FOREWORD

Kerala has a unique place in the educational map of . The State needs a significant pool of well-educated and highly skilled personnel within its population. This can be done by providing adequate skill sets to the youth of to compete in the knowledge-based economy. The Kerala Government, under the stewardship of the

Departments of Higher Education and General Education of the State has come up with

ASAP- Additional Skill Acquisition Programme. Additional Skill Acquisition

Programme is a part of the State Skill Development Programme, a joint venture of

Department of Higher Education, General Education, Labour and Local Self

Government, to increase the skilled manpower in the state. ASAP has embarked on a journey to impart training with the objective of building a pool of skilled personnel with appropriate skills, in line with the requirements of the industry. Being aware of the sweeping changes in the labour market, ASAP aims at creating a new generation of educated and skilled personnel who fills this vacuum. For this, ASAP has set up multiple programmes and training opportunities. This year, ASAP intends to widen its network by adding more institutions to its pool. The target for the year 2014 has already been set and ASAP hopes to free our state from the predicament of by equipping students with adequate skills sets, thereby opening wide vistas of employment opportunities to the youth. I am happy to present the Report for the year 2012-2013 of

ASAP.

I. INTRODUCTION

1.1 KERALA STATE

Kerala, the Green Paradise sandwiched between the Western Ghats and the

Arabian Sea, with an area of 38,863 sq.km. is blessed with unmatched natural diversity.

It holds enchanting natural habitats and ecosystems like the towering mountains of the

Western Ghats, the sandy beaches of the Arabian Sea, dense forests, wildlife sanctuaries, pristine lakes and backwaters. The evenings of this narrow strip of land reverberate with the rhythm of different performing arts, fairs and festivals.

Through the ages, the people of Kerala have shown an incredible ability to adapt to social changes and yet uphold traditions and values in every sphere of human thought and endeavour. It is this attitude to welcome need based changes in the system that makes

Kerala stand apart from other regions. Today, Kerala is one of the best economically and socially performing States in India and has a health and education index at par with the developed nations.

1.3 EDUCATIONAL SCENARIO IN KERALA Educational initiatives spearheaded by various agencies for the last one century has made Kerala the most literate state in India. Education accounts for more than one third of the total revenue expenditure of the state. Kerala is making strenuous efforts in sustaining the achievements in the elementary education sector and improving the quality of secondary, higher, technical education and research.

The state’s achievements in the field of education include free and universal primary education, low drop out rate at the school level, easy access to educational institutions, gender equality etc. In this regard, Kerala is often compared with some of the developed countries. A salient feature of is that the number of girl students is equal to or more than the number of boys.

Kerala's biggest advantage is its high literacy which makes it a pool of human resource. Education in Kerala projects a success story that many States might wish to emulate. A variety of quality educational and research institutions ensure an abundant supply of human resource pool in the state.

1.4 KERALA - A SERVICE SECTOR HUB Kerala is one of the best performing regions in the world in terms of the service sector. From an agriculture-driven economy, Kerala has moved to the service sectors such as tourism, health and IT. These sectors have become major forces in steadily escalating the growth of the economy of Kerala.

Kerala, with its outstanding connectivity, communication network and availability of human resources, is now emerging as the ideal investment destination for potential entrepreneurs. In the current scenario, a workforce with education and skill sets required by the industry is essential to make use of the opportunities globalization and the market economy will throw open. If Kerala wants to be a key nodal player in the service sector,

4 ASAP REPORT 2012 - 2013 the state needs to go beyond conventional education systems and educate a highly skilled human resource to compete in the global markets.

1.5 THE NEED FOR A RADICAL SHIFT IN EDUCATION The future of the economy of Kerala hinges on a knowledge-driven platform in which the generation and use of knowledge will come to play the major part in the creation of capital. A society that develops its human resources on par with the industry standards and supports lifelong learning strategy is desirable for success in the knowledge economy.

The present educational system is unable to cope with the new challenges that the state is likely to face in the process of building a knowledge based economy. Our education system has failed to address the requirements of the current labour market.

Consequently, the number of those registered in the employment exchanges keeps rocketing year after year. The registrants in our employment exchanges are 43 lakhs and this chronic unemployment problem has been the bane of the state, eclipsing all its other achievements.

Our education system needs to be improved to enhance quality and relevance, and connect better with the wider needs of society and the economy, while operating in a more competitive globalised environment. In order to play a leading role in the service sector, the state needs a significant pool of well-educated and highly skilled personnel within its population. This can be done by providing adequate skill sets to the youth of

Kerala to compete in the knowledge-based economy. In the process, students build up self-confidence that comes with learning, learn to innovate, to compete and strive for excellence. In this way, Kerala will have a strong foot hold in the service sector.

1.6 ADDITIONAL SKILL ACQUISITION PROGRAMME (ASAP) Though Kerala has a very rich human resource pool, the overall employability is considered generally to be below twenty five percent. The disparity between our educational system and the needs of the labour market is the reason for this. In the current scenario, skill development is vital to make use of the opportunities of globalisation.

Hence, the Kerala Government, under the stewardship of the Departments of Higher

Education and General Education of the State has come up with ASAP - Additional Skill

Acquisition Programme. Additional Skill Acquisition Programme is a part of the State

Skill Development Programme, a joint venture of Department of Higher Education,

General Education, Labour and Local Self Government, to increase the skilled manpower in the state. ASAP has embarked on a journey to impart training with the objective of building a pool of skilled personnel with appropriate skills, in line with the requirements of the industry. Aware of the sweeping changes in the labour market, ASAP aims at creating a new generation of educated and skilled personnel who will fill this vacuum.

For this, ASAP has set up multiple programmes and training opportunities.

Additional Skill Acquisition Programme works to bring the students in the line of the current labour market, furnishing them with the skills appropriate for employment.

The students of Higher Secondary and Under Graduate Programmes (Arts, Science &

Commerce) opting for ASAP will undergo a mandatory schedule of 180 hours which comprises a Foundation Module that focuses on Communication Skills in English and

Basic IT. Skill Development Executives (SDEs) trained by expert trainers are deployed to conduct these classes. The Curriculum for the Foundation Courses has been specially designed to meet the objectives of the programme with a focus on enhancing the

Communication Skills of the students.

The second level constitutes the Advanced Module, wherein the student will get advanced training in skill sectors as opted by him/her. The minimum duration of the skill modules will be 100 hrs and may vary depending on the course taken. ASAP courses are designed to be in line with the industry demands. Each institution will have a maximum of two batches, with 30 students each. The students will be selected to the course, based on their aptitude. ASAP classes are held before and after school/college timings as well as during holidays/vacations without hindering the timings of the regular courses.

Batches are arranged in small groups so that effectual interaction takes place between trainers and students and amongst students themselves. Training programmes and internships are also arranged to gain hands on experience.

FOUNDATION MODULE ADVANCED SKILL MODULES (180 hrs) (100-520 hrs)

The State of Kerala has made a mark globally for its outstanding demographic, educational and health indices. Despite producing highly employable people every year,

Kerala faces the grim prospect of acute talent shortage. On a scrutiny of the situation by

Principal Secretary, Higher Education and Secretary, General Education, it was found that after spending many years in schools and colleges, our young generation, come out in large numbers without any practical training. They add to the number of already educated unemployed, thus, making the problem all the more complex. Our educational

system has failed to deliver the expected goals. Consequently, a decision was taken to create a dynamic educational system that could inculcate in the learner certain core competencies and skills that is comparable with the developed countries.

II. PROGRAMME REVIEW

2.1 CONSULTATION MEETINGS WITH VARIOUS INDUSTRIES

Department of Higher Education and General Education came up with an initiative aiming at continuous skill development and grooming to mould the students as labour-market ready personnel. Prior to implementation of the project, consultation meetings were made with various industries like Hospitality, Travel and Tourism Sector,

Para Medical Sector, Retail Sector Industry, IT industry etc. to identify various trends in the sector and the needs of the industry. Consultations with various industries were intended to build understanding of the project among the stakeholders, learn experiences from practitioners, improve project design and implementation, and increase project sustainability. The consultation meetings assisted in drawing on the knowledge and experience of practitioners and putting in place implementation strategies that would have the support of various industries. The first consultation meeting was held on 21st

December, 2011 with the Hospitality, Travel and Tourism Sector and Para Medical

Sector. Later on, consultation meetings were held with Retail Sector Industry,

NASSCOM for IT and ITES courses and other courses.

2.2 PPR PREPARATION AND APPROVAL As an initial step a Preliminary Project Report (PPR) was prepared, wherein a comprehensive report was made about the project. Project Preliminary Report describes the specific activities, goals, objectives, intended results and what activities were in progress. The PPR clearly stated the details right from the origin to the final target. The

Preliminary Project Report was approved on 7th July, 2012. A Constituted Empowered

Committee was set up for ASAP under the stewardship of the Chief Secretary.

The SSDP project will address both the preventive and curative dimensions of the programme. On the preventive side, the Additional Skill Acquisition Programme (ASAP) set up by the General and Higher Education Departments will augment the supply of trained personnel to different sectors of the economy, by providing additional skill sets to students along with their regular courses. The Additional Skill Enhancement Programme

(ASEP) will address the needs of the already employed skilled personnel and grooming initiatives will be set afoot. The curative dimension will also reach out to the unemployed who are registered in the Employment Exchanges across the State.

2.3 CURRICULUM COMMITTEE FOR FOUNDATION MODULE A Curriculum Committee was formed to design the course materials relevant for enhancing the communication skills in English of the students. Prof. Jameela Begum,

Former Head, Department of English, University of Kerala, was nominated the

Chairperson of the panel of experts who had ELT specialization and could design 100 hours of course material that was activity oriented, interactive and task based. The methodology used was the communicative mode with a high degree of skill integration and use of technology to assist learning of the different skills. In addition to training students to take language proficiency tests, the material also addresses social values, and encourages critical and creative thinking. A pilot study of the course material was made by the panel of experts to test its viability. The curriculum was also shared with the

British Council for vetting before execution. Efforts are on to integrate technology with the course material and to develop an online testing system for communication skills in

English.

The IT panel was headed by Dr. Balu John, Professor, IT Department,

Government Engineering College Barton Hill, Trivandrum. The curriculum for basic IT skills was formulated by IT experts. 80 hours of basic IT modules for the foundation course was designed. The curriculum was shared with prominent IT companies for scrutiny to ensure quality.

INAUGURATION OF SSDP

One of the main hurdles in ensuring a readily employable talent pool is the lack of sufficient training and infrastructure in the State. To overcome this problem, Departments of Higher Education, General Education, Labour and Local Self Government in the state have come up with the ‘State Skill Development Project’. The State Skill Development Project was inaugurated by Hon’ble Chief Minister Oomen Chandy at Mascot Hotel, Trivandrum on 26th July, 2012. Ministers, MLA’s and other dignitaries graced the occasion with their presence. An MoU was signed for Global Business Foundation Course by NASSCOM and the website for ASAP was also launched during the occasion.

2.4 SKILL DEVELOPMENT EXECUTIVE SELECTION FROM THE GENERAL PUBLIC For selecting the Skill Development Executives (SDEs) advertisements were given in leading newspapers, FM radio channels and ASAP website. Graduates with proficiency in English and IT were encouraged to apply. The SDEs were selected through a NASSCOM test and interview. The interview panel consisted of communication skill experts and industry representatives.

A briefing was given to the applicants about ASAP on 18th August, 2012 at

Thiruvananthapuram, and . 485 candidates registered for the

NASSCOM test, which was conducted on 8th and 9th September, 2012. The Principal

Secretary briefed the panel of the selection committee on 29th September, 2012 about the parameters of selection through a video conference. The interview of the SDE applicants was carried out by a panel of curriculum committee members, industry experts and ASAP team members from 3rd to 5th October, 2012.

2.5 TRAINING OF TRAINERS – COMMUNICATION SKILLS IN ENGLISH AND IT The selected SDEs were later trained by master trainers to transact the 180 hours of Communication Skills in English and IT to students. The focus of the training was in imparting communicative language teaching techniques and strategies for implementation in the class rooms. The Trainers were given practical oriented training in CLT

(Communicative Language Teaching) by the curriculum experts, ITES training by GBFS and financial sector training by NSE. 37 institutions (14 Govt colleges and 23

Government Higher Secondary Schools) started classes in the month of November 2012.

65 institutions (12 Govt Colleges and 53 Government Higher Secondary Schools) started classes in the month of March 2013.

2.6 SELECTION OF HIGHER SECONDARY SCHOOLS For selecting institutions to implement ASAP, Hon’ble Minister for Education,

Shri.P.K. Abdu Rabb, asked the MLAs to select a Higher Secondary School depending on certain identified parameters. Target for the year 2012-2013 was to start ASAP in 140

Government Higher Secondary Schools and 41 Government Colleges.

2.7 MEETINGS WITH PRINCIPALS AND COORDINATORS Meetings were held with Principals and Coordinators of Higher Secondary

Schools and Colleges on 10th September, 2012 at IMG, Thiruvananthapuram. Orientation was given to the Principals and Coordinators of Higher Secondary Schools and Colleges regarding the ASAP programme.

2.8 MLA MEETING The MLA meeting held at Planetarium Hall, Trivandrum intended at briefing the

MLAs about ASAP. The meeting was presided over by Hon’ble Minister for Education,

Shri.P.K. Abdu Rabb. The meeting generated many fruitful suggestions. The MLAs assured to identify prospective quality trainers in areas where trained SDEs were not available.

2.9 STUDENT IDENTIFICATION AND ORIENTATION Before the student selection process for ASAP, the teaching community, students and parents were given orientation on ASAP. The students for ASAP were identified based on a predefined criteria. The students went through an interview process headed by

the Principal, coordinator and Programme Manager. Pre-registration campaigns were set up at various schools and colleges. MLAs inaugurated the ASAP programme in various colleges and schools. ASAP started functioning in 23 HSS and 14 colleges in the initial phase.

FIELD LAUNCH OF ASAP Sweeping changes in the labour market calls for a new generation of educated and skilled people and witnessing this change an innovative initiative was administered to keep our students abreast with the flow. The filed launch of the ambitious project, ‘Additional Skill Acquisition Programme’ was held at Women’s college, Trivandrum on 6th November, 2012. Hon’ble Chief Minister, Shri. Oomen Chandy inaugurated the programme and was presided over by Shri.P.K. Abdu Rabb, Hon’ble Minister for Education.

2.10 DISTRICT LEVEL COORDINATION COMMITTEE For the proper implementation of Additional Skill Acquisition Programme, a district level Coordination Committee was formed. The decision for the formation of the committee was taken by the Empowered Committee on ASAP in its meeting held on 5th

October, 2012. It was decided that the district level Coordination Committee will have the District Collector as Chairman, MLAs, President of Local Bodies, Principals,

Programme Managers and Faculty Coordinators as its members. The committee will ensure the training mechanism, transport, security of the students, infrastructural facilities, and the support of the Principal, Teachers and Staff of the institution for the smooth conduct of the Programme.

2.11 INCENTIVE LINKED FEE STRUCTURE In a major initiative for helping the underprivileged class in the state, the

Empowered committee on ASAP has decided that students from BPL, SC/ST, OEC and

SEBC families or who are physically challenged will not have to pay fees during their study of ASAP. The decision was taken by the Empowered Committee on ASAP during its meeting on 27th October, 2012. It was decided that for students from non BPL families, a scholarship support of 25 per cent of the total fees would be offered as incentive for successful completion of the requirements of the skill training course in which the student enrolls.

2.12 SKILL MODULES The course modules for skill sectors were developed in consultation with the industry. Decisions were taken regarding various course modules during curriculum

committee workshops. Keeping in view the objectives of ASAP, as a Skill Acquisition programme, care was taken to address the needs of the industry.

2.13 INDUSTRY TIE-UP

Industry association is a prerequisite for enhancing ASAP initiatives especially in the context of training the students as per needs of the labour market. In this whole process, undoubtedly, the industry was required to take the leadership of the related sector in order to ensure that the trained youth would be made employable. ASAP course modules were developed with the aid of the industry. The skill modules of IT sector was developed by NASSCOM, a software association and the course modules for financial services were developed by Institute of Cost Accountants of India. For the successful run of the programme ASAP made tie-ups with various industrial associations like ICWA,

NASSCOM, ESSCI, BSNL, KMPA, RSDC, IDA, Kerala Press Academy and NSE etc.

The role of the industry is indispensable in every step of this endeavour. Its role is not merely in terms of mobilizing resources but also in framing the curriculum, training process, evaluation and certification.

2.14 SELECTION OF PROGRAMME MANAGERS (PMs) Programme Managers (PMs) were selected to implement and monitor the ASAP programme at various colleges and schools. In the first phase, professional VHSE teachers were selected as Programme Managers after case study presentation and interview from 18th to 21st September, 2012. The mode of appointment of the Programme

Managers was on a working arrangement basis. The selected 21 PMs were positioned at various districts.

In the second phase and third phase, PMs were selected from an open selection process. The aspiring PMs had to take the NAAC test. Later on, a case study presentation was conducted and thereafter the PMs had a face-to-face interview with experts from different sectors.

2.15 TRAINING FOR PROGRAMME MANAGERS Indian Institute of Management, Kozhikode gave 5 days transformational training to the newly recruited Programme Managers from 25th to 28th September, 2012.

Management training was given to the PMs and instructions were given to them to implement the ASAP programme effectively. A meeting of the Programme Managers was convened to discuss about their field level activities on 6th October, 2012. They were deputed to various Schools and Colleges to administer the programme.

2.16 INDUCTION PROGRAMME FOR PROGRAMME MANAGERS – PHASE 3 An induction programme was arranged for the Programme Managers on 20th and

21st June, 2013.The induction programme intended to integrate PMs into the ASAP workplace and help them settle more quickly into their job, goals and objectives,

resulting in a more effective performance from the beginning. Around 43 Programme

Managers were given training in the two day residential induction programme held at

Water Authority Hall, Kowdiyar. Dr. K.M Abraham CFA IAS, Shri. Sivasankar M IAS and the ASAP Heads gave detailed presentations of the various aspects of ASAP, the roles and objectives of the Programme managers.

2.17 MANAGEMENT TRAINING FOR PROGRAMME MANAGERS A four day management training was given to the Programme Managers at IIM,

Calicut from 26th to 29th June, 2013. The faculty of IIM presented topics essential to developing effective management skills. Topics such as strategic planning, organizing, controlling, engaging diverse people, establishing relationship, learning from ups and downs, etc. gave fresh insights into new areas of specializations. The mock counselling sessions aided the Programme Mangers to deal with students and parents. Assignments were given to programme managers to present various job verticals. The PMs came up with an in-depth report of various ASAP sectors, its current trends, job prospects etc.

2.18 TRAINING OF TRAINERS (TOT) Training of the Trainers (TOT) programme was administered to aid the master trainers to transact the activity oriented skills to students. The training programme helped the master trainers to broaden their teaching skills and to get updated with the latest developments in the field. The training programme was for a period of three days from

23rd August, 2013 and was held at Maria Rani Convention Centre, Sreekariyam.

III. ASAP MILESTONES

3.1 THOUSAND SPLENDID STARS – RECRUITMENT OF STUDENTS AS SKILL DEVELOPMENT EXECUTIVES

The vision of ASAP is to train 3.5 lakh students in 5 years and make them fit for employment. In order to achieve this target a large pool of ‘Skill Development

Executives’ is desirable. Consequently, ASAP team conducted a mass recruitment drive across 190 arts and science colleges of Kerala to identify resourceful students. Pre- campaigns were organized at colleges with the aid of NSS (National Service Scheme).

Radio Jockeys were entrusted to carry on campaign programs in colleges. ASAP recruitment café was opened in colleges and students were given sufficient time to enroll.

Among 60,000 candidates 5000 graduates and post graduates were selected to be prospective Skill Development Executives (SDEs). These students who later successfully completed the 21 day training process through the Training Partner Scheme and met the specified levels of competency were identified as prospective Skill Development

Executives. This initiative was termed the ‘Thousand Splendid Stars’, wherein 1000 resourceful students were shortlisted to become SDEs after training and online

proficiency test and interview. Others were awarded a Training Certificate by the State

Government.

3.2 TRAINING PARTNER SCHEME (TPS) The goal of ASAP Training Partner Scheme (TPS) is to encourage and engage

Departments of English from Arts and Science Colleges to train the selected students of

Thousand Splendid Star Campus recruitment drive. The state level inauguration of this noble initiative of ASAP was held at Providence Women’s College, Trivandrum at 13th

May, 2013. The function was inaugurated by Shri.P.K. Abdu Rabb, Hon’ble Minister for

Education. The Chief Guest of the function was Dr.M.K. Muneer, Hon. Minister for

Panchayat and Social Justice.

Training Partner Scheme is the system of partnering educational institutions with the ASAP Mission. The objective of the scheme was to train the prospective Skill

Development Executives selected through ‘Thousand Splendid Stars’ (TSS) in 190

Colleges. As a part of Training Partner Scheme (TPS) the principals of various colleges were called for a meeting .A detailed description about Training Partner Programme was given to them and expression of interest for the TPS programme was invited.

The Training Partner colleges were asked to send trainers for a Training

Programme. The Curriculum Committee experts gave training to these trainers in a workshop for 4 days, on CLT methodology and practice. The curriculum committee also prepared a handbook for the trainees to help them to transact the activities of the course book. A total of 180 teachers were trained by the master trainers, to give training to the prospective SDEs. The students underwent a 21 day training programme based on the

Foundation module at the Training Partner Colleges. After the training process, an online

20 ASAP REPORT 2012 - 2013 proficiency test and an interview were administered and the successful students were identified as Skill Development Executives.

APTIS TEST TO SELECT SKILL DEVELOPMENT EXECUTIVES FROM STUDENTS In order to select SDEs from among the 21 day trained groups of students, APTIS

Test, conducted by British Council, was administered. Aptis is an innovative English assessment tool designed to help organisations and institutions identify standards of

English and select the staff or students. Aptis General Test is a package of all five components of training – Grammar & Vocabulary, Listening, Reading, Speaking and

Writing. It is an online test and the technical requirements for conducting the test was arranged by the institution with the help of IT faculty.

3.3 COMMUNITY SKILL PARK In order to train the students in advanced skill sets, a community skill park will be identified in each constituency. ASAP Programme Managers (PMs) in consultation with the MLAs will identify a school in each constituency which will function as community skill Park. Students from schools and colleges will be offered courses imparting advanced skill sets in these community skill parks. These community skill parks will have smart classrooms and labs. In a later phase, community colleges will function in the community skill parks, where training will be given to those who look for a career shift or want to advance their skills. At present, one community skill park has been identified for four assembly constituencies. Gradually, one skill park will be allotted for each constituency.

These community skill parks will eventually turn out to be advanced skill development hubs, where students of Kerala will be moulded to become industry-ready personnel.

3.4 LIFELONG LEARNING

Learning is a lifelong endeavour and is not limited to acquisition of degrees. The world is changing around us at such a fast pace that if we do not continue to update ourselves we will soon become redundant. Globalization and the growth of the fast- changing knowledge economy mean that people need to upgrade their skills throughout their lives to cope with modern life, especially in the constantly changing concepts.

Therefore, ASAP has come up with ‘Life Long Learning’ strategy. To implement the lifelong learning strategy through ASAP, we use Moodle, a state-of-the-art Learning

Management System to organize virtual classes with facilities for course creation, student enrolment, content/course delivery, online student/teacher evaluation and grading.

The lifelong strategy of ASAP will address the sustainability of the skill development programmes through:

1. Establishing a Learning Management System to provide a state-of-the-art virtual learning environment to ASAP students as well as project staff.

2. Institutionalising the skill training programmes and the taping of the capacities being acquired by the programme staff by establishing (proposed) Community Skill Parks in every Legislative Assembly Constituency.

3. Facilitating staff development programmes in collaboration with prominent Training and Development institutions.

The Learning Management System and the Community Skill Parks together will create a wonderful blend of conventional as well as technology enabled modern learning environments for effective and efficient learning process. The training programmes are being developed through systematic training needs analysis being conducted on regular feedback and consultations.

3.5 APTITUDE TEST FOR SKILL COURSE An aptitude test using the ‘Personality and Preference Inventory’ was administered to 3300 ASAP students to support the counselling process for their admission to skill courses. Aptitude questionnaire test was administered to determine the students’ skills and interests. The results were quantified and compared with how others had done at the same tests. Since Aptitude Tests having locally verifiable indicators are not available, ASAP decided to internally develop Aptitude Test tools. As an initial step, a ‘Personality and Preference Inventory’ was developed through extensive consultations with the Programme Managers of ASAP. The Unit Heads of ASAP examined the

inventory in detail and sample tests were conducted. Thereafter, the interest inventory, along with the sample test results, was verified by the Dept. of Psychology, University of

Kerala. This initiative was indeed a pilot study for future aptitude tests. ASAP Aptitude tests are structured systematic ways of evaluating students’ performance of tasks and how they react to different situations. These tests have standardized methods of administration and scoring. Research for developing a full-fledged Aptitude Test is in progress.

IV. SKILL COURSES

4.1 CERTIFICATE COURSE IN JUNIOR CORRESPONDENT Contrary to most other markets in the world that continue to witness an erosion, media and entertainment industry such as film, television, advertising, prints media and music industry among others are growing rapidly in India. Aware of the job prospects in this field, ASAP brought in a Certificate Course in Junior Correspondent. The course encompasses historical, political, and cultural aspects of media and understands developments and debates in the media and communication industries. Junior correspondent course provides a close look at media arts, practices and aesthetics.

Internships arranged along with the course will aid the student in understanding workplace practices.

As an initial step, an editors conference was organized at Govt. Guest House

Thycaud (3rd August, 2012) in order to brief the details of the project to the editors. The idea was to bring ASAP to layman through the media. Suggestions regarding ASAP were warmly welcomed. Hon’ble Chief Minister, Shri. Oomen Chandy convened the meeting and Hon’ble Minister for Education, Shri.P.K. Abdu Rabb was also present. It was suggested that the need of the time was to produce skilled stringers. In the current situation, they had to recruit people and then train them. If skilled people are available, then a wide range of opportunities were awaiting them. As a follow up of this, a conference/core committee meeting with the Senior Editors was arranged on 22nd

December, 2012 in Mascot Hotel, Harmony Hall. The committee took a close look at the different aspects of the course and valuable suggestions were made by eminent personalities in the media field. The focus of the course was the holistic development of

the student to fit into the media industry. Consequently, the task of developing the curriculum of the Junior Correspondent Course and trainer selection was entrusted with the Kerala Press Academy.

Another core committee meeting, consisting of senior journalists, was organized to deliberate on the syllabus that had been designed for the course and discuss about further proceedings. The course content and the curriculum were sent to all the members of the core committee prior to the meeting, so that their opinion about the course syllabus could be discussed in the meeting. The meeting was convened by the Additional Chief

Secretary, Higher Education. Faculty from Kerala Press Academy made a presentation of the content and curriculum of the course in front of the core committee. The committee members conversed about the course content and suggested trimmings and certain additions to the course structure. On the basis of the discussion, the final curriculum and content was developed by Kerala Press Academy and was sent to the core committee members.

4.2 CERTIFICATE COURSE IN ACCOUNTING TECHNICIANS (CAT) Accountants are a necessary factor in almost all small to large businesses and the career prospects in the cost accounting field are excellent. Accounting has become a much-sought-after stream now as it offers a varied platter of courses. Therefore, ASAP has come up with Certificate Course in Accounting Technicians (CAT) which will impart necessary practical application skills in different functional areas of accounting. The

Certificate Course in Accounting Technicians (CAT) is offered to the students under the stewardship of Institute of Cost Accountants of India (ICAI), a premier professional accountancy body set up to regulate the profession of Cost & Management Accountancy in India. The MoU between ASAP and ICAI was signed on 22nd August, 2012.The course will impart necessary practical application skills in different functional areas of accounting.

4.3 BSNL COURSES Telecom technology, specifically telephone services, mobile phones, mobile and broadband Internet have evolved to become a basic need for many of us. India has the fastest growing mobile services market in the world and is expected to have the second largest internet user base in the coming years, with such rapid growth in customer demand, the telecom industry holds tremendous potential for skilled professionals. With this rapid growth in Telecom Sector, the need for trained professionals is bound to rise and so is the training need. Hence, India’s Telecom backbone, Bharat Sanchar Nigam

Limited has joined hands with ASAP and made an agreement to train students in telecom

related topics like Mobile Communications, Optical Fiber Technology and PC hardware and networking. The MoU was signed with BSNL on 5th March, 2013.

4.4 GLOBAL BUSINESS FOUNDATION SKILLS (GBFS) The BPO Industry is growing by leaps and bounds in India and the prospect of finding employment with a good company is really bright. Various job opportunities in the BPO Sector in Indian companies and Multinational Companies are attracting the youth due to high salaries, great work culture, and additional perks. Global Business

Foundation Skills (GBFS) course is offered by NASSCOM which will increase the industry readiness of students who want to start a career in BPO (Business Process

Outsourcing) companies. MoU was signed between NASSCOM and Government of

Kerala on 26th July, 2012. The course curriculum was prepared by NASSCOM. The

Professionals from NASSCOM gave training to the SDEs from 2nd to 10th May, 2013 and from 4th to 12th June, 2013.

4.5 COURSES IN FINANCE SECTOR Finance sector is one of the fastest growing sectors in the country. With new banks coming up every year, the industry offers great opportunities for students. Finance as a career is a wise option for those interested in growing fast in their careers and thereby entering into a well paid, secure career. Students with an attitude to learn and a financial acumen are much sought after nowadays. Therefore, ASAP has come up with finance courses in collaboration with NSE, India's leading stock exchange. The courses are designed by NSE in the context of modern-day banking, insurance and financial services. Courses like NSE Certified Financial Markets Pro and NSE Certified Capital

Market Professional (NCCMP) for UG Students were finalized for ASAP skill sector.

MoU was signed between National Stock Exchange (NSE) and Government of

Kerala on 30th April, 2013 at Mascot Hotel, Trivandrum. Based on the discussions that

NSE and ASAP had, the curriculum was designed, lesson-plans and evaluation framework for the students enrolling in this programme were charted out. To provide our students with the highest quality of training and skills development in applied finance fundamentals, the first batch of prospective trainers for the NSE courses, was chosen from a group of applicants from the Govt. Colleges and Govt. Higher Secondary Schools of the state. NSE faculties gave training to the selected trainers in the 1st phase of

Training-of-Trainers programme. The training for the 3 batches commenced on 6th May,

2013 at Kochi, followed by the one at Thiruvananthapuram and Kozhikode and concluded on the 23rd May, 2013. A second level of selection was made from those trained, based on evaluations made by NSE as well as ASAP. A MCQ-test was administered [through the Moodle platform] for identifying the final list of Trainers

in financial sector was held at Water Authority Hall, Kowdiyar from 26th August to 6th

September, 2013. Prior to the starting of the skill-sector courses, campaigning and counseling of students are being conducted by ASAP’s PMs throughout the state.

Efforts are being made for creating a substantially large pool of Trainers for NSE courses. As a part of this endeavour, the 2nd phase of trainer- identification has started. A new set of trainers would be chosen after APTIS [speaking-module], Interview and a post-training evaluation. The first group together with the selected trainers from the second group would form the trainer-base, which will be relied on to transact classes for

NSE courses, starting this September.

4.6 DENTAL ASSISTANT COURSE The healthcare industry is experiencing a quick transformation owing to the increasing demand for quality healthcare. In India, oral healthcare is an important aspect of the overall health of an individual. There is a dearth of professionals in oral healthcare, therefore ASAP has come up with Dental Assistant Course. As an initial step, a consultative meeting was held on 25th January, 2013 at the Chamber of Dr. K.M

Palace Hotel, Kozhikode. At the meeting, approval was given by the State executive of the IDA, for the Dental Assistant Course. IDA was also appointed as the coordinator for the course and formation of the curriculum. All members of IDA State executive committee convened the meeting.

For the formation of the curriculum a Curriculum Committee meeting was held on

16th April, 2013 at IMG, Trivandrum. Several dignitaries from the dental field participated. Another Curriculum Committee meeting was convened on 19th July 2013 at

Hotel Mascot, Trivandrum for the vetting of the curriculum. To execute the course effectively across Kerala, a strategy planning meeting of Principals of Dental colleges of

Kerala was convened on 19th July, 2013 at Hotel Mascot, Trivandrum.

4.7 COURSES IN ELECTRONICS A National level workshop on Electronics was organised in Cochin on 18th

December, 2012 with the participation of Department of Electronics, GOI, NSDC,

ESSCI, CAEMA, ELCINA, MAIT,ISA etc at Hotel Abad Plaza, M G Road, Kochi to identify courses in electronics suitable for ASAP. It was initiated by Department of

Electronics and IT, Govt. of India and attended by NSDC, ESSCI, Industries and

Faculties of Technical Institutions. Courses such as Electronic Product Testing and

Printed Circuit Board Manufacturing Course were identified. Sub Committees consisting of representatives from industry and academics were entrusted with the design of the broad syllabus. The help of ERTL (South) was also enlisted for the syllabus preparation of EPT. The syllabus prepared was vetted by experts from industry & ESSCI.

4.8 CERTIFICATE COURSE IN PRINTED CIRCUIT BOARD (PCB) MANUFACTURING For any electronics product, printed circuit board (PCB) forms the basic foundation for interconnecting and packaging of components. The job openings in the field are immense as a result of proliferation of both consumer and industrial electronics products. Hence, ASAP has come up with Printed Circuit Board Manufacturing Course.

A curriculum committee consisting of selected faculty members from Polytechnics under the Directorate of Technical Institution (DTE) was formed for the preparation of detailed contents and lesson plan under the leadership of Dr Vrinda V , Professor, CET,

Trivandrum. The initial meeting of the committee was held on 25th April, 2013. The team visited ITI, on 18th May, 2013 and from 18th to 20th June, 2013 to study the processes in detail and finalise the contents for the course. ITI, Palakkad was chosen as the training partner for the course.MOU was signed among ESSCI, ITI and ASAP for the conduct of the course.

4.9 CERTIFICATE COURSE IN ELECTRONIC PRODUCT TESTING The electronic industry is growing at a fast pace. Demand for electronic products is on the rise and investments are flowing in to augment manufacturing capacity. As the electronic production of the country is going up, there is a need for skilled personnel to test the electronic products and to ensure their quality. ASAP has come up with a certificate course in Electronic Product Testing for the students.

IHRD was set up under the chairmanship of Dr Ciza Thomas, Professor,College of

Engineering,Trivandrum for preparing the detailed contents and lesson plan for the

Electronics product Testing (EPT) course.The initial meeting of the committee was held on 25th April, 2013. Subsequent workshops were held in the month of April, May, June and July, 2013 to formulate the contents. Selected Polytechnics under DTE & IHRD were identified as the training providers for the course.

Training of the Trainers (TOT) programme was conducted to aid the faculty in selected Polytechnics to transact the activity oriented skills to students. Training on the curriculam and soft skills were given. The training programme was for a period of three days from 23rd to 26th August, 2013 and was held at Maria Rani Convention Centre,

Sreekariyam.

4.10 CERTIFICATE COURSE IN JUNIOR RUBBER TECHNICIAN The rubber industry is one of the key sectors of the Indian economy. Kerala is the largest producer of rubber in the country; hence the demand for rubber technicians is high. There are thousands of rubber manufacturing units in Kerala. Therefore, the job prospects in this sector are very good. Aware of the developments in the field, ASAP has brought in the Junior Rubber Technician Course.

Initially, a letter was sent from the Principal Secretary Higher Education to the

Managing Director of ATMA and AIRIA. Shri. Goanke, the Chairman of ATMA gave a positive reply and a meeting was fixed with ASAP. The Principal Secretary, Higher

Education, Chairman ATMA and CEO ( Shri. Anupama Giri), met at the chamber of the

Additional Chief Secretary, Dr. K.M Abraham CFA IAS and discussed about the prospects of the course. The first curriculum committee meeting for the ASAP skill course under RSDC was convened at ASAP head quarters. Drafts of curriculum for two courses were prepared. They are:

1) Junior Rubber Technician for the higher secondary students’ level

2) Rubber Quality Control Officer for the under graduate level

The course content was prepared according to industry needs and was vetted by the industry experts. Applications were invited for trainers on the web portal of SSDP,

Malayala Manorama and Mathrubhumi dailies. A total of 38 applications were received and handed over to RSDC. The short listed 20 applicants were called for an interview on

14th August, 2013 at Hotel Indraprastha, .

4.11 CERTIFICATE COURSE IN PRINTING TECHNOLOGY In our information era, printing and publishing are one of the largest industries with a steep growth in demand for personnel, skilled in advanced methods of printing technology. Jobs for printing technologist are available in advertising agencies, newspapers/magazines, government presses, machine manufacturers, packaging industries, book printers and even more in private commercial press as technology consultant. Eyeing the growth in the printing field, ASAP approached the industry people and they reciprocated with interest. ASAP team visited the various presses to study about the employability prospects for the students. Three meetings were held in the Chamber of the Assistant Chief Secretary for development of the curriculum. The curriculum was

later vetted by industry experts. As a part of curriculum formulation, a video was produced to give information to the students about the course.

V. AN EVENTFUL YEAR

5.1 QUALITY MONITORING MECHANISM PILOT STUDY ASAP understands that in education, quality control is an important aspect, as parents, students, and educators want to ensure that all students receive adequate training for the future. Therefore, ASAP plans to have a video monitoring system for the class room sessions across Kerala, aimed at continuous improvement and maintenance of quality. As an initial step it was decided to identify the appropriate network camera to be used for quality monitoring and arrive at specifications for implementing the same across

Kerala. For pilot study, a school in Thiruvanathapuram district was identified where the

ASAP foundational module was being taught. The study was conducted under the stewardship of ICFOSS. Three models of network cameras–Fixed, Mini PT Dome and

Video Server with PTZ camera, were sourced, installed, configured and fine tuned for the pilot tests at ICFOSS. ICFOSS and ASAP team evaluated the recordings and identified the best network camera among the three, for implementation in ASAP locations, keeping in mind the programme-specific parameters such as the need to maintain audio continuity and quality.

5.2 ICFOSS STUDY ON THE SUITABILITY OF IT DEVICES AMONG STUDENTS The Foundation Module of Additional Skill Aquistion Programme (ASAP), will impart Communicative English and IT skills to the students. To augment the IT skills of students, ASAP plans to distribute computing devices to them, which the students could use to cover part of the course. In order to make the right decision on the most appropriate choice of device for the target group, it was proposed to conduct a Pilot Study that would expose a sample of the students to alternative technology choices and gather feedback on its usability and effectiveness. Accordingly, a pilot project with the aid of

ICFOSS was designed and executed during the months of April-June, in three schools of

Trivandrum, and with an ASAP batch. Tablet, Tablet with keyboard and Netbook were the computing devices used for pilot study. The pilot study started on 29th April and ended on 1st June, 2013. A joint meeting of ASAP and ICFOSS

40 ASAP REPORT 2012 - 2013 evaluated and validated the findings. The results revealed that the Netbook was the most preferred computing device among the students.

5.3 SKILL WORKSHOP Three day skill workshop was given to Programme Managers on 15th, 16th and

17th July, 2013 to familiarise them with various skill sectors. Industry people spoke about the current trends in each sector and how the course could be useful for the future of the student. This initiative was to help PMs understand the various sectors since they will have to present the same before students, teachers and parents at a later phase.

5.4 NEW WEBSITE FOR ASAP Website is the mirror of the ASAP. Understanding this need for an effective web presence, a new website of ASAP was launched on 1st August, 2013. It details the image of ASAP, its functions, achievements, and developments. A website is an incredible tool to endorse an organization and to build trust in it. ASAP website has been designed to make people aware of its many programmes and talk about it. It provides a platform for people to share opinions and ideas. It will build a strong bond among its users, students and the general public, because of its empowering character and 24/7 availability.

5.5 TYOHAR ASAP organised a one day fest, Tyohar, at Krishna Menon Memorial Women’s

College at Kannur. The programme was formally inaugurated by Shri. K.M. Shaji, MLA.

220 students selected from and students of KMM College participated in the function. The participants were given opportunity to express their creativity and

showcase their overall development in communication and personality through the foundation module.

5.6 PRINCIPALS AND COORDINATORS MEET Introductory meeting of Principals and Coordinators was held at Trans Towers

Vazhuthacaud on 23rd August, 2013. Around 126 institutions came forward to build a bond with ASAP, so that their students would get training in various sectors depending on industry needs. Additional Secretary, Shri George Thomas gave the inaugural address.

Shri.Vivekanandan Nair gave an account about the mission and vision of ASAP. Shri.

Anil Kumar explained about the status quo of ASAP programmes. Shri. Madhusoodanan detailed about the quality control of ASAP programmes. Eminent personalities like

Shri.Keshvendra Kumar IAS, Shri. Sivasankar M IAS, Dr. K.M Abraham CFA IAS participated in the function and shared their views about ASAP. On 10th September,

2013, another meeting was organized at TransTowers, Vazhuthacaud for the principal and coordinators from the schools and colleges, recommended by MLAs, who were not able to start the ASAP courses last year. On 28th September, 2013, a review meeting for

Principals and Coordinators of Govt. Higher Secondary Schools and Colleges was held at

5.7 INAUGURATION OF SKILL COURSES Hon’ble Minister for Education, Shri.P.K. Abdu Rabb inaugurated the Skill

Sector courses of Additional Skill Acquisition Programme (ASAP) in a function held at

Maharaja’s College, on 24th September, 2013. The Minister promised that the government would set up skill parks in all constituencies with the aid of MLAs, to train students in skills that were in line with the current labour market. MOUs were signed by

RDSC, ESSCI, ITI Palakkad and IDA for skill courses. The dignitaries, Dr. K.M

Chammany, Hon. Mayor, Corporation of Cochin, Shri. Benny Behnan, MLA, Shri. Saju

VI. ASAP-TRANSFORMING THE SKILL LANDSCAPE

Government of Kerala embarked upon ‘Additional Skill Acquisition Programme’

(ASAP) last November with an objective to empower the students with adequate skills for their successful careers. ASAP has laid down several milestones in just one year; the programme has touched the lives of thousands, especially those from the under-privileged class. We have excelled in managing human resources by offering training programmes along with the regular courses. Through 102 institutions from every corner of the state, with 118 batches of 30 students each, ASAP has been able to inspire around 3200 students, augment their domain knowledge, soft skills, leadership skills and industry relevant competency. ASAP had touched the lives of many students through the incentive linked fee structure mechanism intended to help the under privileged. ASAP has developed a large pool of trainers, titled ‘Skill Development Executives’ (SDEs), coming from a diverse range of backgrounds; from academicians to professionals, educated housewives and final year graduate students. The training sessions were held before and after school/college timings as well as during holidays/vacations without hindering the regular courses. The SDEs are being given hands on training periodically by expert

English Language Fellows of the US Consulate and expert members of the Curriculum team to transact the Foundation course. The students are given skill training based on their aptitude in 13 crucial sectors in the emerging job market. Video surveillance mechanism is set up in every classroom and a digital record of the same is made available in the quality control lab at ASAP head quarters to ensure the quality of training. In addition, ASAP Programme Managers collect feedback from students, teachers as well as parents, based on which corrective measures are adopted if required. Community Skill

Parks are being set up in several parts of the state with state-of-the-art infrastructural facilities to provide adequate skill sets as per industry demands.

This year, ASAP intends to widen its network by adding more institutions to its pool. Apart from Govt. colleges and Higher Secondary Schools, ASAP courses will be offered in aided schools and colleges. Here rises the need for more skill courses from the lucrative sectors of the industry. Therefore, ASAP in collaboration with National Skill

Development Corporation (NSDC) has come up with “Skill Enterprise Engagement for

The target for the year 2014 has been already set and ASAP hopes to free our state from the predicament of unemployment by equipping students with adequate skills sets, thereby opening wide vistas of employment opportunities to the youth.
