Electric EV Owners Survey 2019

During November and December 2019 we conducted our annual survey of local EV owners, to hear about what they think of the charging infrastructure in Brighton during the course of the year.

This survey was sent to our mailing list of local owners, and shared with the private Facebook group of local EV owners, EVs.

A total of 43 people took part in the survey, spending around 10 minutes giving feedback. Responses were anonymous. As of Q3 2019, Brighton has around 513 registered owners of plug-in vehicles.

Similar to last years survey, it was again broken up in to the currently available infrastructure: On-street chargers, chargers at Council-run car parks and the rapid Charger at . We also included an additional section for feedback specifically on lamp post chargers, on trial in the city during the course of 2019.

Questions were focused on covering reliability, pricing and availability with opportunity for written feedback on each type of charger, plus a section at the end for inviting ideas on how the city can improve its support in the future.

1 Summary of results

EV owners who have used the city’s public chargers once again favoured the on-street chargers, with 63% of owners telling us they’ve used them, and 78% of those who had, saying they would recommend them to others.

Frustrations run high and a high proportion of respondents voice their concerns in the written feedback.

Reliability

Feedback scores on the reliability of all charger types has been lower on average than in 2018. Car-park chargers were thought to be the least reliable, followed by the Withdean Rapid charger and on-street Chargers, scoring just 4.6/10 for reliability.

Written feedback is mostly unchanged from last year, with complaints of downtime and poor maintenance across all chargers. Outages at Withdean Rapid charger have caused some owners much frustration.

Pricing

Despite no major price changes from current operators, opinions on pricing improved slightly over last year, with the overall average score at 5.2/10, labelled by “fair” on the survey. Once again, the on-street chargers were thought to offer the best value. Thoughts on Withdean Rapid Charger changed significantly, with more owners now saying it offers fair value.

These changes in opinion could be due to more feedback from new owners of electric vehicles, enjoying costs much lower than petrol; or perhaps a reflection of the broader market including more premium pricing from the likes of Shell, BP, Ionity and others.

2 Availability

Once again owners found the car-park chargers to be the most available, with an average score of 6/10, the on-street chargers were the lowest scoring.

Almost all survey participants have asked passionately for more chargers.

Frustrations with “ICE-ing” seems to have increased this year, as have comments on over-staying and some calls for better enforcement.

Lamp post chargers

Very few participants had used the lamp post chargers, more feedback is needed to make this data useful. From those who had used the chargers however, their thoughts were split, although opinion on availability was generally shared as being found to be busy. Proposed pricing was mostly thought to be overpriced.

Other feedback

The majority of respondents felt that there had been little improvements in regards to owning an EV in the city. Owners are crying out for new chargers, and are especially vocal about wanting new rapid chargers.

Owners are really keen to see improvements and have some constructive ideas around locations for future chargers, and for increasing uptake of EV ownership in the city.

“The council MUST restrict parking. Almost everyday there is an ice car parked in the electric bay.”

“Would it be possible to add an extended boundary? It wouldn't be the first time a few salty ICE drivers have intentionally blocked me in by parking right up to the white lines. If this was extended with some sort of hatchet lines it should hopefully stop this.”

“Was using the CYC app originally but had to switch to the car (at the cost of £20) because the app was so unreliable for locking and unlocking charge points.”

"Brighton needs more superchargers in the city centre. 'Charge your car' network are not as responsive to problems with their chargers. They are often out of action for weeks at a time.”

“Ideally there should just be one network for all chargers. Power should be free paid for from fuel duties.”

“Not fast enough and not enough of them.”

“Too expensive for the fact there are very few and don't always work.”

“Too many networks, no segregation for EVs.”

“Most of the time the chargers are out of order. The commercial ones are more often than not iced. The ones at the station rarely work. Allowing Plug-in Hybrid to use EV points is not a good idea.. sadly there are just not enough rapid and fast chargers.”

“There are too few chargers, there are frequent faults with the existing. The [should have already been deployed] lamp post chargers don't seem to be a thing. I can't see how people will be persuaded out of their ICE cars.”

“Annoying that some require a keyfob still.”

“There is an issue with other EV owners plugging in and leaving the car overnight and blocking other users. It's not that big a problem at the moment, but will become one as EV ownership increases.”

“There are not enough! And the City council should have licensed/approved just ONE network across the city so that drivers don't need multiple RFID cards or phone apps for charging at multiple locations.”

“Where chargers are in controlled parking zones they need to be clearly marked to show that there are parking restrictions in force.”

“Not enough. CYC are a shambles, their hardware, service, and account processing.”

“More often than not, the chargers convenient to me are not working in spite of regularly reporting to the supplier/council. Servicing is very poor. Also, the lack of home charging permission due to no off street parking is very restrictive and a solution needs to be found. is particularly badly serviced with street chargers.”

“The one at Maderia Drive out of action for over 2 months with numerous emails to the council with no effect. What will happen to us Polar Plus members now that Blue Electric is taking over from CYC?”

“They’re occasionally ICE’d (the Madeira drive and Bartholomews especially). My main concern is that they are about to be taken over by Electric Blue who have terrible ratings for customer service, being in operation and for their App. The council claim to have undertaken due diligence, but this does not appear to include a simple reading of online reviews by actual users. The cynic in me would think that they’ve chosen a company that will give them a higher revenue payback than CYC or Polar - and I assume the change of supplier/ operator is why the CYC ones in Regency Square the Carparks have been left out of order since a failed ping test several months ago.”

“There are not enough!”

“Not enough chargers. 7kW min required. ICE cars parking on charging points should be fined. Chargers not accessible after shops close eg Asda Marina. Why? Some faults not fixed promptly. Generally network needs to be expanded. More on street chargers so that conversion to electric is an option for doubters.”

“They are often out of service and take a long time to be repaired. Sometimes cars are parked and plugged in but not charging. Overnight facility would be a big improvement too.”

“If they are available they are quite pricey, which is ok. But when there is a diesel Passat parked there it’s infuriating.”

“The main sticking point here is that the car parks are expensive. Can we have a discount on the parking?”

“The parking fees are too expensive to warrant using except in an emergency.”

“As a Brighton resident with off-street parking I have my own charger and so hardly ever use public facilities in the town.”

“The city has only 1 rapid charger, this is stupid. I’ve never been able to use an on street charger as the bays are not marked EV only so are always ICE’d. In the car parks, either make the charging free, or the parking free, charging for both is daylight robbery. Keep on top of maintenance so that existing chargers are working for a change. Whatever happened to the 200+ chargers that were going to be installed this year? For a council wanting to encourage EV ownership, you’re doing a terrible job!!!”

“Need to modernise the original ones especially those in car parks. There needs to be more rapid chargers. Need to have a network of those who have household car chargers to be able to be rented by other Brighton and residents or visitors.”

“There should be more on site checking that the chargers are functioning correctly.”

“All at Regency Sq out if action for over 2 months, once again emails to the council to no avail and again what is going to happen with CYC losing the contract.”

“The regency square ones have been off line for months, quickly followed by the lanes car park ones. I assume this is because CYC, having list the contract, won’t now repair them.”

“Need to apply strict blocking of bay with PCN Fines. Charge overstayers! Free for BEVS. Charge for PHEVs & every EV after it has a full Charge.”

“Sometimes cars are parked in the bays which are not even hybrids and never seem to get a penalty.”

"It's tricky to find, and is slap bang in front of the centre so can draw some unwanted attention. I'd also like to see it expanded as a single unit leads to contention (obviously). That said, it's one of the few rapids in the city so it's still more than welcome.”

“The newer on street chargers have made charging much easier in the Hanover area.”

“Not really. My saviour was always Hove Train station but now they don’t work. Hopeless.”

“We absolutely need more rapid chargers, particularly for those travelling between London and Brighton (and beyond). It would also be good to see a sort of "park and ride" system setup so if you want to explore the city, or just get shopping you can do so quickly and efficiently.”

“There are not enough charging points . We are on at Leonard’s Road and awaiting the two points to be installed at the end of October.”

“Well I’m doing my best to put chargers everywhere. I run my electric life with my pod point at home and then the pod point network when out on the road.”

“I have only charged at the Withdean once and on Ecotricity a handful of times. The rest of my chargers have been at Lidl or Tesco.”

“Not over the course of this year, no. But obviously over the course of the last few years there has been a big increase in charging points.”

“More chargers have been added and the news for many more is very welcome! I heard from The Pebble Trust a long time ago that they'd offered funding for this but red tape held it all up.”

“Awareness, but that's not a Brighton thing. A question I wish I'd been asked here is 'why haven't you used the Withdean fast charger?' As I'd answer 'it's usually broken, and is too expensive, and in an impractical location’.”

“No, it’s got worse due to regency square being off line.”

“For owners in the city, the lamp post charging is great, but for visitors, the changing is terrible, even the new sockets in car parks are not reliable, as they get ICE'ed (blocked by fossil cars) or there are not enough. Please invest in Rapid changing hubs, I would pay up to 40p/kWh for a rapid charger for just a short 20 min top-up.”

“More in existing car parks and popular venues. More on-street chargers but in less busy locations.”

“St Aubyns and Hove Tesco, Hove seafront, King Alfred car park.”

"1. common area, 2. , 3. Somewhere near the M23/M27 (the roundabout).”

“1. Large council owned(?) area which would be perfect for charging and would attract people the area, 2. It's a shopping and entertainment hotspot, and again perfect for a cheap installation, 3. Absolutely required for long distance travel. The leisure centre is about the closest alternative.”

“As an aside, I did mention it earlier. A park and ride system would be awesome. We don't want cars in the city, irrespective of electric or ICE - the ability to borrow a cycle/scooter/bus to perform errands or for entertainment would be great.”

“The council should work with the city's petrol stations to install two rapid chargers - this makes EV ownership more feasible for the many residents without off street parking; Rapid chargers should also be installed at each of the city main car parks: Churchill, Station, London Road, NCP Theatre with reduced parking fees for EV drivers.”

“There will need to be a lot more charging points in the more densely populated terraced areas, such as Hanover (yes that is where I live), in order to fulfil the likely demand over the next 10 years.”

“In association with private landowners, for example at gyms & leisure centres - Virgin Active Falmer is a prime location & a gym/swim session could easily be long enough for a good charge or top-up. In more residential areas, my own area of Elm Grove/Hanover is very poorly served by roadside/lamp-post chargers.”

“Near the RSC hospital and the main shopping district these are areas of high visitation. Hove as no chargers”

“More in all the car parks, and rapids too.”

“The BP by the A27 / A23 junction should get their new 150KW chargers? Please encourage this. And then near the centre where ever cheap / free land can be obtained please build Rapid chargers for taxis and visiting cars with a max charge time of just 50 mins. Then a fine if you overstay. Marina, Victoria Gardens, Hove Green and Hove Lawns. spaces around these could have 4 rapid charges each. and maybe 4 at the mains Brighton station for Taxis.”

27 Written feedback: What do you think would help ensure more people adopt electric vehicles in Brighton & Hove?

“A lot more charging points, especially rapid chargers (as most residents won't have off street parking for home charging); more charging points without parking charges applied - it makes it ridiculously expensive way of charging if you can't charge from home.”

“More charge points that are electric cars only.”

"I suspect subsidised charging would be a factor (BUT NOT FREE, free charging causes chaos from entitled idiots). I'd also consider controlled offsets for purchase and VED - maybe credits against parking, that sort of thing. I'd like to see a fleet of electric buses and taxis to prove renewable powered vehicles are viable. It's important to avoid an us vs. them mentality. As a long term EV driver humans will human, they'll black label EVs when they need to be inclusive. Any benefits should almost be treated like a supermarket rewards card. Best of luck."

“Banks of bays not isolated ones. A way of preventing ICE’ing, clear signs, being able to use a credit card.”

“Bus Lane access for full EV. Parking permits for Brighton for all full EV drivers until sat 2022.”

“Plentiful on street parking at a fair market rate, or charge passes that can be issues with parking permits.”

“Free or cheap rapid charging.”

“More visible chargers with dedicated charging spaces. More Lamp post chargers for those who don’t have off street parking.”

“More visible and available chargers.”

“More rapid and fast chargers are needed and infrastructure maintenance must improve. There’s no point having chargers that don’t work. From being seen as a green and forward thinking city, B&H now has a terrible reputation on the forums, well done � ”

“Make them more reliable and provide more.”

“More chargers! Including those for motorbikes/mopeds. Higher cost for residents permits for large/more polluting cars.”

“More encouragement through small incentives similar to elsewhere in the country. Free or discounted parking at council car parks where charging is available. Chargers at all council sites. Make a zero emissions category for parking permits. Conversion of council fleet vehicles to EV to set a leading example.”

29 What do you think would help ensure more people adopt electric vehicles in Brighton & Hove?

“Rapid chargers installed at all city petrol stations - residents I've spoken to who want EVs are prohibited from ownership if they don't have off-street parking. Rapid chargers mimic the experience of ICE ownership. It's also a lot less infrastructure to worry about than hundreds of on street lamp post chargers. Zap-map has found rapid charger use is rising quickly and is the future source of demand. The council should come up with its own scheme to help petrol station owners deal with the hassle of installation as they aren't doing it on their own.”

“Free charging for new owners - maybe first 6 months? More on street spaces dedicated to EVs.”

“A lot more chargers, I have a friend who wants to get one but he worries about not finding a charging point at night (he lives in Hove) and having to spend a lot time and effort finding somewhere to plug in.”

“Grant funding to subsidise the initial higher price of EVs / PHEVs. Many more charging points - there is a high proportion of residences without off-street parking and no opportunity for safe home charging, so street and lamp-post charging points are essential. Fair pricing for the charging posts - the current proposed deal is too expensive per kWh, especially when it gives BHCC a kick- back!”

“More reliable and policed chargers. I am also concerned about the change from CYC to Blue Electric a company with appalling reviews. My own experience of just trying to get their app to work is not good and don't get me started on their poor customer support.”

“More free 7kW ones in the car parks. Better policing of the existing spaces to prevent icing, especially Churchill centre and ASDA…”

“Rapid changing hubs, street light sockets are great but you will only get one car on each one a night. Some people still think like a fuel car and will want to charge on a rapid once or twice a week, most new EVs can do this as they have a good 220 miles + range.”

“Big Signs & fines to stop the misuse of Charging Bays so that BEVs can use them to get home!”

“Street charging in Residential areas. For people without drives. Expand polar network. Make sure chargers are NOT located at front entrance of shops, as lazy ICE drivers park in charging bays. Have adequate signage to inform people that ONLY electric cars can park there. The confrontation with ICE car users is painful.”
