Public financial is an essential component of good governance. This course will take participants beyond the textbook concepts that have been developed by economists over many decades. Public finance is embedded in politics and administration and we, therefore, use real world cases to show how public finance operates in practice. Course Objectives & Learning Outcomes: The course will include international case studies to illustrate many of the financial and management intricacies of Public- Private Partnerships (PPPs) particularly those that have involved large-scale infrastructure projects. In this way, we can show how many of the public finance concepts such as long-term capital budgeting, financing debt, benefit financing and managing across the public and private sectors come together in complex, multi-stage and multi-year decisions.

This course provides a practical and comprehensive overview of public sector financial management. In the first half of the course, students are introduced to key concepts and issues in public financial management such as budget and expenditure management, revenue management, and fiscal sustainability in the public sector. In the second half of the course, real life examples and international case studies are used to illustrate these concepts and issues. Through real world examples of failures and successes, participants can learn how public finance and administration are closely connected to the design and implementation of public policy. At the end of the course, there will be a thorough case study discussion centered on current public finance practices in the Middle East, with emphasis on the . LKY SCHOOL: Li Hui Assistant Professor and Research Fellow, ACI, Lee Kuan Yew School of Public Policy Li Hui holds an undergraduate degree in public administration from Soochow University, a Master of Management degree from Fudan Univeristy, China, and a PhD in Public Administration and Policy from the University of Georgia, USA. Prior to joining the LKY School of Public Policy, Li Hui taught public budgeting and finance, public administration, American government, and state and local government at the Department of Political Science, Eastern Michigan University, where she was assistant professor from 2008 to 2011. Li Hui’s research interests focus on state and local government budgeting and finance, and performance management. Her current research has explored personal income tax revenue and the impact on local governments.

NUS: PHUA Lye Huat Stephen Associate Professor, Faculty of Law, National University of Singapore

Stephen Phua teaches Income Tax, Goods and Services Tax, Corporate Taxation, International Tax and Business & Finance for Lawyers in the Faculty of Law, National University of Singapore. He is a consultant with the Inland Revenue Authority of Singapore (IRAS) and an examiner with the Chartered Institute of Taxation in London. He is also an Eastern Scholar, Shanghai, PRC and a Visiting Professor at the International Law School of East China University of Law and Politics in Shanghai, PRC. He is a member of INTR, OECD and is a program advisor to the International Tax and Investment Center in Washington DC. He was a visiting scholar/professor to several leading universities in Australia, Canada, China, Japan and the USA. He was a member of the Tax Advisory Group in Ministry of Finance. He served as a member for more than a decade on each one of the three tax tribunals in Singapore (Income Tax Board of Review, Goods and Services Tax Board of Review and Valuation Review Board). Prior to joining IRAS, he was a tax consultant in a leading law firm in Singapore. He has delivered papers in many international conferences and published articles in refereed journals and chapters in books. He is the Editor of 2 books: “Recent Developments in Financial Regulation and Capital Markets” (2003) and “Excise Taxation in Asia” (2007).

MBRSG: Dr. Ehab Zaki Assistant Professor- Finance, University of , Senior Financial Controller, Financial Audit Department Dr. Ehab Zaki holds a Bachelor of Science in Accounting and a Master Degree in Accounting from Cairo University, Egypt. He has a Master of Business Administration (MBA) and a Doctorate of Philosophy in Accounting from the Ashford University, U.K. He earned his professional Diploma in Accounting & Finance from Cambridge Academy, U.S.A. Dr. Zaki is now pursuing Post-Doctoral studies at the academically qualified Bridge Program “Finance” at Grenoble Ecole de Management Doctoral School, France. His research title is “Analysis of Financial Crisis & Policy Interventions in the UAE Financial Markets” In 2006 Dr. Ehab Zaki got the “Instructor award “from American University of Sharjah” Dr. Zaki is a member of the American Institute of Management Accountants (IMA). He is a Certified Management Accountant (CMA) and Certified Financial Manager (CFM) During his career, he worked as an Accounting Instructor with the International British Institute in Egypt and Accounting lecturer at the American University-Cairo; Senior Auditor at Arthur Andersen Auditing Firm, Egypt; Training Managers at ISO Academy of Finance, Egypt; Audit Manager in Jumeirah International Auditing, U.A.E.; Head of Accounting Department at the University of Wales in Dubai, U.A.E. and Accounting Instructor at the American University of Sharjah (AUS), U.A.E. He was also a Senior Financial consultant at HLB International for Auditing and consultation. Dr. Zaki has provided many seminars, training and consultations to many multinational & government organizations in the GCC.
