The National Council operates as the coordinating center for assistance to the democracy movements in republics which are in various stages of struggling against Communism. Institution Building In those republics where free elections have taken place, Russia, the Ukraine, Latvia, Estonia and Georgia, our programs are to assist in the Development of long term stable democratic institutions. Our projects include: * Assistance in writing constitutions; * Development of structures for independent courts, sanctity of contracts, protection of individual rights, institution of private property rights, financial system and tax policy, economic exchanges, humanitarian aid, student exchanges and training missions; * Promotion of trade and investment.

Resistance to the old guard In those republics where the old guard is still in charge, the National Council has programs to assist the independent democracy movements in their quest to have free and fair elections. This includes: * Restraint of financial assistance and trade to those repressive regimes in order to create pressure for change; * Education and training in democratic institutions and political initiatives for the democracy movements; * Coordination of initiatives between the democracy movements in the various republics. These programs are currently active in following repressive republics: Belarus, Moldova, , Azerbaijan, Lithuania, Tajikistan, Uzbekistan, Kazakhstan, Turkmenistan, Romania, Serbia, Croatia and Angola. These programs are also active in those countries where the democracy revolution has yet to gain a strong foothold. They include , China and Vietnam. T e "mainstream" of politics was a cliche - much abused - when in 1973 a handful of true believers in real values of America met in the Nation's capital. Their sole purpose was to affirm their support of the Conservative ideal. What they started - with that first CPAC conference - has become over the ensuing nineteen years the stellar Conservative gathering of the year and one of the most important political events of both parties. Its mushrooming growth attests not that the"right" has moved ''center" but that Conservatism is the true nucleus of American thought. We may attribute its "sudden popularity" to the excesses of liberalism over many a year and we wouldn't be wrong ... although it runs deeper than that. America, itself, was founded on the principles of Conservatism and has yearned to return to that basic philosophy. The spectacular growth of CPAC and now the celebration of it's twentieth anniversary isn't all that surprising. Twenty years ago it was warranted and timely and today it remains the same. It was anything but a temporary swing of the pendulum, rather, a steady course set - strengthened and renewed with each year's growing power of CPAC. In 1993 - our 20th Annual Conference opens one month into a new administration one dominated by liberalism. There is hope, look around at the many Americans and world participants in this Conference and take comfort in the ideals that we all hold. The sponsoring organizations, the depth and scope of the speakers and the attention shown by the national media reenforce the knowledge that Conservative ideals are a part of the . However, what really makes this process work in the long run, is the commitment and enthusiasm to a Conservative philosophy and you, the men and women who make service to the freedom of this country their life's goal.
