A well written history of Labour in power in Victoria but...By Sir ThomasA well written history of Labour in power in Victoria under two Premiers. The first-person account takes the reader inside the ALP during a highly successful period, especially during the Bracks era. Deane shares some valuable insights into the dynamics of politics, both state and Federal.However, the book has some glaring omissions:- there is no mention of the public controversies involving of some Ministers such as Peter Batchelor, Andre Heremeyer and Tim Holding. These were significant issues at the time.- there is little analysis of the loss of the 2010 election.Still a worthwhile read for students of political history. About the AuthorJoel Deane was born in 1969 and grew up in regional Victoria and Melbourne. He had numerous poems published between 1990 and 1995, but then moved to California and, although he continued writing, fell silent until 2004. Subterranean Radio Songs, which is Joel's first collection of poetry and won the IP Picks Award for Best Poetry in 2005, tells the story of those silent years. Joel has worked as a newspaper reporter at The Sun News-Pictorial in Melbourne, a TV and Internet producer in San Francisco, and a press secretary and speechwriter for the Australian Labor Party. He is the author of the IP Picks 2004 winning novel, Another, and is currently speechwriter to the Premier of Victoria, Steve Bracks. Joel lives in Melbourne with his wife and two children. Victorian Government Printer Local Government Act 1989 SCHEDULE 11 CLAUSE 4 Designation of Tow Away Areas Clause 4 of Schedule 11 to the Local Government Act 1989 provides that a Council may move or impound any vehicle that is causing an unlawful obstruction, or that is unlawfully parked or left standing in an area designated by the Minister, (referred to in this instrument as a “tow-away area”), and may charge the owner of the vehicle a fee up to the amount of the fee set for the purposes of clause 3(1)(c). For the purposes of that provision, I, Peter Batchelor, Minister for Transport, designate the areas contained in the reservation of the roads listed in the following schedule as tow away areas. This instrument takes effect at 12.01 am on Monday 13 March 2006 and expires at 11.59 pm on Sunday 2 April 2006. The specific focus of the thesis is on the period from 1980 through to the time of submission in May 2010. During this period, the rural water sector has undergone radical reform in Victoria. Initially, reforms were driven by a desire to improve the operational efficiency of the State’s rural water sector. With the growing realisation that water extractions were pressing against the limits of sustainable yield, the focus of the reform agenda shifted to increasing the economic efficiency derived from every megalitre of water. By early 2000, the focus of the rural water reform changed as prolonged drought impacted on the reliability of water supply for the irrigation community. The objective of the latest round of reforms was to improve the efficiency of water usage as the scarcity became more acute.

The government’s attacks on the Opposition, and its new leader Kevin Rudd, had fallen flat, and a series of staged events designed to boost the government’s stocks had not translated into electoral support. So, as time went on and things did not improve, the Coalition government showed increasing signs of panic, desperation and abandonment. In July, John Howard had asked his party room “is it me” as he reflected on the low standing of the government (Australian, 17 July 2007). Labor held a commanding lead in opinion polls throughout most of 2007 — recording a primary support of between 47 and 51 per cent to the Coalition’s 39 to 42 per cent. The most remarkable feature of the polls was their consistency — regularly showing Labor holding a 15 percentage point lead on a two-party-preferred basis. Labor also seemed impervious to attack, and the government found it difficult to get traction on “its” core issues to narrow the gap.
