Proposal Overview With Electric vehicles becoming more popular in the region Horizon Energy has identified the need to install a second Fast Electric Vehicle Charger in Whakatane District Council area to encourage people with electric vehicles the opportunity to fast charge their vehicles before continue to their next destination.

Horizon Energy has identified Murupara that would suit a fast charger taking the following into consideration:

• Exposure of the fast charging unit to motorists

• Provide access to commercial activities close to shops, restaurants, cinemas and coffee shops

• Be close to Horizon Networks’ existing infrastructure

The objective of this report is to determine the best location for a Fast Electric Vehicle Charger within Murupara, to investigate the logistics related with the cost of installation and to proceed with the project to have a fast electric vehicle charger available in the CBD prior to 31 st March 2018.

One potential site has been identified inside the main parking area. It offers good access to the public by way of parking, ease of access, shopping and entertainment while charging is taking place, as well as ease of connection to the existing power supply. The site is detailed within this report.

We are requesting the Whakatane District Council to endorse location and to provide two dedicated parking spaces for electric vehicles with a one hour parking limit as part of the project. This would allow sufficient time to charge most electric vehicles without occupying the parking space for too long.

The benefits we see are:

• Putting Murupara on the EV map • Promotion of clean energy and encouraging the use of electric vehicles. • Provide EV Charing site on Taupo to Whakatane route • EV charging point for round trip to Murupara from Whakatane , Taupo and Rotoura

Having a fast charger will give people the confidence they can readily charge their vehicle while they take advantage of what rural area has to offer. There are currently 50 fast charging sites across the country, with a number more planned to create a charging network across the country.

The project is scheduled to complete in March 2018 provided the following timeline is achieved:

• September 2017– Procurement of the Charger • October 2017 - Endorsement from Council, confirmation of site, consents applied for • January 2018– Consents approved and construction commences • February 2018– Joint publicity of the new facility • March 2018 – Fast EV Charging Station Commissioned

Horizon Energy is initially seeking the following from the WDC:

• Agreement to the Fast EV Charger Site proposed;

Subject to the above Horizon Energy will liaise on site with Council staff to discuss re-categorisation of the parking spaces and the potential for new signage to indicate an EV parking space. The site layout shall be similar Whakatane Fast EV Charger in Quay Street.

Introduction This discussion paper documents the rationale for the selected location that was chosen for consideration and request endorsement from Council for the Electric Vehicle Fast Charger site in Murupara. It debates the pros and cons for site and gives a conclusion of the location chosen taking into consideration visibility, ease of access, mains power connection and timeframes.

Proposed Location – Inside the town main parking area The proposed site is shown in figure 2 below and the Horizon supply transformer is across the road. Installation of new supply would be required from existing transformer 23B050 to the proposed EV charger in the parking.

This location is on the main street of Murupara and reasonably busy with traffic flowing through the town. Visibility is good as drivers will be navigating around town depending on their direction and will the charging site from both directions - foot traffic at that end of the Street would not be affected and the area is open with high visibility from all parts.

Supply of mains power is a reasonably simple task as Horizon Networks infrastructure for transformer 23B050 is close by. New supply cable will be required to supply the proposed EV charger. There is also sufficient foot path space adjacent to proposed site without inhibiting pedestrian access to the walkways or public toilets.

This site has been considered for the EV Charger as it is close to walkways, coffee shops and restaurants within the town. The users can spend their time having a cup of coffee or shopping while their vehicle is being charged. The proposed site would be covered by the existing camera in the

main parking area. Typically charging time is around 30 minutes which will charge the battery to approximately 80% of full capacity. We request council to endorse two dedicated parking spaces be allocated with a minimum of one hour parking available similar to Whakatane CBD EV charger parking layout.

Further considerations;

1. Installation of a base for the charger, 2. Open trench in the grass berm area for electrical service from new link pillar to the charger, 3. Restoration of the grass berm upon completion 4. Charger to be located so the walkway is not restricted after installation and during use 5. Protection of charger from wayward traffic, 6. Protections of charger from vandalism, Camera install consideration and environmental conditions. 7. Public safety taken into consideration, electrical supply to be protected by a Type B RCD

Conclusion The proposed location constitutes an easy installation for the new EV Charger with existing parking locations that are seldom fully occupied as well as the proximity to the café, public toilets, and supermarket making this the preferred location. The existing camera inside the main car park could be utilised for security of the EV charger.

It is therefore recommended that the proposed site is approved and that the Whakatane District Council endorse this project by providing two parking spaces dedicated to electric vehicles, each with one to two hour parking limits in place.

Appendix A – Parking Considerations The parking arrangements of the vehicles need to be taken into account when considering the locality of the charger – see the following images and explanation.

The installation arrangement of the proposed EV charger shall be similar to the Whakatane CBD EV Charger with parallel parking option. Figure 7, shows the Whakatane CBD EV charger installation.

Different brands of electric vehicles have their electrical connections for the charger connection on different parts of the vehicle – some where the gas-flap would be and some in the nose of the car. In the illustrations above the colored circles represent the zone in which the charging cables reach under normal situations and this can create two issues.

1. Vehicles in angle parking situations with connections at the rear of the vehicle will need to reverse into the parking place.

2. Vehicles in parallel parking situations will need to select weather they are forward or rearward of the charger to make connection.

3.1. Sergeant John Cassidy

Sergeant Cassidy advised that there was a decreasing volume of crime over the last period, but said that family violence was still on the increase. He noted that a number of stolen vehicles had been brought into the region from other locations and said that cross bordering offending was a common trend in this area. Sergeant Cassidy said that with calving season in full swing, he anticipated that

slinks would be taken from outside properties and used for dog food and rural properties would become a target for theft of vehicles, tools and fertiliser for cultivation purposes. He said that they were warning farmers to be extra vigilant at this time of the year and to lock their sheds and houses.

Sergeant Cassidy advised that there were still a number of colder weather related sudden deaths occurring and there had been a national increase in suicides. He said that the use of synthetic cannabis had exploded in the Rotorua region with 15-20 serious incidents and two deaths being recorded and noted that while there had been no deaths in this area yet, bad batches of the product were turning up everywhere.

Sergeant Cassidy noted that a 14 year old and two 15 year olds had been apprehended for the recently burglary of the Murupara Store and a replica gun and chisel had been recovered. He said that local residents had been very helpful with information leading to the arrests and noted that the culprits would be appearing in the youth court later in the week.

Sergeant Cassidy advised that noisy motorbikes were on the increase but the complaints regarding the alleyway closures had diminished. He noted that the station was lacking one police officer and although the position had been advertised nationally, there had been no takers as yet. He noted that relief staff from the Rotorua Police Station were covering the shifts.

Discussion ensued on the siting of the new toilet block and it was agreed that the facilities be sited as suggested by staff on Millennium Park. It was also requested that the facilities be able to be accessed by the disabled and at least one include baby changing facilities.

1. REASON FOR THE REPORT

The reason for this report is to:

Provide a summary report on 2016/17 season for the Murupara Swimming Pool Propose two options for operating hours for the Murupara Swimming Pool for the 2017/2018 season.

2. BACKGROUND

The Murupara Aquatic Centre is scheduled to open on 21 October 2017 for the 2017/2018 season. As part of the 2016/17 Annual Plan the Council resolved the following:

THAT the Council provides free admission to the Murupara Swimming Pool on a trial period for one year.

THAT the Council continues to charge users for the exclusive use of the Murupara Swimming Pool.

THAT the Council extends the season for the Murupara Swimming Pool to ensure that the pool is open from Labour weekend to the end of April 2017, at an additional cost of $15,000, to be funded from within existing budgets.

THAT the Council supports improvements to the levels of service and the asset standard at the Murupara Swimming Pool and that the costs of these improvements be investigated by staff during 2016/17.

Reason for Decisions:

1. The Council considered a policy of free child admissions or reducing child admissions only, however, the Council decided to provide free admission to all persons using the pool (except those wanting exclusive use of the pool). The decision was influenced by the relatively small amount of income received from the admissions to the pool, as the Council was advised that the majority of income ($4,796 in the 2015/16 year) came from exclusive use activities, such as school swimming lessons, that were invoiced.

2. The Council agreed to trial the free admission policy for the Murupara Swimming Pool to determine if this would result in increased usage and patronage. 3. The Council noted that free admission to the Murupara Swimming Pool facility did not reduce the number of staff required at the facility but would enable them to concentrate on alternative tasks rather than collecting admission fees. 4. The Council agreed to extend the swimming season for the Murupara Swimming Pool to the end of April and asked that the additional cost of this be met from within existing budgets. 5. The Council recognised that upgrade and development initiatives to the Murupara Swimming Pool facility would be needed in the future if the level of service was to improve, and asked staff to investigate how much additional funding that would require, and ways in which any additional funding could be used to leverage other contributions from external funders and generate community interest and enthusiasm in an upgraded pool development.

The resolutions were applicable to the 2017/18 summer season. Staff will report the continuation of the policy for the current and future financial years to the next Council Meeting.

The staff compliment for the Murupara facility is a total of 1 team leader and 5 lifeguards who report to the Manager. Staff from the Whakatāne Aquatic Centre provide technical support on a day to day basis in relation to water quality management, staff management and training.

3. DISCUSSION ON THE 2016/17 SEASON

3.1. Budget

The 2016/17 financial year showed an unfavourable variance to budget for Swimming Pool of $24,342. This overspend was attributed to additional salaries and wages, as a result of the extended season. The staff costs for Murupara swimming pool over the 2016/2017 season were budgeted at $41,116 with the actual expenditure was $64,277. It should also be noted that the facility closed three weeks early in the 2016/2017 season due to the April Event. If the facility had remained open for a further 3 weeks, the estimated salaries and wages account would have been in excess of $70,000.

The Salaries and Wages budget for the 2017/18 financial year is $49,328. The projected salaries and wages account for operating the swimming pool between 6am and 6pm weekdays and 10am and 6pm on weekends for the 2017/18 season is estimated at $73,660 which potentially could result in a $24,332 overspend. The adjusted opening hours’ proposal as outlined in Section 4 of the report is proposed to reduce the anticipated shortfall by an estimated $23,000.00, reducing the projected salaries and wages expenditure to $51,890 for the 2017/18 season.

3.2. Facility Maintenance and Renewals 2017/18

In preparation for the 2017/18 season the following works are scheduled:

The painting of the male and female changing rooms was completed late in September 2016 resulting in the floor paint not having sufficient time to cure before opening the complex. Davey Painters are currently repainting the floors in preparation for the 2017/18 season. Contractors are scheduled for October to fill and balance the pool, commercially clean the facility, service the ball cock and reinstate the pool covers, shade sails and picnic tables ready for the 2017/18 season.

3.3. Charging for Dedicated Use

The Councils Fees and Charges for dedicated use of the facility are as follows:

The Council resolution to allow free entry to the swimming pool for the 2016/17 season was based on a trial. Staff will request that Council give consideration to continue the policy of free admission for the 2017/18 and future seasons.

4. PROPOSED OPENING HOURS 2017/18 SEASON

The Community Board is requested to provide comment the proposal to adjust the opening hours of the swimming pool as detailed below:

4.1. Option 1- Historical Opening Hours

The Swimming Pool has traditionally operated from Labour Day to Easter Weekend between 6am-6pm on weekdays and 10am-6pm on weekends. The extended opening hours resulted in an overspend of $24,342 in the 2016/17 financial year mainly as a result of additional costs in salaries and wages. Records indicate low public demand from 9am to 2pm on the shoulder seasons with the majority of use by school groups.

4.2. Option 2: Proposed Adjusted Opening Hours for the 2017/18 Season

The advantages of the proposed opening hours include meeting the approved and maximum utilisation of staff resources. The adjusted hours will however require schools to make bookings to ensure staff are available to supervise the group bookings.

5. Financial Impact

The financial impact of choosing option 1, extending the season at the Murupara pool ($24,332) would need to be funded from general rates. As rates have been set for the financial year, this funding would need to be found from within existing budgets in the current financial year or rated for by way of increased rates in the 2018/19 financial year.

6. CONCLUSION

The Murupara Community Board are requested to provide feedback on the proposed changes to opening hours for the facility for the 2017/18 season. The projected overspent on wages is estimated at approximately $26,000 over budget if the opening hours remain unchanged.

The adjustment of the hours as detailed in Section 4 of the report will have minimal impact on the general public and will be made available to school group on a booking system.

RECOMMENDATIONS:

1. THAT the Murupara Centre Update report be received; and

2. THAT the Board provides comment on the proposal to implement alternative opening hours for the 2017/18 swimming season.

2 SOLID WASTE

A request was made at the last meeting for the Council to consider a free white ware collection to residents. A paper is currently being prepared for the Projects and Services Committee regarding Inorganic Collections and a decision will be made after Council has received and considered the report.

3 THREE WATERS

Three Waters Operations Pattle-Delamore Partners have inspected the Murupara water supply as part of the water safety improvement plan which is completed every 5 years. A 5-day workshop with Pattle-Delamore engineers and Council staff took place to review the results of the inspections completed at Waimana, Tāneatua, Rūātoki and Murupara. Final recommendations will be made to the Council once investigations of all water supply sites have been completed. Testing of the drinking water supply is being conducted twice weekly by Whakatāne water treatment staff. All water samples are delivered to the EBOP laboratory in Whakatāne for testing.

4 TRANSPORTATION

Emergency Works Storm damage repairs have been largely completed in the Te Whāiti/Ruatāhuna area and work has essentially returned to ‘business and usual’ activity. There are however still some areas of site tidy up required, and areas of sealing, but these sites need to dry out quite a bit before the final works can be completed. The temporary bailey bridge remains in place at the Horomanga Bridge on Troutbeck Road. Investigations into repair options are still ongoing, with an aerial survey of the site having been recently undertaken. It is likely to be some time in the new year before permanent works are able to be undertaken. The investigation work on the Rangitāiki River in the vicinity of Kopuriki Rd is progressing well and we are still on track for a report to be produced early October. Investigation and design work is continuing for the underslip on Galatea Rd, north of Te Mahoe.

Street Lighting Design and planning works for the conversion of streetlights to LED is continuing.

Murupara Accessways Closures A recent survey of the properties adjacent to the closed alleyways has indicated a reduction in the occurrence of problematic behaviours. Generally, people are satisfied with the closures, although initially the school felt their students may be disadvantaged by having to walk a little further around the block. There are also a few instances of youths still trying to use the alleyways by climbing the fences, but even these are diminishing.

2017/18 Resurfacing Programme The resurfacing programme for this year has commenced, although its likely to be the new year before the Galatea/Murupara sites are undertaken. As a reminder, the proposed reseal sections are as follows:  Black Road, 1053m section  Mataatua Road, 2891m section  Ruatāhuna Road, 129m and 726m sections  Te Whāiti Road, 196m section  Waikaremoana Road, 880m section  Whirinaki Road, 170m and 1469m sections

2017/18 Road Rehabilitation Programme Approximately 850m of Main Road, between the Rangitāiki River Bridge and Kowhai Avenue is to be renewed this year and works are expected to commence in October. The work will consist of rotary hoeing and mixing cement into the road pavement to re-strengthen it. It is then reshaped, compacted and resealed it. There will also be some minor drainage tidy-ups and improvements included with these works.

Road and Footpath Faults Board Members are reminded that the best way for road, footpath, signs and streetlight faults and any other general roading issue is to phone it through to Councils customer services centre as they are noticed.

5 PLACES AND OPEN SPACES

Ministry of Tourism Fund Grant – Gateway project The Council has recently confirmed the funding for the new Gateway Toilet for Murupara. An order has been placed with the manufacturing company for the Permaloo product which is due for delivery in January 2018. The design of the toilet facility is shown below.

The structure will be situated on Council land next to the Millennium Park. This location fits in with the development plans Te Rūnanga o Ngāti Manawa (TRONM) have for the area as part of the Murupara Hikoi Project.

Murupara Pavilion Some work has commenced on the Murupara Pavilion with repairs to doors and the fastening of the ceiling tiles. New tables have also been purchased. The replacement of the roof and guttering with endure grade .55 colour steel is being timed with the contractor’s availability. Once the new roof is in place the ceiling tiles will be painted and new carpet tiles will be laid. The work will be scheduled in school holidays to avoid disruption to the existing users however this may require a staged approach across a number of school breaks.

Murupara Service Centre Building The Murupara Service Centre building refresh of all the paint finishes and the refurbishment of the centre entrance doors is being timed with the contractor’s availability.

Murupara Playground Relocation Works on the playground relocation from the skate-park to near the old hall site have been delayed as the contractor quote was considered excessive, this work has now been scheduled for in-house staff to commence in October 2017. The children’s activity play-centre/tower, basket swing, two see- saws and single swing with toddler basket and strap set will be relocated and refurbished with a new area of cushion fall to fit on the site. This relocation will coordinate and fit with the future landscape refresh plans.

River Reserve Upgrade Te Rūnanga o Ngāti Manawa have commenced with the earthworks for the track from Taniwha Park to the rear of the Fire Station. The track route has been cleared and the base is presently being laid using recycled crushed concrete from the old Murupara Hall. Staff have met with contractors on site to arrange for transportation and spreading of the final capping (GAP 20) from a local quarry which was scheduled for August/September 2017. Progress has been delayed due to wet ground conditions.

Bollards and Grassing for Pine Street/Café Area/Hauora Progress on commencing this work has been delayed due to staff illness and leave over the winter period. This is due to commence in October.

Minginui Playground The new Minginui playground has been completed on 20 September 2017 following the reopening of the road to the village. The playground features a three-bay refurbished swing set, two refurbished see-saws and a new slide, surrounding cushion fall and pony-proof fencing. Thanks to the two staff that dedicated many hours and thanks to both Ngāti Whare and the Minginui Community for their support and hospitality.

Murupara Old Hall Site and Service Centre Landscape Refresh A developed concept has been completed for this area following discussion with the community board and a community consultation period that requested a number of alterations and additions. This will be presented and discussed at this meeting to enable a ‘green light’ to begin work on a master design and pricing. Features of the concept include: relocated and refurbished play equipment, new fencing and local murals, a custom built ‘stage’/seating platform, rounded concrete seating, a new double disability sized perma-loo toilet with the possibility to encompass baby change, a new carved waharoa-style entrance, low- maintenance fruiting, ornamental and native amenity trees, a dedicated bike and scooter wrack, drinking fountains, recycling bins and rubbish bins, a shade and rain-proof structure including two new picnic tables, new concrete surfacing and solar powered lit steel bollards near resurfaced parking areas with further disability and service access. New lighting for additional security will also be incorporated in to the design.

6 MURUPARA SWIMMING POOL

Work is underway to repaint the changing rooms this is being completed by Davie Painters and they are hoping to have this completed by the 12th of October. The heat pump has been services and it is intended that it will run all season.

Work on resurfacing the floors of the changing rooms has commenced. The existing floor surface is being stripped and a new terra flake is being laid. The completed work programme will be ready for the opening of the Aquatic centre in October. An invite for a water safety programme that has been sent out to all of the schools in the area. It is aimed to run these water safety programmes in term 4 and in term 1 of 2018. The complex is on track to open on Labour Weekend with the doors opening on Saturday,23 October 2017. We have fortunately kept on most of our seasonal staff from the last few seasons and will be looking at hiring another couple of staff member in September 2017.

7 STRATEGIC POLICY

Annual Report 2016/17 The engagement phase of Whakatāne Ki Mua had a huge response. The project received over 18,000 comments from the public around what they value, what the challenges are and what ideas they have for their communities and our District. Following on from the engagement process, the project is working to understand the key themes, priorities and aspirations. At a District wide level the findings are summarised in the charts below and can also be analysed by specific communities and sectors. The appointment of a Whakatāne Ki Mua coordinator will help to facilitate, encourage and support positive action to grow from the energy and ideas that have come through the initial phase. Annual Report 2016/17 The Whakatāne District Council Annual Report 2016/17 and Whakatāne Airport Annual Report 2016/17 projects are well underway. Council’s auditors (Audit New Zealand) have completed the end-of-year audit of the Airport, and the audit of the Council Annual Report commenced on 11 September 2017. Under the Local Government Act, the Airport Annual Report must be adopted by 30 September 2017, and the Council Annual Report by 30 October 2017. The final Annual Report will be made available to Board Members following adoption.

Long Term Plan Development The LTP presents the opportunity for the Council to outline its priorities, work plans and levels of service for the community for the next ten years. Development of the Council Long Term Plan 2018-28 (LTP) has commenced, with work underway on many of the 18 projects that lead to the development of the LTP. As part of this process workshops are being held at the Council elected member level to consider our strategic direction and guide development of the work programme and budgets for the coming ten years. An engagement plan is currently being developed which will consider how and when the project will seek involvement from our Community Boards and from the wider community to inform the LTP. The LTP project will also be informed by the views provided by the public through engagement on Whakatāne Ki Mua and though the Council’s annual perception survey.

Healthy Homes Project, Murupara Under the Year 1 programme, a total of 80 properties have been referred to Smart Energy Solutions for an insulation assessment. District Health Board high health needs and self-referrals have resulted in 31 properties being insulated. Seven Community Day/DIY workshops have been delivered. The project is currently between funding cycles and awaiting funding confirmation from BayTrust.

Road Safety Marae based repeat drink/drug programme The successful 2-day Marae based programme for repeat drink and drug drivers was held on 1-2 August 2017. This programme is developed and facilitated in collaboration with Corrections, Police, NASH and an alcohol and drug community assessor/facilitator. Over the past year, 95% of participants have not reoffended in drink/drug driving. The programme is designed for repeat (3+) drink or drug drivers they are referred by Corrections and is not self-referred. Learner licence

The hapū-based learner licence programme is currently being developed for Te Whāiti and Te Kaha, in partnership with Eastbay REAP. A list of providers involved in the Graduated Licence System is currently being developed. Fatigue Stop The Fatigue Stop has historically been held over Labour Weekend in the Waioeka Gorge. Planning is underway for a more regional, collaborative effort on 1 January 2018 (following the Rhythm and Vines Concert in Gisborne). This will be located in Matatā, with time and partners to be confirmed. Young Driver’s Programme A Young Drivers Roadshow on road safety promotions with a focus on zero tolerance to alcohol and vehicle checks is currently being planned across the Eastern Bay. Advertising and Promotions Promotion of all programmes, events and targeted campaigns utilising Ko Konei and Eastern Bay Life, Community Board Newsletters as well as Radio 1XX and SunFM is in development across the Eastern Bay. Social Media - General The social media presence for the Eastern Bay Road Safety Programme is continuing to increase and strengthen. The Facebook page currently has 2,037 followers, and plan to have 3,000 followers by end of June 2018. Further community engagement with the community will be explored. 2018-2021 funding process The draft TOI funding process for the following three years is complete.

Youth Development The Whakatāne District Youth Council annual event is scheduled for 14 October 2017 at the Whakatāne Rose Gardens. The event will showcase programmes and clubs that are available for young people. Buses for rural communities are currently being explored.

8 DANGEROUS BUILDINGS

Following the receipt and investigation of complaints made in respect to the shops previously housing the youth centre and radio station at 54 Pine Drive that have been subject to arson, the Council has declared the building to be dangerous. Formal notice to this effect has been sent to the building’s owners and fixed on the building itself. Staff are currently working with the building’s owners to make the site safe and as an interim measure, security fencing has been placed around the building preventing public access. The Council is covering the costs associated with this. The building’s owners have confirmed that they have no funds available to clean up the site and have informally asked for Councils’ assistance. At this time the owners have confirmed that they agree for the building to be demolished and Council has indicated it will cover the costs.

9 MURUPARA LIBRARY AND SERVICE CENTRE

On 4 August staff farewelled Fran Payne who retired after 14 years’ service. We wish her all the very best for the future and she will be missed by many.

Spring weather is in the air and noticeably warmer. The change in season marks the exchange of books with Whakatāne Library for the Large Print collection giving customers a new selection of material to read at their leisure. 5 new members joined the library in August. Te wiki o te reo Māori was held 11-15 September with displays of books and posters of basic sayings on show throughout the facility. Staff member Nina presented the Ika Boo programme in full piupiu and ta moko for the children in attendance; they were captivated with haka and waiata. Staffs continue to meet with the Murupara Kaumātua Group on a regular basis. Staffs provide information about the rates rebate scheme and support this group to complete applications with positive results. Fast approaching is the next school holiday programme with the theme “Spring into a book”. Events planned will include old books being recycled and re-purposed into flowers; old pots painted and planted with sunflowers; coloring in, sports activities and “The Soul Soup” Club.

The applicant is looking to hold a festival in Murupara on 2 December 2017 to celebrate the end of the year and bring a positive vibe to the community. They are seeking a grant of $3,069 to cover the cost of entertainment for the day and the provision of toilets for the area. Any funds raised from stall holders would be used towards the cost of the annual Kaumātua Christmas Dinner. A food drive would also be incorporated with the festival where a tin of food would be exchanged for 4 tickets for activities in an attempt to gather supplies for Christmas parcels for families in need.

3. ASSESSMENT OF SIGNIFICANCE

The decisions or matters of this report are not considered significant in accordance with the Council’s Significance and Engagement Policy.

4. FINANCIAL

. Applications will be considered atthe next appropriate Community Board meeting

. The Community Board has the option to collaborate with other Boards in the joint funding of major projects

. Grants of up to 51,000 may be considered to support groups attending international or national events . Boards generally lean towards funding an annual or blannual event once, but reserve the right to consider each one on a case by case basis

. A "guarantee against loss" may be offered to support an event that may require either seeding or back up finance - this is to give you confidence that funds up to the value offered will be available following the event if it runs at a loss

. Applicants will be invited to attend the Public Forum at the commencement ofthe Board meetingthe application will be considered at to provide a brief overview ofthe application. Youwill be notified of the time and date prior to the meeting.

As the event is run on a $0.00 budget a lot of the ground work is done by a team who has volunteered their time, energy and expertise into a town they love.

The ideas for this years festival have come from community feedback and incorporating those ideas into this years festival was a big deal. • Stall Holders There will be a call out for stall holders for a chance for the public to fund raise. There will be a small fee for each stall but purely to cover any extra cost and any Jeff over will be going towards another non profitable event, the "Kaumatua Christmas Dinner" happening at the end of the year.

• Activities Also from feedback last year there was not enough things for the tamariki, especially the younger tamariki to do. As this is an event intended for the WHOLE community having a kids area was a must with kids things to do. le bouncy castle, rides, candy floss. To better control the over flow of tamariki there will be a ticketing system. No over−crowding means less chance of injuries

• Local Schools Local schools will be approached this year to be apart of the festival. If willing and able they will fill a 15min slot during the day and as a parent myself if my child was performing I would be there supporting.

• Talent Quest A talent quest was also suggested to show case our local talent and there is a lot out there. We are seeking prizes for contestants.

• Entertainment Entertainment will be sourced locally and surrounding areas. • Sports Also engaging with the local schools to run a sports event. Last year Murupara Area School ran a touch tournament to fundraise money for their end of year school ball and they did amazing. People flew back from Australia to compete so hopefully we get another response like that.

• Food Drive This is how we would like to use the ticketing system to put together christmas parcels for those struggling at that particular time. So how the ticketing system will work is basically a child/parent would exchange one tin of food ie spaghetti for 4 tickets for activities happening on the day. As simple as that. Eventually we would like to make this an on going thing and work with other organisations.

This is a brief summary of what could happen on the day which involves the whole community and with support we can make it happen

1. REASON FOR THE REPORT

The report is to provide Members with an overview of the activities that I have been involved with since the previous meeting

2. COMMUNITY INPUT AND PUBLICITY

Attendance at various meetings includes:

26 August 2017 Murupara Healthy Homes Attended with April O’Brien and Lorreen Community Day Hartley.

29 August 2017 Te Rūnanga o Ngāti Manawa Attended monthly meeting

12 September MCB Action Plan meeting Attended with Board Member Jenkins and 2017 Rangiwai and April O’Brien

3. GARDEN COMPETITION

Entries have been delivered to all postal addresses throughout the district. The categories include:

*Best frontage on the block *Best vegetable garden *Most decorative numbered letterbox

Please remind your neighbours and friend to enter – closing date is 31 October 2017.

4. ACTION PLAN

Members met to discuss the Board Action Plan, the integration of new Members Rangiwai and O’Brien and the allocation of action points and dates to incorporate the interests of each Member.

5. GENERAL

The Murupara Community Board would like to thank Fran Payne for the many years she has spent at the Murupara Service Centre and wish her well in her retirement.

There have been two Board newsletters provided in September. Appreciation must go to Ross Boreham and the Communications team for the excellent presentation of the newsletter.
