A RESOLUTION OF THE BOARD OF COUNTY COMMISIONERS OF ESCAMBIA COUNTY, RELATING TO THE DEPLOYMENT OF COMPONENTS OF THE EXISTING PENSACOLA BAY AS ARTIFICIAL REEF MATERIAL; PROVIDING FOR TRANSMITTAL; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, recreational fishing and artificial reefs are important components of a healthy food supply, marine recreation, quality of life and economy for the citizens of Escambia County; and

WHEREAS, Escambia County proactively obtained artificial reef permits from the Florida Department of Environmental Protection (FDEP) and the U.S. Army Corps of Engineers (USACE) designating permitted areas in the nearshore waters of the Gulf of Mexico off Escambia County; and

WHEREAS, the FOOT previously entered into a design-build contract with Skanska USA Civil Southeast, Inc. (Skanska) to replace the (U.S. Highway 98/State Road 30) connecting the City of Pensacola in Escambia County with the City of Gulf Breeze in Santa Rosa County; and

WHEREAS, demolition of the existing Pensacola Bay Bridge will be necessary to accommodate the new Pensacola Bay Bridge; and

WHEREAS, in the solicitation for the procurement of the design-build contract for this project, the Florida Department of Transportation (FDOT) included as a disposal option the deployment of the components of the existing Pensacola Bay Bridge as artificial reef material; and

WHEREAS, the beneficial reuse of the components of the existing Pensacola Bay Bridge as artificial reef material will provide maximum benefit to the citizens and visitors in Escambia County for decades into the future; and

WHEREAS, Skanska previously recycled components of the Interstate 10 " Bridge" as artificial reef materials after ; and

WHEREAS, the Board of County Commissioners finds it in the best interest of the health, safety and welfare of the citizens of Escambia County to support the beneficial reuse of components of the existing Pensacola Bay Bridge as artificial reef material.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF ESCAMBIA COUNTY, FLORDA:

Section 1. That the above recitals are true and correct and incorporated herein by reference.

Section 2. That the Escambia County Board of County Commissioners hereby supports the beneficial reuse of components of the existing Pensacola Bay Bridge as artificial reef material.

Section 3. That the Board hereby authorizes the Chairman and County Administrator or their designees to confer with the FDOT and propose a Memorandum of Agreement between the appropriate parties allowing Skanska to deploy components of the existing Pensacola Bay Bridge as artificial reef material within the boundaries of Escambia County's designated permitted area identified as "Escambia Southeast" located in the nearshore waters of the Gulf of Mexico. Section 4. That this Resolution shall take effect immediately upon its adoption by the Board of County Commissioners of Escambia County, Florida.

Section 5. That the Clerk shall forward a copy of this Resolution to Commissioner Rob Williamson, Chair, Santa Rosa County Board of County Commissioners; Mike Dew, Secretary of Transportation, FDOT; Phillip Gainer, District Three Secretary, FDOT; Jack Harrison, Project Manager, FDOT; and Greg Fullington. Project Executive, Skanska USA Civil Southeast, Inc.
