A meeting of the Senate Committee on Insurance and Banking was scheduled for Wednesday, November 4, 2020, at 11:00 a.m., in the Harry T. Gast Appropriations Room.

The agenda summary is as follows: 1. Testimony regarding SB 464 (Sen. Lucido). 2. Testimony regarding SB 1126 (Sen. Lauwers). 3. Reported HB 4508 (S-1) (Rep. Webber) with recommendation and immediate effect.

The Chair called the meeting to order at 11:02 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Bullock and McMorrow, a quorum was present.

The Chair entertained a motion by Sen. Lauwers to adopt the meeting minutes from September 30, 2020. Without objection, the minutes were adopted.

The Chair invited the following individuals to present testimony regarding SB 464: Sen. – Support Kieran Marion, Michigan Credit Union League – Support Patricia Herndon, Michigan Bankers Association – Support and Scott Teter, Michigan Attorney General – No Position

The Chair invited the following individuals to present testimony regarding SB 1126: Jeff Romback, Michigan Association of Health Plans – Support Dave Sokol, Michigan Association of Health Underwriters – Support Kristen Kangas-Kraft, Blue Cross Blue Shield of Michigan – No Position

The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1126: Jason Wadaga, Upper Peninsula Health Plan – Support Amanda Fisher, National Federation of Independent Businesses – Support Rom Lafferty, Health Alliance Plan – Support

The Chair entertained a motion by Sen. Lauwers to adopt the (S-1) version of HB 4508. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Bullock, and McMorrow. Nays: None The motion prevailed and the (S-1) was adopted.

The Chair entertained a motion by Sen. Horn to report the (S-1) version of HB 4508 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Bullock, and McMorrow. Nays: None The motion prevailed and the bill was reported.

The Chair made a motion to recommend immediate effect for HB 4508. Without objection, immediate effect was recommended.

The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Geiss was excused from the meeting.

There being no further business before the committee, the Chair moved to adjourn the committee. Without objection, the committee was adjourned at 11:49 a.m.
