Primary Source Document with Questions (DBQs) DECLARATION OF INDEPENDENCE (MARCH 1, 1919) Introduction The first decade of Japanese colonial rule in Korea was one of harsh repression. In 1919, however, a group of prominent Koreans secretly prepared a Declaration of Independence rejecting Japanese rule and its presumptions and, on March 1, read the document aloud in Seoul’s Pagoda Park. Months of largely peaceful, nationwide demonstrations followed, ultimately involving more than one million Koreans. Japanese authorities responded with force, resulting in thousands of deaths and an even larger number of arrests before the independence movement was put down. In the aftermath, however, Japanese government officials sought to defuse the situation by allowing for a time greater Korean cultural and political expression, though calls for outright political action against colonial rule were still forbidden. The March 1 movement has remained a touchstone for Korean nationalist sentiment up to the present. We proclaim it to the nations of the world in affirmation of the principle of the equality of all nations, and we proclaim it to our posterity, preserving in perpetuity the right of national survival. We make this declaration on the strength of five thousand years of history as an expression of the devotion and loyalty of twenty million people. -

The letter, Patris Corde (“a Father’s heart”) was released on the 150th anniversary of the proclamation of Saint Joseph as patron of the Universal Church. Journey with Joseph Pilgrimage We will soon be announcing Saint Joseph pilgrimage sites across the Diocese. Indulgence The Apostolic Penitentiary issued a decree on December 8, 2020, formally announcing the decision of Pope Francis to celebrate the Year of Saint Joseph through December 8, 2021. Special opportunities to receive a plenary indulgence were also included, subject to the usual conditions: sacramental confession, reception of Holy Communion, prayer for the intentions of the Pope, and total detachment to all sin, including venial sin. Due to the ongoing coronavirus (COVID-19) pandemic, the Holy See made provision in its decree that persons who are currently unable to go to Mass or confession because of public health restrictions may defer reception of those two sacraments until they are able to do so. Those who are sick, suffering, or homebound may also receive the plenary indulgence by fulfilling as much as they are able and by offering their sorrows and sufferings to God through Saint Joseph, consoler of the sick and patron saint for receiving a good death. -

Education Law Alert February 2019 Ron DeSantis Calls to Impanel Grand Jury on School Safety On the eve of the anniversary of the Parkland shooting Governor DeSantis announced that he petitioned the Florida Supreme Court to impanel a statewide grand jury to investigate school districts throughout the state regarding their school safety practices. DeSantis says he made the decision in order to go beyond the scope granted to the Marjory Stoneman Douglas High School Public Safety Commission, which was tasked primarily with analyzing the causes of the shooting at that school last year. The Governor stated that in addition to the statewide scope of the grand jury, the panel’s subpoena power will have more teeth compared to the Marjory Stoneman Douglas High School Public Safety Commission’s subpoena power. Ron DeSantis challenged law makers to send him a bill that provides for the creation of taxpayer-funded scholarship for more children to attend private schools. Chris Latvala, chairman of House PreK-12 Appropriations and vice chair of House Education, acknowledged the Governor’s prerogative to put forward a budget and conforming bills that would establish new ideas. March 31, 2020 Governor Ron DeSantis State of Florida The Capitol 400 South Monroe St. Tallahassee, FL 32399-0001 Dear Governor DeSantis: As a follow up from our March 25th letter, we again urge you to issue a stay-at-home order for the entire state as COVID-19 continues to spread. Dr. Anthony Fauci, Director of the National Institute of Allergy and Infectious Diseases, provided a stark warning Friday on the need for Americans to continue social distancing measures: “When you think you're maybe overreacting, you probably are not acting as forcefully as you should.” We appreciate your recent announcement that you will be issuing a “safer-at-home” order for the southern portion of the state, and will apply this order to Broward, Miami-Dade, Palm Beach, and Monroe counties through the middle of April. However, given that there are over 5,000 positive cases of COVID-19 in Florida, with the Department of Health reporting 523 new positive cases on Sunday, this order should be applied to the entire state immediately in order to effectively slow the spread of COVID-19. This pandemic has not respected global borders so it certainly will not respect county borders. We cannot wait, and we cannot leave this decision to county and municipal governments. We urge you to immediately issue a statewide stay-at-home order to save lives.
