GFirst through its delivery of the Local Enterprise Partnership and previous programmes has key partnerships in place throughout Gloucestershire including the private sector, local authorities, welfare, housing and health support, community and charitable organisations and training providers. Our approach to Opportunity YES will be to build on our expertise in delivering individualised support in a comfortable, local and accessible setting which breaks down barriers to engagement. Providing independent and individualised support to customers, we will broker the appropriate support services based on each client’s needs from local provision rather than pushing people through our own provision. This will be through our network of strong and trusting relationships with organisations and providers that have the expertise and experience to have the maximum impact. ENGAGE GFirst will receive referrals directly from Jobcentre Plus advisers via its dedicated freephone number. Advisers, with the customer present, will be able to directly book young people into available diagnostic appointments so at the stage GFirst, JCP and the customer are fully aware of the next step. This seamless process is more personal; the customer is well informed and creates a positive experience. This is currently being implemented through Opportunity Gloucester and makes a tangible difference to attendance rates and the time delay until the diagnostic. Our track record of working closely with JCP can be built upon and flexibility is key, for example we can arrange Group Information Sessions to support the referral process. The client journey is initiated with a 1:1 diagnostic session focussing on identifying the individual’s past work experience, education, skills, circumstances, personality and aspirations. In this session an initial screening of literacy and numeracy and a skills analysis will be completed. In addition barriers to work will be identified and courses of action agreed to address them. These will be undertaken by highly experienced advisers who hold, or are working towards, a level four professional qualification in advice and guidance. This named adviser will remain their point of contact for the duration of YES which is vital in building trust and rapport. After the diagnostic has been completed, an action plan will be developed that addresses the barriers to work for the client and sets a clear path forward to employment. Confirmation in writing will be sent to customers and reminder SMS messages will be sent the day before all appointments. Non attendance will result in GFirst attempting to re-engage with the client. If unsuccessful, the named contact at each JCP will be immediately informed. The same will be the case for non attendance to future interventions such as mentoring. TRAIN GFirst will negotiate and refer customers to a variety of support services to address issues relating to short term employability as identified in the diagnostic session. A referral protocol has been set up with a number of organisations offering support such as better off in work calculations or substance misuse services which we know have a significant effect on a customer’s ability to find and sustain work. GFirst will also identify and address key short term training needs for individuals to help them regain employment. This will involve sourcing funded training or paying for specialist provision, using a discretionary fund, from local training providers within our countywide network. This can include activity such as literacy, numeracy,

12 business start up, sector routeways or specific and specialist provision. In addition, all customers will be offered a place on the YES Employability Course. Our experience shows that confidence, communication and presentation skills are cross cutting themes that continually hold young people back. This course focuses on young people branding and presenting themselves effectively to employers and will include speakers from business, including mentors. Transport will be supported. SUPPORT We reiterate that the diagnostic adviser will be the customer’s trusted point of contact throughout YES. The young person will have their direct contact number and email for guidance on YES and planned activities as well as arising issues and changing needs. This could include help with a specific job application. In addition, GFirst will offer customers a minimum of two further 1:1 sessions to ensure the provision is on track, evaluate progress and offer additional support such as job matching. Mentors will be drawn from three sources: our existing pool of mentors developed through other schemes including Opportunity Tewkesbury, Opportunity Gloucester and the New Enterprise Allowance, the 240 GL Ambassadors who signed a pledge to GFirst including supporting “Investment in Young People” and the wider business community with whom we have clear and established communications. With approximately 60 customers per month and targeting at least 30 being mentored, we aim to establish a diverse (geographically and by sector) pool of 40 mentors at any time. All mentors will receive free Mentoring and Coaching training accredited by the Institute of Leadership and Management (ILM). At this training mentors will be fully briefed on the ‘rules of engagement’, responsibilities and required paperwork. Customers will be identified mainly, but not exclusively, at the diagnostic stage by one of our experienced advisers. They will ascertain whether a customer has a need for mentorship based on soft skills development or specific sector awareness. Mentoring may focus on improving a young person’s confidence in experiencing a work place or it could be to learn more about opportunities in the engineering sector. This needs to be effectively communicated to the customer so they see the value and purpose of mentorship and participate effectively. Importantly, the mentorship will overlap the train, support and sustain elements of YES, over a period of three months, including pre work motivation and guidance while in work. The customer will have a close relationship with their adviser and the mentors’ point of contact will be the Mentor Co-ordinator. The adviser and Mentor Co-ordinator will discuss and match the two together based on geography and purpose of mentorship. If no appropriate match can be found, it will be the Mentor Co-ordinator’s responsibility to actively recruit an additional mentor. It will be their responsibility to manage the mentor pool, including additional recruitment, following up paperwork and regular communication of progress as well as getting informal feedback from mentors. The recruitment and training of mentors will quality assess the mentors while the customer feedback process will ascertain its perceived effectiveness. Tangible outcomes will be measured through project outcome statistics. Additional job search support will also be provided through the Opportunity YES Jobs Bulletin. We have relationships built up with employers across the county which will be built upon by the Employer Engagement Co-ordinator. Our own free online jobs page is used by a number of employers. Plus our advisers are acutely aware of the local labour market. Jobs will be collated and emailed to customers on a bi- Tender Form – ‘Opportunity YES’ - final

13 weekly basis to help support their job search and keep in close contact with the Opportunity YES project. This has proved vital in other contracts. SUSTAIN When a client moves into work, GFirst’s diagnostic advisor will celebrate their success and carry out a sustainability assessment. This should help to diagnose any potential problems the client may have moving into work looking at: their financial situation, work ethic, method of travel to work, future development needs, childcare arrangements (if needed) and details of their employment. This diagnostic will allow us to talk through with the client any areas of concern and also identify any support interventions that are necessary such as financial management support, support accessing in work benefits and further needs for careers advice and training needs. Adviser support will remain available for the next six months so ensure sustained employment. Monitoring GFirst’s highly experienced Project Support team are adept at administering multiple and complex funding streams from European and national Government, the region, local authorities and other sources. As such, we have tried and tested systems in place that have consistently passed audits from governmental bodies such as the Skills Funding Agency and the Department of Work and Pensions. We have both an electronic CRM system that will monitor progress and allow for easy reporting, as well as a robust auditable paperwork and filing system. Weekly adviser reports ensure that staff are fully aware of their caseloads. GFirst has a robust system of quality checking including staff observations, customer interviews, review panels and a feedback system. All customers will complete feedback after their diagnostic and final 1:1 session. This will provide a mechanism for feedback on all interventions including mentoring and allow for robust overall evaluation as well as highlighting specific issues. Conclusion We feel this delivery model constitutes an excellent value for money service and could only be delivered by GFirst. Our USPs of partnership, impartiality, quality and jobs, combine to create a project that will make a real difference to young people. GFirst and Gloucestershire Enterprise Ltd aim to deliver Opportunity YES through existing partner premises throughout the county, including those located in the most disadvantaged areas of Gloucestershire. We aim to do this for the following reasons:  Our experience shows that delivering in venues close to our customers’ communities breaks down both the practical, and more significantly, psychological barriers facing young people. We deliver in the heart of the most disadvantaged communities in the county in recognised neighbourhood based organisations that people know and trust. We will look to replicate this throughout the county where appropriate as well as using other partners including well known employers or public sector organisations.  Delivering from these organisations adds significant value as they often deliver a variety of other relevant and important services and training that will impact on a young person’s ability to find employment. For example Welfare Benefit and Debt advice is delivered at a number of the venues below that is often a major concern for jobseekers with financial concerns. At College we will work in partnership through their Apprenticeship application support sessions. When delivered within our business venues, customers will have the opportunity to forge links with potential employers.  We do not want to invest public money in temporary premises across the county when our partners have appropriate and quality facilities that also add value. As well as supporting the sustainability of community assets that support the employment agenda, this allows us to invest more into our customers such as through a training budget and discretionary fund as a not for profit organisation.  These venues can be utilised on a flexible basis and adjust to variable referral numbers from Jobcentre Plus offices across the county. In discussions with the venues we have been assured that there is the flexibility to cope with fluctuating demand and starting promptly in January 2013. The services will fit perfectly within the organisations who are all committed to supporting young people back into employment.  The carbon footprint of Opportunity YES will be reduced by ensuring customers do not have to travel large distances to the county’s main conurbations of Gloucester and . All advisers will have mobile IT equipment, phones, printing and internet access. This will ensure that no matter where appointments take place there will be the facility to use online tools, undertake job searches and develop CVs. However most venues also offer additional resources such as IT suites with broadband access, training rooms and private meeting space which can be used by customers to continue their job search outside one to ones. In addition, the variety of organisations that will support us to deliver Opportunity YES, themselves deliver a variety or relevant services that will support young people. Overall management of Programme – Investment Manager – 0.5 FTE Currently managing successful Opportunity Gloucester and Work Programme provision and therefore economies of scale will be realised by building on successful management systems. This person has completed management qualifications and will manage the delivery team and partnerships across the county to replicate our Opportunity model which is currently showing success. YES Employment and Skills Adviser – 2 FTE Delivering diagnostics and support to 500 customers in eight months - 62.5 per month. In addition to the expected 2 hour diagnostic, GFirst is committed to offering at least two additional hours of face to face support to customers. This requires 250 hours of direct delivery each month. Two FTE gives 296 hours committed support to young people across the county each month which will both enable us to cope with peaks in demand if required, as well as put in additional resource to supporting young people. Our advisers will be at least qualified, or working towards, a level 4 in Information, Advice and Guidance and our team holds the Matrix quality mark. YES Mentor and Employer Engagement Co-ordinator – 1 FTE GFirst, as the Local Enterprise Partnership, has a team of people continually engaging with businesses across the county on a number of issues. Through our ten business sector groups, 240 GL Ambassadors (committed to “Investing in Young People”), events and other mechanisms we engage with businesses of all size across the county. Despite this we will still invest additional resource into Opportunity YES to co-ordinate employer engagement and manage the mentorship process. They will also be tasked to create work experience placements, match our customers to vacancies and develop apprenticeship opportunities with employers. This person will promote the ‘YES’ brand throughout the county. Apprentice Project Support Officer – 2 FTE GFirst and Gloucestershire Enterprise are both committed to supporting and developing our county’s young people. This is evidenced by the fact we have employed many young people, apprentices and university student placements in recent years. We will add to our four current apprentices by taking on two additional young people to help administer and co-ordinate the programme. They will each work with one of the advisers and support delivery by booking appointments, sending appointment letters, welcoming customers, managing paperwork and completing referrals. Our Project Support Officers will complete a Level 2 Apprenticeship in Team Leading which includes elements of customer service, administration and project management. This programme expands on the three tier structure of the GFirst Employment and Skills Team: Investment Manager -> Employment & Skills Advisers and Employer Engagement Co-ordinator -> Project Support Officers. Delivering the Future Jobs Fund programme across Gloucestershire highlighted the difficulties facing young people as we carried out diagnostics and mentored them through six months of employment with excellent progression rates. We deliver Opportunity Gloucester through a very similar model to the one proposed in this tender. The first quarter shows an excellent 42% job start rate. However breaking down those numbers to just the customers aged 18-24, the job start rate is exactly 50% only three months in. The Gloucester Works programme supported over 1100 people into work. This success is embedded in the fact that we are independent, employ highly skilled and experienced staff and have significant awareness of the Gloucestershire economy. Our independence is important as our advisers ensure that we refer to or purchase the appropriate support services from specialist providers across the county. Recently we have referred to a local debt advice service, signposted clients to funded literacy courses and purchased specialist private training provision. Our staff are all experienced and themselves representative of a wide demographic. We take pride in our individualised approach embedded in all current and previous contracts where every single person receives a diagnostic session. With approximately 7000 people supported over the last five years, we have developed an efficient and effective approach. Recent quarterly feedback suggests 100% of customers found the service excellent or good and of those 72% excellent. GFirst is the Local Enterprise Partnership and Economic Development Company for Gloucestershire. Gloucestershire Enterprise is a leading Enterprise Agency supporting the whole of the county. As such this partnership represents a long history of commitment, understanding and passion for supporting Gloucestershire.

We have excellent contacts throughout the JCP network in the county at both a management and adviser level. This is particularly shown at Gloucester Jobcentre with whom we work very closely as part of the Work Programme and Opportunity Gloucester provision. There is excellent communication between advisers from both organisations which has allowed for the efficient booking of diagnostic sessions as well as addressing issues if and when they arise. In addition working with management to organise monitoring and catch up sessions has contributed towards the success in both programmes. So we would endeavour to replicate this across the county to support the Opportunity YES delivery. We are already working closely, particularly with Cheltenham and Tewkesbury Jobcentres on other services and are looking forward to developing these relationships. Many employers are intimately involved in this partnership. GFirst is led by the County’s private sector and is therefore committed to an agenda that has been designed and agreed by employers. They have recognised the importance of supporting young people to ensure that the county has the skills to succeed and grow in the future. As such, only this tender can claim to have the support of employers in Gloucestershire who have committed to “Investing in Young People”. The Inward Investment team are responsible for encouraging business to set up and expand in the county and as such we are often aware of upcoming increases in employment opportunities. GFirst have been given responsibility of the Gloucestershire Infrastructure Investment Fund of £8.4million. Currently considering five proposals, this will lead to significant investment in the county which will create jobs and apprentices that YES advisers will be closely aware of. Adding further value is Gloucestershire Enterprise who work with a network of 2190 businesses, particularly small and medium enterprises who make up 95% of the county’s economy. Only on Wednesday 14th November 2012, Gloucestershire Enterprise organised the seventh annual Enterprising Women Conference attended by 160 businesswomen. As they are customers of training and business support, Gloucestershire Enterprise are very close to the requirements of employers across the county which will be invaluable in making YES a success. As part of their CPD, Advisers are continually updating their LMI knowledge of which we get regular reports. In addition it is important to be aware of future labour market trends, particularly when working with young people and advising on training options. We work closely with a number of agencies in Gloucester and the county. For example, we are working with Omega Resource Group and Westmorland Ltd to support the recruitment of the construction phase of the Gateway Motorway Service Area. Gloucestershire Enterprise chairs the Gloucestershire Federation of Training Providers, comprising of 25 county based training providers. It also holds SLAs with all Local Authorities in the County to provide support to business start ups and encourage self employment.
