    THE HISTORY OF THE DEVELOPMENT OF BRITISH SATELLITE BROADCASTING POLICY, 1977-1992 Windsor John Holden —......., Submitted in accordance with the requirements for the degree of PhD University of Leeds, Institute of Communications Studies July, 1998 The candidate confirms that the work submitted is his own and that appropriate credit has been given where reference has been made to the work of others ABSTRACT This thesis traces the development of British satellite broadcasting policy, from the early proposals drawn up by the Home Office following the UK's allocation of five direct broadcast by satellite (DBS) frequencies at the 1977 World Administrative Radio Conference (WARC), through the successive, abortive DBS initiatives of the BBC and the "Club of 21", to the short-lived service provided by British Satellite Broadcasting (BSB). It also details at length the history of Sky Television, an organisation that operated beyond the parameters of existing legislation, which successfully competed (and merged) with BSB, and which shaped the way in which policy was developed. It contends that throughout the 1980s satellite broadcasting policy ceased to drive and became driven, and that the failure of policy-making in this time can be ascribed to conflict on ideological, governmental and organisational levels. This is used to better explain extensive discussions of HBO‟s rebranding from 1995 to 2007 around high-quality original content and experimentation with new media platforms. The first half of the thesis particularly expands on HBO‟s origins and early identity as part of publisher Time Inc. from 1972 to 1988, before examining how this affected the network‟s programming strategies as part of global conglomerate Time Warner from 1989 to 1994. Within this, evidence of ongoing processes for aggregating subscribers, or packaging multiple entertainment attractions around stable production cycles, are identified as defining HBO‟s promotion of general monthly value over rivals. Arguing that these specific exhibition and production strategies are glossed over in existing HBO scholarship as a result of an over-valuing of post-1995 examples of „quality‟ television, their ongoing importance to the network‟s contemporary management of its brand across media platforms is mapped over distinctions from rivals to 2007.

While many of the shows made featured the globetrotting exploits of their leading characters – Simon Templar, international playboy; Jason King, Interpol agent and novelist; and John Drake, spy and fixer for international organisations – the production crew rarely, if ever, left the confines of the TV sound stages and backlot, except for a brief dash down Borehamwood high street or into rural Hertfordshire. This paper will discuss the operations and technical methodologies used on a weekly basis by production crews in their attempts to recreate Rome, Paris, Madrid and even the Sahara Desert on small budgets, using stock footage and with limited materials. During the 1960s, the studios of Elstree and Borehamwood produced some of the most adventurous and prolific television productions in the UK. Three major studio sites (all of them actually in Borehamwood, not in Elstree) – MGM British Studios, Associated British Productions (ABPC) and ATV Studios – were all producing television content 52 weeks of the year. “Elstree’s” output during this time was at its peak. Production crews at Elstree were able to make shows with an international flavour, while barely leaving the studio.

LOOSE CANON ON DECK: HOW CONTEMPORARY CHRISTIANS REACT TO MEDIA PORTRAYALS OF FAITH, BELIEFS, AND RITUALS by MITCHELL L LEOPARD Under the Direction of Timothy Renick ABSTRACT Throughout much of Christian history, the church had predominant control over religious ritual and belief. As early as the 1st Century, institutions representing “orthodoxy” were banning, forbidding or destroying the “heretical”, separating it from what eventually would become canon and religious practice. The 21st Century provides new ways for spiritual knowledge to spread, bypassing traditional methods. Modern Martin Luthers can nail a manifesto to an internet door while the media’s obsession with non-canonical texts provides no shortage of material for movies and television. A multi-media barrage challenges orthodox concepts and scriptural definition, often blurring the line between religion and entertainment.
