Q4 business climate index drops on slowing economy

(2009-01-09) GENERAL China’s business climate index fell for the second quarter in a row during the final three months of 2008 as economic conditions deteriorated sharply, the National Bureau of Statis- tics said. EVENTS The index was 107, versus 128.6 in the third quarter. The index was 137.4 in the second quarter and 136.2 in the first quarter. The index ranges from zero to 200. A reading above 100 shows economic expansion, while a reading below 100 indicates contraction. The survey " began in 1998. The index for industry was 98.5, down 27.3 points quarter-on-quarter. The indices for whole- salers and retailers as well as property developers were slid by 16.4 and 17.2 to 127.2 and 101.7 points respectively. The index for domestic publicly traded companies fell 39.4 points

○ ○ ○○○○○○○○○○○○ to 106.2 and the entrepreneurial confidence index sank 29.2 points to 94.6. ○ ○ ○○○○○○○○○○○○

○ ○ ○○○○○○○○○○○○ Major shipping, aviation funds to boost Tianjin reforms

(2009-01-12) ○ ○ ○○○○○○○○○○○○ Tianjin will strengthen financial reform and innovation this year and launch two major devel-

○ ○ ○○○○○○○○○○○○ opment funds for the shipping and aviation sectors, in line with it being one of the test beds

for national reform, the municipality’s mayor said yesterday. ○ ○ ○○○○○○○○○○○○

To that effect, the National Development and Reform Commission (NDRC), the country’s ○ ○ ○○○○○○○○○○○○ top economic planner, has approved Tianjin’s application to raise a 20-billion-yuan ($2.93

○ ○ ○○○○○○○○○○○○ billion) shipping industrial fund.

○ ○ ○○○○○○○○○○○○ The fund is now being prepared for launch, said Li Weibin, head of the China Development Bank’s Tianjin branch, adding the planned aviation fund is still waiting for approval from the

○ ○ ○○○○○○○○○○○○ NDRC. ○ ○ ○○○○○○○○○○○○ But the aviation fund might not be approved by the NDRC by this year, given the current

○ ○ ○○○○○○○○○○○○ economic challenges, a Tianjin government official said on condition of anonymity. “There are also difficulties facing the shipping fund because of the current sluggish demand in

○ ○ ○○○○○○○○○○○○ shipping. But it can start low for example, at 2 billion yuan,” the official said.

○ ○ ○○○○○○○○○○○○ The shipping fund is expected to fuel financing for the country’s shipbuilding industry and

facilitate the formation of international shipping and logistic centers such as Tianjin, ana- ○ ○ ○○○○○○○○○○○○

lysts have said. ○ ○ ○○○○○○○○○○○○ Financial innovation holds the key to fueling the development of major projects of Tianjin,

○ ○ ○○○○○○○○○○○○ China Development Bank’s Li said.

○ ○ ○○○○○○○○○○○○ In developed countries, due to the relatively mature fund and capital markets, the proportion

of direct financing is said to be able to reach 50 percent or even higher. But the figure is only ○ ○ ○○○○○○○○○○○○

10 percent in China, analysts said. ○ ○ ○○○○○○○○○○○○ Many consider the problems arising from the lack of direct financing to affect the healthy

○ ○ ○○○○○○○○○○○○ development of the economy, when businesses having financial difficulties cannot obtain

NDRC rules out fuel price cuts " (2009-01-13)

The National Development and Reform Commission (NDRC) ruled out a further reduction ○ ○ ○○○○○○○○○○○○ in the prices of gasoline and diesel, despite the fall in global crude prices. The NDRC, which

sets energy policy and fuel prices in China, said it would not lower the December ceiling of ○ ○ ○○○○○○○○○○○○

retail oil products. ○ ○ ○○○○○○○○○○○○ The watchdog said it would not be able to reduce prices further as the current adjusted retailing prices are more or less on par with the $80-90 per barrel manufacturing cost after ○ ○ ○○○○○○○○○○○○

refining by China’s oil enterprises. ○ ○ ○○○○○○○○○○○○

In December, the commission had cut the retail price of gasoline by 0.91 yuan per liter, and ○ ○ ○○○○○○○○○○○○ diesel by 1.08 yuan. The reduction in retail prices followed a government announcement that it would cut factory gate prices for gasoline, diesel and jet fuel, and also impose a fuel ○ ○ ○○○○○○○○○○○○

consumption tax from Jan 1 onward. ○ ○ ○○○○○○○○○○○○

The NDRC spokesman said the December price cut and ceiling are based on the averaged ○ ○ ○○○○○○○○○○○○ cost of $80 per barrel. At that time, China’s averaged retail oil prices stood at 4 yuan per liter

while the averaged price now is around 5 yuan per liter. ○ ○ ○○○○○○○○○○○○ The NDRC spokesman admitted that the growing stockpiles, due to declining oil demand brought by economic recession, have already forced retailing companies in many parts of ○ ○ ○○○○○○○○○○○○

China to reduce prices of various grades of fuel.

○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○ Exports see 2nd straight monthly fall

(2009-01-13) ○ ○ ○○○○○○○○○○○○

Exports fell two months in a row for the first time in a decade, reflecting the impact of the ○ ○ ○○○○○○○○○○○○ global financial crisis on the “workshop of the world”. Imports in December dropped, too, to 21.3 percent year-on-year, after having fallen 17.9 ○ ○ ○○○○○○○○○○○○

percent the previous month. ○ ○ ○○○○○○○○○○○○

But since the drops took place in November and December only, the country will still see an ○ ○ ○○○○○○○○○○○○ impressive 17.2 percent rise in exports and 18.2 percent increase in imports for the whole of last year. The previous year’s records were much more impressive, though, with exports ○ ○ ○○○○○○○○○○○○

Last month, the exports and imports volumes were $111.2 billion and $72.2 billion, and in ○ ○ ○○○○○○○○○○○○

GENERAL The stimulus package for the country’s auto industry, the third largest in the world, was announced by the State Council yesterday after its sales growth fell to a 10-year-low of 6.7 percent last year.

EVENTS The package is expected to boost the steel industry and designed to promote fuel-efficient and low-emission vehicles, too. The government said it would support the alternative-en- ergy vehicle sector by promoting the mass production of electric-powered cars in big and " medium cities. According to an insider, Shanghai Airlines, which the government is reportedly considering merging with China Eastern, is also set to receive short-term capital from the municipal government of Shanghai. AVIATION The government bail-out plan comes as Chinese airlines face falling passenger demand after years of robust growth and the country’s economy slows amid the global recession. The People’s Bank of China said the situation is likely to deteriorate further, as the govern- ment pushes through a range of economic programs to boost the flagging economy.

China airlines seek 11% rise in passenger volume (2009-01-07) " Chinese airlines will strive for 11 percent growth in passenger volume this year in compli-

Air China and other Chinese carriers carried 176.24 million passengers from January to ○ ○ ○○○○○○○○○○○○ November 2008, up merely 2.90 percent from the previous year, official data showed, as a slowing economy curbed . Cargo volume climbed 1.6 percent to 3.71 million tons ○ ○ ○○○○○○○○○○○○

over the same period. ○ ○ ○○○○○○○○○○○○

percent. ○ ○ ○○○○○○○○○○○○

Chinese airlines added 120 aircraft to their fleets last year, 14 fewer than planned, Yang ○ ○ ○○○○○○○○○○○○ Guoqing, deputy chief of the Civil Aviation Administration of China (CAAC), said yesterday, adding the fleets now total 1,254 airplanes. ○ ○ ○○○○○○○○○○○○

Domestic airlines lost more than 7 billion yuan ($1 billion) in the first 11 months of last year, ○ ○ ○○○○○○○○○○○○

according to the CAAC. The industry has been hit hard by the economic slump. Last year, ○ ○ ○○○○○○○○○○○○ Chinese airlines carried 192 million passengers, up 3.3 percent on 2007; and 4.03 million

tons of cargo, up 0.2 percent, the CAAC said. In previous years, growth averaged 15 percent, ○ ○ ○○○○○○○○○○○○

it said. ○ ○ ○○○○○○○○○○○○ The numbers of passengers traveling on international and regional flights to Hong Kong

and Macao were down over previous years, Yang said. ○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○ The CAAC has taken measures to lift the industry out of its difficulties, including controlling

transport capacity, not approving any new airlines before next year, and returning funds and ○ ○ ○○○○○○○○○○○○

HK’s air cargo drops 3.1% in 2008

(2009-01-20) Air cargo through Hong Kong dropped more than 3 percent last year, airport figures re- AVIATION leased yesterday showed, as the global drop-off in demand for goods hit traffic through the export hub.

The global slowdown devastated freight demand in the second half of the year, resulting in a 3.1 percent fall in volume, compared with 4.5 percent growth in 2007, Hong Kong Interna- tional Airport (HKIA) said in a statement. Last month, cargo throughput plunged 28.2 percent year-on-year to 243,000 tons, the larg- " est single-month drop since the airport opened in 1998, the statement said. Passenger growth was also hit, slowing to 1.7 percent last year compared with a record growth of 7.5 percent in 2007, the figures showed. Annual passenger volume was 48.6 million for last

year. ○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○ The statement said that while passenger traffic maintained a steady growth in the first seven months of the year, it saw a 4 percent drop over the last five months. Major airlines bleed from fuel hedging losses ○ ○ ○○○○○○○○○○○○

(2009-01-21) ○ ○ ○○○○○○○○○○○○ Air China, the nation’s largest international carrier, said its paper loss from fuel-hedging contracts in 2008 have swollen to 6.8 billion yuan due to the falling global oil prices. Air ○ ○ ○○○○○○○○○○○○ China’s actual fuel-hedging loss in December alone was $52.8 million. Earlier the carrier reported a loss of 3.1 billion yuan by the end of October. ○ ○ ○○○○○○○○○○○○

The airline started to use fuel-hedging contracts as a shield from the impact of possible ○ ○ ○○○○○○○○○○○○

soaring fuel prices since 2001. ○ ○ ○○○○○○○○○○○○

However, as the oil price kept mounting in the first half of 2008, Air China built up a heavy ○ ○ ○○○○○○○○○○○○ reliance on fuel hedging contracts. “Currently, fuel hedging contracts account for 50 percent of our total jet fuel consumption,” said Rao Xinyu, board secretary of Air China. ○ ○ ○○○○○○○○○○○○

In 2007, Air China used up 2 million tons of jet fuel, and the figure for 2008 is still under ○ ○ ○○○○○○○○○○○○

calculation, Rao said. This could also be the first time that Air China is facing losses after it ○ ○ ○○○○○○○○○○○○

was listed on Hong Kong and London bourses in 2004, she added. ○ ○ ○○○○○○○○○○○○ According to the company’s announcement, the contracts leading to the huge loss were signed in July last year, and the latest one is due by 2011, said Yu Jianjun, analyst from ○ ○ ○○○○○○○○○○○○

Huatai Securities. ○ ○ ○○○○○○○○○○○○

Yu stressed that financial institutions and experts were also to blame for the astronomical ○ ○ ○○○○○○○○○○○○ losses as “they predicted in July that oil prices would stay above the $100 per barrel mark for some time. Goldman Sachs had even alerted that crude prices could touch a high of $200 ○ ○ ○○○○○○○○○○○○

per barrel soon.” ○ ○ ○○○○○○○○○○○○ The eagerness to lock future risks coupled with investment suggestions from institutions

drove Chinese carriers to strike fuel-hedging deals involving large sums, added Yu. ○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○ Yao Jun, analyst from China Merchants Securities, said although the paper losses in such contracts could reach a high of 6.2 billion yuan for China Eastern, they did not feel the ○ ○ ○○○○○○○○○○○○ squeeze till now. “As long as the contracts are not ended, the airliners will possibly lose less if the jet fuel price rises later,” said Yao. ○ ○ ○○○○○○○○○○○○

According to Mao Ang, analyst from China Galaxy Securities, the hedging losses would ○ ○ ○○○○○○○○○○○○

wreak further havoc on the already cash-strapped airliners. In 2008, due to unusual natural ○ ○ ○○○○○○○○○○○○ disasters, stringent security checks during the Olympic Games, and the ongoing global financial crisis, the domestic aviation industry experienced a sharp fall in passengers. ○ ○ ○○○○○○○○○○○○

China cuts jet fuel price by 330 yuan a ton ○ ○ ○○○○○○○○○○○○ (2009-01-21)

The Chinese government slashed ex-refinery jet fuel prices by nearly a third, gasoline by 14 percent and diesel by 18 percent on December 19 when it announced the pricing and tax plan. But it did not detail how it set the price other than saying “depending mainly on the changes in international crude oil prices”. AVIATION

The government cut gasoline and diesel prices by a few percent on January 15 but did not change ex-refinery jet fuel prices. Fuel prices paid by airlines, such as China Eastern Air- lines and China Southern Airlines, are based on ex-refinery prices and China National Aviation Fuel Group Corporation (CNAF)’s overall purchasing costs including those im- ported from overseas markets.

China Eastern to cut managerial staff salaries by 10 to 30%

(2009-01-10) China Eastern Airlines, one of the country’s three biggest carriers, is expected to cut sala- AVIATION ries of middle and top-level managers by 10 to 30 percent, the company said yesterday in a statement on its website. China Eastern The move takes effect on February 1 despite the fact the company announced it was getting Events a 7-billion-yuan ($1.02 billion) government cash injection in December 2008.

Without giving a specific figure, the airline said salary cuts only make up a small part of management costs. However, it believes the move reflects the board’s attitude towards " overcoming its financial problems together with employees.

China Eastern carried 37.05 million passengers last year, data provided on the company’s

website showed, down 5.4 percent year on year. Cargo volume fell 5.6 percent to 887,000 ○ ○ ○○○○○○○○○○○○ tons during the same period, it said. It also posted a net loss of 2.29 billion yuan in the first ○ ○ ○○○○○○○○○○○○

settlement of aviation fuel hedging contracts in December after fuel prices declined further. ○ ○ ○○○○○○○○○○○○ The company said the closing price of the West Texas Intermediate (WTI) crude oil on the New York Mercantile Exchange was $44.60 per barrel on December 31. ○ ○ ○○○○○○○○○○○○

Shanghai remains world’s No 2 port by throughput

(2009-01-04) SHIPPING Shanghai handled 28 million twenty-foot equivalent units (TEUs) last year, a rise of 7 percent, to retain its No 2 ranking in the world, port officials said, although a research note cautioned of tougher times this year.

The container throughput grew from 26.1 million TEUs in 2007. The 7-percent growth, however, was sharply down from 20.4 percent in the year-earlier period. Government fore- cast said the growth rate could hit 9 percent last year. Singapore handled 27.9 million TEUs " in 2007 to rank No 1. The Waigaoqiao Port contributed more than 54 percent, or 15 million TEUs, to the total volume last year. This means that Waigaoqiao will stay No 1 in throughput among domestic

ports. ○ ○ ○○○○○○○○○○○○ The throughput of the Yangshan Deep-water Port also rose from the previous year to reach ○ ○ ○○○○○○○○○○○○ 8.2 million TEUs after the last phase of its northern section was completed and became fully

○ ○ ○○○○○○○○○○○○ operational early last month, adding 2.2 million TEUs to its existing handling capacity.

○ ○ ○○○○○○○○○○○○ A China Merchants Securities research report said the container operations of domestic ports will slow in 2009 with the impact of a global turmoil, adding the growth rate of the total

○ ○ ○○○○○○○○○○○○ throughput of domestic ports may fall below 4 percent this year. ○ ○ ○○○○○○○○○○○○

(2009-01-09) ○ ○ ○○○○○○○○○○○○ Tianjin Port (Group) Co, the operator of northern China’s busiest harbor, expects container

○ ○ ○○○○○○○○○○○○ traffic growth to cool to 12 percent this year because of the country’s exports slowdown.

○ ○ ○○○○○○○○○○○○ The port plans to handle 9.5 million twenty-foot equivalent units this year, according to a

statement on the harbor operator’s website. Container volume jumped 20 percent last year ○ ○ ○○○○○○○○○○○○

to 8.5 million boxes. ○ ○ ○○○○○○○○○○○○ Traffic growth in Tianjin and Shanghai, China’s busiest harbor, has slowed as recessions

○ ○ ○○○○○○○○○○○○ in the US and Europe damp demand for shipments of Chinese-made toys, furniture and

clothes. ○ ○ ○○○○○○○○○○○○

Tianjin Port’s total cargo volume may rise 7.3 percent this year to 380 million tons. Last year, ○ ○ ○○○○○○○○○○○○ the tally surged 15 percent to 354 million tons. Sales this year may total 13 billion yuan ($1.

Slowing economy means flat rail cargo volume for 2009 ○ ○ ○○○○○○○○○○○○ (2009-01-13)

○ ○ ○○○○○○○○○○○○ The Ministry of Railways yesterday forecast rail cargo volume would be flat this year, com-

pared with 2008. The estimate reflected a downturn in demand in the world’s fastest-grow- ○ ○ ○○○○○○○○○○○○

ing economy, according to the ministry. ○ ○ ○○○○○○○○○○○○ The ministry said it would rely more heavily on passenger transport to offset any weakness

○ ○ ○○○○○○○○○○○○ in cargo. The ministry forecast railway passengers would increase about 10 percent to

reach 1.61 billion trips this year, and cargo marketing staff would offer better, simpler services. ○ ○ ○○○○○○○○○○○○

The ministry will also seek new growth in the northeastern and southwestern regions, ○ ○ ○○○○○○○○○○○○ outside of the long-time boom areas in the south and southeast coastal areas. The ministry

○ ○ ○○○○○○○○○○○○ said at the end of last month that about 1.46 billion passenger trips were made last year, up

10.9 percent year-on-year, and 3.3 billion tons of cargo was carried, up 4.9 percent.

Choppy winds ahead for COSCO

(2009-01-13) Falling business and a gross misjudgment of freight rate movements have dealt a double SHIPPING blow to China’s COSCO Holdings (COSCO), threatening to plunge the world’s largest dry bulk carrier deep into the red.

The company’s outlook for 2009 seems bleak as the global shipping industry is expected to remain in the doldrums for most of the year, if not longer.

Shortly after COSCO announced a surge in profit for third-quarter 2008; it posted a chilling statement on December 16 on the Shanghai and Hong Kong bourses disclosing a 3.95 " billion yuan ($577.07 million) potential loss arising from “misjudgment” in Forward Freight Agreements (FFA). In the disclosure, the company conceded that the situation was “serious”,

setting off a wave of selling of its shares.

○ ○ ○○○○○○○○○○○○ Because of the worldwide trade slump, the Baltic Dry Index (BDI), on which the FFA pricing is ○ ○ ○○○○○○○○○○○○ based, decreased by 85 percent in the first three quarters of 2008 from the average 8,130 points to 1,169 points. Dry bulk cargo shipment contributes more than 60 percent of COSCO’s ○ ○ ○○○○○○○○○○○○

total revenue. ○ ○ ○○○○○○○○○○○○ Analysts said that as the BDI continues to fall, potential losses of the company in FFA

contracts will grow larger than previously expected. ○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○ CITIC Securities Co Ltd estimated that COSCO’s fourth-quarter loss could reach 5 billion yuan, in contrast to a 5.5 billion yuan profit for the previous three months. ○ ○ ○○○○○○○○○○○○

“The shipping industry slump will last for at least one or two years,” predicted Qian Hongwei, ○ ○ ○○○○○○○○○○○○ analyst of China Securities Research Co Ltd, “The fortune of the shipping industry is tied to

the recovery of the global economy, which can be a long time away.” ○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○ To conserve cash in these trying times, COSCO has reportedly canceled some shipbuilding orders and requested a delivery delay for others. Those moves have affected orders for 126 ○ ○ ○○○○○○○○○○○○

vessels. ○ ○ ○○○○○○○○○○○○

The company notified the Hong Kong stock exchange on December 22, 2008, that it was ○ ○ ○○○○○○○○○○○○ seeking to raise up to 10 billion yuan of new capital by a bond issue to help fund projected

expenditure in fixed asset investment, fuel, labor and debt servicing. ○ ○ ○○○○○○○○○○○○

The company’s latest financial report showed that it had 10.8 billion yuan in cash at the end ○ ○ ○○○○○○○○○○○○

of September. ○ ○ ○○○○○○○○○○○○

COSCO said it will try to maintain “sound and healthy financial status” by cost control and ○ ○ ○○○○○○○○○○○○ investment compression. It also has planned to reduce container shipping capacity to

Europe and the US and explore potential new markets in Asia. ○ ○ ○○○○○○○○○○○○ ○ ○ ○○○○○○○○○○○○

Trade at Shanghai Port declines sharply in December

(2009-01-16) SHIPPING The trade volume at the Shanghai Port, which comprises one quarter of China’s total foreign trade, continued to decline in December, according to local Customs data. Imports and exports at the port amounted to $43.48 billion in December, down 8.8 percent year-on-year.

Traffic at the port increased rapidly for the first seven months of 2008, but trade volume started to drop during the last two months. In November, trade volume plunged by 9.7 percent year-on-year, down sharply from the 15.7 percent annual increase in October, mak- " ing it the largest monthly decline since China joined the World Trade Organization in 2001. Trade volume at the port surpassed $600 billion in 2008, up 16.3 percent year-on-year. The increase rate, however, dropped by 5.3 percent from the previous year. Exports were up in

2008 by 19.9 percent to $393.65 billion, and imports were up by 10.3 percent to $213 billion. ○ ○ ○○○○○○○○○○○○

○ ○ ○○○○○○○○○○○○ Shipbuilder’s revenue up 26% in 2008

○ ○ ○○○○○○○○○○○○ (2009-01-19)

○ ○ ○○○○○○○○○○○○ China Shipbuilding Industry Corporation (CSIC), one of the country’s largest shipbuilders, recorded 103.2 billion yuan ($15.09 billion) in revenue in 2008, up 26 percent from a year

○ ○ ○○○○○○○○○○○○ earlier, despite the global economic downturn, the company said, adding its profit rose by

20 percent to 6.18 billion yuan. ○ ○ ○○○○○○○○○○○○

Currently, the company has shipbuilding orders of more than 33 million deadweight tons, ○ ○ ○○○○○○○○○○○○ the contract value exceeding 200 billion yuan, which is ample for production during the next

○ ○ ○○○○○○○○○○○○ three years, CSIC said.

○ ○ ○○○○○○○○○○○○ “But we should also get prepared for challenges due to the global financial crisis such as the cancellation of orders and decline of new orders and prices,” said Li Changyin, general

○ ○ ○○○○○○○○○○○○ manager of CSIC. ○ ○ ○○○○○○○○○○○○ The company said it has taken measures to tackle these difficulties, aiming to raise its

○ ○ ○○○○○○○○○○○○ business revenue to more than 120 billion yuan and its profit to more than seven billion yuan

in 2009. ○ ○ ○○○○○○○○○○○○

○ ○ ○○○○○○○○○○○○ China’s shipbuilders 2008 profits up 50%

○ ○ ○○○○○○○○○○○○ (2009-01-29)

Profits of China’s shipbuilders rose 50 percent in 2008 from the same period a year ago, ○ ○ ○○○○○○○○○○○○ despite rising material costs and the appreciation of , according to data released

○ ○ ○○○○○○○○○○○○ by the Ministry of Industry and Information Technology (MIIT).

○ ○ ○○○○○○○○○○○○ Profits jumped 50.5 percent to 28.34 billion yuan ($4.05 billion). The industry value totaled

118.3 billion yuan, up 61.2 percent year on year. ○ ○ ○○○○○○○○○○○○

The nation’s shipbuilders completed a production capacity of 28.81 million deadweight ○ ○ ○○○○○○○○○○○○ tons (DWT), or 29.5 percent of the world’s total, up from 22.9 percent in 2007, according to

○ ○ ○○○○○○○○○○○○ MIIT figures.

○ ○ ○○○○○○○○○○○○ New orders comprised 37.7 percent of the world’s total, with a production capacity of 58.18 DWT. Current orders accounted for 35.5 percent of the total, with a capacity of 204.6 million ○ ○ ○○○○○○○○○○○○ DWT.

○ ○ ○○○○○○○○○○○○ An official with the MIIT said China’s shipbuilders had remarkably strengthened their capa- bilities in innovation and had improved their techniques notably in making bulk cargo ship,

○ ○ ○○○○○○○○○○○○ oil carrier and container ships.

They also had the world’s leading techniques in making ships that could meet the stan- dards of the international classification society, according to the MIIT official. SHIPPING He warned, however, that as the global financial crisis begins to take a toll on the shipbuild- ing sector, the industry could face severe challenges in the coming two-to-three years. He said it has become more difficult for shipbuilders to raise fund as there has been a sharp decrease in new orders and defaults on new orders are on the rise.
