1.0 PURPOSE OF REPORT

1.1 The Council is required to review its polling districts every four years and must do so by 31 December 2011.

1.2 The report appraises Members of the forthcoming review of Ward Boundaries for the District which is set to commence in the autumn of 2012.

2.0 RECOMMENDATION

2.1 That Council is recommended to:

1) Note the generally positive results of the polling station review undertaken. 2) Note the on-going action taken to review polling stations across the District. 3) Note the forthcoming review of Ward Boundaries to be undertaken by the Local Government Boundary Commission for and take no further action (other than taking opportunities to use improved facilities for polling stations when they arise) on polling districts pending that review.

3.0 RECOMMENDED REASON FOR DECISIONS

3.1 The feedback from the public consultation on polling stations (the easiest way to engage on the pattern of polling districts) is overwhelmingly positive giving little reason for widespread change.

In these circumstances, even if the feedback suggested a case for change, the timing would be inappropriate.

4.0 ALTERNATIVE OPTIONS CONSIDERED AND RECOMMENDED FOR REJECTION

4.1 None.

5.0 THE REPORT

5.1 The Council is required to review the pattern of polling districts every four years and the current period expires at 31 December 2011.

5.2 Attached as appendix 1 to this report are the results of the District Panel Survey which includes details of the sample, satisfaction with various aspects of the polling stations used and detailed feedback on a ward by ward basis.

5.3 Officers believe that the most meaningful way to engage with the public about polling districts (effectively the chosen sub-divisions within wards) is to discuss the polling stations offered to the elector.

5.4 No polling station is ‘perfect’ when considering the factors involved namely the Building, Location, Parking, Ease of Access, Lighting and the Ease with which the stations could be found. There is always an element of trade off and a key factor is the availability of suitable premises.

5.5 One could also add ‘cost’ which is an important consideration although officers have, with encouragement over the years from this Committee, moved away wherever possible from the cheapest venues (schools) because of the community cost of closure. Nevertheless at a time when 25% of electors are now using postal votes and in very difficult financial circumstances the cost of facilities is of increasing significance notwithstanding the importance of the ease of voting and encouraging electors to participate.

5.6 The Survey results are very encouraging and positive. The very few negative comments often arise because someone is closer to one polling station than another because of ward boundaries. There are also contradictory opinions on issues such as the use of schools or because one or other of the criteria that the survey asks about are more important to one elector than another. I regard this as entirely normal and to be expected.

5.7 Where my team are aware of issues and possible alternative polling station provision these are under active consideration and further work on alternatives will take place on completion of the 2011 canvass with a view to finalising any new arrangements well in advance of the next election.

2 5.8 The Council has been contacted by the Local Government Boundary Commission for England about the need for a Ward Boundary Review. Their criteria are that if either of the following conditions are found to exist, then considerations is given to the need for a review.

x Any local authority with a division or ward that has an electoral variance in excess of 30%. This means a division or ward having at least 30% more (or less) electors in it than the average for the authority as a whole; and/or

x Any local authority where more than 30% of the divisions or wards have an electoral variance in excess of 10% from the average for that authority.

5.9 Based on the above criteria on the information available from the current electoral register Harrogate Borough Council had 13 of 35 wards (37%) having an electoral variance in excess of 10%.

5.10 The Boundary Commission has decided that a further electoral review should commence in October 2012.

9.1 There is no requirement for a Risk Assessment in respect of this report.

10.0 EQUALITY AND DIVERSITY

10.1 An Equality and Diversity Impact Assessment has not been undertaken, the Council continues to take its responsibility to ensure the best possible disabled access to polling stations extremely seriously and this is a key

3 consideration in any changes. It is not believed that there are any other impacts on race, disability of gender equality in the local community or Council arising from this report.

11.0 CONCLUSIONS

11.1 This was a very positive survey result. Officers were aware of most of the areas of contention and where better alternatives are potentially available these will be further explored over the winter 2011/12.

11.2 Wholesale changes are inappropriate in a period immediately before a ward boundary review although the availability of the most convenient available polling stations may be a factor (amongst many others) in determining polling districts in relation to any new ward boundaries arising.

Building Bilton Grange -

There is no physical problem with the location but I have always been dissatisfied with polling necessitating the closure of schools. When my own children were young it caused a big problem as I had to organise childcare or take a day off work, for the service where i work this was a problem because several people had to do the same. I don’t think it is acceptable to close schools and cause businesses and working parents such a problem - only one room is used so the school should either stay open or a different location found eg Bilton Youth Club in this instance. There must be other alternative locations to avoid other schools closing.

-It is further away from my house than Bilton Grange School. We do not have a car.

- I discontinued use of polling station after verbal abuse by liberal democrat teller for refusing to declare voting number. Polling station officials became involved -Very pleased it is so near to where I live - makes it easier for me to vote. -Very convenient. -I am spoilt as the location is close to where i live, in good repair and with no problems. 27 -Why is it necessary to close the school for a day when other buildings nearby could be used (the community centre is used for playgroup everyday) -As previously indicated whilst we were satisfied with polling station and both parking and the station were disabled friendly. -As a working parent it is unfair to have to take a days leave to cover the school closure. A community centre is on the same site and should be used instead - schools should not be used as polling stations.
