Food Standards Agency FSA 15/03/06 Board Meeting – 25 March 2015 FOOD HYGIENE RATING SCHEME – UPDATE AND NEXT STEPS Report by Jason Feeney, Chief Operating Officer For further information, contact Catriona Stewart on 020 7276 8498, email: [email protected] 1 SUMMARY 1.1 The Food Hygiene Rating Scheme (FHRS) for England, Wales and Northern Ireland is now operating in all but one local authority, display of ratings at premises in Wales has been mandatory for over a year, and good progress is being made towards mandatory display in Northern Ireland. Given this, it is timely to update the Board on the scheme’s impact to date, and to consider next steps. 1.2 This paper includes a report of where we have got to so far with FHRS and outlines the findings of independently conducted research and monitoring activities undertaken to evaluate its impact (and that of the Food Hygiene Information Scheme in Scotland). These findings and direct feedback from consumers, local authorities and industry show that consumer use of the FHRS is steadily increasing and that hygiene standards in food businesses are significantly improving. They also highlight an increasing tension between using the scheme to reduce inspection frequency for compliant businesses and consumers’ confidence in ‘older’ ratings. 1.3 The paper also sets out proposed next steps for the short, medium and longer term. These aim to maximise the scheme’s potential to deliver consumer benefits, to safeguard its credibility and to ensure its future sustainability. The Board is asked to: • Note: progress on the roll-out of the FHRS (and FHIS) to food businesses and the impact the scheme has had; • Agree: the support arrangements for FHIS post-April 2015; • Agree: the proposed short and medium term next steps including the approach to developing the case for mandatory display in England; and • Agree: that options for the long term sustainability of FHRS should be developed and tested as part of the Regulatory Strategy and brought back to the Board for consideration. -

2 Environmental Impacts of Port Development
2 ENVIRONMENTAL IMPACTS OF PORT DEVELOPMENT Checklists of adverse effects of port development for EIA have been compiled by several organizations including the World Bank, the Asian Development Bank and the International Association of Ports and Harbors. Based on a review of these checklists, the relationship between factors in port development and their impacts on the environment has been outlined in table 2.1. Major sources of these adverse effects can be categorized into three types: (a) location of port; (b) construction; and (c) port operation, including ship traffic and discharges, cargo handling and storage, and land transport. Location of port connotes the existence of structures or landfills, and the position of the development site. Construction implies construction activities in the sea and on land, dredging, disposal of dredged materials, and transport of construction materials. Port operation includes ship-related factors such as vessel traffic, ship discharges and emissions, spills and leakage from ships; and cargo-related factors such as cargo handling and storage, handling equipment, hazardous materials, waterfront industry discharges, and land transport to and from the port. Environmental facets to be considered in relation to port development are categorized into nine groups: (a) water quality; (b) coastal hydrology; (c) bottom contamination; (d) marine and coastal ecology; (e) air quality; (f) noise and vibration; (g) waste management; (h) visual quality; and (i) socio-cultural impacts. The Eatwell Guide applies to most people regardless of weight, dietary restrictions/ preferences or ethnic origin. However, it doesn’t apply to children under 2 because they have different nutritional needs. Between the ages of 2 and 5, children should gradually move to eating the same foods as the rest of the family, in the proportions shown on the Eatwell Guide. Anyone with special dietary requirements or medical needs might want to check with a registered dietitian on how to adapt the Eatwell Guide to meet their individual needs. How can the Eatwell Guide help? The Eatwell Guide shows the different types of foods and drinks we should consume – and in what proportions – to have a healthy, balanced diet. • Eat at least 5 portions of a variety of fruit and vegetables every day • Base meals on potatoes, bread, rice, pasta or other starchy carbohydrates; choosing wholegrain versions where possible • Have some dairy or dairy alternatives (such as soya drinks); choosing lower fat and lower sugar options • Eat some beans, pulses, fish, eggs, meat and other proteins (including 2 portions of fish every week, one of which should be oily) • Choose unsaturated oils and spreads and eat in small amounts • Drink 6-8 cups/glasses of fluid a day If consuming foods and drinks high in fat, salt or sugar have these less often and in small amounts. -

Guidance for Premise Plumbing Water Service Restoration When buildings and homes are vacated, the stagnation of potable water within the premise plumbing can lead to water quality deterioration that may be associated with public health risks. Applicability This guidance offers considerations for water service restoration to minimize risks associated with water quality degradation related to stagnant water. It is applicable to structures regardless of their status of a public water system as defined by Ohio Revised Code Section 6109.01 and Ohio Administrative Code Rule 3745-81-01 and is not meant to restrict any facility or water system’s more comprehensive water management plan or guidance. Water Quality Issues in Closed or Partially used Buildings Buildings and homes are often closed or vacated for a variety of reasons including, but not limited to, housing demand, economics, tenant turnover, remodelling, and business or school closures. For example, schools close for summer vacation, office buildings go vacant based on patronage, hospital wings close for remodeling/expansion or lower patient census, and apartment buildings close for renovation. During such vacancies, water usage may decrease or cease causing stagnation in the plumbing leading to water quality degradation. Even in buildings without a history of vacancy, premise plumbing faces several key challenges in the delivery of potable water throughout the building. INTRODUCTION AND METHODOLOGY Housing and homelessness are policy areas in need of an explicitly gendered perspective. Women’s experiences of housing, including their pathways into and out of homelessness, are different from men’s, but are poorly studied and understood. In 2017, Engender submitted written evidence to the Scottish Parliament Local Government and Communities Committee demonstrating that existing approaches to tackle homelessness in Scotland remain ungendered. The absence of women and girls from the discourse on homelessness is symptomatic of a broader issue of ungendered housing interventions and policy responses, and needs to be seen as part of larger social, economic and political inequalities that marginalise the issues affecting women (SWA 2015). This lack of recognition and understanding means that women remain largely ‘invisible’ or ‘hidden’ at political, legal and socio-economic levels when it comes to housing (Baptista 2010; Young 2010), and ultimately impedes women’s ability to access and keep suitable and safe accommodation (CMCH 2018).
