ORDER During the Budget session 2013-2014, while moving Demand No.26, the Honourable Minister (Housing and Urban Development Department) made the following announcement in the floor of Assembly. “The Municipalities of Peranampattu, Kangeyam, Vellakoil and Gudalur will be declared as single local planning areas. Master plan will be prepared for these areas to ensure planned development.” 2. Based on the above announcement, the Commissioner of Town and Country Planning, in his letter read above, has requested the Government to declare the area covered under the Second Grade Municipality of Peranampattu as local planning area of Peranampattu under sub-section (1) of section 10 of the Tamil Nadu Town and Country Planning Act, 1971 (Tamil Nadu Act 35 of 1972) on the basis of resolution No.445, dated 9.5.2013 of Peranampattu Municipality. 3. The Government after careful consideration have decided to accept the proposal of the Commissioner of Town and Country Planning in para 2 above and declare their intention to specify the area comprising in Peranampattu Municipality Area to be a local planning area. 4. The appended Notification will be published in English in the Tamil Nadu Government Gazette and republished in English and in Tamil in the Vellore District Gazette. -2- 5. The Collector of Vellore District is requested to republish the Notification in the District Gazette. 6. The Director of Translation, Chennai is directed to arrange to have the Notification translated into Tamil version and to forward the same urgently to the Collector of Vellore District. 7. The Collector of Vellore District is requested to report to the Government, the date of republication of the Notification in the District Gazette. Notice is hereby given that any objection or suggestion which may be received from any inhabitant or any local authority or institution in the said local area with respect thereto before the expiry of two months from the date of publication of this notification in the Tamil Nadu Government Gazette will be duly considered by the Government of Tamil Nadu. Chaithanya Sudha6 1,2,3,4,5M.Tech Energy and Environmental Engineering, Environment Division, School of Mechanical and Building Sciences, VIT University, Vellore (India) 6Assistant Professor, Environment Division, School of Mechanical and Building Sciences, VIT University, Vellore (India) ABSTRACT The present study focuses on the limn biotic condition of two lakes of Vellore district using the physicochemical and biological parameters, with due consideration to the planktonic species. The study was carried out during the monsoon season for a period of five months from July to November 2013. The pollution levels of the lakes were determined with the help of Palmer’s indices and were further supported by physicochemical parameters. The plankton assessment (qualitative) was associated with the physicochemical parameters like pH, COD, BOD, TDS, EC, alkalinity, TH, turbidity, calcium, magnesium, chlorides, DO, phosphates, nitrates and nitrites. The Arakkonam Lake has low levels of dissolved oxygen (3.55 mg/L) and higher fluctuations of alkalinity (218.18 mg/L), total hardness (300.91 ppm) and phosphates (7.264 mg/L) and showed a palmer pollution index value of 26, which may be mainly due to the increased population growth in the surroundings and resulting rise in the quantities of sewage disposal. Kavanoor Lake showed high levels of dissolved oxygen (3.59 mg/L) and lower alkalinity (117.14 mg/L), total hardness (186.43 ppm) and phosphates (6.623 mg/L) when compared with Arakkonam Lake.

    Arcot is a town and urban area of Ranipet district in the state of Tamil Nadu , India. Located on the southern banks of Palar River , the city straddles a trade route between Chennai and Bangalore or Salem , between the Mysore Ghat and the Javadi Hills (Javvadhu malai). As of 2011, the city had a population 55,955. The sweet makkan peda is a local speciality while Arcot biryani , a rice-based traditional food, is also served here. Arcot Mudaliars and Muslims are the dominant communities followed by Naidus and Vanniyars in Arcot town. Etymology Its name is commonly believed to have been derived from the Tamil words aaru (River) + kaadu (forest). However, arkaadu meant 'a forest of fig trees'. Jainism was flourishing in this part of Tamil Land who were otherwise known as Arugar most probably corrupted form of Arhants or the perfected souls. The word Arugar is found in many ancient literary works and places dominant with Arugars were related to them viz Arakonam, Arumbakkam, Aruvur, etc. Not far away from present day Arcot (Anglicized form of Aarkaadu) there is a place called Arungundram. Hence Arcot or Aarkaadu would have derived its name from Arugarkaadu. History The town's strategic location has led to it being repeatedly contested and prompted the construction of a formidable fortress. The Nawabdom of the Carnatic was established by the Mughal Emperor Aurangzeb , who in 1692 appointed Zulfiqar Ali Khan as the first Nawab of the Carnatic . In 1740, the Maratha forces came down upon Arcot. They attacked the Nawab, Dost Ali in the pass of Damalcherry.

The district is primarily agrarian with majority of its population involved in agriculture. Leather based industry is the main industry in this district. Vellore district has an area of 6077 km².
