"That this House:

(1) Condemns the Premier and the Minister for Education for the $1.7 billion cuts to the education budget, which are now directly impacting on students and parents.

(2) Notes with concern that students are being asked to provide reams of paper, tissues, whiteboard markers and other consumables to their school to get them through the year.

(3) Calls on the Minister to rule out parents having to clean their children's school as a result of the reduction in school cleaners' hours.

(4) Demands the Government stop penny pinching and provide school children with the appropriate resources to help then with their education."

(2) Notes the crucial role the School Sports Unit plays in supporting the NSW PSSA and the NSW CHSSA in organising sports carnivals and encouraging student participation in sport. 2494 BUS REPLACEMENT OF TRAINS MS SONIA HORNERY to move— That this House: (1) Notes that on 4 February 2013, buses replaced trains from North to Chatswood causing a delay of up to 20 minutes for Newcastle passengers. (2) Notes that the increased number of buses caused significant traffic delays on roads out of the city. (3) Notes that the Minister for Transport and the Minister for Planning, with the support of Hunter Liberal Members, wish to replace trains in Newcastle with buses. (4) Urges the Government to reverse its decision to scrap the rail line in Newcastle.

2495 SPEED CAMERA NUMBERS MS SONIA HORNERY to move— That this House: (1) Notes the implementation of 39 extra mobile speed cameras, with 2,358 new mobile speed camera locations and 6,070 extra hours of enforcement per month across New South Wales this year. (2) Notes the Government's promise, when in opposition, that it would reduce speed camera numbers. (3) Urges the Minister for Transport and the Minister for Roads and Ports to concentrate on making our roads safer rather than revenue raising by increasing speed cameras.

2501 MINMI AND FLETCHER HOUSING PROJECT PLANNING ASSESSMENT MS SONIA HORNERY to move— That this House: (1) Notes the Government will hand back to Hunter councils the planning assessments of a major housing project for 3,300 dwellings on the fringe of Minmi and Fletcher. (2) Notes the concerns of residents in relation to the poor access to public transport and no direct services to Newcastle. (3) Urges the Minister for Planning and Infrastructure to implement and fund strategies to improve access to public transport to accommodate the increased numbers of commuters in the future.

2507 NEWCASTLE CBD RENEWAL MS SONIA HORNERY to move— That this House: (1) Notes plans to revive Newcastle's ailing CBD include a proposal to limit the expansion of suburban retail. (2) Notes that this will come at the detriment to rate paying businesses in vibrant local shopping precincts. (3) Urges the Minister for Planning and Infrastructure to rethink the decision and to start funding measures to ensure the revitalisation of all regional shopping precincts.

2509 KIAMA NATURAL DISASTER RESPONSE MR GARETH WARD to move— That this House: (1) Commends SES, RFS, NSW Police, Fire and Ambulance crews, volunteers and the Kiama community for their fast and effective response to weather events in Kiama in the early hours of Sunday 24 February 2013. (2) Thanks all Government agencies, both State and Federal, for responding to and assisting local residents. 2510 BLACKTOWN HOSPITAL UNATTENDED BIRTH DR ANDREW MCDONALD to move— That this House: (1) Condemns the comments of Mr Ted Sage following the unattended delivery of Kristy Jones' baby in the maternity ward at Blacktown Hospital to "look at the behaviour of the nursing staff who would rather sit around and do nothing". (2) Notes that NSW Health disclosure guidelines state "open disclosure means that every patient receives an apology and appropriate information following an incident that may have happened during the delivery of their health care whether or not harm was caused". (3) Calls on the Minister responsible for the delivery of health care in NSW Hospitals to apologise to Kristy Jones and Paula Bailey.

2511 KIAMA DOWNS CRISIS ACCOMMODATION MR GARETH WARD to move— That this House: (1) Acknowledges the role that the surf life saving movement plays in coastal communities. (2) Thanks the Kiama Downs Surf Life Saving Club for establishing a crisis accommodation centre on Sunday 24 February 2013 during the severe weather events in Kiama.

2512 ALCOHOL RELATED VIOLENCE COUNTERMEASURES MS NOREEN HAY to move— That this House: (1) Questions the policy of providing what is essentially a free bed and breakfast service for drunken revellers in Wollongong under the Government's scheme to prevent alcohol related violence. (2) Notes that even after being dropped off at a sobering-up centre by police, it is not mandatory for that person to remain. (3) Notes that those with traits notoriously associated with alcohol related violence, such as, being under age, aggressive, violent and injured will be denied entry to such centres. (4) Acknowledges that, at a time when emergency services have been cut back, sobering-up centres will be taking police off the beat and may well become an incentive for a drunk to become disorderly to avoid the cost of a taxi fare home. (5) Demands the Government review its proposed use of police time and resources and to look at alternatives to address alcohol related problems such as providing a taxi to those who would benefit from sobering up in their own bed.

2513 UNDERSTAFFED POLICE STATIONS MS SONIA HORNERY to move— That this House: (1) Notes police commands across New South Wales were short of nearly 1,000 police officers as of August 2012, according to the Auditor-General's latest report on police and emergency services. 2514 ILLAWARRA EMERGENCY HELICOPTER SERVICE MS NOREEN HAY to move— That this House: (1) Calls on the Premier, the Minister for Police and Emergency Services, and the Minister for the Illawarra to ensure the continuation of the Illawarra emergency helicopter service. (2) Notes the community made a stand against plans to cut the service previously with a well attended picket line at the former headquarters in Coniston. (3) Recognises Wollongong Hospital is the largest of the district's nine hospitals, treating almost 50,000 patients annually, highlighting that it is appropriate for the emergency helicopter service to remain in the Illawarra.

2515 PRESCHOOL FUNDING MS SONIA HORNERY to move— That this House: (1) Notes concerns regarding the cost of preschool education in New South Wales, with preschools charging fees of $55 a day due to a lack of funding from the Government. (2) Notes the views of Gabrielle Connell, Early Childhood Vice-President of the Independent Education Union, that in other states, preschool is free or a minimal cost and their state governments contribute adequate funding to allow this. (3) Calls on the Minister for Education to invest more funds for early childhood education as research has proven early education is most important in a child's development.

2516 GREENSLIP PREMIUMS MS NOREEN HAY to move— That this House: (1) Condemns the Government for approving a 10% increase in green slip premiums despite a government inquiry finding New South Wales premiums are overpriced. (2) Acknowledges that since 2007, the average cost of compulsory third party insurance has increased by more than 65% in New South Wales making premiums the second highest in the country. (3) Notes that the Premier is trying to claim that a no fault scheme will reduce premiums by 15%, but only after the increase of 10% already approved by the Government meaning that in real terms only a 5% saving will be made. (4) Demands the Premier reverse this decision following the warning by legal experts that the proposed change to a no fault scheme will dramatically reduce benefits for victims.

(2) Acknowledges Marty as a champion of the hugely successful and popular annual Camp Quality Convoy for Kids, helping to raise almost $3.2 million in the Illawarra. (3) Notes Marty's outstanding contribution to the community over many years and wishes him well in all his future endeavours.

2519 HEALTH WORKER NUMBERS MS SONIA HORNERY to move— That this House: (1) Notes the risk to the health of Hunter residents following the $775 million cuts made by the Government to health funding. (2) Notes that NSW Health data indicates the loss of approximately 739 jobs in the 2012-2013 financial year, with more than 100 of those being in the Hunter region. (3) Calls on the Minister for Health to reverse these cuts and to recognise the importance of health workers and the need to maintain and increase staffing in hospitals.

(2) Acknowledges that both Giulia and her late husband Efram, who migrated to Australia in 1961, devoted much of their lives helping the migrant community in Wollongong establishing the Italian Social Welfare Organisation of Wollongong. (2) Notes that because of the lack of disability accessible buses in Newcastle travel by rail is the most accessible transport for people who find it difficult to use other forms of public transport. 2681 CHILD PROTECTION CASE WORKERS MS NOREEN HAY to move— That this House: (1) Condemns the Government and the Minister for Family and Community Services for misleading the House in relation to the number of child protection case workers across New South Wales. 8335 BUSINESS PAPER Tuesday 20 August 2013

(2) Notes that this issue was raised by the Member for Wollongong during Question Time on the 28 February 2013 following the walk out by staff at the local Family and Community Service Office in Wollongong due to the death of a young child who was well known to the department but had slipped through the system due to severe staff shortages in the area. (3) Notes the Minister stated that the total number of case workers had not changed and had "gone up slightly" contrary to the report of the Illawarra Mercury that 14 additional child protection case workers would be required to meet quotas. (4) Calls on the Minister and the Premier to immediately address the issue of shortage in child protection case workers to ensure further deaths are prevented.
