CHAIRMAN’S REPORT/COMMITTEE LIAISON REPORTS

2018-99 APPOINT DR. REMINGTON SPRAGUE TO AN UNDESIGNATED SLOT OF THE HEALTHWEST BOARD WITH A TERM THROUGH 3/31/21

The Chairman recommends, moved by Commissioner Mahoney, seconded by Commissioner Wilkins, to appoint Dr. Remington Sprague to an undesignated slot of the HealthWest Board with a term through 3/31/21.

Commissioner Hughes asked if Dr. Sprague was the only applicant and it was confirmed that he was.

Chairman Cross announced the following upcoming community events  Honoring Our Veterans Dinner Wed., March 14th – 5:30 PM – USS Silversides Submarine Museum  St. Patrick’s Day Parade Saturday, March 17th – 11:00 AM – Downtown Muskegon

Commissioner Wilkins provided an update from the SMART Meeting held in Calhoun County, Marshall, Michigan at the Opioid Recovery Center. The treatment is a collaborative effort. Commissioner Wilkins circulated a brochure with Commissioners about the Center, indicating they have a beautiful new building which is owned by the City and leased to the County. A former addict who had completed the program addressed the SMART Meeting showcasing the positive results when treatment is received in a timely manner.

Commissioner Mahoney noted that, while the Muskegon County is not receiving a subsidy this year, they are aggressively seeking additional early morning flights to and they are offering airfare to Chicago for $69 each way which is a great price as well as other offers that travelers should consider. Commissioner Scolnik agreed adding that just beginning reservations flying from Muskegon to Chicago can sometimes save hundreds of dollars when making travel plans.

ADMINISTRATOR’S REPORT

Administrator Eisenbarth invited everyone to attend the upcoming Board Work Session at 3:00 p.m. on Thursday, March 22nd in this Board Room prior to the Full Board Meeting. Both meetings are open to the public and the subject of the Work Session is: Airport Update.

Muskegon County Board of Commissioners March 13, 2018 46 Full Board Meeting 4:00 p.m.

Administrator Eisenbarth noted the Annual Board and Directors Workshop is usually scheduled for April. He asked Directors at their last meeting what they would be interested in and they indicated topics: active shooter in the workplace violence, threat assessment, de-escalation techniques, customer service tactics and deescalating conflict. Staff found a recommended trainer who would be available 8:30 a.m. – 12:30 p.m. on a Monday, Tuesday, or Friday in April or May. Commissioners are to coordinate with administration to schedule this event.

Administrator Eisenbarth noted Ben McGuire with Hilltop Securities, and County Bond Council Tom Colis with Miller Canfield, were present in the audience. County staff met with raters for the County S & P on Tuesday of last week and reported Friday that Muskegon County maintains its AA rating which he noted is impressive for what the County is going through. Three decisions that this Board made saved the County rating: 1. cut $4.8 million to the general fund, 2. the tough decision on Brookhaven; and 3. $1.7 million transfer in January.

Ben McGuire, with Hilltop Securities, and Financial Advisor to Muskegon County and Tom Colis with Miller Canfield, addressed the board regarding the importance of a AA Bond rating. Discussion ensued.

OLD BUSINESS

Commissioner Scolnik asked if there will be a bus for Commissioners for the St. Patrick’s Day parade and there will not.

Commissioner Mahoney reminded everyone of the April 28th recycling event at 1350 E. Keating, 9 a.m. to 1 p.m. and there will be Tire Collection events in various areas of the County over the course of the next few months beginning Saturday, April 21 in Casnovia at 577 Canada from 9 a.m. to 2 p.m. (See attached flyers)
