*S4M-11819 : East Kilbride Shows Spirit of Scotland—That the Parliament congratulates the winner of the Glenfiddich Spirit of Scotland Top Scot 2014 award, Matthew McVarish from East Kilbride, as his team’s 15-month fundraising project, Road to Change, nears completion; notes that the team has walked an impressive 10,000 miles for the Moira Anderson Foundation, which was launched in 2000 and operates across Scotland to help survivors of child sexual abuse; considers that the foundation’s staff and volunteers provide an invaluable service through therapeutic and counselling services, educational programmes and delivering advice and information to people affected by child sexual abuse; wishes the team every success, and looks forward to welcoming Matthew home.

*S4M-11818 David Stewart: Smart Fabric Tweed—That the Parliament congratulates Harris Tweed Hebrides on its successful partnership with Heriot-Watt University’s School of Textiles and Johnnie Walker Black Label that has developed the latest fabric technology to produce smart fabric tweed; notes that the new tweed releases an aroma called Aqua Alba, which evokes the scent of whisky, described by the distiller as ―rich malt, golden vanilla, red fruit and dark chocolate tones‖; congratulates all involved in the achievement of this technology that will continue to release the aromas from the woven garments for many years, and believes that this innovative production will serve to further promote Harris Tweed in the global marketplace.

*S4M-11814 : Remembrance Service at St Peter the Apostle High School—That the Parliament notes and commends the remembrance service held at the St Peter the Apostle High School in Clydebank to commemorate the First World War; appreciates all the effort displayed by pupils and the thought and attention to detail, which highlighted in a very sensitive way the sacrifice of so many in the "war to end all wars"; pays tribute to all those involved in the production of the service, from those who read poems and stories to those who wrote the scripts and performed the songs, all which were carried out by pupils ably supported by a dedicated staff, and further notes the combined effort, which, it considers, produced a commemoration and service that was of the highest standard reflecting graphically the suffering of individuals, groups and communities all in the line of duty.

*S4M-11812 David Torrance: Congratulations to Lesley MacDonald—That the Parliament congratulates Lesley MacDonald from Kirkcaldy on receiving the Lifetime Achievement Award from Netball Scotland; considers that Lesley MacDonald has had a remarkable career as a professional netball player, having been a member of Scotland’s national netball team, the Scottish Thistles, since 1999, for which she achieved 127 caps; understands that the outstanding athlete announced her retirement after her recent achievement as team captain at the Commonwealth Games in Glasgow, in which Scotland finished in ninth place; considers that, since she was drawn into netball by attending an after-school club during primary school, she became, because of her hard work, dedication and professional attitude toward the sport, one of the world’s most prominent players; welcomes that, despite her withdrawal as a player, she will continue being engaged with netball as a coach, which will allow her to apply her leadership skills and team spirit in supporting the Scottish Thistles as well as upcoming netball talents, for which, it considers, she represents a positive and distinguished role model, and wishes Lesley MacDonald the best of luck for her life following this successful sports career.

*S4M-11810 Graeme Dey: Citizens Advice Bureaux Contribute almost £170 million to Scotland—That the Parliament acknowledges the findings of a new report from the Fraser of Allander Institute, which, it understands, conservatively estimates that Scotland’s Citizens Advice Bureaux (CAB) contributed £168.7 million to the common good in 2013-14; notes that, over this period, the CAB service received £23.8 million in funding and believes that the return on this investment means that, for every £1 spent on the service, there was more than £7 in benefit to Scotland; understands that, by examining five advice areas, benefits, debt, employment, housing and relationships, which accounted for 79.6% of all new issues, the report concludes that CAB advice benefits Scottish society as a whole, and notes the report’s findings that, in 2013-14, CAB interventions increased client incomes by £67.9 million, with the additional spend helping to create 1,343 jobs and £29.6 million worth of wage income.

Wild things!, has won the Glenfiddich Spirit of Scotland Environmental Award 2014; notes that it provides outdoor experiences for people of all ages, regardless of emotional, physical or financial barriers; understands that the charity was established in Moray 11 years ago and employs six people along with more than 10 freelancers and 45 volunteers; notes that it has worked with over 12,000 children, teenagers and adults, and commends it on its ethos, "one programme, one activity, one client, one camp fire or conservation project at any one time" and in engaging its service users with the environment.

*S4M-11802 Jim Hume: #BeCrohnsAndColitisAware—That the Parliament welcomes Crohn’s and Colitis UK’s Crohn’s and Colitis Awareness Week, from 1 to 7 December 2014; considers that the incurable and debilitating symptoms of Crohn’s disease and ulcerative colitis, more commonly known as inflammatory bowel disease (IBD), which are often invisible conditions, are well illustrated by Joanna, 38, a mum of two who is featured on Crohn’s and Colitis UK’s website, crohnsandcolitis.org.uk; notes that, according to research, there has been an overall 76% increase in paediatric IBD cases between the periods 1990–95 and 2003, demonstrating the need for further attention to improve care for these potentially life-limiting, fluctuating long-term conditions; notes, importantly, that IBD is not the same as irritable bowel syndrome; recognises that Crohn’s disease and ulcerative colitis can require regular specialist care and surgical intervention in cases of severe disease and that symptoms can have a substantial impact on physical health and social functioning, including very urgent and frequent diarrhoea, acute pain, weight loss and profound fatigue; understands that the lifetime cost of IBD to the NHS is comparable to other chronic diseases such as diabetes or cancer; notes that Crohn’s and Colitis UK works with people affected by IBD to achieve a better quality of life and improve access to and the quality of health and other public services; understands that Crohn’s and Colitis UK provides helpful and accredited patient information and telephone support, funds crucial research and is a voice for change on behalf of the 26,000 people across Scotland affected by IBD; recognises Crohn’s and Colitis UK’s

Proposal for a Members’ Bill

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Patricia Ferguson: Proposed Inquiries into Deaths (Scotland) Bill—Proposal for a Bill to re-enact with amendments the Fatal Accidents and Sudden Deaths Inquiry (Scotland) Act 1976—

(a) to extend the scope of inquiries to cover work-related deaths not resulting from accidents (such as deaths from industrial diseases and deaths resulting from exposure at work to certain substances), deaths of persons receiving

compulsory mental health treatment and deaths of children subject to a child protection order;

(b) to refer appropriate cases to specialist sheriff courts, to give the families of the deceased person a more central role in the process, and to provide that recommendations made by the sheriff are enforceable in certain circumstances and subject to appeal. (lodged 20 November 2014)

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
