Community Priority Setting

The new Community Policing Priority for three months (from October) is Burglaries.

This will cover both burglary dwellings and burglaries to sheds, garages and outbuildings.

The priority will be reviewed in January 2021.

7 Amenity & Highways a. Agree signage for Dog Field Suggestions for signage below:

‘Does a bear poop in the woods? ……. Yes, it does. BUT YOU ARE NOT A BEAR!’

‘Smile you are on CCTV Services 2 miles on A421 or on Bedford Road’

‘Does a bear poop in the woods? ……. Yes, it does. BUT YOU ARE NOT A BEAR! If you are desperate, Bedford, with its supermarkets, petrol stations and TOILETS, is 2 minutes further along the road. Use these facilities and not our woods – LEAVE NO TRACE.’

‘This not a place to ‘answer the call of nature’, make a ‘pit stop’, ‘throw another log on the fire’, ‘make a deposit’ ‘have a download’ or even ‘lay a brown egg’! Stop pooping all over our countryside!’

‘No Dumping!’ b. Consider an offer to plant an oak tree in Cople A person has emailed to ask if it would be possible to plant an oak tree in Cople in memory of their mother c. Discuss correspondence from The Five Bells Correspondence circulated to Councillors previously d. Water End - update on highways maintenance and agree actions for highways issues The section of overhanging vegetation on Water End had been cleared by Bedford Borough Council Highways. Highways would be visiting Water End to advise as to what could be put in place to address traffic issues. e. Agree to write to Bedford Borough Council Highways with respect to funding possibilities for average speed cameras Andrew Prigmore has advised that the Parish Council write to him formally stating the contribution that the Parish Council could donate towards to Average Speed Cameras and that further fundraising is being considered. residents had made donations directly to the Borough Council for average speed cameras. Colmworth PC spoke with the Mayor, had traffic surveys undertaken, held a public meeting to gain support from residents and co-ordinated the fundraising. Keysoe and are considering similar action. Donations would not mean movement up the ‘waiting list’. f. Discuss light pollution and agree actions Please see advice from Bedford Borough Council below: BBC has advised that there is an option of dimming Borough owned lights via their central management system (CMS). This would need to be designed and risks considered. Alternatively, , Oakley and Turvey have been using part night lighting for more than about 4 years. They have switched off lighting part-way through the night i.e. 0100hrs to 0530hrs.

See extract from the BBC lighting policy on part night lighting:

"Part night lighting schemes will not be considered in the following circumstances: • On main urban roads • At complex rural junctions on A and B roads • Where traffic calming is in place • Where lighting was introduced as part of a highway accident reduction scheme • On footpaths that are ‘links’ between roads and streets and in some cases ‘confined’ areas (where the exit from the path is restricted). • In areas where the Police have identified high risk crime or community safety issues.

Such schemes may be introduced following requests by local representatives or as part of the Council’s capital programme of highways improvement schemes."

Both of the above can potentially reduce lighting pollution and energy savings. 8 Planning a. Update on decisions from recent planning applications
