This employee handbook is a condensed version of the Diocese of San Bernardino Personnel Policies and Proced­ ures and has been developed to provide guidelines, poli­ cies, procedures, benefits and working conditions for all lay and religious personnel. Reference should be made to the Diocesan Personnel Policies and Procedures, or to the' Personnel Office, for detailed information.

The policies contained in this employee handbook will be continually monitored by the Personnel Committee and the personnel Director.

This handbook contains statements of policies and procedures and is designed to increase understanding, reduce the needs for personal decisions on common issues, and to help assure consistency among Diocesan departments and parishes. The Diocese may revise or discon­ tinue the policies, procedures, benefits or compensation provisions described in this handbook at any time and/or institute new policies, procedures or benefits or compensation at any time.

All employment is at will and no agreement, written or oral, express or implied, between an employee and any supervisor, pastor or other representative of the Diocese is valid. All employment can be termi­ nated, with or without cause, and with or without notice, at any time, by the employee or the Diocese, as the case may be, considers sufficient.

Neither the contents of this handbook nor any other Diocesan pol­ icies, procedures or practices (whether verbal or written), nor the acceptance or continuance of employment constitutes a contract of employment or a promise of employment or employment conditions; nor do they create an implied duty or contractual obligation between an employee and the Diocese. No Diocesan attorney, member or representa­ tive other than Roman Catholic Bishop and/or Diocesan Business Manager has any authority to enter into any agreement for employment for any specified period of time, or to make any agreement contrary to the foregoing. Any such agreement on behalf of the Diocese, by the specificallY authorized and named individualCs) above, must be in writing and the named representative has no authority to enter into any such agreement which is not writing.

No department head or other representative of the Diocese has any authority to waive any provisions of· this manual or of revisions to this manual. EMPLOYEE PERSONNEL HANDBOOK

SECTION 100 - EMPLOYMENT POLICY

101 Employment Policy:

It is the policy of the Diocese of San Bernardino to provide equal opportunity to all applicants for employment, and to administer its personnel practices in a non-discriminatory manner. However, the Diocese reserves the right to favor employees who are Catholic.

Employment and subsequent transfer and/or promotion will be determined by qualifying factors, such a~ training and experience, and will not be influenced by race, color, sex, handicap or national origin. These principles shall apply to recruitment, selection, hiring, and on-the­ job treatment of employees.

Employees of all departments, agencies, offices, parishes, and mis­ sions of the Diocese are affected by this policy. It is the responsi­ bility of all supervisory personnel to ensure that this policy is applied to employment situations at all times.

102 Categories of Employment:

For purposes of salary and personnel administration, Diocesan employ­ ees are classified into categories. These include full-time regular, part-time regular, part-time. temporary, contract, special project, exempt, and non-exempt. Individuals in all categories are covered for Social Security, Worker's Compensation, California State Disability Benefits Insurance and California state Unemployment Insurance as required by law.

Specific provisions regarding all benefit categories are contained in Diocesan Personnel Policies and Procedures, Section 100, and should be referred to for individual determination of benefits.

SECTION 200 - WORKING CONDITIONS AND PAYROLL INFORMATION

201 Working Conditions:

Diocesan offices observe a 35-hour work week. Regular business hours are from 8:30 a.m. to 4:30 p.m. daily Monday through Friday except for recognized holidays. Provisions allow for a l-hour lunch period dailY for full-time regular employees and two 15 minute rest periods for non-exempt employees. Reference should be made to Diocesan Personnel policies and Procedures, Section 201, for provisions regarding employ­ ees, who are not included in the "full-time regular" category.

Appearance: Diocesan employees are expected to dress in a neat and professional manner. Department heads. and/or supervisors shall be responsible for determining appropriate attire in the workplace.

RODRIGUE-SS00905 Work Environment: Diocesan facilities are apPointed and maintained to provide a safe and comfortable environment for all employees. Any unusual sights or sounds, such as cracks, drips, or any potentially dangerous condition should be reported.

Injury: Job-related accidents and/or injuries are to be reported to pertinent supervisory staff immediately. Coverage by Worker's Compen­ sation Insurance shall be determined on an individual basis.

Work Area and Security: Employees are expected to maintain a neat work area, and avoid anything which might create or contribute to a hazardous condition. Keys to locked desks or work areas must be provided to sup. ervisorial staff,. since the Diocese resum!s the right to enter and examine any desk, cabinet, container and locke work area utilized bY employees. The Diocese is not responsible fo loss of personal possessions through fire, theft, or other loss.

Telephone Usage: Employees should not use business phones for person­ al calls. In cases of necessity, employees may make personal calls during lunch or rest periods. Any long-distance call should be charged to the employee's home phone.

Solicitation and Distribution: Any solicitation or distribution activities must be approved by the Business Manager, and will be monitored by the Pe~sonnel Office. Reference should be made to Dioc~san personnel Policies and Procedures, Section 201, 8a. for prov!sions related to any such activities.

All employees are expected to work accordin~ to normal schedules at their established assigned work places. The Diocesan Personnel Policies and Procedures should be consulted for specific information regarding tardiness, absences, exceptions· and discipline. Time sheets and absence reports are required of all employees carried on the Diocesan payroll.

203 - Payroll:

Employees are paid twice a month, with pay periods ending on the 15th and last day of the month. Compulsory salary deductions include Withholding Tax (F.I.T.), Social Security Tax (F.I.C.A.), State Income Tax (S.I.T.), and State Disability Insurance (S.D.I.). Voluntary deductions include group health insurance, Diocesan pension plan, and tax shelter investment plans. Absences and tardiness will be reflected in salaries in accordance with the Diocesan Personnel Policies and Procedures.

RODRIGUE-SS00906 204 - Overtime Hours and Compensation:

Overtime must be authorized in writing by a Department Head or 5uper­ vi~br, and may be ~uthorized only if monies are available-for this use. Compensation for overtime by non-exempt employees is paid at one and one-half times the normal salary. Compensatory time off 1s not allowed in lieu of overtime for non-exempt employees. All overtime hours must be carefully documented and approved.

205 - Wage and Salary Administration:

It is the policy of the Diocesan Personnel Office to study job tasks and develoP fair and equitable pay ranges for assigned positions. The Diocesan Personnel Office will also establish and administer a uniform salary program consisting of wage rate ranges for assigned positions and performance. Each range includes a minimum, mid~point, and ~aximum rate.

sti~ends and Gifts: Employees of the Diocese are not to use their positions with the Diocese for personal gain or advantage or in any manner that would create a conflict of interest. They must refrain from taking part in any activity or transaction in which their'own interests may conflict with the best interests of, the Diocese. Accordingly, the following policies shall apply: No employee or department of the Diocese may offer, exchange or accept payments or gifts, either directly or indirectly, from any individual, firm or institution, which conducts business with or has contacts with the Diocese of San Bernardino. Furthermore, rejections, acceptances or recommendations and exertion of influence of any kind shall not be tied to payments, gifts or favors in any form, directly or indirectly.

"Payments", "gifts", etc. include vacations, loans, loan guarantees, expenses, consultant fees, stipends, direct gifts of objects or money, etc. The term 'indirect' includes the offering or accepting of payments, gifts or favors by a relative, person acting on behalf of the employee, or a contractor with the diocese, a partnership, corpo­ ration or business entity in which the employee has an interest or by any person acting on behalf of the employee. These rules do not preclude the offering or acceptance o~ Christmas remembrances~ thank­ you gifts, business meals, or occasional gifts of nominal value, none of which maY exceed $25.00.

No employee or contractor of the Diocese may solicit, offer, or accept a stipend or payment other than their regular salary, from any depart­ ment of the Diocese without the prior written approval of the person­ nel director. Such approval will be given only if, in the sole judgment of the personnel director, the services or conduct for which such stipend is requested, does not fall within the duties, obliga­ tions, job descriptions or abilities of the employee's regular posi­ tion.

RODRIGUE-SS00907 SECTION 300 - PlACEHENT AND REVIEW

301 - EMployee Selection:

All job applicants are accepted on the basis of merit, qualification, and competence. The Diocese resumes the right to be sole judge of these characteristics, but does not discriminate on the basis of age, sex, race, handicap, or national origin.

Provisions: Addi~ions to staff are contingent upon budget needs and require advance approval from the Diocesan Personnel Office in consul­ tation with the Diocesan Business Manager. The Personnel Office will provide a job description. Job classification and salary for each new hire is determined prior to recruitment. Interviewing and reference checks are part of the hiring process. Performance evaluation o~ new employees will be accomplished prior to the end of 90 calendar days of employment.

Implementation: As authorized vacancies occur, job related quali~1ca­ tions are established, a time period for recruitment and selection is determined, and 'plans for a selection process are made. A Search Committee maY be established for exempt positions. The Bishop and/or the Priest's Personnel Board may be involved depending upon the position. Vacant positions are advertised throughout the Diocese~ and all applications are a~cepted by the Diocesan Personnel Office.

Appl{cation Process: Applicants are required to complete a Diocesan Standard Application. Additional specifi~ information may be request­ ed for certain positions. Resumes may be submitted, but may not be substituted for the standard application. Hiring procedures include a pre-employment interview, • assessment of experience, work re1ated testing where applicable, and reference checks. A transcript of grades may 'be requested for some positions. False or misleading information by the applicant, constitutes cause for automatic disqual­ ification. Successful candidates wilL be notified in writing. Such notification will also include starting salary, name of supervisor, and starting date.

Reporting to Work: New employees will report to their supervisor on the first daY of work for assignment and orientation. New employees must report to the Personnel Office on their first day of emplOYMent for explanation and completion of employment benefits, payroll formS, and other applicable employment procedures.

Introductory Period: New employees are in an Introductory status for 90 calendar days commencing with the first day of work. This period may be extended for one additional 90-day period if deemed necessary or appropriate by the supervisor. Employment may be terminated wi~hin this time period for any reason. 302 - EF.ployment of Relatives (Ne20tis~):

Relatives of employees must follow the specified procedures in~luded in the Employee Selection process. A relative, for this purpose, is defined as: husband, wife, father, mother, stepfather, stepmother, child, stepchild, grandparent, grandchild, in-law, niece, nephew, aunt, uncle, fosterchild or ward of the court. Dep~rtment Heads or supervisors may further restrict the employment of relatives where close proximity might disrupt optimal performance of functions. Relatives are not to supervise onc another or check, reviow, nhd/or process the work of one another.

303 - Perfornance Evalu~tion:

Each employee is given a written evalua~ion on ~ regularly sc~eduled basis and/or prior to consideration for a pro~otion o~ transfer. Performance evaluations consist of written and oral discussion proce­ dures as prescribed in Diocesan Personnel Policies and Procedures, Section 303. The e~ployee is requested to sign" the evaluation to indicate understanding of the contents therein. Disagreement should be questioned and discussed. Completed Performance Evaluation forms are retained in the employee's personn&l file. The Porsonnel Director is responsible for the overall opera~ion of this prccodure and for providing counsel wherever necessary to ens~re its co~pletion.

30~ - Pro~otion and Transfers:

Rate changes are affected by" pro~otion, trcnsfora, ~0rfcrmance, demotion, re-evaluation of ~osition, Dnd/or r~~e ~Dngo ~djustrnents based upon periodic organizational re~iews. Supervi~ors ar~ responsi­ ble for initiating rate changes promotions and trannfers in accordance with provisions containeti in the DiocQ5~n Por~cnnol Policies and Procedures, Sections 304 end 305.

2. Retrenchment: Reduction in Forco (RIF) and "L~Y~f1 Sla=k Work (lOSW). Before individuals in this catcGory £re tcrmin3tcti, every effort should be made to locate other suita~l~ job~ for them ~n the Diocese. In seeking such trunsfor po~sibilitiQs, consideration should be given to the person's length of service; ~ll othe~ things being equal, this should be the deterMining f&c~c~ in offerin£ ~rQnsfers.

Those being terminated for these reasons shall receive separation allowanceS, equal to one week's pay for each year of completed ser­ vice. They also shall receive advance notice of one month, for exempt people and two weeks for non-exempt people, where possible or pay in lieu therefore. In addition, unused vacation time accrued as of the last day.

3. Dismissal/Disciplinel The Department Head, in consultation with the Personnel Director, is responsible for the diSCipline of s'n employee. Disciplinary action up to and including dismissal may result from the commission of acts such as are listed below. In some cases, the action may result in a verbal or written warning. In other cases, the action may result in suspension or discharge. The Diocese reserves the right to decide under which circumstances dismissal or some lesser penalty is appropriate. It should be noted that the types of misconduct identified below are merely examples of acts which may lead to disciplinary action. The listing below is not a complete list o~ all types of conduct which may result in disciplinary action up to and including discharge:

a. Insubordination. b. Vandalism. c. Vi shonesty. d. Theft. e. Falsification of records or information. f. Falsification of job application or references. g. Working under the influence of intoxicants or drugs.

h p Sexual, racial, religious or ethnic harassment. . i. Unsatisfactory job performance. j. Unprofessional conduct. k. Breach of professional ethnics. 1. InabilIty to work cooperatively with supervisors, peers or subordinates. ~. Violation of employer rules. n. Habitual or excessive tardiness or absence, with or without cause, from work or from employee's work area. o. Excessive use of sick leave. p. conduct or activity reflecting negatively upon the Diocese or which could cause scandal for the Church.

When in the_ opinion of the Diocese an act of misconduct requires a written warning7 the warning, should be signed by the employee and the Department Head or his/her delegate and a copy of the warning will be placed in the employee's personnel file. When in the opinion of the Diocese the act of lIlisconduct warrants dismissal, the dismissal, will be discussed with the employee and the employee will be given the reasons for the dismissal in writing.

4. Retirement and Total Permanent Disability: Those leaving for these reasons are entitled to receive payment, for accrued vacation times as of the last day worked. The arrangements for termination are handled as prescribed in the Retirement and Total Permanent Disability Plans.

RODRIGUE-SS00910 5. Exit Interviews: All those terminating their employment. for whate·ver reasons. OiIre to be interviewed by the Pel"'sonnel Coordinator before their departure. The information obtained in the exit inter­ view becomes part of the individual's personnel filei it should include. at the very least. the reason for termination, and whether or not the person would be considered for rehire. A part of ~he exit interview 1S to recover all Diocesan property, such as keys and equipment, and to sett~ any financial obligations outstanding.

6. Unused Sjck leave Days are not paid upon termination for any reason.

30' - E.ployee Grievances:

1. A gri evance is defined as an unresol ved dispute, disagreetftent, misunderstanding, or expressed dissatisfaction on the part of the employees relating to employment conditions or the meaning and appli­ cation of personnel policies. The procedure .for filing grievances is as follows: Step I. An emp!oyee should always initially approach his/her im_edi­ ate supervisor and attempt to resolve the matter. If the emp1cyee stIil believes that the grievance has not been satisfied, he/she may appeal the decisio·n to the next level of supervision. At this p cint the grievance must be in writing and must contain a brief statemen* of the facts of the grievance, the basis of the objections and the desired remedy. The written grievance must be submitted within Five (5) w~rking days to the incident or problem which gave rise tD the grievance. The Department Head or delegate wil! investigate the grievance and respond to the employee in writing within ten· (10) working days after a submission of the written grievance.

Step II. If the grievance was not resolved in step I, you may, wiithin ten working days of Step I, present your written grievance to the Personnel Office Director. The Personnel Office DirectDr will reqtAest a memorandum from the employee's department supervisors describIng the steps taken to resolve the grievance in Step I. The Personnel Direc­ tor will investigate the grievance and. send you a written response within ten working days of receiving your written grievance. If the response does not resolve the grievance for you, or if the Persor.nel Director fails to respond, you may proceed to Step III.

Step III. Within ten working days of Step II, you may send a memoran­ dum to the Personnel Director requesting the formation of a volun~eer Personnel Review Committee. A Personnel Review Committee is made UP of three persons. Seneral; one is chosen by the employee and one is chosen by the employee's Department Head, and the third is chosen by those two. The choice of committee members is to be made wi~hin fifteen working days after submission of the Step III grievance. The Director of the Personnel Office will serve as a resource person and staff to the Committee. In the event the grievance is an employee of the Personnel Office, someone else will be c~osen to serve in ~bis capacity. The Committee wil! hear both sides of the dispute in closed sessions within six weeks of the date of your Step III memorandum.

RODRIGUE-SS00911 The Personne1 Review Committee will give its decision in writing and copies will be sent to you and your Department Director. The decision of the Committee is final.

2. The Grievance Procedure may be used by an employee or a group of employees with the same grievance. There is a specified time schedule to be followed, but if circumstances beyond the control of the indi­ viduals involved make this impossible, the Personnel Director is authorized to approve an alternate schedule. .

3. It shall be an express condition of employment that, shou1d a civil court of law determine that the decision by the Committee is not binding, then the matter shall be decided by arbitration in accordance with the Commercial Arbitration Rules of the American Arbitra~ion Association, and judgment on the award rendered by the arbitrators may be entered in any court having jurisdiction. There shall be three (3) arbitrators, one to be chosen directly by each party at will, ~nd the third arbitrator to be selected by the two (2) arbitrators so chosen. Each party shall pay the fees of the arbitrator he/she selects and of his/her own attorneys, ana the expenses of his/her witnesses and all other expenses connected with presenting his/her case. Other costs of the arbitration, including the cost of any record or transcripts of the arbitrator, a~d all other fees and costs shall be borne equally by the parties.

PROVISIONS: The following provisions apply to the use of the Grievance Procedures:

1. Only grievances involving em~loyment conditions and/or the meaning and application of the written personnel policies may be submitted to the grievance procedure.

2. No grievance may proceed to review unless both parties have stipulated in writing the issue(s) to be addressed by the Personnel Review Committee. If a joint stipulation cannot be formulated, then eacn party shall submit its own presentation of the issues to be submitted to the Committee. The Committee shall be the final judge of which issues are grievable.

3. The Personnel Review Committee's consideration shall be lim~ted solely to the issues raised in the presentation of the grievance.

4. The Personnel Review Committee shall render its decision solely on the basis of its interpretation of the personnel policies. The Committee shall have no authority to add to, subtract from or modify any personnel policy.

5. Under no circumstances shall either the diocese or the employee be responsible for the payment of any attorney's fees or other costs incurred by the other in processing the grievance of its conclusion.

RODRIGUE-SS00912 SECTION 400 - EMPLOYEE BENEFITS

401 - Holidays and Holy days:

-Full-time and part-time regular employees are entitled to receive paid holidays, holy days, vacation time, medical leave, maternity lea.ve, paterni ty 1 eave, and State Disab ility Benefits if eligibi 1 i ty requ:i. r8- ments are met. Full-time and part-Ume regular employees are entii::led to the observed paid Holidays and Holy days. Holidays are paid only when they fallon normal work days except for January 1, July 4, and December 25. When July 4 falls on a SatUrday, it will be observed on the previous Friday. When Januoilry 1, July 4, or Decellber 25 fallon a Sunday the holiday will be observed on the following Monday. Holy Days will be observed on the days on which they fall in the liturgi.cal calendar, and will be paid only when they fallon a normally scheduled workday. Employees must be on the payroll on the Holiday/Holy Day, and must have worked a normal schedule on the last workday before and the first day after in order to be eligible for the paid Holiday/Holy Day.

402 - Vacationt

Employees are encouraged to take most of their vacation at one t:: ime, or in one-week increments. Paid vacation time is determined by length of service as follows:

1. After siX (6) consecutive months in the first year of employment - 1 week. 2. Up to fourth employment anniversary - 2 weeks.

3. Fifth to eleventh employment anniversary - 3 weeks.

4. Vear of 12th anniversary and the~eafter - 4 weeks.

Vacation weekS equal a regularly scheduled workweek of 35 hours. For part-time employees, one week of vacation is equai to the average weekly hours worked during the past year~ or total hours worked during the past 52 weeks divided by 52.

A maximum of two (2) weeks vacation time may be deferred to comprise a total of six (6) weeks vacation time in one year. However, deferral of vacation time is an exception to Diocesan Policy only and requi.res the approval of the supervisor and the Personnel Office. Employees are encouraged to use vacation time annually. Scheduling arrangements must be approved by the supervising authority. Every effort w111 be made to accommodate the employees request. Vacation pay·will no~ be granted in lieu of time off except for unused vacation time at time of termination in accordance with Section 306 of the Diocesan Personnel Policies and ProcedUres.

An observed holiday occurring during vacation time will be credited as an additional vacation day. If an employee becomes ill or suffers an accident durjn9 a scheduled vacation, the time beginning with the next

RODRIGUE-SS00913 calendar week will be changed to absence due to illness or accident. Proof of illness and/or accident must be furnished.

Supervising personnel are responsible for preparing vacation sched­ ules, and the Personnel Department will provide vacation schedules and records of vacation eligibility prior to the start of each calendar year. Eligibility records and records of employee vacation time used will be maintained by the Personnel Department.

403 - HedicaI leave

Regular full-time and part-time employees may receive paYmen~ for illness or non-occupational accident in accordance with the provis30ns in this section.

Absences resulting from occupational accidents are covered by Worker's Compensation (Section 404.2, Personnel Policies and Procedures)~

Absences resulting from total and permanent disability are covered by a separate Long Term Disability provisions (Diocesan Personnel Pol­ icies and Procedures, Section 403.4).

Eligibility for medical leave begins after the first three (3) months of employment, and accumUlates at the rate of one (1) day per mon~h if unused. Medical leave may be used for illness, maternity, paternity needs, family emergencies, and time required for adoption of a ch1~d.

Medical leave time may be accumulated to a maximum of thirty (3D) days. No payment will be made upon termination of employmen~ for unused medical leave.

Under state law, disability benefits are paid for bona fide absences beginning on the eighth day for up to 26 weeks at the rate of 50~ of payor a maximum of $95.00 per week.

Accrued medical is granted for absences related to maternity and childbirth. If the maternity Dr childbirth absence exceeds the time covered by the accrued leave time, the employee is eligible to receive 50% of payor a maximum of $95.00 per week for a period of.26 weeks. Refer to the Diocesan Personnel Policies and Procedures for ~ull details and provisions of medical and personal leave time. The Diocese/Parish reserves the right to request certification regarding medical leaves and permission to return to work. Male employees may take only accrued sick leave as paternity leave.

Paid time off is granted to employees for death in family, jury duty, military service/reserve training, and educat~onal leaves as follows:

Death in the family.

Spouse or child - total of ten workdays.

Parent or sibling - total of six workdays.

When an employee attends the funeral or burial of a spouse, child, parent or sibling more than 150 miles from place of work, an addition­ al day is granted; two additional days are granted if out of State.

Jury Duty: Employees called to jury duty must notify their supervi­ sor. immediately. Employees receive a total of 30 days full pay for jury duty, but must reimburse the Diocese/Parish the amount of jury duty pay· received along with a Court statement of monies received. Employees excused at 1:00 P.M. or earlier must return to work on that day. Employees must advise the Court that jury duty in excess of 30 days per year is unpaid.

Military Service/Reserve Training: One day's paid leave is granted for a physical examination, if required, to employees who enlist for militarY service.

Members of Military Reserve or National Guard receive the difference in pay paid by the military to equal their normal salary for time spent in annual training for a maximum of three weeks. This time will not be considered vacation time.

Educational leave: With prior permission, employees may attend conferences7 seminars, institutes and courses during regularly sched­ uled working hours. Such activities must relate directly to the e~ployee's job, and be for improvement of skills and/or enhancement of productivity.

405 leaves of Absences:

A. Informal leave ~f absence may be granted for up to 30 days if a valid reason exists and paid leave time is not available. A written request must be approved by the immediate supervisor. Final approval is given by the Personnel Dep.rtment.

B. Formal leave of absence applies to employees who:

1. Have at least five years of service with the Diocese.

2. Wish to leave for more than 30 days and have a valid reason.

3. Intend to return to work for the Diocese.

This leave is intended to encourage the return of Diocesan personnel where careers are interrupted for education, community s~rvice, urgent family needs, or other such reasons. Requests are to be made at least 60 days in advance, and may be for,a total of one year subject to approval of six months at a time. No leaves are extended beyond one year. c. Employees on informal leave continue to be covered for all bene­ fits. Those on formal leave must pay for medical and lIfe insurance

407 Pension Plan

The Diocesan Pension Plan is designed to provide employees with an assured income which is in addition to any Social Security Benefits payable at retirement age. Details for provisions and extent of coverage are contained in Section 407 of the Diocesan Policies and Procedures Manual and the Form~l Summary Plan issued by Plan Adminis­ trator, Epler Company of San Diego, CA. If an employee is eligible for the Pension Plan but does not wish to participate, he/she must sign a Waiver statement.

408 - lay Health Benefit Plan (Group 28)

This plan provides lay employees with medical/health care benefits for lay employees and their dependents. Details are contained in Section 408 of the Diocesan Policies & Procedures Manual and the Summary Plan Coverage issued by the Plan Administrator, Heffernan, Keiler and Doble, Inc. of San Francisco, CA. RODRIGUE-SS00923 Barstow's First Catholic Church was built in 1914 on land donated by the Atchison, Topeka, and Santa Fe Railroad. St. Joseph's Church and rectory were first "located on Second Street, where Father Chas. Kerfs served as the first pastor of the new parish. At that time the parish was in the diocese of Los Angeles, but in 1935 became part of the newly formed diocese of San Diego. With the establishment of the new diocese of San Bernardino in 1979, S1. Joseph's changed to its present affiliation. Prior to the establishment of a parish in Barstow, area catholics had been served by visiting priests from needles who celebrated mass at Waterman School and various restaurants and public buildings in the town. The new parish served catholics from Hinkley to the Nevada border, and as far north as Bishop. In 1939 the original church was condemned, a new church was built on the same site by AI Bourget of Minneola, this church dedicated in 1941 . Rev. Michael Noonan recognized the need for expansion and purchased a remote piece of land on Mt. View Avenue where he supervised construction of the convent, and the start of school construction. Rev. Chas. Young oversaw completion of the school, building of Noonan Hall, and the rectory. In 1964 the old church was moved in its entirety from Second Ave. to its present Jo location as part of the school, and in 1966 75 construction began on the current church joil structure. 1700 families call St. Joseph's parish pa their spiritual home at the present time. Continuing the Celebration of 75 Years as a Faith Community. 5000 parishioners and guests gathered at Fogelsong Park from 11 a.m. until 5 p.m. Everyone in attendance enjoyed a barbecue lunch, l60-69 followed by live music and entertainment. RODRIGUE-SS00927 The Altar Boys and the Knights of Columbus honor guard led the entry column. They were followed by a procession of colorful ban­ ners, each representing one of the groups active at St. Joseph's Church. The Knights formed and entry to the altar area through which the banners were carried, and then placed upon either side of the altar. The procession was completed with the arrival of the visiting priests, our own deacons, and the celebrant, Father Tom Wallace.
