Licensure of tattooing and body piercing; definitions. As used in this act, unless the context otherwise requires: (a) "Board" means the Kansas state board of cosmetology or its designee. (b) "Director" means the executive director of the board. (c) "Department" means the department of health and environment. (d) "Secretary" means the secretary of health and environment. (e) "Tattoo artist" and "cosmetic tattoo artist" mean a person who practices tattooing or cosmetic tattooing or both pursuant to this act. (f) "Body piercer" means a person engaged in the practice of body piercing pursuant to this act. (g) "Body piercing" means puncturing the skin of a person by aid of needles designed or used to puncture the skin for the purpose of inserting removable jewelry through the human body, except puncturing the external part of the human earlobe shall not be included in this definition. This act shall not be construed to authorize a licensed body piercer to implant or embed foreign objects into the human body or otherwise to engage in the practice of medicine and surgery. (h) "Physician" means a person licensed to practice medicine and surgery by the state board of healing arts. (i) "Tattooing" means the process by which the skin is marked or colored by insertion of nontoxic dyes or pigments by use of a needle into or under the subcutaneous portion of the skin so as to form indelible marks for cosmetic or figurative purposes. (j) "Tattoo establishment" means any room or space or any part thereof where tattooing is practiced or where the business of tattooing is conducted. (k) "Body piercing establishment" means any room space, or any part thereof, where body piercing is practiced or where the business of body piercing is conducted. (l) "Cosmetic tattooing" means the process by which the skin is marked or colored by insertion of nontoxic dyes or pigments into or under the subcutaneous portion of the skin, by use of a needle, so as to form indelible marks for cosmetic or figurative purposes. (m) "Cosmetic tattooing establishment" means any room, space, or any part thereof, where cosmetic tattooing is practiced or where the business of cosmetic tattooing is conducted. (n) "Court appointed guardian" means one who is appointed by a court and has legal

    PIERCING AFTERCARE This advice sheet is given as your written reminder of the advised aftercare for your new piercing. The piercing procedure involves breaking the skin’s surface so there is always a potential risk for infection to occur afterwards. Your piercing should be treated as a wound initially and it is important that this advice is followed to minimise the risk of infection. If you have any problems at all with your piercing or if you would like assistance with a jewellery change then please call back and see us. Don’t be afraid to come back, we want you to be 100% happy with your piercing. MINIMISING INFECTION RISK ☺ Avoid touching the new piercing unnecessarily so that exposure to germs is reduced. ☺ Always thoroughly wash and dry your hands before touching your new piercing, or wear latex/nitrile gloves when cleaning it. ☺ If a dressing has been applied to your new piercing, leave it on for about one hour after the piercing was received and then you can remove the dressing and care for your piercing as advised below. ☺ Clean your piercing as advised by your piercer. ☺ For cleaning your piercing, you should use a saline solution. This can either be a shop-bought solution or a home-made solution of a quarter teaspoon of table salt in a pint of warm water or tea tree oil. Stay clear of and do NOT use surgical spirit, alcohol, soap, ointment or TCP. ☺ For cleaning oral piercings you should use a mild alcohol-free mouthwash eg Oral B Sensitive. ☺ Polyps can appear on new piercings; this is due to accidentally knocking the piercing site or pressure on the site.

The Code of the Township of Lower Merion, Chapter 90, Health and Sanitation, Article II, Tattooing and Body Piercing, shall be amended by the addition of a new §90-4.7.1, Special regulations applicable to body piercing, to provide as follows: Article II. Tattooing and Body Piercing * * * * * * * § 90-4.7.1. Special regulations applicable to body piercing. In addition to the other regulations set forth in this chapter, the following additional regulations shall apply to body piercing: A. The only needles allowed to be used for body piercing are those designated as Hollow, Curved, or Cannula. The use of a dermal punch is not permitted. B. The jewelry to be used for starter piercing must be one of the following: (1) surgical grade stainless steel, such as 316L or 316LVM (unless the client is sensitive to nickel) (2) Surgical implant titanium, such as Ti6A14V ELI (3) Niobium, such as 99.9% or 999 Niobium (4) Tygon, a surgical plastic C. Under no circumstances may the following types of jewelry be used for starter piercing: (1) Sterling Silver (2) Gold of any karat (3) Costume jewelry (4) Plated Gold (5) Bone, wood, or other absorbent jewelry * * * * * * 1 Section 2.     Aftercare for Body Piercing Cleaning Solutions Use one or both of the following solutions for healing piercings: • Packaged sterile saline wound wash (with no additives, read the label) is preferred for piercing aftercare. Alternatively, a sea salt solution mixture may also be used. Dissolve 1/8 to 1/4 teaspoon (.75 to 1.42 grams) of non-iodized (iodine-free) sea salt into one cup (8 oz / 250 ml) of warm distilled or bottled water. A stronger mixture is not better; a saline solution that is too strong can irritate the piercing. Cleaning Instructions for Body Piercings • WASH your hands thoroughly prior to cleaning or touching your piercing for any reason. ​ ​ ​ • SALINE soak for five to ten minutes once or more per day. Invert a cup of warm saline solution over the area to form a vacuum. For ​ ​ certain piercings​ it may be easier to apply using clean gauze or paper towels saturated with saline solution. Q-tips saturated with saline wound wash may also be used to clean around piercings 2-3 times daily to remove any buildup around the piercing. • DRY by gently patting with clean, disposable paper products. Cloth towels can harbor bacteria and snag on jewelry, causing injury. ​ ​ What is Normal? • Initially: some bleeding, localized swelling, tenderness, or bruising. • During healing: some discoloration, itching, secretion of a whitish-yellow fluid (not pus) that will form some crust on the jewelry. The tissue may tighten around the jewelry as it heals. • Once healed: the jewelry may not move freely in the piercing; do not force it. If you fail to include cleaning your piercing as part of your daily hygiene routine, normal but smelly bodily secretions may accumulate.
