1. RULES 1.1. The Westpoint Regatta will be governed by the Racing Rules of Sailing. The J 105 Class will be sailing under the J 105 Fleet #1 class rules.

2. ELIGIBILITY 2.1. All yachts that meet PHRF minimum requirements and/or one-design class requirements are invited to compete in the Westpoint Regatta to be held on on July 9, 2016. 2.2. All competitors must: 2.2.1. Hold a 2016 PHRF Certificate from the NCPHRF Committee, or in the case of Multi-hulls from BAMA, or be a member of a one-design class association. 2.2.2. Be members of the YRA

Eligible boats may enter electronically on Jibeset, through the YRA website (www.yra.org ) or contact the YRA office for information about alternate entry options. The YRA Office can be reached at 415-771-9500 or [email protected]. 3.2. Registration closes at 1700 hrs. on Wednesday, July 6th.

4. FEES 4.1. Entry fees are as follows: 4.1.1. YRA Member with either a 2016 PHRF or BAMA Certificate $ 55.00 4.1.2. YRA Member without current Certificate (includes $35 certificate fee) $ 90.00 4.1.3. Non YRA Member with 2016 Certificate (includes $50 YRA Membership) $105.00 4.1.4. Non YRA Member without Certificate (includes $50 YRA + $35 PHRF fees) $140.00

5. MANAGEMENT 5.1. The Regatta is under the joint management of the Sequoia Yacht Club and Treasure Island Yacht Club Race Committees. 5.2. The Westpoint Regatta contact information is listed on the YRA web site: www.yra.org.

6. SCHEDULE AND RACING AREAS 6.1. Trailered boats that meet the following limitations: boats 27 feet or under and 4000 pounds or lighter; can be launched on Friday night from 1700 to 1900 hrs. using the hoist at the Treasure Island Sailing Center (TISC) on Treasure Island. You must call 510-459-5566 prior to registration closing if you intend to use this service. Each skipper using this service is responsible for providing their own lifting and recovery gear (slings, bridle, etc.). Following launching, trailers can be staged for recovery in Redwood City at the Westpoint Harbor. 6.2. Dates, venues, and sponsoring yacht clubs are as follows: Date Racing Area Sponsoring Clubs Sequoia YC and From the northeast end of Treasure Island to the 7/9 Treasure Island YC Sequoia Yacht Club 6.3. Only one race is scheduled on Saturday. 6.4. Scheduled time for the first warning signal on Saturday will be 1125 hrs. 6.5. Trailered boats need to be retrieved at the Westpoint Harbor using the mobile crane on Saturday following the race. The crane is only available until 1900 hrs. After that time the crane will not be available. Trailers may be parked at the Westpoint Harbor on Friday and Saturday nights of the regatta.

7. SAILING INSTRUCTIONS 7.1. Sailing Instructions will be posted on the YRA web site on Tuesday, July 5th, no later than 1800 hrs. 7.2. Division Splits and intended starting order will be posted on the YRA web site on Friday, July 8th, no later than 1000 hrs. 7.3. Notices to competitors and changes to the sailing instructions will be posted on the YRA web site via Jibeset https://www.jibeset.net/YRA000.php?RG=T005945895

8. COURSES 8.1. Courses will be defined in the sailing instructions. 8.2. Saturday’s Course is considered a "destination" course, with a distance of 20+ miles. 8.3. The Westpoint Regatta uses a mix of inflatable and fixed marks.

9. DIVISIONS 9.1. Divisions will be provided for the following types of boats: 9.1.1. PHRF 9.1.2. Sportboat 9.1.3. One-Design 9.1.4. Multihull

Westpoint Regatta Page 2 of 6 Revised 5/13/2016 9.1.5. Short-Handed 9.1.6. Non-Spinnaker 9.2. The YRA may break down the divisions into fleets to ensure quality racing.

10. SCORING The Handicap fleets will be using the Time-on-Time (TOT) system of scoring.

11. SUPPORT BOATS Support boats will be required for the F18 Fleet.

12. BERTHING 12.1. All participants are encouraged to overnight at the Sequoia Yacht Club. Plans are to accommodate racers at the Sequoia YC and Westpoint Harbor docks for easy access to the Island Time Party. We plan on giving all registered boats their intended berthing area prior to the race. For situational awareness, a chart of the Sequoia YC marina can be seen at http://www.spinnakersailing.com/redwoodcitymarina/marinalayout.html or down load the PDF file. Contact the Sequoia YC Port Captain, at http://www.sequoiayc.org/contact for more information. 12.2. Boats requiring depth greater than 7 feet may want to contact the harbormaster for the to determine availability of dock space in the shipping area (“F” Dock). This contact should be made by email to [email protected]. 12.3. Boats that prefer an early departure on Sunday and/or wish to avoid being stuck in the raft up may wish to berth at Westpoint Harbor. Westpoint offers guest slips from 36’ to 120’ and free parking. Depth is 9’ at MLW. To make reservations the Westpoint harbormaster can be reached at (650) 701-0545 or [email protected]. Guest applications are available on the website at www.westpointharbor.com. Skippers should indicate if they specifically prefer Westpoint Harbor in the comments section of their registration. 12.4. Sequoia YC shore boat (Rebel or Blue Max) will be on-station near channel markers 13 and 14 to direct race participants toward either Sequoia YC Marina or Westpoint Harbor. Upon entrance to either area, further direction will be given by berthing arrangement personnel via hailing and/or VHF channel 69.

13. RADIO COMMUNICATIONS 13.1. The Race Committee will use VHF channel 72 for race related communications. All competitors are expected to monitor this channel while racing. 13.2. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 13.3. Upon entrance into Redwood City Harbor Channel, boats shall contact Sequoia YC Harbor Master on VHF channel 69.

14. MINIMUM EQUIPMENT LIST 14.1. Boats entered in the Westpoint Regatta must meet the YRA minimum safety requirements, which are posted on the YRA website here: http://yra.org/yra-racing/safety-requirements/#InTheBay 14.2. Exceptions to sections 2.1, 2.2, 3.3, 3.10 and 3.13 of the YRA Safety Requirements may be granted to one design fleets that are accompanied by support boats which can provide assistance and which meet these requirements. 15. PRIZES 15.1. The YRA will award Weekend Regatta prizes at the end of the season based on the following: 13.1.1. First prize for any starters in a class/division 13.1.2. Second prize for four or more starters 13.1.3. Third prize for seven or more 13.1.4. Fourth prize for ten or more 13.1.5. Fifth prize for fifteen or more

16. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17. INSURANCE Each participating boat shall be insured with valid third-party liability insurance.

ENTERTAINMENT

Friday Night, July 8, 1800 – 2000 hrs.

Pre-Race Reception Party: Welcome all Racers and Sponsors!

A pre-race reception will be held at the fabulous EPIC Steak in San Francisco at the foot of the Bay Bridge (@Folsom) on the Friday before the race. Sponsored by Treasure Island Yacht Club.

Location: EPIC Steak 369 The Embarcadero San Francisco, CA 94105

Epic Steak will provide their full outdoor patio overlooking the Bay Bridge exclusively for this event. A specialty Mount Gay rum drink will be featured and Epic Steak delicacies will be supplied. No host bar. • View a slide show of racers from past years. A Regatta Notice Board with the Sailing Instructions and Division / Class assignments will be posted at the Pre-Race Reception Party (the same information will be available on Jibeset). • Racers familiar with the tides, currents and shoals in the south bay will be on hand to offer tips. • Distribution of Skipper’s Bags for each boat (including the famous Mount Gay hats). • Regatta Tee Shirts will be available for purchase. • The Race Captain will formally welcome the racers and thank the sponsors. • Learn about Treasure Island Yacht Club’s new location in the recently renovated portion of historical Building 2 on Treasure Island.

Saturday Night, July 9, 1800 – 2400 hrs.

Post-Race “Island Time” Party All racers and guests are welcome! Last year's 2015 party was fantastic! Don't miss it!

Food and Drink tickets will need to be purchased for each participant and will be available at the event. No host bar.

All participants are encouraged to overnight at the Sequoia Yacht Club, Port of Redwood City Marina ( Docking, anchoring and/or rafting space will be available) and the neighboring Westpoint Harbor. Participants and guests may avail themselves of a free shuttle between the two marinas on Saturday evening.
