A Message from the Chair of Stakeholder Forum

In 2005, Stakeholder Forum brought out a book on Human and Environmental Security for the UN World Summit 2005 and in 2006 refocused its work around issues that address human and environmental security. The paradigm of ‘human and environmental security’, perhaps better to call it ‘human, economic and environmental insecurity’ brings a new urgency to environmental issues, offering an agenda for change. By highlighting the inextricable links between the environment, the economy, human health, and human security, it reveals that business as usual is not an option.

In April 2007, the UK Government took part of this agenda to the UN Security Council for the first time. They initiated the first debate on the environmental issue of energy and climate security. This was followed in June by the Belgian government taking the issue of illegal exploitation of natural resources and armed conflict to the UN Security Council.

In August, the World Business Council on Sustainable Development launched its Global Water toolkit, which is a device utilized by companies and organizations to map their water use and assess risks relative to their global operations and supply chains. The toolkit looks to the future impacts of climate change on water availability for companies up to 2025.

In October UNEP launched their Global Environmental Outlook 4 Report, which also highlighted a future scenario of Human and Environmental Security as one of four possible futures we may be facing.

The emerging issue of Human Security should be seen in the context of the continuing debates regarding international environmental and sustainable development, which Stakeholder Forum and its partners, Brazilian Forum of NGOs and Social Movements for the Environment and Development (FBOMS), Northern Alliance for Sustainability (ANPED) and UN non-governmental liaison service (UN NGLS) have continued to track. It is clear that there is a need for the world to come together to address the new agenda.

Last year, Stakeholder Forum called for a UN Summit on Human, Economic and Environmental Insecurity. In September 2007 Brazil offered to host Rio+20, which would enable governments to at last focus on reforming the environment and sustainable development architecture, and to be able to address the issues confronting us in the twenty-first century. The offer has yet to be formally presented at the UN but when it is Stakeholder Forum will be there to support it

A Message from the Executive Director

In 2007 Stakeholder Forum has continued to work on the issue of Human Economic and Environmental Insecurity. In April we responded to the debate initiated by the UK Government in the UN Security Council on Energy and Climate Security with an article on the BBC web site. Although keen to see the debate prosper we share the perspective of Group of 77’s coalition of developing countries, that the debate should include all countries and not be restricted to UN Security Council members.

With our partners Brazilian Forum of NGOs and Social Movements for the Environment and the Development (FBOMS), ANPED and UN Non Governmental Liaison Service, Stakeholder Forum has continued to work on the area of international environmental governance. This year has seen the continuation for the process on IEG:

• The follow up to the Secretary-General's High Level Panel on UN System Wide Coherence in the Areas of Development, Humanitarian Assistance, and Environment; • The publishing of the Building Blocks paper from the Informal consultations on reform of international environmental governance in the General Assembly;

In addition, and in collaboration with our partners, Stakeholder Forum been following and inputting into two other IEG processes ;1) UNEO: The French Government who have held a number of consultations through the Friends of UNEO on the possibility of a new Agency on the environment 2) IEG: The Brazilian Government have initiated a further process on IEG.

This year there has been a concerted effort on the part of Stakeholder Forum and our partners to initiate a debate on sustainable development governance including the reform of the CSD. It transpired that we were ahead of the curve as the UN Commission on Sustainable Development ground to a halt in May failing to agree anything for the first time ever. We hope that the new Director when appointed will be able to transform what is one of the most important bodies in the UN into a more effective body.

In August at World Water Week, Stakeholder Forum with the Stockholm International Water Institute launched a Global Public Policy Network on Water Management. This GPPN will help prepare governments and stakeholders for the review of CSD-13 decision on water management. It is a new model of preparation as the Steering Committee is made up of 5 governments, UN Water and a number of more traditional stakeholders. It hopes to set an example for how to approach future reviews.

In October Stakeholder Forum facilitated the global media launch for UNEP’s flagship report the Global Environmental Outlook 4 (GEO4) Report and an accompanying Brundtland seminar series to review progress in the past twenty years as well as looking at four scenarios for the future. The event was a huge media success with eight TV channels sending crews and the whole front pages of the Times and the Independent . One of the key outcomes of the event was the warning that the issue of climate change should not consume all debates regarding environmental sustainability. GEO4 Achim Steiner the Executive Director of UNEP said he hopes will be the “last wake up call the earth needs.” Stakeholder Forum will be working with many of the stakeholders who attended the day on a program of work to look at the scenarios as a preparation for Rio+20.

Stakeholder Forum’s mission is to inform, influence, promote and advance sustainable development. In 2007, Stakeholder Forum furthered this mission by:

Building political momentum to strengthen institutions for sustainable development governance through:

Ensuring civil society input to the debate on UN reform for Environment and Sustainable Development . Stakeholder Forum and its partners FBOMS (Brazil), ANPED, UN NGLS, managed an ongoing dialogue and a set of workshops with stakeholders and governments on international environmental governance. As a result of these consultations with partners and stakeholders, in September Stakeholder Forum was asked to address the Informal General Assembly meeting on the Swiss and Mexican Ambassador’s Building Blocks paper.

Informing the debate on reform of the Commission on Sustainable Development Stakeholder Forum and its partners continued to push forward on the need for reform of the UN Commission on Sustainable Development. They hosted a number of workshops and in light of the failure of the CSD to agree any text this year. The suggestions put forward by the partners are being looked at seriously by governments.

Initiating a discussion with stakeholders on the possible setting up of an United Nations Environment Organization . With ANPED and UN NGLS, Stakeholder Forum hosted a series of meetings and discussions on the proposed UNEO and in particular what role stakeholders might have in such a body if it were created. This processes involved a meeting of stakeholders with the new French Foreign Minister in September 2007.

Building capacity to engage in debate on UN reform for environment and sustainable development , through ieg dossier, an online clearing house dedicated to providing information on intergovernmental negotiations and processes related to the strengthening of the United Nation’s environment and development architecture.

Strengthening the implementation of sustainable development commitments on water through:

Launching at World Water Week a new Global Public Policy Network (GPPN) to engage major stakeholders in preparing a review of the implementation of water and sanitation commitments made at CSD13. The GPPN is managed by Stakeholder Forum and Stockholm International Water Institute, and its Steering Committee includes five governments, UN Water, and key stakeholder groups. The Network will contribute to looking at the reasons why commitments have not been implemented and make suggestions on the way forward.

Engaging stakeholders in the Preparatory Process of the Second Intergovernmental Review Meeting of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities. At UNEP Governing Council Stakeholder Forum in collaboration with the UNEP GPA Office presented feedback on the Beijing Conference.

Building the capacity of stakeholders to engage in environmental decision-making processes through:

The publishing of Negotiating and Implementing Multilateral Environmental Agreements: A Manual for NGOs. The objective of the Manual is to both strengthen multi-stakeholder participation and increase political momentum for effective MEA development, implementation and enforcement. It was published in May 2007.

Organizing a training workshop for the first ever joint North and South Cyprus stakeholder team to be able to attend and be effective at the United Nations Commission on Sustainable Development . The workshop explained the UN CSD process and utilised our Manual to prepare a 14 strong Cyprus team to attend the CSD.

Acting as Rapporteur for the Civil Society Forum at the Commonwealth Heads of Government Meeting in Kampala Stakeholder Forum was brought in by the Commonwealth Foundation to help professionalize the stakeholder approach to CHOGM which included the Foreign Minister Round Table with stakeholders.

Hosting the global media launch for the UNEP flagship Global Environmental Outlook 2007 Report. Stakeholder Form sat on the Outreach team for UNEP’s GEO4 and were asked to organize the global media launch of GEO4 in London which resulted in enormous press coverage for the event with eight TV crews covering it and was the whole front page of the Times and the Independent.

Governance

Stakeholder Forum for a Sustainable Future is a not for profit organisation. It is a company limited by guarantee, with charitable aims and objectives, registered in the UK, registration number 05243470. It is an independent organisation, working across the world to achieve its aims and objectives.

Stakeholder Forum is governed by a Board of Directors, currently being:

Stakeholder Forum Advisory Bodies In order to assist the Board and staff to keep in touch with stakeholder views and to ensure that the work remains relevant to their needs and priorities, the Board and staff are assisted by an International Advisory Board (IAB), which advises particularly on SF’s work at the international level. In addition, in 2006 Stakeholder Forum established a UK Policy Advisory Panel (UK PAP), which assists stakeholder engagement with UK stakeholders, in particular on SF’s work at the UK level. The IAB consists of representatives of leading international stakeholder groups drawn from the major groups recognized by the UN, together with a number of individuals eminent and active in the field of international sustainable development. Membership of the UK PAP similarly consists of representatives of leading UK stakeholder groups and eminent individuals concerned with the promotion of sustainable development at the UK level.
