1 Introduction

The 2008 Annual Meetings of the Boards of Governors of the African Develop- ment Bank Group (African Development Bank and the African Development Fund) will take place in Maputo, Mozambique, at the Joaquim Chissano International Conference Centre, 14 to 15 May 2008 from 9:00 AM. to 6:00 PM each day. The Annual Meetings will be preceded by technical meetings.

Pre-registration

Heads of delegations or other officials are kindly requested to advise the Secreta- riat well in advance of the meetings, of the full composition of their respective de- legations, including, if any, members from diplomatic missions and their staff.

It is strongly recommended that the 2008 Annual Meetings participants register online via the link provided on the Bank’s web site WWW.AFDB.ORG.

Participants will need the code on their invitation letters and scanned personal passport photographs in JPEG format to successfully register. There will also be an Annual Meetings Registration Desk at the Kaya Kwanga Hotel, which is adja- cent to the venue of the meeting to take care of last minute changes and late in- vitees and to issue badges to registered participants. The desk will be open from 9 May 2008, 8:00 AM to 6:00 PM daily. Participants will require passport-size pho- tographs, their invitation letters and national passports to register.

Participants who are unable to register online before arrival at the meeting venue,should call at the registration desk for full registration to ensure access to An- nual Meetings events.

Travel to and from Maputo

It is expected that Governors and delegates will make their own travel arrange- ments to and from the Annual Meetings. If assistance is required, the Secretariat at the Conference Centre will assist with flight reservations and other travel arran- gements.

Governors and other delegates are urged to arrange their arrival and return flight reservations as early as possible in order to secure the flights and dates of their choice. Those with open return tickets may experience difficulty obtaining prefer- red return flights.

The Government of Mozambique will expedite entry and customs clearances for members of delegations who have provided the Secretariat with the necessary in- formation, including country of issuance of passport, flight number, date of arrival and port of entry into Maputo. Delegates are therefore urged to complete and re- turn the Participants’ Form (Please type or print name as it should be listed, i.e., first name(s) and/or initials, then last, family name. If the family name is not the last name, please indicate clearly by underscoring the family name).

Airport reception facilities will also be arranged for Governors and accompanying members of their delegations.

3 Insurance

Governors and delegates are kindly advised to arrange for their own individual me- dical, travel and personal effects insurance, valid for Maputo, while attending the Meetings.

The Bank does not accept responsibility for personal injuries, loss or damage to participants’ private property.

Visa and passports

Passports must be valid for at least six months from the date of entry into Mozam- bique.

Who needs a visa to enter Mozambique?

All participants must obtain a visa prior to arrival in Mozambique (except holders of travel documents issued by countries with bilateral agreements with Mozambi- que). As part of the hospitality provided by the Government of Mozambique for the 2008 Annual Meetings, visa processing will be facilitated for participants and any accompanying persons travelling with them to Mozambique.

If you require an entry visa to Mozambique, please apply as early as possible to the relevant Mozambican diplomatic or consular missions to allow sufficient time for processing. Kindly check the list of the diplomatic missions accredited to Mozam- bique, Mozambican diplomatic missions abroad and Mozambican consulates.

For participants from countries where there are no Mozambican Diplomatic Mis- sions, visas may be obtained at the Mozambican border posts for a fee of USD 25. Holders of diplomatic passports, ADB laissez passer, other laissez passer and ser- vice passports as well as nationals of countries that have bilateral visa exemption arrangements with Mozambique are exempt from paying visa fees.

Luggage labelling

Participants should clearly label their luggage. This will facilitate recovery of lost items.

Health formalities

All hotels have medical and sanitary services for guests. To obtain access to these facilities, guests should contact the reception at the respective hotels.

The Joaquim Chissano Conference Centre has a medical post located approxi- mately 300 metres from the main building, just by the main entrance near the po- lice post. This medical post operates from 7:30 AM - 6:00 PM during national and international official events and is staffed with doctors, nurses and support per- sonnel.

4 Continuous ambulance service is available after 6:00 PM. The car will be stationed at the Maputo Central Hospital Clinic to evacuate delegates in need of medical as- sistance.

The Maputo Central Hospital Clinic is located at Av. . Two rooms are reserved at the Maputo Central Hospital Clinic, available for use by participants for a charge of USD 100 per day.

According to the World Health Organisation (WHO), the Republic of Mozambique would require the presentation of Yellow Fever vaccine Certificate from travellers from the following countries:

Air transport

Participants are kindly requested to let their booking agents note “ADB Annual Meetings" in the reservations. In addition, the use of the "ADB Annual Meetings" baggage identification labels will facilitate priority treatment of their luggage on arrival.

The following airlines operate in Mozambique, connecting Maputo International Airport to the world through Johannesburg, Pretoria, Cape Town, Nairobi, and Lisbon:

Hotel accommodation in Maputo

The Secretariat of the Annual Meetings will make hotel reservations in Maputo for Governors and members of their delegations. Other participants are requested to directly make reservations at the hotels of their choice and indicate the names of the hotels in their registration forms. Participants should confirm their reservations by 4 April 2008. After this deadline, the selected hotels will not guarantee room availability.

The Polana, Avenida and Girassol Bahia Hotels are already fully booked. Pestana Rovuma, Holiday Inn, VIP Maputo and Girassol Indy Village Hotels have been re- served for members of official delegations, special guests and Bank staff. The Bank will allocate rooms to official delegations on a “first come, first served” basis.

9 Arrival in Maputo

Reception at Maputo airport and local transport

An Information & Protocol desk will be set up at the Maputo International airport to expedite entry and departure formalities for delegates. The Mozambican Go- vernment will put one car and a driver at the disposal of each Governor.

Shuttle buses will be available to convey other participants from the airport to their hotels and from their hotels to the Annual Meetings venue.

Participants are kindly requested to visibly display their identification stickers and make use of "ADB Annual Meetings" baggage identification labels.

Information desk at the conference venue

An Information desk will be located in the main lobby of the Joaquim Chissano In- ternational Conference Centre.

Presidential delegations, Ministers and special guests will be met by senior Mozam- bican government officials at the VIP lounge of the Maputo International Airport and taken to their designated hotels.

Upon arrival and departure, delegates may avail themselves of the assistance of the Protocol Officers (normal departure) or request the use of the CIP lounge upon payment of USD 20 standard service and USD 60 fee for a complete ser- vice.

Press

The Bank's Communication Unit will set up a Communication Desk at the Confe- rence Centre and will provide a detailed program of its activities before and during the Annual Meetings. Press representatives are requested to contact the Commu- nication Desk at the Press Centre for accreditation, other information on the Mee- tings, or requests for formal interviews.

A Press Room will be made available but access will require prior accreditation. The press will have access to the Conference Centre premises upon prior authorisation.

Documentation and speeches

Documents in English and French will be available at the Documents Distribution Desk at the conference venue as from 9 May 2008, from 8:00 AM to 6:00 PM. Governors who wish to address the Annual Meetings should provide the Secreta- riat of the Boards of Governors at the Conference Centre with a copy of the text of their statement, forty-eight (48) hours before the time of delivery. The purpose of this request is to facilitate the publication of these documents in their original lan- guage for participants and the press.

Telecommunications

Local, international and internet communication services will be available in all des- ignated accommodation locations for use upon payment of a fee.

Communications in Mozambique can be made through Mozambique Telecommu- nications land lines (TDM), Broad Band systems and via Optic Fibre. There are two cellular networks, namely; Mcel and Vodacom, operating in the GSM international system. It is possible to use any of them through contract or pre-paid vouchers.

The two cellular networks have shops in town, which are open during working days from 8:00 AM. to 12.30 PM. and from 2:00 PM. to 5:30 PM. Pre-paid vou- chers are sold by many authorised agents and these can be purchased in the shopping centres and other places.

Mozambique’s geographical features

The Republic of Mozambique covers a total land area of 801,590 square kilome- tres. The country’s coastline, which spans 2,470 kilometers along the entire eas- tern frontier, borders the Mozambique Channel and the Indian Ocean. To the north of Mozambique lies Tanzania, to the northwest Malawi and Zambia, to the west Zimbabwe, and to the southwest South Africa and Swaziland. Maputo, the coun-

try’s capital, is situated at the pointy southern tip of the country's territory, not far from the South African and Swaziland borders.

The country has a population of about 20.9 Million.

Climate

Mozambique has a tropical climate, which is hot and humid. Maputo is wet, humid and hot during the summer months from October to April with temperatures ave- raging 88ºF (31ºC).The wet season is from November to March, when about 80 per cent of annual rainfall is recorded. The cooler, drier months between April and Sep- tember are the best time to travel to Maputo, with warm and sunny days and cool nights.

Time Difference

The country falls under the GMT + 2 hours time zone.

Banking

Some restaurants and shops in Maputo accept credit cards such as Visa, Master Card and American Express.

Currency

Mozambican currency is Metical (Mt), and its average exchange rate in relation to the US Dollar is $1.00 = 25.00MT and can be exchanged in commercial banks, bu- reaux de change and hotels.

Banks

Opening hours: 8:00 AM to 3:00 PM (Monday to Friday).

Bureaux de change

Opening hours: 8:00 AM to 12:30 PM and 2:00 PM to 6:00 PM.

Electricity

Electric power is 220v with two pole-plugging sockets.

Recreation

Tourist guides are available in various hotels to offer assistance.

12 Commercial services and shops

In Maputo, shops and other services are open according to the following schedule: Shops are generally open Monday to Friday, from 8:00 AM to 12:30 PM in the morning and from 2:00 PM to 8:00 PM in the afternoon.

On Saturdays, they are open from 8:00 AM to 12:30 PM. Shopping Centres ope- rate generally from 10:00 AM to 7:00 PM from Monday to Saturday. Some shop- ping Centres are open on Sundays between 9:00 AM and 1:00 PM.

Security

The security situation in Mozambique is favourable, and Maputo is considered a safe city. Incidents of violent crime against visitors are rare. However, petty theft tar- geting foreigners does occur on a regular basis. All visitors are therefore urged to pay attention to their personal security at all times. Maputo is a safe city to walk in during the day, however walking at night can be dangerous and should be done in groups, if possible. Participants should always be alert to purse snatchers and petty thieves. Carjacking in Maputo is also a concern. Ensure that your car doors are locked when driving. Contact the ADB Security Team in case of emergency. The emergency number of the Mozambican police is 119.

Annual Meetings participants should be conscious of their personal security in and around Maputo. ADB Security services will help to ensure a secure environment for the conduct of the Annual Meetings in collaboration with local services.

The Mozambican government will provide security services to all delegates, in all designated accommodation, on the Conference premises and in public and excur- sion locations.

Some taxi drivers in Maputo speak English; however participants are advised to carry the ADB security card that has the name of all hotels and the major attrac- tions in English and Portuguese. Not all taxis have meters; make sure that your destination and fare are clear to the taxi driver before getting in the taxi. It is not advisable to enter the country with any type of firearm or to carry any wea- pons on the Conference Centre premises without prior authorisation from Mozam- bican authorities.

Annual Meetings badges will be required for access to the Conference Centre, use of buses that go to the conference Center, meeting rooms, offices and all other fa- cilities.

In order to receive your badge, please proceed to the registration and badging site at the Kaya Kwanga hotel. Buses are available to transport you to the Kaya Kwanga which is adjacent to the Conference facility, but not on the same campus. All participants will have to pass through the security screening stations to gain access to the Conference Center.

The ADB Security Team will be working closely with the host country security for- ces inside the conference facility. A security desk will be available for any security or safety issues.

Brief History of the Fortress

It is believed that from 1721-1728, a fortress had already been built in this place by either the Dutch or Austrians and was later abandoned or probably destroyed by Dutch corsairs.

The first physical structure built on this space and south of the Save River by the Portuguese was a Garrison founded in 1782, under Joaquim de Araújo. By then, the said Garrison named Nossa Senhora da Conceição Garrison or Lourenço Mar- ques Garrison, consisted of thick pickets and a set of grass-thatched huts.

In the inner green area, one can admire statues of personalities connected to co- lonialism, gravestones, cannons, tombs, anchors and several past century objects from other fortresses.

JOVIAL was established on November 18, 1999. More than a clinic, it is a place where adolescents and youths can collect information and counselling about their physical and emotional development, on how to avoid getting infected with STI/HIV/AIDS, in a confidential environment. JOVIAL is located in the inner part of the Alto-Maé Health Centre at nº 488, Eduardo Mondlane Avenue, adjacent to Al- berto Luthuli. It annually trains new Peer Educators and retrains the old. Currently, it works with 20 Peer Educators. The aim of the Centre is provide Sexual and Re- productive Health education, targeting mainly Adolescents and Youths.

JOVIAL, an Adolescents and Youth Friendly Service, develops civic educational activities through debates, lectures and film shows, counselling mobile teams, theatre, dance and competition in the field of Sexual and Reproductive Health in Schools, Hospitals, Churches and other places. Its objective is to promote beha- viour change among Adolescents and Youths.

What is UGC?

“União Geral das Cooperativas” (UGC) is an association of co-operatives in the surrounding areas of Maputo, the capital of Mozambique. Presently, UGC compri- ses 185 co-operatives formed by peasants with about 5,500 members, mainly women (95%).

Mission

• Agricultural and Chicken Farming Development, Civil Construction and Commer- cialization in rural areas. These are all market-oriented. • Training of technicians, peasants, school enrolment. • Culture of savings and Community spirit.

22 Street Work - Maputo Casa do Gaiato’s mission is to support and prepare children for a dignified future. It also seeks to help children fit into the environment in which they live. This enables the population to participate in the process, thus improving community involvement. It has a capacity to accommodate 150 boys.

Its main objectives are to provide:

1. Assistance to abandoned, rejected, AIDS orphans or children in difficulty. Casa Gaiato is family for those who have no family.

2. Community rural Development in Boane District (Massaca, Picoco and Mahan- hane villages) and Namaacha Districts (Changalane, Maelane and Ndividuan vil- lages).
