ADB Loan No. 2240-PRC: Wuhan Wastewater and Stormwater Management Project Environmental Monitoring Completion Report Environmental Monitoring Entity: Wuhan Hongshan District Environmental Monitoring Station HDEMS Consulting Firm: H&J, Inc. USA Project EA: Wuhan Municipal Project Management Office (WPMO) The report is prepared by H&J, Inc., which is the conclusion for the environmental monitoring and management during the implement period of Wuhan Wastewater and Stormwater Management Project. The report includes: (i) the description of the subprojects and the contractors; (ii) monitoring methods and evaluation standard; (iii) seven times external monitoring results and evaluation; (iv) adopted environmental mitigation and protection measures by the contractors; (v) implemented training, supervision and inspection for the environmental management by the consulting firm and environmental monitoring station. 1 Background of Project Wuhan Municipal Government has obtained the loan from ADB for implementation of the Wastewater and Stormwater Management Project (WSMP) for achieving the objective of sustainable wastewater and stormwater management, as well as the water resource protection. The Project consists of five wastewater subprojects and four stormwater subprojects. See Table 1 below in detail. Table 1 Description of the Subprojects

By the end of December 2013, all the above subprojects had been commenced and are being constructed including subprojects of Erlangmiao WWTP_II, Dongxihu Three Gates Connection, Nantaizi Lake WWTP_II, Caidian WWTP, Dongxihu Wastewater Collection System, Yangsigang Pumping Station and Drainage, Changqing Pumping Station Expansion, Huangpulu WWTP Upgrade and Luojialu Pumping Station Expansion and Drainage. Except Luojialu Pumping Station Expansion and Drainage and Huangpu Road WWTP Upgrade, all the other subprojects under the Project have been completed. (1) Erlongmiao WWTP subproject is located in east of Xudong Road in , nearby Wuqing No. 4 Trunk Road. The construction period of the subproject is from third quarter of 2007 to the end of 2009. The construction activities include structures/building construction, demolishment and laying down of underground pipelines, replant trees and landscaping, etc. the treatment capacity of the WWTP will expand from 180,000 m3/day to 240,000 m3/day; and the treatment process will be updated from primary to secondary. The IA of the subproject is Wuhan Municipal Drainage Development Company. (2) Dongxihu Three Gates Connection subproject is located by the Jinyin Lake with the catchment area of 56.7 km2. The construction scope includes 3.91 km of culvert, 4.34 km of channel, and renovation of 4.48 km of existing channel. After completion of the subproject, the sewer will drain to Hanxi WWTP and the stormwater will discharge into the Fuhe River. The construction has been completed by December 2009, and IA of the subproject is Wuhan Urban Construction Foundation. (3) Nantaizi Lake WWTP Expansion subproject (phase II) is located at the site of 1000m of north of the Third Bridge of the River. The area of the

construction site is about 150 mu (10 ha), which is next to the northwest of the phase I; the capacity of the WWTP will reach to 100,000 m3/d after completion of the subproject; the subproject will be completed by end of 2010. The service area of the phase II is the Hanyang West District with 41.2 km2, including some old urban areas such as Qilimiao, Erqiao etc. and new area such as Sixin etc. The employer of the subproject is Wuhan Municipal Drainage Development Company. (4) Caidian WWTP is sited on east of Beijing-Zhuhai Expressway, north of Caihe Street and south of the . The service areas of the proposed subproject include Caidian downtown area and Caidian Eastern Development Zone. The short term capacity is 50,000 m3/d, and will expand to 100,000 m3/d according to the planning. The treatment capacity of the WWTP will be updated to 100,000 m3/d. The subproject has been completed by end of 2009. The employer of the subproject is Caidian Branch of Wuhan Municipal Drainage Development Company. (5) Dongxihu Wastewater Collection System is sited at Jinshan Road and Jinyinhu area. A wastewater collection system of 25.35 km will be built. The subproject has been completed by December 2009. IA of this subproject is Dongxihu Branch of Wuhan Urban Drainage Development Company. (6) The service area of Huangpulu WWTP is 7.48 km2, and the service population is about 311,900. The current capacity of the WWTP is 100,000 m3/d with primary treatment. The primarily treated water was discharged to Yangtze River. The proposed subproject will upgrade the treatment progress to second treatment. The fully treated water then will be discharged to Yangtze River. Part of the construction has been completed in 2011. The remaining works has not yet started for some reason. IA of this subproject is Wuhan Urban Drainage Development Company. (7) The service area of Yangsigang Stormwater Pumping Station is 3.67 km2 and the service population is about 53,000. The area is suffering waterlogging. The Wastewater and stormwater is now discharged to Moshui Lake and Yangtze River. The proposed subproject includes 1.34 km pipeline and 1.90 km Box culvert and a new built pumping station with the capacity of 20 m3/s. After the completion, the wastewater will flow into Nantaizihu WWTP for treatment and the stormwater will be pumped into Yangtze River. The subproject has been completed by October 2011. IA of this subproject is Wuhan Urban Construction Foundation. The subproject was completed by October 2011. IA of this subproject is Wuhan Urban Construction Foundation. (8) The service area of Changqing Pumping Station is 54.5 km2 and the service population by 2020 will be 756,000. The area is suffering waterlogging and the wastewater and stormwater is now discharged to Jinyin Lake and Fu River. The object of the proposed subproject is to increase the capacity by 135 m3/s. after the completion, the stormwater will flow into Hanxi WWTP for treatment and the stormwater will be pumped into Fu River. Tri-Gates Connection subproject is the

counterpart works of Changqing pumping Station. There will build a new open channel to introduce the stormwater to Changqing Pumping Station. The subproject has been completed by December 2011. IA of the subproject is Wuhan Urban Construction Foundation. (9) The service area of Luojialu Drainage Works is 154 km2 and the service popular by 2020 will be 646,000. The area is suffering waterlogging and the wastewater. There will build 0.39 km box culvert and 8.81 km open channel under the proposed subproject to increase the current capacity of the pumping station by 55 m3/s. After the completion, the stormwater will be pumped to Yangtze River. Up to now, structural works of Luojialu Pumping Station has been basically completed, and 40% of the civil works for open channel has been completed. Supervision Firm 2 Environmental Monitoring for Air, noise and surface water 2.1 Objective of Monitoring Based on the requirements in the EIA and EMP of the Project, the objectives of the monitoring are: • to monitor the environmental pollution during the construction; • to evaluate extent and severity of environmental impacts compared with the predicted impacts; • to inspect contractors’ performance of the environmental impacts mitigation measures or compliance with related rules and regulations; • to answer and solve public complains; • to evaluate trends of impacts and overall effectiveness of the project’s Environmental Management Plan (EMP); and

• to provide environmental data for the improvement of environmental protection measures. Wuhan Hongshan District Environmental Monitoring Station (HDEMS) conducted the monitoring for the environment, and the consultant of the H&J, Inc. USA conducted the inspections for the environmental management of the contractor of the project during the period base on the Table 3. A part of the civil of Huangpu Road WWTP (Phase II) is completed, and the rest is not start during the seven time monitoring period. The HDEMS conducted the monitoring for the environmental status of the contracts of the Luojialu Pump Station Phase II, Luojiagang Open Channel Reconstruction and Shahugang Open Channel Reconstruction etc., and inspected the environmental management of the contractors with the consultant. 2.2 Monitoring Methods and Evaluation Standard Based on the National Specifications, the standard methods of monitoring are listed in Table 4, and the evaluation standards of the monitoring for the proposed construction sites are shown in table 5 according to the environmental functional layout of Wuhan Municipality and the EIAs of the subprojects. 2.3 Environmental Monitoring Framework during the Construction 2.3.1 Subproject of Erlangmiao WWTP in Wuchang District The subproject is located on east of Xudong Road in Wuchang District, nearby Wuqing No. 4 Trunk Road. 2.3.4 Subproject of Nan-tai-zi Lake WWTP in Hanyang The increased capacity of the Nan-tai-zi Lake WWTP is 100,000 m3/d. The subproject site is located on 1000m north of the No.3 Bridge on Yangtze River. The service area of the WWTP is 67km2 with the population of 650,000. The total investment of the subproject is 223.36 million RMB including environment

Based on the monitoring results in Table 28, the noise at the sensitive points of Zijingyuan and Xinlvdi surrounding the construction site of Erlangmiao WWTP exceeds the national standard during night time due to traffic noise, but other points meet the standard (Grade II) during both daytime and nighttime; the noise at all points surrounding the site of Dongxihu Three Gates Connection project meet the Grade II of the national standard. 2.4.2 2008 No. 2 Environmental Monitoring Report The HDEMS conducted the monitoring and inspections for the subprojects of Erlangmiao WWTP_II, Dongxihu Three Gates Connection, Nantaizi Lake WWTP_II and Caidian WWTP. Based on the monitoring results in Table 30, the noise at the points nearby Jinshan Avenue of Dongxihu Three Gates Connection Project, and the point nearby Jingzhu Expressway of Caidian WWTP Project exceed the national standard during day time due to traffic noise, but other points meet the standard (Grade II) during both daytime and nighttime. 2.4.3 2009 No. 3 Environmental Monitoring Report Wuhan Hongshan District Environmental Monitoring Station (HDEMS) conducted the monitoring and the environmental inspections for the above mentioned subprojects (16 contracts) under the five subprojects during the period. Based on the monitoring results in Table 32, the noise at the points nearby Jinshan Avenue of Dongxihu Three Gates Connection Project, and the point nearby Jingzhu Expressway of Caidian WWTP Project exceed the national standard during day time due to traffic noise, but other points meet the standard (Grade II) during both daytime and nighttime. 2.4.4 2010 No. 4 Environmental Monitoring Report Wuhan Hongshan District Environmental Monitoring Station (HDEMS) conducted the monitoring and the environmental inspections for the above mentioned nine subprojects during the period. Based on the monitoring results in Table 40, the noise of Luojialu drainage subproject reached the national standard during day time. 3 Environmental Protection during Construction 3.1 Implementation Status for Environmental Mitigation Measures The Consultant, H&J, Inc. USA began to distribute standard forms for inner environmental monitoring to each of the contractors in early 2008 including weekly and monthly standard forms, which will be submitted to the consultant every month with the signatures of contractors and construction supervision engineers. The above-mentioned contractors of constructions set up and submitted the environmental protection regulations during construction in accordance with the requirement of EMP in the summary of ADB project EIA. They also prepared and submitted weekly and monthly environmental monitoring reports on schedule. Refer to the app. The emergency response action plans for environmental pollutions during construction are worked out by each of the contractors. And the environmental supervision organizations of the contractors were also established. The construction of Erlangmiao WWTP_II Subproject, Dongxihu Three Gates Connection Subproject, Caidian WWTP Subproject, Nantaizihu WWTP Expansion, Changqing Pumping Station Expansion and Yangsigang Pumping Station and

Drainage has been completed by 2011, and the monitoring of which was introduced in previous five monitoring reports. All the contractors of the above subprojects have implemented the environmental protection and mitigation measures in accordance with the environmental management plan (EMP). Wuhan Hongshan District Environmental Monitoring Station conducted the monitoring during the construction period in accordance with the EMP. 3.1.1 Erlangmiao WWTP_II Subproject The contractors of Erlangmiao WWTP_II Subproject have completed the following jobs: • Set up regulations for environmental protection issues during construction by each of the contractors; • Set up the site environmental management plan, properly treatment and disposal of construction wastes; • The ecology restoration measures were conducted including ecological compensation and re-vegetation. The mitigation measures are listed in Table 41 according to the submitted forms. Table 41 Conducted Mitigation Measures by Contractors

The contractors conduct noise-protection measures and use low-noise equipment during the construction for mitigation of noise impact; and for air pollution control, the contractor arrange 10 full-time workers for daily cleaning, water spraying and maintaining the construction site and nearby roads. 3.1.2 Dongxihu Three Gates Connection Subproject The contractor of the Subproject had worked out the regulations for environmental impacts mitigation during construction. The self environmental monitoring monthly report, as well as the weekly checks was conducted by the contractor. The mitigation measures are being taken are as follows: • Water spraying of transportation routes and materials handling sites where dust is being generated; • Al hazardous, or harmful construction materials including petroleum products were stored on an impermeable surface and managing these materials in such a way as to prevent spillage or leakage, which could spread and affect surface water or groundwater systems; • Protect trees nearby earth pits, and minimizing impact to nature vegetations; After pipe-laying construction, the trenches will be properly compacted and re-vegetated; • Take measures to protect surface soil from corrosion, to ensure the land can be agriculturally used after completion of the construction • Properly disposal residue earth and mud.

• Noise Control:

i. Installed the noised machineries at proper location where far from residential areas;

ii. Arranged proper construction time, report the local EPB and got permission for night construction;

iii. Keep the equipment in good operation condition by strengthening maintenances;

iv. Covered and enclosed the noised equipment during construction

• Air Pollution Control:

i. Stopped using Environmental non-compliance equipment;

ii. Arranged specific workers for cleaning and water spaying construction site and routs 3.1.3 Caidian WWTP Subproject The contractor of the Subproject had submitted the monthly environmental monitoring report on schedule. According to the site inspection, the mitigation measures are being taken are as follows: • Set up regulations for environmental protection issues during construction by each of the contractors • Drew up the site environmental management plan, properly treatment and disposal of construction wastes; • The ecology restoration measures were issued including ecological compensation and re-vegetation. • For Noise Control, the contractor’s staff of the specifically appointed for monitoring noise along the borders of the site, and took quick measures for controlling the noise; • Took measures, such as covered the material and transport vehicles, spaying water on site, cleaning construction wastes timely, etc. for reducing the dust generation. 3.1.4 Nantaizihu WWTP Expansion

The contractors conduct the following measures for mitigating the environmental impacts: ò Constructed temporary gateway and enclosure for isolation of the

construction site; ò Publicized environment protection surrounding the construction site; ò Established a civilized construction team for maintaining clean construction sites; ò Built a facility for vehicle washing, and wash the vehicles and construction machineries before out of the construction site; ò Protect trees nearby earth pits, and minimizing impact to nature vegetations; After pipe-laying construction, the trenches will be properly compacted and re-vegetated; ò To ensure the land can be agriculturally used after completion of the construction ò Take measures to protect surface soil from corrosion; Properly disposal residue earth and mud. ò Noise Control:

i) Arranged proper construction time;

ii) Installed the noised machineries at proper location where far from residential areas;

iii) Keep the equipment in good operation condition by strengthening maintenances;

iv) Covered and enclosed the noised equipment during construction ò Air Pollution Control:

All the contractors of the above subprojects have submitted their environmental management regulation and the implementation results to the local EPB and Wuhan Municipal Drainage Company. 3.1.7 Luojialu Pumping Station and Drainage

The contractors conduct the following measures for mitigating the environmental impacts: ò Water spraying of transportation routes and materials handling sites where dust is being generated; ò Al hazardous, or harmful construction materials including petroleum products were stored on an impermeable surface and managing these materials in such a way as to prevent spillage or leakage, which could spread and affect surface water or groundwater systems; ò Take measures to protect surface soil from corrosion; Properly disposal residue earth and mud.

ò Noise Control:

i) Arranged proper construction time;

ii) Keep the equipment in good operation condition by strengthening maintenances;

i) Conducted the construction section by section for reducing dust

ii) Properly stored the construction materials and disposed the construction wastes;

iii) Arranged specific workers for cleaning construction site and routs. 3.2 Environmental Management Training H&J, Inc. held three environmental monitoring trainings during April 2008 to December 2012 according to the implementation status. The manager of construction unit, supervision engineer, and full-time environmental management personnel of construction unit attended the training. The trainings contents include:

ò Objectives and requirements of EMP during construction;

ò Contractors’ regulations and personnel for environmental protection during construction;

ò Relevant environmental laws, regulations and standards;

ò Major environmental impacts and corresponding mitigation measures;

ò Detailed monitoring parameters and site environmental inspection;

ò Requirements and explanation for filling-in the environmental daily and monthly reports After the training, the training materials and the standard tables were distributed to all the contractors. H&J required the contractors to commit all the mitigation measures, and incorporated all the environmental regulations into their QA/QC systems.

3.3 Routine Supervision and Inspection Base on the EMP, the environmental mitigation measures during construction are mainly for the impact from noise, vibration, dust and construction wastewater, guaranteeing expedite traffic and normal municipal facilities and vegetation recovery etc. Wuhan Hongshan District Environmental Monitoring Station, entrusted by the Consultant, conducted the monitoring for air, water and noise, as well as the sites inspections for contractors’ environmental management and implementation of the mitigation measures during the period. 3.4 Environment Management of Construction Sites All the contractors has assigned full time staff for environment management, and the environmental mitigation measures were listed as an issue of construction implementation plan; the notice boards were erected on all construction sites, on which the construction schedules, the contractors, the construction supervision companies, telephone numbers for environmental complaints, etc. were publicized. Before constructions, training were held to workers of the contractors for learning environmental knowledge, laws and regulations, as well as the EMP and the mitigation measures. 4 Conclusion and Recommendation The main reason for TSP and PM10 exceeded the standards is the dust caused by material and construction wastes transport vehicles, which also caused the noise. The mitigation measures for environment protection have been generally implemented by the contractors. The monitoring results indicated that the environmental impacts due to the constructions are acceptable.

The appendix introduces the environmental monitoring and management during the implement period (2007 – December 2013), analyses the environmental impact and provide the actual issues. 2 Institutional Setup and Environmental Management Based on the requirements in the EIA and EMP of the Project, the objectives of the monitoring are: • to monitor the environmental pollution during the construction; • to evaluate extent and severity of environmental impacts compared with the predicted impacts; • to inspect contractors’ performance of the environmental impacts mitigation measures or compliance with related rules and regulations; • to answer and solve public complains; • to evaluate trends of impacts and overall effectiveness of the project’s Environmental Management Plan (EMP); and • to provide environmental data for the improvement of environmental protection measures. Wuhan Hongshan District Environmental Monitoring Station (HDEMS) conducted the monitoring for the environment, and the consultant of the H&J, Inc. USA conducted the inspections for the environmental management of the contractor of the project during the period. The environmental monitoring results during construction period have been provided to PMO, ADB and other related institutions. 3 Environmental monitoring The environmental monitoring includes: (1) everyday conducted inspect by contractor and supervisor; (2) conducted regular environmental monitoring by the local certified environmental monitoring institute. The monitoring items include waste water, surface water, noise, air and solid waste. The monitoring samples are collected and analyzed in accordance with the related environmental regulations and standards. During the construction the environmental consultant has provided the semiannual environmental monitoring report to Wuhan PMO and ADB. The TSP, PM10 and noise of some construction sites exceeded the standard. The main reason is the dust and noise caused by material and construction wastes transport vehicles.

4 Mitigation Measures Undertaken and Result The environmental mitigation measures were the important standard for the bid evaluation of each contract. This ensured that the environmental mitigation measures in EIA were properly implemented, and the construction and operation of the project improved the environment in accordance with the EIA. During construction the contractor of each subproject has implemented the mitigation measures base on the requirement. The monitoring results show that the construction has slight impact on the environmental protection receptors. 5 Environmental impact and improvement The Project improves the urban environment, public health, the life quality of urban and suburban residents, and which develops of businesses in Wuhan by improving and developing the municipal wastewater infrastructure and storm water management facilities, support the training activities and enhance the institutional construction, which will also improve the quality of surface and groundwater in and downstream of the project locations, reduce waterborne diseases and the damage of urban flooding. 6 Environmental protection acceptance The Erlangmiao WWTP_II Subproject has conducted environmental protection acceptance, and the report is shown in Appendix 3. The environmental protection acceptances of other wastewater subproject are ongoing. The storm water subprojects has slight impact on the environment, the local environmental institute don’t requirted to implement the environmental protection acceptance. 7 Conclusions The Project improves the urban environment, public health, the life quality of urban and suburban residents, and which develops of businesses in Wuhan, and improve the quality of surface and groundwater in and downstream of the project locations, reduce waterborne diseases and the damage of urban flooding.
