PETITIONS AND DELEGATIONS

5-1 Faye Van Horn, Secretary, Wildlife for the Future, gave a brief description of the BEAR organization’s fundraising activities. She was joined by K. Nixon, Conservation AWARENES Officer, and D. Wellwood, Raven Ecological Services, as she presented a five S hundred dollar cheque to Mayor Davidson to be used towards the Smithers Bear Awareness Program, on behalf of Wildlife for the Future and the Bulkley Valley Rod and Gun Club (0530-05).

5-2 Michael Dieleman presented highlights of his experiences at the Forum for DIELEMAN Young Canadians in Ottawa, as well as a framed photograph to thank Council OTTAWA for donating funds to assist him with travel costs (0530-05). FORUM

5-3 Lorne Benson, Claims Centre Manager, Insurance Corporation of British CRASH Columbia, made a presentation regarding the Community Crash Reduction REDUCTION Challenge, a Road Sense initiative being held May 5 to 27, 2004, to reduce CHALLENGE accidents by at least two percent, save lives, and limit costs of claims. By participating, communities compete for up to $35,000 in road safety grants. L. Benson requested Council to support the challenge by signing a proclamation, issuing a challenge to similar-sized communities, and/or making a personal challenge. 04.0335 Adomeit/Bucher THAT the Town of Smithers endorse and participate in the Crash Reduction Challenge by issuing a challenge to a similar-sized community (0530-05).

COUNCILLOR ADOMEIT 6-1-1 Adomeit/Bucher 04.0337 THAT the minutes of the Protective Services/Disabled Advisory Committee PROT SERV meeting held March 25, 2004, as “received only” at the Regular Meeting of MAR 25 Council held April 13, 2004, be brought forward for discussion (0382-30). CARRIED UNANIMOUSLY. 04.0338 Adomeit/Bucher PROT SERV THAT Administration send a letter to the Ministry of Transportation requesting MOTION 4-1 the Ministry review and consider installating a signal crossing on Highway 16 between Heritage Park and A & W Restaurant and also informing them of the imminent closing of Chandler Park Middle School and increasing population of students to be enrolled in Walnut Park School. OPPOSED: COUNCILLOR HOWARD. CARRIED .

04.0339 Adomeit/Howard PROT SERV THAT Administration start dialogue with the parent company of Tim Horton’s, by MOTION 4-2 sending a letter informing them of the traffic congestion, a publicity issue that would be intensified by the closing of Chandler Park Middle School, increasing bus and private vehicle traffic into a school drop-off loop on Mountainview Drive, and included with the letter would be the report from ICBC and letter from the RCMP. OPPOSED: COUNCILLORS BUCHER AND FARROW. CARRIED .

04.0340 Adomeit/Bucher PROT SERV THAT Motion 4-6 be amended by deleting the words “and extended parking on MOTION 4-6 Walnut Park School parking lot”, so that the motion then reads as follows: THAT Administration work with School Board #54 coordinating to improve the traffic and student safety situation at Walnut Park School with regards to constructing a sidewalk on Glacier Street. COUNCILLOR BUCHER 6-2 Councillor Bucher reported on: a) her attendance at the Trans Yellowhead Highway Association conference in Kamloops (report to follow at a future Council meeting); b) the many favourable comments regarding the Minerals North conference; and c) a presentation made to the Walnut Park School grade 3 class regarding municipal politics.

6-3-2 Farrow/Adomeit 04.0344 THAT the minutes of the Planning and Design Committee meeting held April 21, PLANNING 2004, be received (0540-40). APR 21 CARRIED UNANIMOUSLY.

04.0345 Farrow/Howard PLANNING THAT the issuance process of Development Variance Permit No. DV04-04 to MOTION 3-1 vary Section 4.2.2. of Town of Smithers’ Zoning Bylaw No. 1403 by reducing the required interior side yard setback for the existing building from 1.2 metres (4 ft.) to 0.55 metres (22 inches) for the building and 0.2 metres (8 inches) for the roof overhang and eaves for Lot B, Range 5, Coast District, Plan PRP41990 (3849 15th Avenue) to accommodate replacement of the existing garage be approved. CARRIED UNANIMOUSLY.

04.0346 Farrow/Howard PLANNING THAT Administration inform the property owners with gravel frontages of the MOTION 5-1 changes in legislation that create the Local Area Service option to provide road improvements; and Administration undertake a feasibility study for Local Area Service projects for these areas. MAYOR DAVIDSON 6-7-1 Adomeit/Howard 04.0348 THAT Council endorses the establishment of a Northern MINING Exploration and Mining School at the Smithers Campus of SCHOOL Community College, discussed in the report entitled “Bulkley Valley Perspective on the Exploration and Mining School”, dated April 17, 2004 (0490-02). CARRIED UNANIMOUSLY. 6-7-2 Adomeit/Farrow 04.0349 THAT Report ADM 04-034 dated April 27, 2004, from Mayor Davidson, be CN/BC RAIL received;

AND THAT Council write a letter of support to Minister Falcon with respect to supporting the City of Prince Rupert in the CN/BC Rail initiative, and a copy to Premier Campbell and all municipalities involved in the northern rail corridors (North Central Municipal Association and Northern Corridor Development Corporation). OPPOSED: COUNCILLOR GOODACRE. CARRIED. 04.0350 Farrow/Adomeit THAT Council endorses the following resolution supporting the CN/BC Rail Agreement: WHEREAS the CN/BC Rail Agreement leads to a container port in Prince Rupert, a major rail hub in Prince George, re-opening the Hythe Connector in the Peace, creating hundreds of direct jobs while opening vast new opportunities throughout northern BC in fishing, agriculture, forestry and manufacturing; and WHEREAS municipalities will benefit from more taxes, new passenger rail tourism, and less truck damage to roads, while shippers enjoy lower rates, faster turnarounds and 600 new rail cars; and WHEREAS Smithers and all northern communities, including First Nations, will benefit from the resulting $135 million dollar Northern Economic Development Initiative, providing spin-off opportunities and provincial revenues to the benefit of all British Columbians; THEREFORE BE IT RESOLVED that Smithers Town Council calls on the Province to complete the CN/BC Rail agreement as soon as possible; and FURTHER RESOLVED that a copy of this resolution be sent to Premier Minutes of the Regular Meeting of Council held in Council Chambers, 3836 Fourth Avenue, Smithers, B.C., on Tuesday, April 27, 2004, at 7:30 p.m. Page 6
