It is truly an honor to bring you warm greetings and a pleasant welcome on behalf of the National Haitian American Elected Officials Network (NHAEON) 2019 Leadership Retreat. I am excited to host this year’s retreat in Orange County, Florida, the world’s premier hospitality and tourism destination.

NHAEON was created to bring elected and appointed officials of Haitian descent together for a common goal of identifying Victoria P. Siplin federal priorities affecting Haitian-American citizens Commissioner and discuss strategies to establish and maintain national Orange County, and international resources. As many of our respective Florida communities’ experience growth, major developments and policy changes, we felt it was appropriate to build on that with the theme “Progress Continues.”

The expectation to produce political and economic synergy within the Haitian Diaspora has reached a fever pitch. As such, it is our expectation that this year’s retreat will deliver engaging, relevant topics and presenters to help elevate us to the next level as effective policymakers and change-agents nationally and internationally.

In addition, we are confident that this three-day retreat will offer you a platform to learn, create new partnerships, fellowship as well as a positive memorable experience. Outside of our planned activities, I urge you to explore the plethora of entertainment venues on International Drive and our lively Pine Hills community, host to delicious Caribbean cuisines.

NHAEON AIMS TO ADDRESS NATIONAL AND INTERNATIONAL ISSUES AND THE IMPACT THESE POLICIES HAVE ON THE HAITIAN COMMUNITY IN THE US. The Network is a non-partisan coalition of elected and appointed officials determined to improve relations between the United States of America and the Republic of Haiti. NHAEON is committed to bringing a renewed national and local focus on key legislative, diplomatic, security, economic and human rights issues in this critical part of the world. ​NHAEON’s Mission is to: Support the introduction of key legislation, and policies critical to Haiti and organize congressional and local briefings on current events and disseminate information to interested parties.

Topics on which the Network will focus include: • ​United States aid to Haiti • Immigration Reform • United States State Department designation of Haiti • Promote structural, economic, and humanitarian investment in Haiti. • Build stronger communication between elected officials of Haitian descent in the United States who are members of federal, state and local governments. • Serve as a vehicle for keeping elected officials across the United States connected to work being done in Haitian communities nationally and to promote issues of concern to Haiti. • Keep Haitian American elected officials apprised of American foreign and domestic policies relevant to Haiti and ensure that members of NHAEON are given the opportunity to make a difference by offering their observations, critique and/or support. 10 NHAEON I 2019 LEADERSHIP RETREAT THE WELCOME RECEPTION AND DINNER HOST Progress Continues... Karen Andre Former White House Liaison for the U.S. Department of Housing and Urban Development

Karen Andre has dedicated her life to public service and advocacy. She recently served as a Senior Advisor to Andrew Gillum, the Democratic candidate for governor of Florida in the 2018 election who captured his party’s nomination in a historic primary. She served as an appointee in the Obama administration as the White House Liaison for the U.S. Department of Housing and Urban Development. She has worked to organize Haitian and African-American communities all over the country on immigration and social justice issues. She was named one of South Florida’s 50 Most Powerful Black Professionals and one of 20 South Florida Freedom Sisters by the Ford Motor Company. In 2016 she was inducted into the Haitian Round Table’s 1804 List of Haitian-American Change-makers. She has a bachelor’s degree in Psychology from Florida International University and has a Juris Doctor from the University of Miami School of Law.

Marnatha Irène TERNIER Minister of Haitians Living Abroad

Marnatha Irène TERNIER was born in Port-au-Prince where she received her bachelor in Marketing and Public Relations and masters in Computer Science. She was the recipient of a scholarship from the Centre de Formation de la Profession Bancaire (CFPB) in Paris and completed a degree in Banking and Finance. Subsequently, she completed a degree in Accounting in Florida and attended extensive training in money laundering.

Ms. TERNIER began her career in the private sector where she held various positions of responsibility, particularly in the banking industry as Senior Account Officer. She then turned to public administration where she first held the position of Executive Secretary of Prime Minister Gary CONILLE from 2011 to 2012. From 2012 to 2015, she served as Cabinet Member to the Minister of Justice, Coordinator of the Private Secretariat of the President of the Republic, Director of Operations and Statistics at the Central Financial Intelligence Unit (UCREF) before becoming in 2016 the Chief of Staff of the same institution.

In June 2018, she returned to the Ministry of Justice, this time as Administrative Director and later as Coordinator in the Office of the Minister responsible for International Relations and governmental autonomous agencies such as UCREF, ONI, EMA and PNH. It was during this experience that she showed her interest in issues related to Haitians Living Abroad and that her relations with the Haitian diaspora were becoming increasingly privileged.

Currently, Ms. Ternier is serving as minister for the Ministry of Haitians Living Abroad, For the past few months, Ms. Ternier has traveled frequently, conducting an assessment of the Haitian communities in the diaspora, working in collaboration with various local associations throughout the globe. Ms. Ternier strives to integrate the members of the Haitian Diaspora in the activities of the country and make MHAVE the real bridge between the country and the Haitians living abroad. Ms. Ternier is married and a proud mother of three.
