The year has been remarkable and eventful in terms of number and scope of additional projects and programmes, sheer volume of positive progress, their reach and impact. The detailed reports that follow this introductory provides ample evidence of such exceptional achievements that characterized agility and dedication of young team of scientists at the Centre. During the year under report, three major projects, namely e-Shodh Sindhu, NIRF and ICSSR Data Repository were awarded to the INFLIBNET Centre. It is indeed a matter of pride and privilege that the task of operating and executing the e-ShodhSindhu: Consortium for Higher Education e- Resources (CHEERs), formed by merging three existing national-level consortia namely, UGC-Infonet Digital Library Consortium, INDEST-AICTE Consortium and N-LIST is assigned to the INFLIBNET Centre. The process of negotiation of rates of subscription for all existing e-resources subscribed by the three consortia individually for the member institutions was carried out soon after the release of notification on formation of unified consortium. It was indeed a herculean task to negotiate rates of subscription for more than 40 e-resources catering to the diverse needs of various categories of institutions, i.e. -

Rajiv Gandhi’s Cabinet 1987 Minister of Home Affairs: Buta Singh Buta Singh has been associated with the Indian National Congress since the time Jawaharlal Nehru, India’s first Prime Minister was in power. He has been a member of Parliament on a number of occasions and is effectively the number 2 in the Government today. Being Home Minister of India, his main priority will be to ensure the internal security of India. Irrespective of what the cabinet decides on Sri Lanka, he has to stive to maintain law and order across India and ensure that the cabinet’s decision doesn’t lead to any uprising. His biggest challenge will be dealing with the southern state of Tamil Nadu. Since the native population of the state and the Sri Lankan separatists share the same background and culture. A lot of people in the state sympathise with the Sri Lankan separatists and therefore any action against them can throw this state up into flames. Maintaining law and order here will be of utmost importance to show the world that India stands united. Minister of External Affairs: P. Shiv Shankar Hailing from the southern state of Andhra Pradesh, Shiv Shankar rose through the ranks of the Congress to become External Affairs minister of India. He will have a key role to play in whatever decision the Indian Cabinet takes regarding the Sri Lankan Civil War. On one hand he will have to prioritize national interests and support whatever is better for the nation’s security. However, he will also have to keep in mind India’s position in the global community and ensure that the Government doesn’t jeopardize relations with any key partners. -

PM announced the creation of CDS post The Prime Minister Narendra Modi has announced the creation of post of Chief of Defence Staff (CDS) on 15 August. The rank of CDS will be a first among equals. It will be a fourth four-star officer who will be senior to the three other service chiefs. It is the most significat reform in the defence. The creation of the post aims to make the Indian defence forces even more effective. It will also ensure the better coordination between the three defence services. Chief of Defence Staff (CDS) will act as the single-point advisor to the Government. The CDS officer will be advising the Army, Navy and Airforce on matters related to all the three services. Spoofs and the Politics of the Film Image’s Ontology in Tamil Cinema * Constantine V. Nakassis All Film Spoofs, No Spoof Films Commercial Tamil cinema has long been a travesty of itself, its textuality woven from so many citational allusions, homages, and self-parodies; and yet, until recently there was no such recognized genre of the spoof film, only “comedy tracks” trailing in the shadows of the grandiose hero and his more serious narrative, parodying his potent image here and there, most often through scenes of comically inverted or failed heroism (Nakassis 2010:209–221). In 2010, this was seen to have changed, with the release of a surfeit of spoof films—Venkat Prabhu’s Goa, Simbudevan’s Irumbu Kottai Mirattu Singam, and, most importantly for this paper, C. S. Amudhan’s aptly titled Thamizh Padam, or ‘Tamil Movie.’1 And then of course, there was that unwitting spoof hero, the self-proclaimed “Power Star,” Dr. S. Srinivasan, who entered the scene in 2011 with his unbel- ievably absurd, yet ambiguously self-serious, film (Lathika) and public persona (figure 1).2 Industry insiders and film enthusiasts often explain this seeming par- adox that Tamil cinema is all spoof with no spoofs by pointing to the self- seriousness of the industry—that is, that it can’t take a joke; or alter- natively by pointing to its cultural and historical particularity—that is, that “spoofs” are a foreign genre. But what is so notable is that the ind- ustry has long made jokes at its own expense. Think, for example, of Nagesh’s memorable comedy track from Sridhar’s classic 1964 romantic comedy Kadhalikka Neeramillai (‘No Time for Love’), which turns on Nagesh’s nascent film production: a parody of the film producer, Nagesh * Constantine V.
