Dear Colleagues,

Due to atmospheric disturbances in the Bay of Bengal producing 24 hours of continuous heavy rains over , flooding occurred in various districts. The districts mainly affected include Colombo, Kalutara, Gampaha, , Trincomalee, Killinochchi, Mullaitivu and Jaffna in the west, central and northern areas of the country. The floods have killed six people and damaged thousands of homes, affecting many still in shelters after the tsunami. The National Disaster Management Centre says around 63,000 families were affected by the recent torrential rains.

The Sri Lankan Meteorology Department has forecast scattered showers throughout the country till the end of the north-west monsoons at end December.

Following discussions between the ACT CO and the National Christian Council of Sri Lanka (NCCSL) and the Jaffna Diocese of the Church of South India (JDCSI) there has been an agreement that JDCSI will work within the NCCSL overall appeal in responding to the flood affected.

This revision of the original NCCSL proposal includes the work to be carried out by JDCSI in their areas. In the interests of clarity, the budget for JDCSI work is shown separately.

The National Christian Council of Sri Lanka has been in existence for approximately forty five years and promotes joint action in many areas of the life and witness of the churches. The Programmes for Peace & Reconciliation, Relief & Rehabilitation, Christian Education, Communication, etc. are some concerns where the Council generally co-ordinates the activities on behalf of all its members. However, the members are also free to initiate activities on their own. The churches and institutions belonging to the members are spread throughout the island and consist of both Sinhala and Tamil congregations. This gives an added impetus to the work and greatly enhances the capacity to implement work.

Since 1983 the Council has been systematically involved in Relief and Rehabilitation work in all affected areas in the country and has a separate unit to implement such work and has served all communities. It is also recognised by the State as an approved organisation to work in the “un-cleared areas”.

III. DESCRIPTION of the EMERGENCY SITUATION

The districts mainly affected include Colombo, Kalutara, Gampaha, Kurunegala, Trincomalee, Killinochchi, Mullaitivu and Jaffna in the west, central and northern areas of the country. The floods have killed six people and damaged thousands of homes, affecting many still in shelters after the tsunami. The National Disaster Management Centre says around 63,000 families were affected by the recent torrential rains. The Sri Lankan Meteorology Department has forecast scattered showers throughout the country till the end of the north-west monsoons at end December.

Assistance to Flood Affected 4 ASSL 51 Appeal (Revision 1)

Most of the families are the poor and ironically quite a number of the affected families have already been affected by both the civil war and the Tsunami. They depend on their daily earnings or in their cultivation. The heavy flood has deprived them of their livelihood. Their crops are damaged due to floods.

Current Situation All districts have carried out co-ordinated preliminary stock taking exercises with the collaborative relief mechanism taking off the ground immediately to mitigate the situation.

Work done in relation to other organisations District Secretaries, UN agencies and NGOs are addressing the needs of people by arranging for alternative shelter and distributing non-food items. UNOCHA and partner organisations continue to monitor the situation closely and stand ready to provide local government officials support in dealing with the flood situation.

Locations of Response

NCCSL has selected villages in Colombo, Kalutara, Gampaha, Kurunegala, Trincomalee, Killinochchi, Mullaitivu and Jaffna Districts. Estimated beneficiaries are about 6,000 families in the villages most affected by the floods.

JDCSI has selected the following districts in the Northern Province of Sri Lanka: Jaffna District: Karainagar, Vaddukoddai, Chulipuram, Mathagal, Navaly, Jaffna, Erlalai, Atchuvely, Udupiddy, Kudathanai, Oddumadam and Kokuvil. Kilinochchy District: Kilinochchy, Uruthirapuram, Paravipanjan, Paranthan, Akkarayan, Murrippu, Murikandy, Jeyapuram, Vaddakachchy, Mallavi and Jeyapuram Mullaiteevu District: Visvamadu, Tharmapuram, Suthanthirapuram, Udayar kaddu, Puthukudiyiruppu, Kandavalai and Mankulam

IV. TARGETED BENEFICIARIES

The appeal is targeting 7,500 families for immediate relief.

V. PROPOSED EMERGENCY ASSISTANCE & IMPLEMENTATION

Goal: To alleviate the suffering of the most vulnerable of those affected by the flooding by providing emergency relief to those displaced in selected villages of Colombo, Kalutara, Gampaha, Kurunegala, Trincomalee, Killinochchi, Mullaitivu and Jaffna.

Objectives: Provide immediate Food Relief in the form of dry rations to 7,500 families. Provide mats, bed sheets and clothing Provide medical assistance and hygiene supplies. Provide assistance for minor repairs to dwellings. Provide school kits.

Activities

NCCSL

Immediate relief assistance will be distributed according to identified needs and will include the following:

Dry ration packs comprising: 4 kg rice, ½ kg dhal, 11/2 kg sugar, ½ kg tea, 2 tins fish, 1 soap, 3 kg flour, 2 bottles drinking water. Each pack of dry rations is intended to meet immediate needs (including water). It is expected that people will take initiatives to clean their usual water sources and/or look for alternatives. Mats will be distributed to about 3,000 families. According to initial information some of the flood affected families have managed to take some of their belongings, including mats, with them when they evacuated their houses. Medical assistance will be provided where needed. The churches have already started attending to medical needs by having doctors travel to the affected areas. Medical staff – physicians and chemists – will be on stand-by with the necessary medical equipment and medicines. The doctors involved in the medical preparedness activities will be located within the areas concerned. NCC-ACT is also planning to assist selected families with minor repairs to damaged dwellings up to a limit of total Rs.2,500,000 (US$ 24,752) spending roughly around Rs.25,000 (US$ 248) to Rs.100,000 (US$ 990) per dwelling. Usually this will entail cash being given to selected beneficiaries to carry out minor repairs on their homes themselves. The local clergy, in consultation with their local contacts, will carry out the initial monitoring. The NCC/SL-ACT will employ six temporary project officers to visit and monitor the work and ensure that it is carried out smoothly.

Procurement The dry rations and mats will be procured locally. In the case that items are not available locally, they will be obtained from the nearest available source taking into account the most cost effective quotations received.

JDCSI

Each of the 1,500 families will be given two mats, two bed sheets, two towels and dry rations for two weeks. Each school going child will be given a school bag and stationery.

The dry ration pack will essentially consist of the following: 10Kg rice, 10 Kg flour, 2Kg. dhal, 2 Kg. sugar, 2 tins of fish, 2 packs milk powder, 500 gms tea leaves, 250 gms chillie powder, 1 bar toilet soap, 1 bars detergent soap, 2 packs tooth powder and 3 boxes of matches.

The project will be carried out simultaneously in all the places with the participation of the local pastors and local action groups.

VI. ADMINISTRATION, FINANCE, MONITORING & REPORTING

All Relief and Rehabilitation work will be directly monitored by a committee specially set up for the purpose and based at the NCC/SL office. All policy decisions will be made by the committee and they will be responsible for the overall implementation and monitoring of the project. On the advice of the committee, the General Secretary and the Treasurer of the NCC/SL will be responsible for disbursement of funds, financial control, audit etc. The General Secretary will be assisted by the

Executive Secretary of the Relief and Rehabilitation Unit.

For JDCSI the relief work will be carried out under the supervision of the local pastors in charge of these areas. The Relief Committee will send its representatives to the areas where aid is being provided to ensure fair and correct distribution.

The Finance department of the NCC/SL will monitor the disbursement of funds and will be responsible for accounting and audit. The General Secretary will be responsible for the final reporting along with the audit to the ACT partners.

Reporting Schedule - Final narrative and financial reports to be received by the ACT CO by 31 May 2006 i.e. within two months of end of project. - Audit report to be received by ACT CO no later than 30 June 2006 i.e. within three months of end of project.

Four months: December 2005– March 2006

The respective clergy committees and volunteers in the regions of Colombo, Kalutara, Gampaha, Kurunegala, Trincomalee, Killinochchi, Mullaitivu and Jaffna work in co-operation with the Grama Sevakas (local government officials) of those regions.
