as well as organization members, which are registered or incorporated or otherwise legally recognized as carrying on business or having a presence in an ASEAN country, concerned with intellectual prop- erty. The ASEAN-IPA aims to foster ties of mutual friendship, cooperation and understanding among those in the pri- vate sector who are concerned with intellectual property in the ASEAN countries, and through such ties to promote the development and protection of intellectual property in the ASEAN countries.

As of 2017, the ASEAN-IPA has over 200 corporate and individual members from Brunei, , Malaysia, Myanmar, Philippine, Singapore, Indonesia, Cambodia, , and . The members of the ASEAN-IPA shall pay a sub- scription which shall be determined by the ASEAN-IPA Council.

Intellectual Property Association of Cambodia (IPAC)

From 2013 onwards, the Ministry of Commerce has trained hundreds of trademark, patent and industrial design prac- titioners, students, and government officers. By having the same vision and mission, the qualified trademark agents, patent and industrial design practitioners, attorneys at law and professors decided to establish the intellectual prop- erty association in Cambodia (IPAC) on 05 July 2016. A Task Force was established to prepare and manage paperwork with the relevant Ministry.

On 02 February 2015, the Board of Directors of the Intellectual Property Association of Cambodia was elected. A year later, there was a Presidency election for forming and registering the IPAC with the Ministry of Interior as a non-profit organization The election was held at the Ministry of Commerce and chaired by H.E. Van Roth San, an advisor to the Ministry of Commerce and Mr. Sim Sokkheng, the former Director of the Department of Intellectual Property.

Vision IPAC was established with mission to participate in the social, economic and cultural development of Cambodia.

Mission IPAC’s mission is to contribute to the development of Cambodian economy, society and culture through promotion and protection of intellectual property rights (IP). To archive this, our activities will focus on public awareness of IP rights, capacity building and business network building for all stakeholders, and participation in IP law development and pro- motion of IP dispute resolution.

Objective The objective of the Association, according to its statutes, is to promote and protect the rights to trademarks, patents, industrial designs and copyrights and other forms intellectual property rights in the Kingdom of Cambodia. IPAC aims to contribute to the development of law enforcement and legal standards regarding intellectual property issues in the Kingdom through training, promoting and enforcing intellectual property laws.

Warmest greetings to our friends and colleagues in the IP Community!

The ASEAN-IPA is very excited to have this year’s Conference hosted by the Cambodian Group - the first time that our colleagues in Cambodia will host an international IP event of this scale. It is but fitting that this year’s Conference will be held in this part of the ASEAN region, given the tremendous wealth and potential Cambodia has to offer, not only to the ASEAN Community, but also to the rest of the world.

The theme of this year’s conference centers on the challenges posed by the 21st century and beyond to the traditional and popular concepts of IP rights protection. Our Cambodian colleagues and friends likewise face the challenge of providing us with a meaningful and productive conference, showing to the entire IP community that they - as well as the ASEAN community - are united and ready to move ahead into the future.

We hope that we truly imbibe the ASEAN community spirit! As we say in the Philippines, Mabuhay!

Messages from the Host Cambodian Group

Chumreapsuor and warmest greetings from Intellectual Property Association of Cambodia!

The Intellectual Property Association of Cambodia (IPAC) is happy that the annual seminar of ASEAN IPA is going to take place this year on 6-7 April in Phnom Penh, the capital of Cambodia.

IP Laws of different countries have similar core principles but have different details that are not negligible and change from time to time, posing continuing challenges for IP professionals. It would be worthwhile for us to meet each other to talk about these issues. The ASEAN IPA seminar will also provide a great networking opportunity for all of us. Net- working had been proven to be vital for our respective businesses and brings us new opportunities.

The last ASEAN IPA event held in the Philippines in 2017 was very successful. We hope that the event we are organizing in Phnom Penh will be as successful as IP professionals with comprehensive experience and knowledge of their respec- tive IP laws will be invited to speak during the two day event. Interactive discussions will take place during presenta- tions, and relevant issues will be raised by speakers. Phnom Penh is a vibrant and growing city, with places of interest such as the Royal Palace, Wat Phnom, the National Museum, and the Tuol Sleng Museum – and has a diverse array of hotels and traditional Khmer foods at reasonable prices. We believe that this event will be beneficial to all of us.

We look forward to welcoming you to Phnom Penh and we hope that the event will provide a meaningful platform for the sharing of knowledge, culture, and experience, as well as to provide an opportunity to build lasting relationships to promote the future of our profession.

Messages from the Host Cambodian Group

Friends, colleagues, delegates and fellow members of ASEAN IPA.

As country head for Cambodia ASEAN IPA I am delighted to have the opportunity to welcome you to Cambodia and this prestigious event.

Our conference theme this year is : “IP Challenges in the 21st Century”.

Inevitably, the pace of technological development means that the law will always be a step behind. On the other hand, we should recognize that investment especially in the technology sector is a key driver of economic growth. In the context of promoting economic growth Intellectual property right protection is key.

The sharing of knowledge and expertise across our region is important. We need to build on the intellectual proper- ty legal framework in each of our countries and supplement that framework with laws and processes which work in practice.

I sincerely hope that by attending this conference and playing an active role in sharing ideas we meet the challenges of the 21st century. At this conference, we have an excellent programme with speakers who will address a variety of topics covering developments in law and practice across the region as well enforcement of intellectual property rights.

Inevitably the theme of our conference will mean we are focused on challenges. We should, however, also discuss achievements and focus on finding solutions.

Please do play an active role in the programme. We can only make this conference a success if we shares our views and experiences.

I for one am very much looking forward to what I am sure will be a deeply rewarding and informative experience.

Royal Palace Royal Palace was built in 1866 by the French. Among various buildings within the walls the Throne Hall ranks as most important. This Khmer- style building was erected only in 1917. It is used only on special occa- sions. Attached to the Throne Hall is a tower, 59 meters high.

Silver (or the temple of the Emerald Buddha), formerly a wood- en building, was rebuilt in 1962 in concrete and marble. The pagoda is floored with over 5000 silver tiles each weighing 1 kilo. It is famous for its 90 kg solid gold Buddha made in 1907 and an emerald Buddha said to be made of baccarat crystal.

Central Market The Central Market is a large market constructed in 1937 in the shape of a dome with four arms branching out into vast hallways with countless stalls of goods.

National Museum National Museum of Arts is to the North of the palace grounds, on the opposite side of 184th street. The building was designed in Khmer- style in 1920 by a French architect. The most important artifacts are sculptures from the era and before.

What Phnom Wat Phnom is a Buddhist pagoda, built in 1373, and stands 27 metres (88.5 ft) above the ground. It is the tallest religious structure in the city. The pagoda was given the name of Wat Preah Chedey Borapaut. Wat Phnom is the charming central point of Phnom Penh.

Brief Information About

Siem Reap province is located in northwest Cambodia. It is the major tourist hub in Cambodia, as it is the closest city to the world famous temples of Angkor (the Angkor temple complex is north of the city). The provincial capital is also called Siem Reap and is located in the South of the province on the shores of the Tonle Sap Lake, the greatest sweet water reserve in whole Southeast Asia. The name of the city literally means Siamese defeated, referring to the victory of the over the army of the Thai kingdom in the 17th century.

Angkor Wat is the Cambodia’s ancient temple city is one of the wonders of the oriental world. Masterpieces of deco- rative details as well as of architectural style, its awe-inspiring ruins survive as testament to the spectacular achieve- ments of Southeast Asia’s greatest civilization. It is a replica of the universe according to the hindu mythology.

Angkor Wat combines two basic plans of Khmer temple architecture: the temple-mountain and the later galleried temple. It is designed to represent Mount Meru, home of the devas in Hindu mythology: within a moat and an outer wall 3.6 kilometres (2.2 mi) long are three rectangular galleries, each raised above the next. At the centre of the temple stands a quincunx of towers. Unlike most Angkorian temples, Angkor Wat is oriented to the west; scholars are divided as to the significance of this. The temple is admired for the grandeur and harmony of the architecture, its extensive bas-reliefs, and for the numerous devatas adorning its walls.

About Cambodia

Cambodia has an area of 181,035 square kilometres (69,898 square miles) and lies entirely within the tropics, between latitudes 10° and 15°N, and longitudes 102° and 108°E. It borders Thailand to the north and west, Laos to the north- east, and Vietnam to the east and southeast. It has a 443-kilometre (275-mile) coastline along the .

Cambodia has a population of over 15 million. The official religion is Buddhism, practiced by approximately 95 percent of the population. The country’s minority groups include Vietnamese, Chinese, , and 30 hill tribes. The capital and largest city is Phnom Penh which is the political, economic, and cultural centre of Cambodia.

In the month of April, the temperature in Phnom Penh is 32oC (maximum temperature is 37oC and minimum tempera- ture is 28oC). The climate is hot in that area in the month of April. With 263mm over 24 days, you may encounter the rain during your visit. Clothes for hot and rainy season is recommended.

On arrival, all participants should report to the Registration area to register and / or pick-up their conference kits.
