The delegations also discussed some practical matters relating to implementation o~ the 17 of March Agreement. - issue of control. 1. Thank you for your visit on Sunday it was much appreciated by PAKBAT 1. You just missed a classic roadblock negotiation with the women of DAST ANKO who wanted their school reopened. I feel very sorry for Col BADAR who had made such enormous efforts. Hopefully it will all be resolved when he meets the Mayoress later this week. In the meantime the Comd's letter to the BH government will be most helpful.

2. We touched upon two Sector NE issues. The opening of TUZLA and the SPREKA valley. Enclosed are the two documents I mentioned for your information at the moment. Col Coiffet has our initial thoughts on the resumption of flying at TUZLA Air Base. The issues involved and the long term consequences need careful thought and detailed planning before we move on the issue. We are increasingly persuaded that a quid pro quo for the BSA must be offered.

3. The SPRECA proposal also needs delicate handling and in particular the method and the timing of presentation will need careful coordination. Look forward to your views in due course. ENDS. SECTOR NORTH EAST - INITIAL THOUGHTS ON A DRAFT PLAN TO RESUME AIR OPERATIONS AT TUZLA AIRBASE

BACKGROUND

Recognizing that TUZLA was declared a Safe Area by UNSCR 824 (1993). The SC declared that in Safe Areas armed attack must cease, all Bosnian Serb military or paramilitary units must withdraw and all parties must allow UNPROFOR and the international humanitarian agencies free and unimpeded access to all safe areas.

Further recognizing that UNSCR 836 (1993), acting under UNC Chapter VII, further expanded the mandate of UNPROFOR to protect the Safe Areas. The UN has the right to deter attacks against Safe Areas and, acting in self-defence, to take necessary measures, including the use of force, in reply to bombardments against the Safe Areas.

SITUATION

1. TUZLA Airbase (TAB) was opened in person by SRSG and the resumption of air operations are backed by the SC, NATO and the Contact Group. A decision to resume air operations at TUZLA Airbase may be made for one or a combination of the following reasons :

a. Open the planned UNHCR/humanitarian relief airhead in Northern Bosnia,

b. Open a UNPROFOR airhead in Northern Bosnia, because of:

( 1) Severe winter conditions cutting the road communications across the mountains,

(2) WF activity rendering use of Route MARIO and SKODA untenable,

c. BHC/FC decision to open:a" second front • to divert attention away from SARAJEVO and to split the BSA leadership.

d. As part of a plan to enforce TUZLA safe area, with defined boundaries, and/or a TUZLA TEZ.

e. In the event of a withdrawal by UNPROFOR. (This measure could also increase UN leverage vis-a-vis the BiH as it would accentuate the threat of a UN withdrawal.) PRIOR CONDITIONS

2. Consideration must be given 1to the following preconditions which will need to be met before flying operations can start : I a. A high level political decision will be required, probably at UNSC/SG level, to resume flying operations and to be prepared, if the measures listed below fail, to deter WF attacks by armed force.

b. A TUZLA TEZ must be established and/or the Safe Area must be delineated and enforced.

c. Agreement on the resumption of UN air operations at TAB by the BSA and the BiH would be strongly advised.

d. Agreement by the BSA and BiH on the establishment of the TEZ/Safe Area .

e. The military and political will to defend and monitor TAB and TEZ with air and ground forces, including CAS.

f. It is critical that WF are deterred from firing artillery into the Airbase perimeter. Artillery fired from outside the Safe Area/TEZ but striking targets within, must be considered as legitimate targets for UN sanctioned air strikes.

g. It may be a wise policy to create a Quid Pro Quo in return for the BSA's cooperation. The WF agreement to establish TAB as a UN facility, the increased humanitarian aid that would result and a TEZ are alladvantages that would be mutually benificial. A positive step would be to declare and BRCKO as safe areas.

MISSION

3. To resume UN Air Operations at TUZLA Air base.

EXECUTION

4. Comds Intent: TUZLA Airbase will be opened for air operations in order to support UNHCR and UNPROFOR humanitarian and military operations. By establishing a TEZ around the TUZLA area, in agreement with the WF, the entire region would be stablized, thus creating better conditions for further peace negotiations.

3 5. General Outline. Four Phases:

a. Phase I. Preparatory (Approx 3 wks) External: i Declare Safe areas and/or TEZ Bring TAB to required OP status. Provide HQ SNE (DO, CASLO and G2) and TAB with adequate radio communications. Bring to full operational readiness all JORADBTY Counter Battery Radars. PINFO campaign in support of proposal

Internal: Review OP SUNFLOWER/BOLLEBANK. Prepare and recce Ground Defence Area. Site and check TACP, OP's and JCO. Procure Laser Target Designators. Check heavy weapon locations using air recce. CAS training and exercise leading to increased CAS presence. Consider use of Airborne FAC in UN Arapaho

b. Phase II. Build Up. (7 -10 days)

External:

Internal: Rehearse GDA plan. Check Communications Build up Air Presence Produce major PINFO campaign to announce intention. Establish Press facility at TAB.

c.Phase III. Execution.

All assets in place during pre-designated flying hours. CAS used immediately in retalliation on any weapon firing on TAB or air trafic with available means including CAS. TUZLA Airbase at State Orange during flying hours. d. Phase IV. Follow Up.

Reanalyse threat. Reduce deployment as threat reduces. Return to normality after the initial flights.

CASE 1: ROTATION SURGICAL TEAM GOR,67rDE.

During rotation. of a Norwegian MEDCOY surgical team in GORAZDE on 17 September 1994, they suffered severe harra~ent in transit wi!.-h their AfC through-BSA held territory-. A survey o£ the report of the APC coml!lander: ·

At the BSA CP near (petrolstation) the APC was routinely stopped and the papers and equipment were checked. CP perso~el found that the APe carried a spare tyre for a Mercedes jeep t.rhich was not on the manifest. Except for this tyre they a1so demanded diesel fual. The APC was not allowed to leave than after having given up the tyre in return for a receipt.

The APe continued its way and arrived -at CP at ~315 B. Here a similiar problem occured: ciqarett~s,_ ....soft drinks and a case beer were not considered to be belongiQ9 ~o the personnel equip1nent and were demanded to be hand~d--d_ve~. use of the_· radioset:. as not allowed. An attempt to return to SARAJJWO was stopped by A soldiers of the CP. After having been threathened 3 cartons of cigarettes, 2 cases of soft drinks and 1 case · of beer had to be given up and w~re handed over. A receipt for these goods was refused.

CASE 2: HELICOPTER CASEVAC IN SFEBREN;tCA ~

While conducting a - CASEVAC of a seriously injured Dutch soldier from SREBRENXCA on 18 Sept~~r 1994, the ~asevac team experienced a long delay of 45 .m.inures at the checkpoint before it ~~as allowed to return to TUZLA- The reason for this delay was that the Dutch injured soldier who suffered from ~ltiple trauma to head and chest and multiple fractures, did not have a ID card at that m.oment. His card had been lost in the accident in which his clothing was sez:-iously da:maged. patient was given artificial ventilation, had a rising b oodpressure and received spinal anaesthetic. The long delay severe1y depleted the oxygen supply. Neverthe1ess it was only itted to proceed after approval of PALE. An aggravating c1rcumstance was that a BSA female docter who was present at the inspection site showed a reaction of indifference, e~en after she had been repeatedly urged by the pasevac crew that the p~tient wa~ in danger due to the risinq blood· pressure and the diDinishing oxygen supply. She was not willing to influene@ the course of events.

In this case a patient was severely injured and requirad neurosurgical assesment and treatment instantly. The delay eXperienced could easily have been fatal.

The smooth electio~ of a joint Federation cabinet certainly marks a major step fofward for the Muslim-Croat alliance. ~he 1'-!uslim-Croat relationship remains a troubled one, however, and there is no reaso~ to expect that the day-to-d'y ~orkings of the government will reflect the genial consensus of today's cabinet appointmen~s. The Croats are likely to obstruct t he f ull functioning of the Federation government until mechani. a re established giving them wide-ranging autonomy and close assG-- tion with Croatia.

The fa=-right HDZ has never brooked much opposition.

9. Silajdzic's remarks are open to different interpreta~ions. His s~ress on the peaceful resolution to the conflict might be seen -as an indication tha~ the Federation is leaning towards accepting the peace package to be presented by the Contact Group in the next few weeks. On the other hand, his repeated emphasis on the need !or a system that will pring the Serbs into the constitutional fold of a u~ited BH mi9ht be seen.as indicator tha the Federation s praparing to reject the "dea of pa+tit1on outri~ht. The proposal includes exchanges of territory between Serbs, Croats and Muslims with Sector East joininq Serb territory, Sector West, all the Pink Zones L'l'ld part of the UNPA's qoing to Croatia, and includes access to the sea for the Serb state at Prevlaka. He said if a confederation of Muslim Bosnia and Croatia ~terialised, the Serbs would have no choice but to unite.
