The Honorable Jair Messias Bolsonaro President of the Federal Republic of Brazil Brasilia, Brazil

Your Excellency,

In the fight against COVID-19, are a critical part of addressing the global health crisis by decreasing rates of infection, disease, and death worldwide. Pfizer has been on the front lines of confronting the COVID-19 crisis impacting Brazilians, and patients around the world, since the earliest days of this emergency. Pfizer was founded in New York City, has been headquartered in the United States for over 170 years, and has been operating in Brazil for almost 70 years. Together with our partner, BioNTech, a German company, we are leveraging decades of scientific expertise to develop, test, and manufacture an mRNA to help prevent COVID-19. We are currently conducting a large-scale Phase 2/3 human clinical trial with at least 30,000 participants in a select group of countries around the world, including two sites in Brazil, with an estimated 2,000 Brazilians. We are on track to seek regulatory review as early as October 2020, with hundreds of thousands of doses already produced.

Pfizer and BioNTech’s potential vaccine is a promising option for your government to help mitigate this pandemic. I want to make every effort to ensure vaccine doses are reserved for the Brazilian population, but timing is crucial given the high demand from other countries and the limited doses available for 2020. As you know, we have concluded an agreement with the U.S. Government to supply 100 million doses with the option to supply an additional 500 million. Pfizer has the largest U.S. Government contract in terms of value for any COVID-19 vaccine to date, demonstrating the confidence that the Trump administration has in our science and manufacturing capabilities. Dr. Moncef Slaoui, Chief Advisor of the U.S. Government’s , has visited Pfizer’s facility producing our COVID-19 vaccine that could supply Brazil. Further, we have agreements with the UK, Canada, and Japan, and several other countries, and are in final negotiations with the European Union to supply 200 million doses with an option to purchase another 100 million doses.

My team in Brazil has held meetings with representatives from your Ministries of Health and Finance, as well as your Embassy here in the United States. We have also shared a proposal to supply the Ministry of Health with our potential vaccine, which could protect millions of Brazilians, but to date, we have not received a response. Knowing that time is of the essence, my team is interested in accelerating procurement discussions and we are willing and able to meet with you and/or your delegates at your earliest convenience.

Finally, as CEO of Pfizer, I was proud to sign a historic pledge demonstrating a united commitment to uphold the integrity of the scientific process as we work toward potential regulatory filings and approvals of the first COVID-19 vaccines. Should you or your team have any questions, please don’t hesitate to contact me directly or my team in Brazil, via our Country Manager, Carlos Murillo ([email protected]).

Sincerely,

Dr. Albert Bourla
