GOP CANDIDATES HOLD LEADS IN NH CONGRESSIONAL, SENATE RACES

DURHAM, NH – Democratic candidates for US Senate and Congress face uphill battles in the 2010 mid-term elections. Former Attorney General Republican has widened her lead over Second District Congressman Paul Hodes in the race for the US Senate from New Hampshire while other Republican challengers are essentially tied with Hodes. However, most voters are far from finally deciding who they will support. Congressperson Carol Shea-Porter trails all of her Republican challengers in New Hampshire’s First District while former Republican Congressman Charlie Bass and 2008 GOP candidate lead the top two Democrats in the Second Congressional District.

These findings are based on the latest WMUR Granite State Poll ,∗ conducted by the University of New Hampshire Survey Center. Five hundred (512) randomly selected New Hampshire adults were interviewed by telephone between April 18 and April 28, 2010. The margin of sampling error for the survey is +/- 4.4 percent. Included was a subsample of 462 likely 2010 general election voters (margin of sampling error +/-4.6%), a subsample of 258 adults in the NH First Congressional District (margin of sampling error +/-6.1%), and a subsample of 254 Second Congressional District adults (margin of sampling error +/-6.1%).

2010 U.S. Senate Race

The New Hampshire Senate seat continues to be one of the most closely watched in the country. Both Republicans and Democrats see this seat as critical to control of the Senate. Second District Congressman Paul Hodes is giving up his seat in Congress to run for the Senate against four Republicans -- former Attorney General Kelly Ayotte, Manchester attorney and former gubernatorial candidate Ovide Lamontagne, and businessmen Bill Binnie and Jim Bender – and faces stiff challenges from each of these candidates.

However, the election is 6 months away and most voters have not yet decided on who they will support. Only 14% say they have definitely decided who they plan to vote for, 14% say they are leaning toward a candidate, and 72% say they have considered some candidates, but are still trying to decide who to support.

Favorability Ratings of Potential Senate Candidates

Republicans fortunes are improving in this race not because they have done much to raise their visibility to voters, but largely because New Hampshire residents are souring on Paul Hodes. Currently, only 30% of Granite Staters have a favorable opinion of Hodes, 31% have an unfavorable opinion, 10% are neutral, and 29% don’t know enough about him to say. Hodes’ net favorability rating, the percentage having a favorable opinion minus the percentage having an unfavorable opinion, is -1%, down from +5% in February and has been below +10% since June 2009.

“Hodes’ decline in favorability is reflected in how he does in trial heats versus his Republican challengers,” said Andrew Smith, Director of the UNH Survey Center. “He, like other New Hampshire Democrats, is declining in popularity and this is hurting him when he is matched with unknown Republicans, let alone well funded and popular candidates.”

Former New Hampshire Attorney General Kelly Ayotte is better known than Hodes and better liked. In the most recent Granite State Poll, 38% of New Hampshire adults have a favorable opinion of Ayotte, 13% have an unfavorable opinion of her, 7% are neutral, and 41% don’t know enough about her to say. Ayotte’s net favorability is a solid +25%, but has declined from +37% as the race has progressed.

Manchester attorney Ovide Lamontagne remains largely unknown across the state -- only 10% of New Hampshire adults have a favorable opinion of him, 12% have an unfavorable opinion, 8% are neutral, and 70% don’t know enough about him to say. Lamontagne’s net favorability rating is -2%, down from +3% in February.

Businessmen Bill Binnie was the first Republican candidate to air television ads to raise his visibility in the state and this strategy is paying dividends. Currently, 22% have a favorable opinion of Binnie, 11% have an unfavorable opinion of him, 8% are neutral, and 60% don’t know enough about him to say. Binnie’s net favorability is +11%, up from +6% in February.

Jim Bender, a Hollis businessman, is less well known than other Republicans. Only 5% saying they have a favorable opinion of Bender, 5% have an unfavorable opinion, 10% are neutral, and 80% don’t know enough about him to say. Bender’s net favorability rating is 0%, down from +5% in February.

Senate Trial Heats

Ayotte continues to be the strongest Republican against Hodes and has widened her lead in the latest Granite State Poll. In a hypothetical matchup between Hodes and Ayotte, 47% of New Hampshire likely voters say they would vote for Ayotte, 32% would back Hodes, and 21% are undecided. Ayotte continues to do better than Hodes among her party, getting 79% of the Republican vote compared to Hodes getting 65% of the Democratic vote. Ayotte has also improved as she now holds a lead among political independents by 44% to 23%. In February, Hodes held a slight lead among independents31% to 29%.

Manchester attorney Ovide Lamontagne has gained ground against Hodes in recent months and is now in a virtual tie – 37% of likely voters say they would vote for Lamontagne, 36% would vote for Hodes, and 26% are undecided.

Businessman Bill Binnie has also improved his standing versus Hodes. Currently, 38% of likely voters say they will vote for Binnie, 36% prefer Hodes, and 26% are undecided. In February, Hodes held a 4 percentage point lead over Binnie.

The only Republican that Hodes currently leads is Jim Bender, the least known among the GOP candidates. In a Hodes, Bender matchup, 37% of likely voters say they will vote for Hodes, 34% prefer Bender, and 29% are undecided. In February, Hodes held a 9 percentage point lead over Bender.

1st Congressional District

In New Hampshire’s First Congressional District, incumbent Democrat Carol Shea-Porter faces a difficult re-election as her favorability ratings in the District continue to decline. Currently, 37% of adults in New Hampshire’s 1st CD have a favorable opinion of her, 44% have an unfavorable opinion of her, and 19% are neutral or don’t know enough about her to say. Shea- Porter’s net favorability rating stands at -7% and stand at the lowest level since she was elected in 2006.

Among Shea-Porter’s Republican challengers, former Manchester Mayor Frank Guinta is the best known. Currently, 22% of 1st CD adults have a favorable opinion of Guinta, 18% have an unfavorable opinion of him, and 59% are either neutral or don’t know enough about him to say. Guinta’s net favorability rating is +4% and has continued to decline from +22% a year ago.

Other Republicans believe that Shea-Porter is vulnerable and are campaigning to take the seat. Rich Ashooh, an executive for BAE Systems in Nashua entered the race in February and had a successful fundraising quarter, but remains largely unknown to voters. In the most recent Granite State Poll, only 4% of 1 st CD adults say they have a favorable opinion of Ashooh, 2% have an unfavorable opinion of him, and 94% are neutral or don’t know enough about him to say. Ashooh’s net favorability rating is +2%.

Newmarket businessman Bob Bestani is also largely unknown in the First District. Currently, only 2% of 1 st CD adults say they have a favorable opinion of Bestani, 3% have an unfavorable opinion of him, and 94% are neutral or don’t know enough about him to say. Bestani’s net favorability rating is -1%.

Portsmouth businessman Sean Mahoney recently entered the race and is also mostly unknown in the District – 6% have a favorable opinion of Mahoney, 7% have an unfavorable opinion, and 86% are neutral or don’t know enough about him to say. Mahoney’s net favorability rating in the 1 st CD is -1%.

Carol Shea-Porter faces an extremely difficult task in winning a third term in Congress. In hypothetical matchups between Shea-Porter and her Republican challengers, all four Republicans currently hold narrow leads over the incumbent, an ominous sign for her reelection chances. “Congressional races in which an incumbent seeks reelection are typically referenda on the incumbent,” said Smith. “Shea-Porter does not break 40% against any of her challengers, a signal that she faces an extremely difficult challenge to keep her seat.”

In a race between Shea-Porter and her best known challenger, Frank Guinta, 42% of likely 1 st CD voters say they would vote for Guinta, 38% would vote for Shea-Porter, 1% prefer some other candidate, and 19% are undecided. This race has narrowed since February as Guinta’s favorability ratings have dropped.

In a matchup with Rich Ashooh, 39% of likely 1 st CD voters say they would vote for Ashooh, 36% would vote for Shea- Porter, and 25% are undecided. The margin in this race is unchanged since February.

Congressional Favorability Ratings –NH 2 nd District

In New Hampshire’s Second Congressional District, Congressman Paul Hodes’ favorability ratings have declined since February. Currently, 35% of 2 nd CD adults have a favorable opinion of Hodes, 31% have an unfavorable opinion of him, and 34% are neutral or don’t know enough about him to say. Hodes’ net favorability stands at +4% in the Second District, down from +16% in February.

Former Congressman Charlie Bass, who held the 2 nd CD seat from 1994 until 2006 when he lost to Hodes, is running to regain the seat. Bass remains well known in the District, but his favorability ratings have declined since his entry into the race. Currently, 32% of 2 nd CD adults have a favorable opinion of Bass, 25% have an unfavorable of him, and 42% are neutral or don’t know enough about him to say. Bass’ net favorability rating is +7% down significantly from +25% in February.

Journalist Jennifer Horn, who lost to Hodes in 2008, is running again in 2010. Horn remains largely unknown among adults in the 2nd CD -- 20% of 2nd CD adults have a favorable opinion of her, 15% have an unfavorable opinion, and 65% are neutral or don’t know enough to say. Horn’s net favorability is +5%, largely unchanged since February.

Another Republican running is former State Representative Bob Guida. Guida remains unknown in the 2 nd CD with only 6% of 2 nd CD adults saying they have a favorable opinion of him, 7% have an unfavorable opinion, and 88% are neutral or don’t know enough about him to say.

On the Democratic side, Katrina Swett, who challenged Bass in 2002, is viewed favorably by 13% of 2nd CD adults, 14% have an unfavorable opinion of her, and 73% are neutral or don’t know enough about her to say. Swett’s net favorability rating is -1%, down from +3%in February.

Concord attorney Ann McLane Kuster has been very successful fundraising for the 2 nd CD seat, but remains largely unknown to residents of the District. Currently, 8% of 2nd CD adults have a favorable opinion of Kuster, 4% have an unfavorable opinion of her, and 88% are either neutral or don’t know enough about her to say. Kuster’s net favorability rating is +4%.

Former State Representative John DeJoie is also running for the Democratic nomination in the 2 nd CD, and he is largely unknown to District residents as well. Currently, 4% of 2 nd CD adults have a favorable opinion of DeJoie, 3% have an unfavorable opinion of him, and 93% are either neutral or don’t know enough about him to say.

The top two Republicans and top two Democrats in name recognition and finances were matched in trial heats in the most recent Granite State poll. In a hypothetical race between Charlie Bass and Katrina Swett, a rematch of their 2002 race, Bass currently is favored by 44% of 2 nd CD likely voters, 27% prefer Swett, 1% prefer some other candidate, and 29% are undecided. Bass has widened his lead over Swett since February.

And in a hypothetical matchup between Bass and Ann McLane Kuster, Bass is favored by 42% of 2 nd CD likely voters, 30% prefer Kuster, 1% prefer some other candidate, and 27% are undecided.

And in a matchup between Horn and Swett, Horn has reversed an earlier Swett lead. Horn now leads Swett by 35% to 31% with 34% undecided.

Senator Jeanne Shaheen’s popularity has not been impacted by events in Washington in recent months. In the most recent Granite State Poll, 47% of New Hampshire adults view her favorably, 39% view her unfavorably, and 14% are neutral or don’t know enough about her to say. Shaheen’s net favorability rating is +8% unchanged since February.

Shaheen is viewed very favorably by Democrats (net +70%), favorably by Independents (net +11%), but very unfavorably by Republicans (net –56%). These ratings are also unchanged since February.

Favorability Ratings – Senator

In his final year in office, Republican Senator Judd Gregg is still popular in the Granite State. Currently, 51% of New Hampshire residents have a favorable opinion of Gregg, 25% have an unfavorable opinion of him, and 24% are neutral or don’t know enough about him to say. Gregg’s net favorability rating is +26%. Greg is viewed very favorably by Republicans (net +67%), favorably by Independents (net +34%), and somewhat unfavorably by Democrats (net -17%).
