S4M-07596 Roderick Campbell: Johnny Cash and Strathmiglo—That the Parliament notes, on the 10th anniversary of his death on 12 September 2013, the link between Johnny Cash and his ancestral home around Strathmiglo in North East Fife; understands that Mr Cash first became aware of his Scottish ancestry through a chance meeting on a plane in the 1970s with the late Major Michael Crichton-Stuart, then keeper of Falkland Palace, and that subsequent research revealed that he could count the Scottish King, Malcolm IV, among his ancestors; considers that the singer, whose work crossed many genres and whose first number one hit was the 1956 single, I Walk the Line, is widely regarded as one of the most successful and influential musicians of the twentieth century; notes that several place names in Strathmiglo and North East Fife bear the name "Cash" owing to their connection with the Cash clan, whose presence in the area can be traced back 900 years; notes that Johnny Cash himself visited North East Fife on several occasions and that he was reportedly very proud of his connection with the area, and hopes that fans of the widely celebrated singer from around the world will consider visiting Johnny Cash’s ancestral home in North East Fife on their next visit to Scotland.

S4M-07574 Kenneth Gibson: No UK Tax Liability for Vodafone—That the Parliament notes Vodafone’s recent sale of its 45% stake in Verizon Wireless to the US telecoms group, Verizon Communications, for £84 billion; understands that this represents one of the biggest corporate deals in history; believes that, while Vodafone was founded and is headquartered in the UK, due to complex tax arrangements, the company does not believe that it is liable to pay UK tax and that, following the conclusion of the recent deal, HM Revenue and Customs (HMRC) is expected to receive little or, indeed, nothing; believes that, because Vodaphone’s stake in Verizon Wireless was held by a Dutch subsidiary, using Dutch legislation, it will benefit from a tax exemption on disposals in the Netherlands; considers with alarm that, even if Vodafone’s UK-based parent company sold the stake in Verizon Wireless, it is still highly unlikely that it would have had to pay any UK tax because of the Finance Act 2002, which was introduced by the last Labour administration and allowed for an exemption from capital gains tax on so-called substantial shareholdings held by companies; understands that, following previous tax avoidance controversies, including what it considers the infamous sweetheart deals struck between companies and HMRC, which reportedly allowed Vodafone to forego

£6.75 billion in tax, this latest action illustrates that Vodafone does not feel that it has any moral duty to pay its fair share of tax to the country in which it operates and where 41% of its shares are held; considers that, despite rhetoric to the contrary, the Labour Party, as evidenced by its time in government, does not take the issue of tax avoidance seriously; further believes that the Labour Party has created a tax environment suited to multinational corporations wanting to take advantage of tax loopholes and that the party is primarily concerned with rewarding large and powerful companies, and believes that, in the process, the Labour Party has let down the UK public, who, it considers, expected it to tackle such practices when it was in power.

We can book the tickets" and another showing a person sleeping on the streets with the message "Is life here hard? Going home is simple"; deplores what it considers this attempt to instil fear and intimidate some of the most vulnerable people

S4M-07331# Graeme Day: Scotland More Aware of Fair Trade—That the Parliament welcomes the findings of a new poll suggesting that almost nine in 10 people in Scotland are aware of fair trade; believes that this reflects the country’s status as a fair trade nation; notes the findings that the number of people aware of the concept has increased from 64% in 2006 to 87% in 2013; understands that the poll of over 1,000 adults also suggested that more than a third of people in Scotland

regularly purchase fairly traded products, compared with one in five in 2011; is pleased that, by being one of the first countries to achieve Fair Trade Nation status, Scotland is now considered by the Scottish Fair Trade Forum to be at the forefront of what it considers this ethical movement, and commends the community-based groups in Angus and elsewhere in Scotland that are helping to promote fair trade products and that aim to ensure a better deal for developing countries.

S4M-06981# Claire Baker: 82% of Scots in Favour of Compulsory Microchipping—That the Parliament congratulates what it considers the excellent work of Dogs Trust in rescuing, microchipping and rehoming dogs across the UK; understands that there are approximately 3,000 stray dogs in Scotland each year, resulting in a significant burden placed on the budgets of local authorities, including across Mid Scotland and Fife, for kennelling costs; believes that microchipping can assist in reuniting stray dogs with their owners, help to identify those who commit cruelty against animals and improve the accountability of owners of dangerous dogs; acknowledges the recent YouGov poll for Dogs Trust, which suggests that 82% of Scottish adults are in favour of compulsory microchipping of dogs; understands that compulsory dog microchipping is already enforced in Northern Ireland and that England and Wales intend to introduce compulsory microchipping in the near future, and notes calls for compulsory microchipping to be introduced in Scotland.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
