The Parliament Library (Sansadiya Gyanpeeth) caters primarily to the information needs of members of Parliament. By the very nature of its composition, it has to reflect the gamut of the entire national activity in the same way as the members of Parliament reflect the aspiration of the entire nation.

ACQUISITON SECTION
This involves selection of books for the Library from the entire field of human activity relating to almost all the subjects but with special emphasis on the Parliamentary and Legislative requirement of Members.
3 A separate Budget Grant is allocated for the various Branches of LARRDIS every year. The Budget Grant for the year 2017-18 is ₹ 98,56,000/-. Which is as under:

The Library Committee was first constituted on the 28 November 1950 by the Hon’ble Speaker to advise on matters concerning the Parliament Library.
The Library Committee is a joint Committee of the two Houses. The Committee consists of six members from the Lok Sabha and three members of the Rajya Sabha. The Chairperson of the Committee is appointed by the Speaker from amongst members of the Committee. The Committee holds office for a term not exceeding one year.
5 To consider and advise on such matters concerning the Parliament Library as may be referred to it by the Speaker from time to time;
To consider suggestions for the improvement of the Parliament Library;
To assist members of Parliament in fully utilizing the services provided by the Parliament Library; and
Any matter required to be placed for the consideration of the Library Committee (be it is a suggestion or a complain from the member or a suggestion of the Secretariat) is also put up to officers and their orders obtained for placing it before the Committee.

Speaker, LoP, Chairmen, Parliamentary Committees, SG, Lok Sabha and various other branches of Lok Sabha Sectt. The Unit also procures and preserves journals/newspapers from India and abroad. Presently acquires 419 Journals which includes; ◦ 302 in English ◦ 78 Hindi ◦ 28 in Regional languages Presently acquires 86 newspapers which includes; ◦ 27 in English ◦ 17 in Hindi ◦ 39 in Regional languages ◦ 3 Foreign Newspapers Maintaining the records by way of Binding and Preserving of (10 English; 3 Hindi) newspapers and (191 English; 4 Hindi) periodicals. Issue/Return of newspapers and periodicals to its users.

21 The clippings contains all important, relevant and up-to-date news items, editorial comments and articles on developments in the legislative, political, economic, socio-cultural, scientific and technological fields. Earlier we were cutting the clippings from the newspapers and pasting on a sheet and filling in the subject-wise folders. Now we have digitized the service in 2011 and use a software developed by NIC “e News”. Electronic version of all the newspapers is used to prepare the clippings on various topics. These clippings are available to the Officers/Branches of the Secretariat on Intranet and can be accessed through classification number, subject and keywords.
The Documentation Service of Parliament Library was set up in 1975 for indexing of articles published in newspapers, periodicals and edited books received in the Parliament Library that may be of interest to the members of Parliament and also related to current issues The Indexed entries of selected articles contain bibliographic details such as name of the author, title, name, date and year of the publication, suitable annotation and subject headings as per the specially devised scheme of classification. The Indexed entries of articles for a fortnight are arranged, fed into the Libsys software and published in the form of a publication, titled ‘Parliamentary Documentation’.
This Unit looks after the work of collection of material, accessioning, preservation and preparation of computerized database for quick retrieval of cassettes of the parliamentary proceedings and other events like conferences, seminars, symposia, workshops and telefilms on different aspects of parliamentary practices and procedure. The Unit provides blank cassettes / DVDs / VCDs to the Lok Sabha TV Channel for recording of various programmes Arrangements have also been made for copying of speeches of members made in the Lok Sabha into VHS cassettes / VCDs/DVDs for use by them on payment basis
‘Online Reference Service’ is provided to the members of Parliament through Members’ portal. Members can send their requisitions/queries online and retrieve information on important and burning topics/subjects through the portal. Besides, a large number of Reference Notes are also e-mailed to the members of both the Houses of Parliament.
Since 15 March 1996, the Parliament of India home page http://parliamentofindia.nic.in has emerged as an important source of information and reference tool for the members of Parliament.
28 The Research and Information Service of the Parliament of India is connecting parliamentarians to quality information. How effectively the Parliament and parliamentarians play their roles largely depend on the extent to which quality information and dialogue permeate parliamentary activities.
29 The Research and Information (R&I) Division meets the multifarious research and information requirements of the Hon'ble Speaker (HS), Hon'ble Deputy Speaker (HDS) and members of Parliament. This Division is categorised into specialized functional Wings or Sections identified by the subjects:
Economic and Financial Affairs Wing; Educational and Scientific Affairs Wing; Journal of Parliamentary Information Section; Legal and Constitutional Affairs Wing; Parliamentary Affairs Wing; Political Affairs Wing; Practice and Procedure Unit; Social Affairs Wing; and Who's Who Cell.
30 The Division prepares a large number of well- researched speeches, talking points, presentation papers, briefs and background notes, etc. on various subjects of discussion for use during the various International/Regional Parliamentary Conferences/ Seminars/ Workshops. Besides, draft Resolutions, Memoranda, Declarations on general as well as specific themes discussed/adopted at these fora are also examined and amended from nation’s point of view. The R&I Division prepares Legislative/ Information Bulletins on Bills before the Parliament / subjects of topical interest on which Parliament is likely to undertake discussions, for circulation among the members of Parliament.
31 The Bureau of Parliamentary Studies and Training (BPST) was set up on 1 January, 1976 as an integral part of the Lok Sabha Secretariat to provide members of Parliament and State Legislatures, parliamentary and State Legislatures Secretariat officials and others with institutionalized opportunities for systematic training in the various disciplines of parliamentary institutions, processes and procedures. Customized Programmes and Study Visits are organized for foreign parliamentarians and parliamentary officials on specific request.
32 The basic objectives of the Parliamentary Museum and Achieves are to acquire, collect and preserve the objects / materials connected with the Parliament and Parliamentary institutions in India and abroad.
33 The Press and Public Relations Wing caters to the needs of the Press and provide all possible facilities to enable them to cover the day-to-day proceedings of Lok Sabha. It liaise with the Press correspondents covering Parliament and the various Government publicity organizations and communication media for the proper publicity of parliamentary and other activities of Lok Sabha.
34 It is a hi-tech story telling Museum which depitcs of continuum of India’s democratic heritage with the help of walk through period settings with sound-light video, synchronization, large screen interactive computer, multi media and immersive visualization with multi screen panoramic projections, virtual realties and animatronics.
35 The Hon’ble Speaker of Lok Sabha, Smt. Sumitra Mahajan has launched an e-portal for the exclusive use of the members of Parliament. Now the members can opt for several online services including submission of Questions and Notices under different rules of the Rules of Procedure & Conduct of Business in Lok Sabha, requisition for references, etc. in electronic form.
36 Presently, a digitization project is under progress for creation of PDF files of the proceedings of Lok Sabha, including Questions and Debates, rare books available in Parliament Library, latest publications produced by the Research and Information Service, committee reports, commission reports, etc.
